Abstract

Purpose

This paper aims to synchronize the various constitutional regulations that regulate the natural disaster management in Indonesia, especially those which apply in the Yogyakarta Special Territory after disaster through a legal interpretation and construction method to find a community empowerment-based disaster management model, which suits the Indonesian ideals of law.

Design/methodology/approach

This research is carried out in the Yogyakarta Special Territory province; this research uses the juridical normative method or the method with the doctrinal or the juridical normative approach. The approaches used in this research are the conceptual approach, statute approach and the sociological approach.

Findings

The numerous constitutional regulations that are formed and implemented to regulate the disaster management in Yogyakarta Special Territory cannot yet run its function as an integrating mechanism efficiently. This is mainly because the handling of disasters is usually responsive, without clear planning.

Research limitations/implications

In numerous constitutional regulations, there is a synchronization between the regulations on the society’s rights and responsibilities in disaster management. The point of these regulations is that they state that every citizen has the right to obtain social protection and a sense of safety. They have the right to obtain education, trainings and skills in the establishment of disaster management. Also, they have the right to participate in policies, in accessing information on disaster prevention policies.

Practical implications

Efforts of response toward a disaster should be neither exclusive nor partial. A condition of disaster is a complex condition, which usually asks for a holistic response from various perspectives and experiences. It needs effective teamwork between various institutional groups. Basically, it will not be effective if it is run by a single agency exclusively. Indonesia needs a clear disaster management and needs to synchronize the law for disaster mitigation for minimize the natural disaster impact.

Social implications

Various constitutional regulations made and applied to regulate disaster management in the Yogyakarta cannot yet run its function as an efficient integrating mechanism, as the law cannot yet undergo the rearrangement of the productive process in the society optimally. The goals determined in the execution of the disaster management are often not legitimized by the society, and they do not yet give a full sense of justice to them. Recovery after Yogyakarta earthquake is a slow process.

Originality/value

This is a relatively new research, as other researches focused on the disastrous impacts of the Yogyakarta earthquake. The disaster management system must consider and must be responsive toward diversity, differences and competition, which may arise due to social, economic, political, community and even religious factors. These differences often create a dynamic and complex relation. A wrong manner in handling this may cause horizontal conflicts.

Abstract

Purpose

The purpose of this paper is to discuss the local wisdom‐based recovery model that has been applied in the Bantul district, Yogyakarta, Indonesia following the 2006 earthquake. This recovery model might appropriately be implemented in any type of local government in developing countries which have strong local culture characteristics.

Design/methodology/approach

This research is an exploratory case study which concentrates on the Bantul district. Data were gathered in two categories: primary data and secondary data. Primary data were collected through in‐depth interviews. Secondary data were collected from related document such as articles, books, web sites or government and NGO reports.

Findings

Bantul is a small district in the province of Yogyakarta Special region, Indonesia, and is known to be a highly urbanized area, poverty‐stricken and lacking in funds, and with a limited capability to manage a disaster. However, the two years of recovery has resulted in “reimaging” this district as a well‐planned area with a correctly targeted development strategy. The results of the recovery phase were satisfactory. The recovery efforts paid due respect to the high quality of existing local cultures and popular wisdom. Principally, it is the people themselves who should decide how to rebuild their houses. Local government has only provided assistance for earthquake‐resistant houses and has supported basic housing needs.

Originality/value

This paper presents lessons learnt from local government in a developing country in dealing with a recovery process based on local community wisdom.

This study aims to assess the hospital readiness and resiliency in a disaster-prone Indonesia.

Abstract

Purpose

This study aims to assess the hospital readiness and resiliency in a disaster-prone Indonesia.

Design/methodology/approach

Hospital Safety Index (HSI), containing 151 items, was used to assess ten hospital in West Java and five hospitals in Yogyakarta.

Findings

The average level of HSI for the hospitals under investigation is B, indicating that their ability to function during and after emergencies and disasters are potentially at risk, thus, intervention measures are needed in the short term. Hospitals in Yogyakarta scored lowly in terms of their emergency and disaster management, even though they have previously experienced major disasters in 2006 and 2010.

Practical implications

The role of the government is crucial to improve hospital readiness and resiliency in Indonesia. It is recommended that they: identify disaster-prone areas so that their hospital readiness and resiliency can be assessed; assess the readiness and resiliency of hospitals the prioritized areas; implement intervention measures; re-assess the readiness and resiliency of hospitals in the prioritized areas after implementing intervention measures; and develop a framework to ensure that the hospitals can maintain their level of readiness and resiliency over time.

Originality/value

Research on hospital readiness and resiliency in Indonesia is still limited despite the size of the country and its proneness to disasters. This research has investigated the feasibility and value of using HSI to assess hospital readiness and resilience in Indonesia.

Abstract

Purpose

The purpose of this paper is to discuss the support network organisations between local government, non‐government organisations (NGOs) and community groups in post‐disaster management.

Design/methodology/approach

The paper takes the form of an exploratory case study which concentrates on the Bantul district, Indonesia. The Bantul local government, located in Yogyakarta Provincial Indonesia, was selected as a case study because it had experience in managing post‐disaster conditions after the 2006 earthquake. Data were gathered through in‐depth interviews with 40 key informants with knowledge about the case.

Findings

The research revealed that this local government has made significant achievements in managing network organisations for logistic and humanitarian aid implementation. Inter‐organisational networks, citizen‐to‐organisation networks and organisation‐to‐citizen networks have become prominent resources for local government in managing a disaster because they address the lack of local government capability through negotiated efforts or partnership with other government levels, social institutions, non‐profit sector organisations and the community, in order to mobilize and utilize available capacity effectively.

Originality/value

This paper presents lessons learnt from local government in organising the support network for logistic and humanitarian aid to respond to disasters.

Abstract

Purpose

Bantul in Central Java was the most severely damaged area by a devastating earthquake in May 2006. Even after being victims themselves, nurses and midwives at public health centers worked devotedly. The purpose of this paper is to identify the nurses’ and midwives’ perceptions and understanding of their roles, as well as the needs of training in disaster preparedness and management.

Design/methodology/approach

Focus group discussions and questionnaire survey were conducted with 11 nurses and 11 midwives of public health centers in Bantul. Content analysis was applied to analyze transcripts of the focus group discussions and the responses to questionnaire.

Findings

Health care for survivors and community were provided by highly committed health professionals supported in strong community resilience. Donors driven relief programs tended to be unorganized and insensitive for local health providers. Besides, organized disaster management trainings are strongly needed to develop disaster nursing and preparedness.

Research limitations/implications

Embedded problems of local health system and current nursing practice were highlighted.

Originality/value

Focus group discussions provided vital information that can and must be used to improve disaster response capabilities. Moreover, it was equally it is crucial to examine carefully what unfolded during post-disaster intervention.

Abstract

One of the most important issues arising from the 2006 Java earthquake is that many of the Javanese houses were easily collapsed or badly damaged due to the quake. The failure of the vernacular houses was also believed to be a principle factor in causing the casualties. As a replacement, the government built reconstruction houses which differ in form, size and structure to the earlier houses. Intensive campaigns were conducted to encourage and support the construction of compacted dwellings with brick walls and concrete frame systems. In view of the fact that the collapsed houses were comprised of many of the various types of Javanese vernacular structures in the area, including the recent well known reinforced concrete frame type, uncertainty in deciding which house is really fulfill the need of the people has emerged. Even though the new houses are thought to be more stable in respect of earthquake safety, the other values in housing should be examined and reassured.

The comparative study presented in this paper, is based on a housing quality assessment method, which employs using an adaptation of Maslow's theory. Here, an interpretation related to the housing aspects in respect of the specific grading method is proposed. Following the earthquake, all Javanese house types were examined from the old traditional housing to the newly built houses. Aspects of evaluating the quality are considered according to local requirements and needs in respect of how the houses had been built according to the climate, needs, customs, safety, security, utility and comfort. This was done in order to compare the developments and changes in quality of the various types of housing. The result of the assessment applied to the houses shows that the Javanese housing quality is constantly changing over time for particular reasons. Unfortunately, according to this study, the overall quality of Javanese houses is currently, for some reason, in a downward trend.

Abstract

Purpose

The purpose of this paper is to discuss policy-relevant findings regarding strategies for mainstreaming gender in achieving sustainable post-disaster reconstruction (PDR).

Design/methodology/approach

An exploratory case study was used to explore the implementation of gender mainstreaming strategies and the link to sustainable PDR. The Bantul and Sleman regencies of Yogyakarta province provide a unique site for researching PDR as they are located in a region that is more strongly affected by earthquakes than nearly any other in Indonesia. Data were collected through interviews with 17 key stakeholders and 26 beneficiaries who were involved during and after the earthquake. To support the interview findings, surveys involving 50 policy makers and 150 beneficiaries were conducted. Content analysis and t-statistics were used in analyzing the data.

Findings

Gender mainstreaming strategies within sustainable reconstruction should incorporate strategies for protecting against gender vulnerabilities and for promoting gender capacities. Both are fundamental to the achievement of sustainable PDR.

Originality/value

The paper establishes comprehensive strategies for mainstreaming gender under three pillars (i.e. economic, social and environmental) of sustainable development. The findings benefit relevant policy makers by improving the policy performance of gender mainstreaming in the affected communities in enhancing sustainable PDR.

Abstract

Purpose

The purpose of this paper is to investigate the potential for reducing earthquake risk to non‐engineered buildings. “Non‐engineered” buildings are, in simple terms, arbitrarily designed and inadequately built structures. Such buildings are indigenous and widespread within Indonesia, and are particularly susceptible to damage and destruction from earthquake events. A range of technical and social elements are significant to reducing earthquake risk to this building type and need to be appreciated within the context of current regulatory, design, and construction practices in Indonesia. A greater awareness for, and better understanding of, both the technical and human elements which impact on the planning, design, and construction of non‐engineered buildings will enable more effective earthquake risk reduction measures to be implemented within building practices throughout Indonesia.

Design/methodology/approach

Research used a triangulated approach collating qualitative and quantitative data acquired by multiple collection methods of a questionnaire survey, structured and semi‐structured interviews, case studies, and professional practice and local‐community workshops. Quantitative data were collated and analyzed using the Statistical Package for the Social Sciences to provide inferential ranking and correlation of responses. Qualitative data were processed using NVivo software to code prominent patterns in the views and opinions of the respondents.

Findings

The findings highlight the following: the reasons why earthquake‐related building codes are not applied more readily to non‐engineered buildings; elements of practice where problems occur and where change could improve the use of building codes in their application to non‐engineered buildings; actions for change to improve planning regulation, design, and construction of non‐engineered buildings; and practical and effective methods of disseminating the research to industry, academic, and community stakeholders.

Originality/value

The application of the research findings is unquestionably significant and valuable to Indonesia as any measures which can reduce earthquake risk have: the potential to improve the quality and sustainability of buildings; the ability to enhance the protection of property; and the real capability to save lives. Moreover, knowledge and capabilities developed there are highly relevant to earthquake‐vulnerable zones within the wider Asia‐Pacific region.

Abstract

Purpose

This study assesses the level of user importance to the building components of the Great Mosque of Mataram Kotagede Yogyakarta. The building components are the excellence and reliability of the mosque as a cultural and religious heritage in Indonesia.

Design/methodology/approach

This research uses the qualitative and quantitative method. The qualitative method was conducted with contextual and conceptual studies on the comparative history of the Great Mosque of Mataram Kotagede. The quantitative method collected respondent perceptions using questionnaire.

Findings

The results generate ten building components that the highest important component is the aesthetics appearance of the building, while the least important component is the tomb area. Other components consist of the ornaments and building elements, outdoor circulation, indoor circulation, landscapes and parks, the wall surrounding the mosque and its area, mosque furniture, ablution facilities and lavatories, and access from the mosque area to surrounding areas.

Originality/value

The conservation maintains the sustainability of the physical and non-physical aspects of the mosque building. The physical aspects include aesthetics and reliability of building, while the non-physical aspects consist of historical values, heritage, symbols, socio-culture, local wisdom and religious tolerance.
