Abstract

This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.

Abstract

This conceptual chapter introduces an interdisciplinary model of emotional ambivalence using an adapted framework based on the Affective Events Theory (AET). Given the preoccupation in the current literature with studying affective disposition and discrete emotions, there is opportunity for researchers to explore the presence and influence of conflicting emotions. I use the organizational context of Personal Web Usage (PWU) monitoring to set the stage for a hypothetical discussion of the AET-based model of emotional ambivalence. The likelihood of conflict in the cultural norms and values associated with both monitoring activity and employee behavior presents an opportune setting to study emotional ambivalence. After an in-depth description of the model and its application to the PWU-based monitoring context, I conclude with a brief discussion of potential areas for future research.

Abstract

Greater parental monitoring is commonly associated with reduced delinquent behavior in adolescents, yet less is known about the extent to which parental monitoring behavior changes after a child is arrested for the first time. The present study examines the extent to which mothers’ monitoring behaviors (i.e., parental monitoring knowledge and effort) change in association with juvenile recidivism after their sons’ first arrest, operationalized through both youth-reported recidivism and official re-arrest records. Mother–son dyads (total N = 634) across three states were interviewed in two waves over 30 months following the youth’s first arrest. Mothers who reported both more monitoring knowledge and effort at Wave 1 had sons who self-reported less recidivism and were less likely to be re-arrested at Wave 2. Repeated sons’ re-arrests were associated with a change in mothers’ monitoring behavior, as both parental knowledge and parental effort significantly increased from Wave 1 to Wave 2 when youth have been re-arrested more than once, relative to youth who had never been re-arrested. No change in monitoring behaviors were observed in association with youth-reported recidivism, and mothers who stated an intention to change their monitoring habits at Wave 1 did not necessarily do so by Wave 2. The findings point to the ability of parents to modulate their monitoring behavior to respond to chronic juvenile offending. This provide an opportunity for practitioners to work with parents to improve their monitoring skills, to ensure rehabilitative gains that result from justice system intervention are maintained in the home via parental monitoring.

Abstract

This paper makes a contribution to the discussion on micro-foundations of dynamic capabilities – actions and interactions in organizations that enable continuous organizational renewal. More specifically, we propose the idea that dynamic capabilities of an organization are a positive function of corresponding dynamic capabilities of individual and collective actors in the organization. Further, we develop the assumption that not only individual acts of managers but also those of individuals and teams without managerial responsibility relate to dynamic capabilities of the organization. Following a holistic view, we also take into consideration empowering working conditions as an enhancing factor of this function. To examine these roots of dynamic capabilities, we use a multi-level model of competence provided by Wilkens, Keller, and Schmette (2006) that operationalizes the concept of dynamic capabilities provided by Teece (2007) on a concisely behavioral base. We investigated our hypotheses with a standardized questionnaire in a case study of a German plant engineering company with 112 participants and found primary support for our assumptions. Our results show an impact of individual dynamic capabilities on dynamic capabilities of the organization that is mediated by team dynamic capabilities. Psychological and social–structural empowerment moderated this relationship. A case-specific interpretation and implications for future research and practice are discussed.

The promotion of Education for All (EFA) in today's globalized world is an important responsibility to be borne by the international community as a whole. International cooperation in education is being undertaken in many developing countries under collaborative arrangements of “Actors” with varying positions. Essential as the backbone of such cooperation is a mutually complementary partnership between the public (governments and official aid agencies) and private (civil society). Without this, international cooperation in education is exceedingly difficult to implement. Thus, led mainly by international agencies, the mechanisms for global governance for the promotion of international cooperation in education have been created.

This paper sets out to analyze the mechanisms of governance on a global level as led by international agencies. Moreover, it attempts to elucidate the role of civil society, which has gained in importance as a partner of governments and international agencies, leading to a study of public and political dimensions in international cooperation in education. Furthermore, to see how the international community might close the four critical gaps in the areas of “policy, capacity, data and financing” and assist developing countries in promoting EFA, the paper analyzes an example of a recent international initiative called the EFA Fast-Track Initiative (FTI).

Abstract

Unobtrusive measurement methodologies are critical to implementing intelligent tutoring systems (ITS) for teams. Such methodologies allow for continuous measurement of team states and processes while avoiding disruption of mission or training performance, and do not rely on post hoc feedback (including for the aggregation of data into measures or to develop insights from these real-time metrics). This chapter summarizes advances in unobtrusive measurement developed within Army research programs to illustrate the variety and potential that unobtrusive measurement approaches can provide for building ITS for teams. Challenges regarding the real-time aggregation of data and applications to current and future ITS for teams are also discussed.

Abstract

Purpose

The purpose of this chapter was to describe the development of an early childhood learning network and to understand that development through the lens of complexity theory and trans-organization development. It explores the unfolding dynamics and emerging meaning that became central to facilitating the design, development, and implementation of the complex multi-stakeholder network.

Design

The chapter identifies 12 implications from complexity theory for practitioners of trans-organization development, and then applies those implications to the process and understanding of development stages of an NP’s early childhood education network.

Findings

The use of complexity theory as a framework allowed for identifying five key observations and conclusions, in particular the significant role that meaning-making dialogue holds as a driver of common understanding and engagement among stakeholders. Additionally, the use of building responsive processes, understanding contextual shift, impact of power as an attractor pattern, and capacity of flexibility and adaptability all become essential elements of complex network leadership.

Originality and value

The findings of this chapter will help trans-organization development practitioners and leaders alike. Both the implications and lessons learned will assist in building the capacity of leaders and practitioners as a means of improving effectiveness in dealing with emerging dynamics and leading in unknown contexts and complex contexts environments.
