Abstract
Purpose
This paper aimed to review globally the empowerment programs for the prevention and control of smoking behavior among youths, to examine the role of empowerment in health promotion, to explore the stages of health promotion through community empowerment strategies including planning, implementation and evaluation. Finally, this paper will develop a model of youth empowerment to prevent and control smoking behavior that reflects theory and experience drawn from the literature.
Design/methodology/approach
This review synthesized articles on community empowerment and health promotion, youth empowerment programs for tobacco prevention and control globally from books and electronic databases from the Universitas Gadjah Mada (UGM) library in the publication period 2000–2020. Relevant literature was selected and critically reviewed which reflected the role empowerment in health promotion, stage of community empowerment strategy as described by Laverack and youth empowerment concept in tobacco control as described by Holden.
Findings
Documents that specifically discuss empowerment programs for smoking prevention and control are still limited. The findings document that youth empowerment in tobacco control do not fully integrate the theory empowerment as described by Laverack and Holden. This paper provides information about the stages of youth empowerment, and a conceptual framework of youth empowerment for the prevention and control of smoking behavior. Youth empowerment is done through the direct involvement of youth in programs starting from program design, planning, implementation and evaluation. Indicators of the success of the empowerment process are reflected in the increase in the empowerment domain. Meanwhile, the output of empowerment can be seen from the individual- or group-level changes.
Originality/value
This paper proposes a model of youth empowerment for the prevention and control of smoking behavior among youths based on theory and experience in the field.

Abstract
This paper describes the development of an evaluation framework to document the process, impact and outcomes of a community‐based mental health promotion project. This initiative, the Rural Mental Health Project, is concerned with the promotion of positive mental health in rural communities in the Republic and Northern Ireland. As a community‐based initiative, this project involves multi‐component interventions that are implemented with diverse target groups across a range of community settings. Assessing the process of programme implementation is critical in order to capture and document the realities of programme planning and implementation. The evaluation approach adopted in this project is based on a logic model research paradigm (Scheirer et al, 1995). This model gives equal emphasis to process and outcome evaluation and seeks to relate the realities of programme implementation to intended programme outcomes. Project activity is tracked prospectively in order to examine the detail of actual programme delivery and its influence on expected project outcomes. This paper outlines the model as applied in this project and explores the methodological and practical challenges in evaluating complex community interventions.

Abstract
While the concept of cultural competence has emerged as a major contribution to improving migrants' and minority ethnic (MME) health, what constitutes culturally competent health promotion is less well understood. This paper explores the tension between the concept of cultural competence and community empowerment through an analysis of the author's recent experience of a participatory video project in which four ethnic/language groups were involved in the production of a breast‐screening video. It illustrates the engagement of migrants and minority ethnic communities in different stages of the video production process, and critically reflects on how this experience could be understood. It concludes that culturally competent health promotion requires us to go beyond language and cultural sensitivity to engage critically with communities to participate in health promotion activities. Participatory video has the potential not only to promote health messages in the communities, but also to strengthen capacity and cultural identities.

Abstract
Purpose
This paper aims to examine the suitability of a social enterprise model for community health promotion organisations working in disadvantaged neighbourhoods. It focuses on organisational culture, social resources and capacity as pre-requisites for entrepreneurial activities.
Design/methodology/approach
This paper is based on ethnographic case studies in England, including semi-structured interviews with the organisations’ staff, trustees and external stakeholders; participant observation; creative method workshops with staff; and feedback meetings with staff and trustees.
Findings
The paper provides empirical insights into the potential for, and the consequences of, introducing entrepreneurial ways of working to community health promotion organisations. It suggests that pre-existing capacity, competencies and skills, as well as the ability to manage cultural hybridity, are key factors.
Research limitations/implications
Studying three organisations allowed comparative analysis, but time constraints limited access to some stakeholders and meant that the researcher could not be continuously present. Fieldwork generated a series of “snapshots” of each organisation at several time points.
Practical/implications
Community health promotion organisations should be mindful of the social and cultural implications of following the entrepreneurial route to income generation. Policymakers need to be more aware of the challenges community health promotion organisations face in taking on entrepreneurial ways of working.
Originality/value
This paper contributes new empirical insights into the process of community health promotion organisations adopting entrepreneurial ways of working. This is underpinned by Bourdieu’s concept of habitus, which provides a new theoretical lens for examining the social and cultural aspects of this transition.

Purpose
The purpose of this paper is to develop a 5As framework for entrepreneurial nudge public leadership for health and wellness promotion based on two exemplary cases in Mississippi.
Design/methodology/approach
The authors use a “case within a case” study design to develop the 5As public influence framework for entrepreneurial public leadership.
Findings
Based on the investigated cases of healthcare and wellness promotion in Hernando and Charleston, Mississippi, the authors developed the 5As framework for wellness promotion dimensions of awareness, assistance, alignment, association, and assessment. This framework is applicable to the lived experiences of community members, leaders, healthcare providers, and government.
Research limitations/implications
The study results provide a compelling insight into early-stage formation of entrepreneurial public leadership. However, the study results lack generalizability due to the case study approach used.
Practical implications
This study can assist entrepreneurial public leaders and policy-makers align their strategic wellness goals, initiatives, and policies that motivate community members to seek and receive supporting services.
Originality/value
Developing an original framework for wellness promotion useful to both healthcare practitioners and public leaders, this study contributes to the extant literature on public health leadership and proposes mechanisms for addressing community wellness needs. The framework is designed to address public health concerns by integrating public leadership strategies aimed at linking with existing community wellness and healthcare services.

Purpose
The purpose of this paper is to investigate the role of overall satisfaction in the relationship between active participation and consumer behaviors that benefit hotels. It also addresses the importance of active members in estimating the effectiveness of online brand communities in social media marketing.
Design/methodology/approach
This study used a convenient sampling method to collect data from individuals who were or currently are members of hotel Facebook pages. The empirical data were analyzed using structural equation modeling.
Findings
The findings indicate that active members are likely to be satisfied with community participation and developed positive behaviors that benefit hotel Facebook pages, specifically willingness to promote the community to others and modify purchasing and information-searching behaviors.
Practical implications
This study provides practical implications for Facebook marketers of hotels. It emphasizes the value of Facebook pages as an effective marketing tool for hotels. Marketers are advised to identify members’ needs, create special offerings that accommodate those needs, and effectively communicate and share information with members in order to increase the level of satisfaction of members of online communities.
Originality/value
The importance of active participation and satisfaction for creating positive behaviors other than loyalty among members of hotel Facebook pages has been under-addressed. This study extends the existing research model of community participation in consumer-brand relationships by using satisfaction, community promotion, and behavioral changes to highlight the benefits of hotel Facebook pages.

Abstract
There are many barriers to effective mental health promotion with mothers living in socially disadvantaged communities. These include failure to take account of local cultural knowledge, community values and identities; feelings arising from experiences of poor health and disadvantage; mistrust of health professionals, and lack of engagement with services. Qualitative methodologies were used to explore maternal mental health and service delivery to people living in poor social conditions. Individual interviews and group discussions were undertaken with nine mothers living in a disadvantaged community. Further data were obtained from fieldwork contacts with seven health professionals working in the community. The research identified four discursive strategies used by participants when they and others encountered difficulties in relation to stigma, mental health and their daily lives as mothers within the community. These strategies were othering, counteracting, blaming, and resisting. The analysis offers a resource to community initiatives seeking to examine how mothers can deal most effectively with a lack of control and power in their lives.

Abstract
Purpose
There is limited research examining community-based youth empowerment that addresses smoking prevention in the rural Indonesian context. This paper describes participatory action research (PAR) applied to develop a framework for empowering youth aged 17–25 years toward smoking prevention. This research conducted in the Indonesian rural community setting was divided into four stages: diagnosing, planning action, taking action and evaluating action.
Design/methodology/approach
PAR was chosen as the approach to developing a framework for youth empowerment in smoking prevention programs. In this study, the PAR cycle started with a prestep stage through interviews with village heads, community leaders, youth organization organizers, observations of target resources and observations of participation in youth activities as well as forming teamwork with target participants. The diagnosis stage consists of three activities, that is, focus group discussions with youth groups of male and female, youth assessment of empowerment domains through the Participatory Rural Appraisal (PRA) with the Empowerment Assessment Rating Scale (EARS) and measuring individual and group involvement levels related to the smoking behavior prevention program by questionnaire. The EARS assessment results were presented in the action planning stage, followed by a discussion on youth empowerment plans and strategies. In the action stage, activities and programs are planned according to the planning discussion, that is: training in healthy life skills (outbound and training) and initiating youth health programs without smoking called “Remaja Berdaya Sehat Tanpa Rokok” (Empowered Youth Healthy Without Smoking) or the JayaStar Program. After these community participation activities, the evaluating action stage will assess the empowerment domain in the youth groups, conduct focus group discussions with parents, evaluate the impact of empowerment on individual and group changes with a questionnaire and facilitate self-reflection by the youth community called Madiska.
Findings
This protocol describes a doctoral research project on developing a youth empowerment framework in smoking prevention programs through PAR. The intended study will provide valuable information on the planning, implementation and evaluation of youth empowerment in the prevention of smoking behavior.
Originality/value
This research project is expected to contribute to the literature relating to PAR for rural settings and the use of empowerment strategies to prevent youth smoking behavior. The results can be replicated in the same settings, but the process of empowerment must still be adapted to the characteristics and local wisdom of the community.

Abstract
Purpose
Prior research indicates that the success of a virtual community relies on its ability to allow community members to share knowledge interactively. Wiki applications are web‐based hypertext applications that facilitate collaborative authoring, and have been widely adopted by virtual communities to facilitate knowledge sharing and accumulation. Nevertheless very few studies have empirically investigated the dynamics of how these applications contribute to the development and continuity of virtual communities by enhancing the knowledge sharing intentions of community members. This paper aims to address these issues.
Design/methodology/approach
A theoretical model was developed to explain and predict the knowledge sharing intentions of virtual community members. Survey data collected from 232 wiki community members were examined using structural equation modelling to verify the theoretical model.
Findings
The research results confirm the positive influence of the use of wiki applications on knowledge sharing intention through the mediating effects of member interactions, community participation, and community promotion. However it was found that community trust and community identification had no significant effect on knowledge sharing intention.
Originality/value
Very few studies have empirically investigated the relationships among the characteristics of wiki applications, virtual community outcomes (participation, promotion, trust, and identification), and the knowledge sharing intentions of virtual community members. The research findings can enrich our understanding of how wiki or other similar technologies affect the sharing of knowledge within virtual communities. This can, in turn, provide both virtual community administrators and managers of organisations with guidelines for creating successful knowledge sharing practices.

Purpose
Understanding how to develop users’ word of mouth to promote a virtual community (VC) is an important issue in VC management. The purpose of this paper is to investigate the factors that lead to VC participation and promotion from a social influence perspective.
Design/methodology/approach
This research recruited 368 VC (i.e., Fashion Guide) members in Taiwan and used structural equation model to test research hypotheses.
Findings
The results showed that both shared vision and language positively influenced norm of reciprocity and social identity, respectively. Norm of reciprocity and social identity influenced VC participation intentions, and subsequently resulted in VC promotion intentions.
Originality/value
Prior studies neglect investigating the relationships between the three social influence processes (internalization, compliance and identification). This study contributes to the literature by proposing that internalization affects VC participation and promotion via compliance and identification.
