The transforming influence of care in the community, with its resulting mass of new legislation, has brought about change whose pace has been gathering momentum. The culmination of this process is evident in the Modernising Mental Health Services (Department of Health, 1999a) agenda, proposals to reform the Mental Health Act (Department of Health 1999b, 1999c, 1999d) and the Mental Health National Service Framework (Department of Health, 1999e). This article explores the challenges.

Abstract

Purpose

This study adopts an institutional entrepreneurship perspective in the context of public–private partnerships (P3s) to highlight the role of social actors in enacting institutional change in a complex organizational setting. By studying the actions of two prominent social actors, the authors argue that successful institutional change is the result of dynamic managerial activity supported by political clout, organizational authority and the social positioning of actors.

Design/methodology/approach

The authors conducted a field-based case study in a complex institutional and organizational setting in Alberta, Canada. The authors employed an institutional entrepreneurship perspective to identify and analyze the activities of two allied actors motivated to transform the institutional environment for public infrastructure delivery.

Findings

The empirical study suggests that the implementation of institutional change is both individualistic and collaborative. Moreover, it is grounded in everyday organizational practices and activities and involves a coalition of allies invested in enacting lasting change in organizational practice(s), even when maintaining the status quo seems advantageous.

Originality/value

The authors critique the structural explanations that dominate the literature on public–private partnership implementation, which downplays the role of agency and minimizes its interplay with institutional logics in effecting institutional change. Rather, the authors demonstrate that, given the observed impact of social actors, public–private partnership adoption and implementation can be theorized as a social phenomenon.

Abstract

An overview of the various selection tools currently available for building a better jazz recording collection on compact disc. Evaluative guides, select discographies, general reference works, reviews in periodicals, and World Wide Web sites are suggested to aid in this process. Together, these resources can aid librarians and media selectors in building well‐rounded collections that cover different styles and movements of jazz over the last century, from the latest reissues of albums of historical importance to the best in contemporary recordings. The author concludes with a list of 30 (or so) sound recordings that should be found in any core jazz collection.

Abstract

The pejorative academic and social challenges experienced by students with emotional and behavioral disorders (EBD) are well documented. In an effort to improve student outcomes, schools often employ inclusive models of instruction and support. However, the implementation of inclusive models may result in students with EBD having fewer opportunities to develop essential skills and competencies rather than the provision of special education services that promote school and transition success. This may occur in instances in which stake-holders emphasize student placement in general education without giving equal consideration to the necessary specialized supports and instruction for students with EBD to be meaningfully included. The current chapter urges stake-holders to consider the degree to which inclusive practices for students with EBD also meet FAPE mandates. It is our contention that students with EBD will only benefit from general education settings to the degree to which this placement provides opportunities to develop academic, social, and adaptive skills.

Abstract

Purpose

The aim of this study is to trace the factors that have contributed to the adoption and institutionalization of foresight practices within the Singapore Public Service, Government of Singapore.

Design/methodology/approach

This study discusses the history of the adoption and institutionalization of foresight practices in the Singapore Government; this study has carried out content analysis of secondary literature and conducted 11 in-depth semi-structured interviews with elite informants.

Findings

This study finds that the adoption and institutionalization of foresight practices in the Singapore Government was brought about by a combination of five factors. The most foundational factor in our model is the role of institutional entrepreneurs, who drew upon the symbolic representation of Singapore’s vulnerability to legitimize the use of foresight, thus resonating well with local technocratic groups to maintain steady economic progress. This study further argues that the underdevelopment of foresight in the local private and academic domains can be at least in part explained by the historical connotations of foresight that were uncovered.

Research limitations/implications

As the findings are fruit of the authors’ interpretation of the secondary literature/interview data, they require further triangulation by future research.

Originality/value

This study presents the interpretation of elite informants’ accounts and historical documents to explain one of the most exemplar yet classified case studies of governmental foresight globally.

Abstract

Western management philosophy and thought have been around for millennia; however, the supremacy of its concepts and writings has become a subject of criticisms in Africa. There is a huge gap in African management education which calls for redesigning of management curriculum to affirm African social orientation and self-determination that will enable new forms of learning and knowledge required to tackle complex global challenges. The objective of this chapter is to review Western management thought and practice vis-à-vis the existing management philosophy in Africa prior to her colonisation and advocate the need to redesign management curricula. To accomplish the aforementioned objective, this chapter took a historical, reflective and systematic approach of literature review to advance renewal of management curricula in Africa. The analysis began with a review of pre-colonial management philosophy and thought in Africa, followed by a discussion of how colonialism obstructed and promoted the universality of management. This was followed by a review of African traditional society and indigenous management philosophies. The chapter discussed topics that should feature in an African-oriented management curriculum and highlighted fundamental constructs that can be fused into management curriculum of business schools/teaching in Africa. The chapter also made a case for a flexible management curriculum structure that is broader than the conventional transmission-of-knowledge building which views students as passive learners’ by adopting suitable pedagogical tools that will be relevant for knowledge transmission and assessment and also enhance learning and management practices that is culturally fit and relevant to global practice.

Abstract

Ambridge residents live with extended kin and non-family members much more often than the population of the United Kingdom as a whole. This chapter explores cultural norms, economic need, and family and health care to explain patterns of coresidence in the village of Ambridge. In landed families, filial obligation and inheritance norms bind multigenerational families to a common dwelling, while scarcity of affordable rural housing inhibits residential independence and forces reliance on access to social networks and chance to find a home among the landless. Across the socioeconomic spectrum, coresidence wards off loneliness among unpartnered adults. Finally, for Archers listeners, extended kin and non-kin coresidence creates a private space where dialogue gives added dimensionality and depth to characters who would otherwise be known only through their interactions in public spaces.

A proposition offered in this manuscript is that activist musicians use their musical competencies to enhance their social change strategies within the local community. However, it is unclear what strategies are being utilized by local activist musicians in order to reach collective action and achieve social and political change. A self-developed framework, the Framework for Activist Musicians (FAM), portrays how an activist musician utilizes their social experiences, behaviors, and influence to enact social change. The framework delineates how a musician utilizes their music-making involvement and status to enhance their charisma and authenticity as an activist to establish social change. Additionally, the framework outlines the unique qualities of a musician and activist which make them well-prepared to be an influential community leader.

Abstract

The economics literature on gender has expanded considerably in recent years, fueled in part by new sources of data, including from experimental studies of gender differences in preferences and other traits. At the same time, economists have been developing more realistic models of psychological and social influences on individual choices and the evolution of culture and social norms. Despite these innovations, much of the economics of gender has been left behind, and still employs a reductive framing in which gender gaps in economic outcomes are either due to discrimination or to “choice.” I suggest here that the persistence of this approach is due to several distinctive economic habits of mind – strong priors driven by market bias and gender essentialism, a perspective that views the default economic agent as male, and an oft-noted tendency to avoid complex problems in favor of those that can be modeled simply. I also suggest some paths forward.
