Abstract

Purpose

The aim of this project is to modify and test the executive model of professional teacher training of disaster prevention education.

Design/methodology/approach

A three‐level teacher‐training program for disaster prevention education and training curricula is designed for campus disaster mitigation. The designed disaster prevention education in schools focus on the awareness of disasters, attitude toward prevention, preparation beforehand, appropriate countermeasures, scheduled drills, establishment of community‐based prevention units, participation, training programs for teachers, safety warning signs for public buildings, and research on disaster prevention.

Findings

The accomplishment of the project includes: the design of a systematic license procedure for disaster prevention for the leading‐level, county‐level, and campus‐level; the design of a systematic curricula for teacher training of disaster prevention and training campus‐level teachers; and the evaluation of the efficiency and performance of the teacher‐training program for disaster prevention education.

Originality/value

A three‐level teacher‐training program for disaster prevention education and training curricula is designed. Statistics analysis of training and learning efficiency evaluation by trainee shows that the designed courses are efficient and practical. The project cultured 310 campus‐level disaster prevention teachers and more than 1,000 licensed teachers trained that follow the training program in Taiwan.

Abstract

Purpose

As a result of awareness of the increasing school accidents in recent years and severe damage to school infrastructure by Typhoon Morakot, this paper seeks to discuss the current natural disaster prevention education strategy in Taiwan and investigates the seriously damaged schools from Typhoon Morakot.

Design/methodology/approach

Methods of analysis used in this paper include aerial photo interpretation of landslides and debris flows with the aid of field investigation and spatial rainfall distribution by GIS analysis. Additionally, the reasons attributed to the schools’ damages and disaster prevention education strategies in schools after Morakot are discussed.

Findings

After an overall review of the current disaster prevention education programs, the following items are to be stressed in disaster prevention education as a result of studying the effects of Typhoon Morakot: integration of disaster prevention education into formal school curricula; teacher training for campus disaster prevention education; development of a coalition of campus and community‐based disaster management; and study of the impact of climate change and school vulnerability. School infrastructure safety evaluation and risk assessment, education materials and design activities for psychological recovery after disasters, and the connection of school safety management and community‐based disaster prevention are deemed urgent after Typhoon Morakot in Taiwan.

Originality/value

The current achievements of disaster prevention education in Taiwan include the development of operation and support mechanisms, curricula development and experimental schools selection, development of teacher training program, the popularization of disaster prevention education, the development and use of learning materials, and the determination of an effective assessment mechanism. It is expected that disaster prevention education will become part of the formal school curricula. School safety and vulnerability assessments as a result of climate change and student psychological recovery following disasters are urgent lessons to be implemented after learning from the results of Typhoon Morakot in Taiwan.

Abstract

Purpose

The purpose of this study is to examine looting behaviour during natural disaster incidents. As a consequence, this study considers looting in the context of two case studies: a Tsunami and a Bushfire. The study offers an exploration into the types of and motivations for looting, as well as reflecting on prevention measures.

Design/methodology/approach

The methodological approach of a rapid evidence assessment (REA) is used to examine looting behaviour within the context of two natural disaster incidents, drawing on a thematic analysis, as outlined by Braun and Clarke (2006) to support the presentation of findings.

Findings

The findings of the REA yield three themes. The first theme, Theme 1, focuses on the types of offenders – looters, while Theme 2 focuses on the motivations for offending behaviour – looting. The final theme, Theme 3, presents crime prevention responses: looters and looting. Each theme is further illustrated through a number of sub-themes, and while the two case studies centre on two distinct natural disaster incidents, there are similarities that exist between them offering insights for why looting occurs and consequently how to respond to looting.

Research limitations/implications

Previous research has recognised how incidents such as bushfires enable and create opportunity for looting behaviour. Yet, arguably, little has been achieved in successfully preventing such behaviour. This study offers evidence for why looting occurs during natural disaster incidents and considers the prevention measures that can lead to a reduction in this offending into the future. The need for more detailed and primary research into looting during natural disaster incidents is a research implication engendered by the current study.

Practical implications

This study considers crime prevention approaches in the form of situational crime prevention and social development crime prevention that have direct relevance on crime prevention policy and practice. The practical implications are worthy of attention from law enforcement agencies and other first/emergency responders.

Social implications

This study seeks to offer evidence for policy and practice initiatives that can increase public safety and reduce further threats to community safety during natural disaster incidents.

Originality/value

After the terrorist attacks of 9/11, a concerted effort for swifter and more effective responses to emergency management incidents has occurred. However, the focus of such responses has typically overlooked looting during natural disaster incidents. This study goes some way in addressing that gap in the literature and connects the current scientific knowledge to prevention strategies, informing future policy and practice responses to addressing looting during such incidents. This study provides a stimuli for further research into looters, looting and natural disaster incidents.

Planning for underground spaces has become an effective way to use central areas in cities given the steady economic growth in China. The development of underground spaces in mountainous cities has satisfied the needs of the diversification of the city commercial areas and pedestrian movement. Safety issues exist because these underground spaces were originally used for civil air defense. This study was based on the underground commercial street in Chongqing, which is a typical mountainous city. Based on the results of combined fieldwork and survey, this paper summarized current safety issues, which include the not-fully-open exit, the imbalanced exit location, blocked evacuation routes, and the poor awareness of the potential safety issues. This paper proposed a framework of the safety factors for the underground space and synopsized prevention strategies that are specific to potential disasters in the underground environment. The framework comprises ensuring that the exits are fully open, the underground corridors are kept unblocked, the open space on the street is increased for disaster prevention, and equipment security is maintained and managed. At last, This paper summarized disaster prevention strategies, which include ensuring unimpeded exits, balancing the locations of the exits, avoiding blocks, increasing the disaster prevention square area in the underground space, maintaining and managing the security of the equipment.

Abstract

Purpose

This study investigated pre-evacuation times and evacuation behaviors of vulnerable people during the 2018 flooding in Shimobara, Okayama, Japan, and the flood-triggered factory explosion, a natural hazard-triggered technological accident known as a natural-hazard-triggered technological accidents (Natech). This study examined factors that affected evacuation decisions and pre-evacuation time, estimated the evacuation time in case of no explosion and identified community disaster prevention organization response efforts for vulnerable people.

Design/methodology/approach

Interviews with all 18 vulnerable people who experienced the event were conducted. Multiple regression analysis was used to examine the effect of six factors on evacuation time and reasons for delayed evacuation.

Findings

Factors affecting evacuation decisions included the sound of the explosion, followed by recommendations from relatives and the community disaster prevention organization. Explosion-related injuries delayed early evacuation, but experience of previous disasters and damage had a positive effect on early evacuation. The explosion sound accelerated evacuation of non-injured people; however, explosion-related injuries significantly delayed evacuation of injured individuals. The Shimobara community disaster prevention organization’s disaster response included a vulnerable people registry, visits to all local households and a multilayered approach that enabled monitoring of all households.

Originality/value

This is the first study to examine the evacuation behavior of vulnerable people and community responses during a Natech event.

Abstract

Purpose

This paper aims to synchronize the various constitutional regulations that regulate the natural disaster management in Indonesia, especially those which apply in the Yogyakarta Special Territory after disaster through a legal interpretation and construction method to find a community empowerment-based disaster management model, which suits the Indonesian ideals of law.

Design/methodology/approach

This research is carried out in the Yogyakarta Special Territory province; this research uses the juridical normative method or the method with the doctrinal or the juridical normative approach. The approaches used in this research are the conceptual approach, statute approach and the sociological approach.

Findings

The numerous constitutional regulations that are formed and implemented to regulate the disaster management in Yogyakarta Special Territory cannot yet run its function as an integrating mechanism efficiently. This is mainly because the handling of disasters is usually responsive, without clear planning.

Research limitations/implications

In numerous constitutional regulations, there is a synchronization between the regulations on the society’s rights and responsibilities in disaster management. The point of these regulations is that they state that every citizen has the right to obtain social protection and a sense of safety. They have the right to obtain education, trainings and skills in the establishment of disaster management. Also, they have the right to participate in policies, in accessing information on disaster prevention policies.

Practical implications

Efforts of response toward a disaster should be neither exclusive nor partial. A condition of disaster is a complex condition, which usually asks for a holistic response from various perspectives and experiences. It needs effective teamwork between various institutional groups. Basically, it will not be effective if it is run by a single agency exclusively. Indonesia needs a clear disaster management and needs to synchronize the law for disaster mitigation for minimize the natural disaster impact.

Social implications

Various constitutional regulations made and applied to regulate disaster management in the Yogyakarta cannot yet run its function as an efficient integrating mechanism, as the law cannot yet undergo the rearrangement of the productive process in the society optimally. The goals determined in the execution of the disaster management are often not legitimized by the society, and they do not yet give a full sense of justice to them. Recovery after Yogyakarta earthquake is a slow process.

Originality/value

This is a relatively new research, as other researches focused on the disastrous impacts of the Yogyakarta earthquake. The disaster management system must consider and must be responsive toward diversity, differences and competition, which may arise due to social, economic, political, community and even religious factors. These differences often create a dynamic and complex relation. A wrong manner in handling this may cause horizontal conflicts.

Abstract

Purpose

The purpose of this paper is to provide graduate students, researchers, governmental and independent agencies with an overview of technological disasters.

Design/methodology/approach

Technological disasters are subjects of concern to researchers, academicians, governmental and independent agencies. Disasters are classified into natural and man‐made disasters. For an incident to be classified as a disaster, the disaster criteria should be met. Several disaster criteria have been proposed defining the disasters in terms of casualties, economic loss and environmental impact. The disasters which involve major hazard installations (MHIs) are known as technological disasters. The technological disaster definition, stages, types, criteria, factors, models have been reviewed. This paper presents an overview of technological disaster definition, criteria, stages, models, factors, and prevention.

Findings

Although the technological disasters may occur at non‐MHIs, it has been noted that most of the technological disasters involved MHIs and that their impact is not limited to the plants but can extend to neighboring surroundings. The technological disaster consists of three stages: before, during, and after disaster. There are many factors contributing to the technological disasters, some of which are observed clearly while others are partially hidden. The main technological disaster factors were identified as human, organizational and technological errors. Few models have been drawn describing the sequence of development of the technological disaster.

Originality/value

This paper presents an overview on the technological disaster definition, criteria, types, stages, models, factors, and prevention and combines the scattered information on technological disaster into one record.

Abstract

Although the Sendai Framework for Disaster Risk Reduction 2015–2030 explicitly recognizes the need for psychosocial support and mental health services, the focus of this and many disaster risk reduction and management (DRRM) plans lies in the response, recovery, and rehabilitation phases. Less attention has been given to how mental health aspects affect the predisaster phase. This chapter explores the less understood concept of “resistance” in the perspectives model of disaster mental health, which is related to DRRM themes of “prevention and mitigation” and “preparedness” interventions. Four strategies are identified by which DRRM interventions can contribute to psychosocial support and mental health: increasing stress resistance, fostering cohesion and social support, fostering positive cognition, and building self-efficacy and hardiness. We review the cases of the Philippines, Indonesia, Myanmar, and Thailand and report existing socio-political DRRM initiatives for prevention, mitigation, and preparedness that can potentially enhance resistance as a predisaster intervention. Beyond medical services or clinical mental health interventions for select populations, DRRM interventions can benefit the general public. Despite natural intersections, there remains a need for deliberate and targeted initiatives that explore how vertical pyschosocial care programs can be created to straddle both DRRM and health sectors in practice.

Abstract

Generally, family and community have a great deal of local experience and local knowledge of disaster. Disaster education for family and community is aimed at recognizing the characteristics of a disaster and the existing social situation for the purpose of acquiring general knowledge of disasters, usually at school. Community and family structures and roles differ according to character and location such as urban, rural, coastal, near rivers, and near mountains, among others. In recent times, people's participation in the community has been affected by social changes. Earlier, historical local disaster prevention methods were passed on to other family/community members through daily activity. Recently, however, the characteristics of disasters have changed such that people now need to prepare for disasters of which they have no experience and about which they have difficulty obtaining information. It is thus necessary for communities and families to know different scenarios of disaster. “Community-Based Disaster Risk Management” is difficult to establish without linking community and household. For instance, many types of associations can be found in the community, but some do not play a direct role in disaster prevention and management. However, these associations have strong human relationships and much local knowledge. As an example, family members traditionally take care of children and old and handicapped people. Presently, lifestyles and social systems have changed such as long-distance commuting, both husband and wife working, weak family relationships, fewer children, aging, and unstable economies, among others. It is therefore necessary to carry out disaster prevention education aimed at building local capacity for disaster prevention, after determining the situation in the community and family and the roles people in the community play.

Abstract

Drawing on a case study in Hitachi City, Ibaraki prefecture, this chapter aims to analyze the relationship between community support and the behavior of residents after the Tohoku Pacific Earthquake in the regions affected by the disaster. The chapter will examine residents’ behavior and the community’s roles by way of the following process: (1) We will review Japan’s natural disaster prevention regimes; (2) we will examine the result of a field survey conducted in Hitachi City detailing the city’s natural disaster prevention procedures and the operation of some neighborhood evacuation sites; (3) the behavior of residents following the earthquake is analyzed. In this part, questionnaires were sent to 2000 households, of which 492 (24.6%) were collected and used for this analysis. The earthquake and tsunami destroyed lifelines such as water supply for several days in the city. According to the city, a total of 65 buildings were judged to be in dangerous condition, 251 as requiring care, and 478 were only partially damaged. The most serious damage was found mainly in the city’s coastal areas, where a total of 85 houses were entirely or partly damaged, and 483 houses were flooded above the floorboards by the tsunami. On March 11, a total of 69 evacuation sites opened, and 13,607 residents rushed into them. After the disaster, residents initially tried to go back to their homes. Depending on the damage done, they either stayed there or moved to a relative’s or friend’s house, or to a neighborhood evacuation site. Due to the failure of the lifelines, transportation systems, and the damage caused by the disaster, most residents had to stay within an area more limited than usual, around which they could walk or ride by bicycle. Residents had only the human and physical resources of their neighborhoods. Therefore, the characteristics of their local communities affected how residents behaved during and after the earthquake.
