Abstract

Purpose

This paper identifies the challenges during a recent disaster relief operation in a developing country where the humanitarian response is dominated by national actors, with international actors having a minor role.

Design/methodology/approach

A case study design is used; the main data sources are semi-structured interviews with 43 informants involved in the 2017 Kermanshah earthquake relief operation.

Findings

The findings suggest that humanitarian practitioners deal with multiple challenges during disaster relief operations. One group of challenges relates to humanitarian logistics (HL) like needs assessment, procurement, warehousing, transportation and distribution, all widely discussed in the literature. Another involves the growing use of social media, legitimacy regulations and the engagement of new humanitarian actors (HAs) like social media activists and celebrities. These factors have not been extensively studied in the literature; given their growing influence, they require more scholarly attention.

Practical implications

The findings will help humanitarian practitioners and policymakers better understand the challenges involved in disaster relief operations conducted by multiple actors and thus help them improve their practices, including the creation of proper regulations, policies and logistics strategies.

Originality/value

The study uses primary data on a recent disaster to assess and extend the findings of previous studies regarding HL challenges. It also elaborates on the critical non-logistical challenges that influence aid delivery in emergency responses, including the growth of social media, regulations and the engagement of new HAs. The results may motivate future empirical and modelling studies to investigate the identified challenges and identify practices to mitigate them.

Abstract

Purpose

This study seeks to provide insights into corporate achievements in supply chain management (SCM) and logistics management and to detail how they might help disaster agencies. The authors aim to highlight and identify current practices, particularities, and challenges in disaster relief supply chains.

Design/methodology/approach

Both SCM and logistics management literature and examples drawn from real‐life cases inform the development of the theoretical model.

Findings

The theoretical, dual‐cycle model that focuses on the key missions of disaster relief agencies: first, prevention and planning and, second, response and recovery. Three major contributions are offered: a concise representation of current practices and particularities of disaster relief supply chains compared with commercial SCM; challenges and barriers to the development of more efficient SCM practices, classified into learning, strategising, and coordinating and measurement issues; and a simple, functional model for understanding how collaborations between corporations and disaster relief agencies might help relief agencies meet SCM challenges.

Research limitations/implications

The study does not address culture‐clash related considerations. Rather than representing the entire scope of real‐life situations and practices, the analysis relies on key assumptions to help conceptualise collaborative paths.

Practical implications

The study provides specific insights into how corporations might help improve the SCM practices by disaster relief agencies that continue to function without SCM professional expertise, tools, or staff.

Originality/value

The paper shows that sharing supply chain and logistics expertise, technology, and infrastructure with relief agencies could be a way for corporations to demonstrate their good corporate citizenship. Collaborations between corporations and disaster agencies offer significant potential benefits.

Abstract

Purpose

The purpose of this paper is to introduce a 3R (right time, right place, and right material) principle for characterizing failure in humanitarian/relief supply chains’ response to natural disasters, and describes a Bayesian methodology of the failure odds with regard to external factors that may affect the disaster-relief outcome, and distinctive supply chain proneness to failure.

Design/methodology/approach

The suggested 3Rs combine simplicity and completeness, enclosing all aspects of the 7R principle popular within business logistics. A fixed effects logistic regression model is designed, with a Bayesian approach, to relate the supply chains’ odds for success in disaster-relief to potential environmental predictors, while accounting for distinctive supply chains’ proneness to failure.

Findings

Analysis of simulated data demonstrate the model’s ability to distinguish relief supply chains with regards to their disaster-relief failure odds, taking into account pertinent external factors and supply chain idiosyncrasies.

Research limitations/implications

Due to the complex nature of natural disasters and the scarcity of subsequent data, the paper employs computer-simulated data to illustrate the implementation of the proposed methodology.

Originality/value

The 3R principle offers a simple and familiar basis for evaluating failure in relief supply chains’ response to natural disasters. Also, it brings the issues of customer orientation within humanitarian relief and supply operations to the fore, which had only been implicit within the humanitarian and relief supply chain literature.

Abstract

As the end of the United Nations International Decade for Natural Disaster Reduction approaches it is necessary to review what is known about global responses to catastrophes. Discusses four major weaknesses of the relief and mitigation community that are frequently identified in the disaster studies literature: the violation of human rights, a low degree of relief co‐ordination, difficulties and drawbacks of providing aid, and dilemmas of development. Offers possible solutions for these challenges and also highlights the implications of the findings for research and application. Gives direction to both academics and practitioners who are interested in disaster relief and prevention around the world.

Abstract

Purpose

The purpose of this paper is to develop a framework for disaster relief supply chain quality management (DRSCQM).

Design/methodology/approach

This paper introduces a structured approach to making decisions in the following areas: system foundation, system constraints, initial sudden natural disaster encounter point(s), the intensity of disaster, the efficacy of the disaster relief supply chain systems, and post-disaster relief management.

Findings

The context-intervention-mechanism-outcome logic provides guidelines for facilitating Lean Six Sigma to eliminate wastes and improve the overall performance of the DRSCQM.

Research limitations/implications

The theoretical frameworks will enhance the current knowledge base in DRSCQM literature and will also be helpful to manage disaster relief operations and supply chains. However, there is a need to conduct empirical studies based on the proposed frameworks in the future.

Practical implications

A transformation process based on Dr Deming's plan-do-check-act cycle has also been proposed to show how a relief organization can assess its current maturity level, react to it, develop more sustainable disaster relief practices, and move the entire system in the right direction.

Social implications

The systemic and holistic procedure developed in this paper views the environment of disaster relief as dynamic, complex, chaotic, and ever-changing and takes into account the fact that relief organizations’ actions often involve a team of diverse specialists working on a project basis.

Originality/value

The framework presented here helps to improve the efficiency and the effectiveness of disaster relief supply chain management. This is timely and important now as there continues to be an increase in climate-related natural disasters.

Abstract

Purpose

The purpose of this paper is to examine the impact of media attention on corporate disaster relief.

Design/methodology/approach

The authors used a matched sample research design, which is considered more appropriate than a random sample design for studying events that have low-occurrence rates in general. For each donor firm in the Yushu earthquake, the authors matched the firm with a non-donor firm in the same industry and with a firm size of within ±30 percent of the total assets in the year prior to the year of the occurrence of the Yushu earthquake. Then, using the Baidu engine, which is the most popular Chinese search engine, the authors captured the online media attention to the donor firms and their disaster relief.

Findings

The authors found that media attention drove corporate disaster relief.

Research limitations/implications

Although the authors highlighted the role of the media as an important stakeholder in influencing corporate disaster relief, the authors did not fully explore the media’s influence. Future research should delve more deeply into the impact of the tenor of media coverage on corporate disaster relief.

Originality/value

This study reveals that the media, a particularly powerful stakeholder, can be a corporate disaster relief driver in China.

Abstract

Purpose

This study proposed a mathematical model for decision-making in the pre- and post-disaster phases. This research aims to develop a mathematical model for three important fields in the context of humanitarian logistics; stock prepositioning, facility location and evacuation planning in the humanitarian supply chain (HSC) network design.

Design/methodology/approach

This study applied three optimization techniques; classical approach (CA), pattern search algorithm (PSA) and Genetic Algorithm (GA) to solve the proposed mathematical model. The proposed mathematical model attempts to minimize the total relief items supply chain cost and evacuation chain cost of the HSC. A real case study of cyclone Fani, 2019 in Orissa, India is applied to validate the proposed mathematical model and to show the performance of the model.

Findings

The results demonstrate that heuristic approach; PSA performs better and optimal solutions are obtained in almost all the cases as compared to the GA and CA.

Research limitations/implications

This study is limited to deterministic demands in the affected regions, and different scenarios of the disaster events are not considered.

Social implications

The finding reveals that the proposed model can help the humanitarian stakeholders in making decisions on facility location, relief distribution and evacuation planning in disaster relief operations.

Originality/value

The results of this study may offer managerial insights to practitioners and humanitarian logisticians who are engaged in HSC implementation.

Abstract

Purpose

The purpose of this paper is to identify the issues and challenges in humanitarian logistics and to develop a framework for effectively managing the humanitarian logistics in disaster relief supply chain operations in India.

Design/methodology/approach

This paper presents a framework to manage humanitarian logistics effectively in disaster management through qualitative analysis. First, the author examines the challenges facing the humanitarian logistics and supply chain through the reviews of the literature on various disasters. Then, the author presented a framework based on the best practices and initiatives taken worldwide in the preparedness and response stage of the humanitarian supply chain to manage and reduce the aftermath of any disaster in context to India.

Findings

A framework has been developed to manage humanitarian logistics in the disaster relief operation, which would improve the humanitarian supply chain in India and help to effectively manage natural disasters in the preparedness and response stage at the state and district levels.

Research limitations/implications

The paper mainly emphasises on the preparedness and response stage of disaster supply chain management in Indian context.

Practical implications

None of the disaster incidents can be stopped from taking place, but the impact can be minimised by proper preparedness and effective response during the operations of humanitarian logistics. With this hope, the framework has been developed, which if implemented would help to plan and manage any disaster incident in an effective manner, which ultimately would save millions of lives and cost in terms of infrastructure, property, assets etc.

Originality/value

As natural disaster incidents are occurring frequently in Indian states, there is an urgent need for a framework to manage the logistics operations effectively and efficiently during any disaster relief operations. Limited literature is found on developing and presenting a framework focusing on the preparedness and response phase of disaster supply chain management in context to India. Hence, this paper is believed to be the first to fulfil this gap with main emphasis on the preparedness and response stage of disaster supply chain management in Indian scenario.

Abstract

Disaster relief workers experience psychological and physical needs as a direct consequence of their disaster involvement. While this impact has been acknowledged, relatively little is known about the nature of the psychosocial demands generated by prolonged exposure. Developing both comprehensive preparatory and support programmes for relief workers will require that the nature of these demands, their impact on personnel, and their implications for disaster management are documented. Describes the experiences of a group of nurses who provided relief care in Romanian orphanages in the aftermath of the 1989 revolution in that country. Suggests that prolonged disaster exposure creates specific personal demands and operational problems. Problems were described in relation to operational practices and national issues (e.g. political and cultural factors). Describes the implications of these factors for relief worker wellbeing and relief operation effectiveness, together with suggestions for managing these demands.

Abstract

Purpose

The purpose of this paper is to explore disaster relief activities implemented by high-profile sport organisations and athletes.

Design/methodology/approach

In total, 70 newspaper and magazine articles reporting the disaster relief efforts of sport organisations and athletes in various regions were identified and analysed through a content analysis.

Findings

The authors find 11 forms of activities that sport organisations and athletes have implemented to provide social support in post-disaster situations. These forms are classified based on type of post-disaster social support: eight forms are categorised as tangible support, while the other three are categorised as emotional support.

Research limitations/implications

The findings are based on the analysis of the news media that predominantly reported North American cases, and the current list of disaster relief activities may exclude some activities ignored by these specific data sources. Using the forms of disaster relief activities identified in this study as an initial framework, future studies should engage in the focused analysis of disaster response among sport organisations and athletes.

Practical implications

The comprehensive list of the disaster relief activities identified by this study should aid the decision-making of sport organisations and athletes in facing disasters and enable them to better prepare for their disaster response.

Originality/value

This study reveals the extensiveness and uniqueness of disaster relief activities currently implemented by sport organisations and athletes.
