Abstract

Purpose

Recognition that not every climate adaptation policy is a good one has shifted attention to new tools and methods to measure the adequacy and effectiveness of adaptation policies. This study aims to propose and apply and applies an innovative adaptation policy assessment framework to identify the extent to which climate adaptation policies in Vietnam exhibit conditions that are likely to ensure a sufficient, credible and effective adaptation.

Design/methodology/approach

In total, 21 conditions, categorized under five normative principles and covering critical issue areas in adaptation domain, form the climate adaptation policy assessment framework. The principles were double-checked and tested in case studies through observations and analyses of policy documents to ensure that each condition should be distinct and not overlapping across principles. To see if the principles and attendant conditions were able to capture all relevant aspects of adaptation, the authors used structured expert judgment. In total, 39 policy documents pertaining to climate change adaptation were selected for qualitative document analysis. In-depth interviews with local officials and experts were conducted to address data gaps.

Findings

The study reveals major weaknesses constituting a reasonably worrisome picture of the adaptation policies in Vietnam since several critical conditions were underrepresented. These results shed new light on why some adaptation policies falter or are posing adverse impacts. The findings suggest that a sound policy assessment framework can provide evidence on what effective adaptation policy looks like and how it can be enabled. The framework for climate adaptation policy assessment in this study can be easily adjusted and used for different socio-environmental contexts in which new conditions for policy assessment might emerge.

Social implications

The findings show underlying weaknesses constituting a reasonably worrisome picture of the adaptation regime in Vietnam. In the absence of mechanisms and measures for accountability and transparency in policy processes, adaptation in Vietnam appears more likely to be prone to maladaptation and corruption. While solving these problems will not be easy for Vietnam, the government needs to evaluate whether the short-term gains in sustaining the existing adaptation policies really make progress and serve its long-term climate-adaptive development goals.

Originality/value

Although interpretations of adaptation effectiveness may be very divergent in different normative views on adaptation outcomes, the authors argue that a common, agreed-upon effectiveness can be reached if it is clearly defined and measurable in adaptation policies. Thus, the climate adaptation policy assessment framework proposed in this study is critical for policymakers, practitioners, donors and stakeholders dealing with adaptation to better understand the weaknesses in policymaking processes, pinpoint priority areas of action and timely prevent or prepare for possible adverse impacts of policies.

Abstract

Purpose

The purpose of this paper is to emphasise the importance of resolving the disconnect between issues of quality, timing and uncertainty in climate projections and the need for swift, informed and appropriate climate change adaptation decisions.

Design/methodology/approach

The paper utilises results from a multi‐level study of adaptation policy conducted in early 2009 to assess the different approaches to climate change, the production of climate information, and its application at national and select sub‐national levels in Italy and Finland. Data were collected via a preliminary review of relevant documents as well as 23 interviews in Italy and 21 interviews in Finland conducted with climate change and environmental policy actors at each scale of administration.

Findings

The paper shows while the different extent and processes of climate research and their linkages to policy can be seen as determinants of the development of adaptation measures, the multi‐scalar adaptation decision‐making processes and the ways in which climate change and climate information are framed and used render climate research and its application a complex process.

Originality/value

The paper contributes further understanding of the linkages between science and policy with regards to adaptation, and the nature of science‐policy linkages in local decision‐making processes in particular. The findings are of importance to climate scientists and policy‐makers alike.

Abstract

Purpose

The purpose of this paper is to examine the framework of the EU cohesion policy 2014-2020 with respect to its potential to secure not only the resources necessary for climate action in EU regions but also an integrated climate adaptation approach. It also examines the prospects for Greek regions with respect to climate adaptation.

Design/methodology/approach

Using the regional policy approach as it is generally formulated and applied in the context of the EU cohesion policy, this paper seeks to identify the policy objectives, the funding opportunities and the conditionalities for climate adaptation action. It also examines the above-mentioned elements for Greek regions.

Findings

The context of the EU cohesion policy constitutes a necessary but not sufficient condition for developing and implementing successful regional adaptation strategies. The process and content of regional policies are of significant importance in order for this context to be fully exploited.

Research limitations/implications

Since this is the first time that climate adaptation at the regional level is directly addressed by cohesion policy, there is not much evidence on this issue, at least for Greek regions.

Practical implications

The approach followed in this paper may constitute a useful contribution to the formulation of regional adaptation strategies. This is of particular importance as climate adaptation, together with risk prevention, is one of the key thematic objectives of the EU cohesion policy 2014-2020.

Originality/value

This paper makes an original contribution by introducing and explaining a new challenging issue for the regional policies agenda, namely, the climate adaptation strategy, and stresses the need for a comprehensive approach to it, especially for Greek regions.

Abstract

Tourism, a critical economic sector for Small Island Developing States (SIDS), is extremely vulnerable to climate change. It has been becoming increasingly evident that strategic planning is essential for the sector to manage future impacts of climate change. This study examines the climate change considerations in the tourism sector of The Bahamas with a specific focus on adaptation policies by exploring the perspectives of key actors. Facing similar climate vulnerabilities as many other SIDS, The Bahamas was chosen because it is a mature tourism destination that provides an avenue for existing policy innovations. In-depth, semi-structured interviews were conducted with eight policy actors from the government, tourism associations, and nongovernmental organizations in the country. The findings revealed that these stakeholders have a good knowledge of climate change. However, planning for tourism and climate change is fragmented, with most climate policies formulated with the scope of mitigation, such as greenhouse gas reduction strategies. In addition, the policy implementation faces many gaps common to SIDS, such as funding and human capacity. At present, the strategic planning for future tourism targets sustainable eco-tourism markets. Based on our findings, we provide recommendations such as leveraging public officials' knowledge of climate change, steering locally relevant adaptation measures, and directing immediate attention toward projects in the pipeline to ensure timely, long-term, and effective planning. The study adds to the current knowledge of climate change in the tourism policy context for The Bahamas with implications for other SIDS.

Abstract

Purpose

The concept of National Adaptation Programme of Action (NAPA) is advocated at international, regional and national levels. The concept is thought to foster sustainability of livelihoods against impacts of climate change. This paper analyses the mainstreaming of NAPA into national development plans in Lesotho as accentuated by policies and programmes.

Design/methodology/approach

The analysis is broadly qualitative and reviews policies and projects on agriculture and food security, environment, forestry, water and irrigation aimed at sustaining rural livelihoods. Data from relevant government documents, commissioned studies’ reports, literature and key stakeholders are used.

Findings

Although the mainstreaming entry point for NAPA is identified in the country’s Vision 2020 and National Strategic Development Plan (NSDP) 2012/13-2016/17, financial, technical, human and other resources are inadequate to ensure its effective implementation. There is little evidence of NAPA mainstreaming into development plans by the line ministries of finance and economic development other than donor-funded projects. Absence of climate change policy influence means NAPA is not well-factored into the national development agenda, as mainstreaming is difficult without appropriate policies. Most projects with effect on climate change impact abatement originate from specific sectors and are disconnected from each other.

Originality/value

Based on the findings, ways to leverage NAPA via mainstreaming are discussed. It is concluded that NAPA mainstreaming offers a promising avenue for initiating and promoting sustainable livelihoods in Lesotho. The study demonstrates the applicability of the presented sustainable livelihood framework.

Abstract

Purpose

As policy makers address the issue of climate adaptation, they are confronted with climate-specific barriers: a long-term horizon and a high degree of uncertainty. These barriers also hamper the development of spatial planning for climate adaptation. So how can spatial planners encompass these barriers and steer the general debate on climate adaptation? The paper aims to discuss these issues.

Design/methodology/approach

This research analyzes the strengths and weaknesses of an international design workshop on climate adaptation, and drought issues in particular. Design workshops are originally an educational setting but they are increasingly employed as a tool to explore alternative futures on a complex, real-life design problem. The case study illustrates how climate-specific barriers emerged throughout the design workshop and clarifies how they were encompassed by the participating design students.

Findings

The research clarifies the added value of a design workshop on climate adaptation. The paper highlights specific promising characteristics of the design workshop: the visualization of future adaptation challenges and the current water system, the focus on a regional project instead of sectoral adjustments and the integration of the adaptation challenge with other socio-economic goals. In the case study Flanders, however, the necessary participation of climate experts and policy makers of other domains proved challenging.

Originality/value

The paper argues that a design workshop has the potential to enrich the debate and policy work on climate adaptation. In many countries with low-planning tradition, however, additional tools are needed to help set the “adaptation agenda.”

Abstract

Purpose

The purpose of this paper is to review and document some of the climate change impacts which may burden the African continent, and to suggest policy options for adaptation.

Design/methodology/approach

The paper presents a comprehensive review of published papers on climate change impacts and adaptation.

Findings

It has been documented that by 2050, the world will have to limit emissions of all greenhouse gases to the equivalent of 400 GT of carbon in order to stand a 75 per cent chance of avoiding more than 2°C of warming. This is practically impossible because there are not enough resources and technology to achieve that target. Even if all of the emissions are stopped in next few years, it will take the next 40 years for the world to follow its current trend before full recovery. Thus, climate will continue to change, its impacts will continue to increase and Africa is placed as the most vulnerable continent. The only best solution is that the vulnerable population should be first in line for support to adapt to climate change impacts. In such instances adaptation policy should recognise and support a wide range of options for building resilient and sustainable livelihoods, enhancing opportunities available for adaptation, without ignoring the need to address the existing developmental challenges.

Research limitations/implications

This paper relies on secondary source of information.

Practical implications

The paper is a valuable input towards the preparation of adaptation policy in developing countries.

Originality/value

This paper relied on review of secondary data (published articles) thus providing critical findings from a number of field studies.

Abstract

Purpose

The purpose of this paper is to identify stimuli for climate adaptation in cities and more specifically to explore whether different stimuli inspire different governance approaches to climate adaptation – e.g. dedicated (adaptation as a new policy field) or mainstreaming (integrating in existing policy fields).

Design/methodology/approach

For this explorative case study research, an early adapter was selected: Philadelphia (USA). By reconstructing the organization of two climate adaptation programs, the authors have identified stimuli and whether these influence the city’s governance approach. The reconstruction is based on data triangulation that consists of semi-structured interviews with actors involved in these programs, policy documents and newspaper articles.

Findings

The research illustrates the importance of stimuli such as strategically framing climate adaptation within wider urban agendas, political leadership and institutional entrepreneurs. Moreover, the research reveals that it is often a combination of stimuli that triggers a governance approach and that there is a possible link between specific stimuli and governance approaches, proposing that some stimuli will trigger a dedicated approach to climate adaptation, while others initiate a mainstreaming approach.

Originality/value

An in-depth understanding of stimuli of climate adaptation is currently lacking in literature, as most of the studies have focused on barriers to climate adaptation. Moreover, still little is known about what explains why certain governance approaches to climate adaptation emerge.

Purpose

Ongoing climate risks require all levels of society to be resilient. Urban areas, which are densely developed with huge levels of population and infrastructure, are critical places to develop adaptation and resilience strategies. This study aims to conceptualize evolutionary urban climate resilience strategies with a step-by-step analytic framework that will be called 3R: Recognition–Readiness–Response.

Design/methodology/approach

This analytic framework is then applied to assess whether and to what extent the components of urban climate resilience are incorporated into the pertinent ordinances and policies of the Seoul Metropolitan Government, including climate change, urban planning and disaster management.

Findings

The findings of this study suggest that the climate change ordinances of Seoul have focused on climate mitigation rather than resilience.

Practical implications

Thus, comprehensive efforts are required to incorporate evolutionary urban climate resilience strategies into ordinances and practices.

Originality/value

This paper contributes to build an analytic framework that provides a step-by-step process with check-list questions based on the sub-components of urban climate resilience procedure.

Abstract

Purpose

The purpose of this paper is to shed light onto the policy context of mainstreaming community-based adaptation (CBA) in Nepal. Scaling up CBA needs strong policy support.

Design/methodology/approach

The content and processes of Nepal’s development policies and climate change policies and programmes were examined. The policy analysis was supported by a literature review, review of policy documents and interviews and discussions undertaken with policy-makers, practitioners and communities.

Findings

Findings show that despite a lack of clear focus on climate change, the decentralization provisions and bottom-up practices within Nepal’s development policies and plans could be the entry points for mainstreaming CBA. However, experience shows that decentralization alone is insufficient because it benefits only a few institutions and individuals, while marginalizing the real beneficiaries. One of the policy conditions to mainstreaming CBA in development is to ensure that there are specific provisions for decentralization and inclusive devolution that can provide power and authority to local institutions and communities to make independent decisions and benefit the needy. There should also be mandatory legal provisions, endorsed by a country’s government, for an inclusive, citizen-centric, participatory and bottom-up policy-making process that involves the most vulnerable households and communities.

Originality/value

This paper is of relevance to policy-makers and practitioners in Nepal seeking to make informed policy decisions on effectively mainstreaming CBA into development. The analysis provided of the synergy and trade-offs within existing policy provisions and processes can be used to guide the government and stakeholders in Nepal and other least developed countries (LDCs) in creating favorable national- and local-level policies and action plans.
