Abstract
Argues that the Hempel‐Oppenheimian logical scheme for explanations and predictions also applies to prescriptive statements (recommendations) derived from theoretical models in the normative sciences. Presents ideas concerning the allocation of effort in developing normative models for such purposes. Three characteristics of the model and the model‐building process, together with a suggested qualitative relationship between these properties, are discussed, namely the “applicability” of the model, the “simplicity” of the principle derived from the model, and the “level of technique” applied, a discussion similar to that of Bronfenbrenner. It is proposed that the subjective value to the model‐builder may be envisaged as a function of these three main characteristics and that the model‐design process then may be interpreted as a constrained optimisation problem.

Abstract
Purpose
This paper aims to explore the applicability of construction partnering in Mainland China, and to provide useful suggestions and possible implications for decision‐makers to adopt this collaborative approach to project procurement.
Design/methodology/approach
Document analysis was first employed to identify the favourable conditions and potential difficulties in the application of partnering in Mainland China. A series of face‐to‐face semi‐structured interviews targeting academic experts and industrial practitioners was undertaken to solicit their perceptions of the benefits and difficulties of implementing partnering in Mainland China, coupled with their overall assessment of the applicability of, and suggestions for, the implementation of partnering in the region.
Findings
The results of document analysis indicated that the cultural roots of co‐operation and mutual trust, together with the increasing need to improve the current state of project performance in Mainland China, underpin the application of partnering in the construction market, although its application and generalisation still encounter some significant difficulties. The perceived benefits, potential barriers and effective strategies for partnering application in Mainland China were determined from the interviewees. The interview results further supported the applicability of construction partnering and provided constructive and practical suggestions for possible implementation in the Mainland Chinese construction industry. The partnering approach is evaluated as being practicable and appropriate in this study for the construction industry in Mainland China.
Research limitations/implications
Although it is essential to base the analysis of partnering applicability on a qualitative study, an empirical quantitative investigation of the benefits and difficulties of partnering application could further reinforce the quality of analysis. Future research could look into the project‐based assessment of partnering application in terms of the perceived benefits and potential difficulties of, and success factors for, partnering implementation in Mainland China.
Practical implications
Policy‐makers aiming for the introduction of the partnering approach could be equipped with stronger confidence from favourable cultural environment and industrial needs. Restrictions to the application of partnering underlying in the current working culture could be mitigated when appropriate strategies are taken by the initiators of the partnering approach.
Originality/value
Increased worldwide attention on construction partnering has shed light on the construction industry in Mainland China to achieve better value for money in project procurement and management. This paper provides valuable reference for decision‐makers to consider the adoption of partnering based on the qualitative analysis of the applicability of partnering in the construction industry in Mainland China.

Purpose
With the increased importance of training in organizations, creating important and meaningful programs are critical to an organization and its members. The purpose of this paper is to suggest a four‐phase systematic approach to designing and evaluating training programs that promotes collaboration between organizational leaders, trainers, participants and evaluators.
Design/methodology/approach
The paper presents a case study of a leadership training program conducted at a Midwestern corporate university. Analysis of the qualitative data from interviews with participants and field notes during the first two iterations of the program highlight three major aspects that were then used to develop a unique measure for the evaluation of subsequent iterations. The case study was conducted over a period of 31/2 years involving a total of 175 managers.
Findings
A main finding in this study was that content was three times stronger than applicability. This finding was critical in understanding the learning focus of the program and the significance of developing a unique evaluation system that is both meaningful and important to the organization and its members.
Practical implications
The four‐phase approach to develop unique evaluations involving both content and applicability would be of value to human resource professionals involving in designing training programs for career development of managers.
Originality/value
This four‐phase approach focuses on learning and development at the individual and organizational levels. It aligns with Kolb's experiential learning theory and is a process that provides a feedback system for organizations to engage in double‐loop learning to improve the design, delivery and evaluation of their training programs.

Abstract
This paper provides an analysis of the fragmented sphere of international agreements on public procurement law in the European Union. After a comprehensive review of the most important European Communities agreements on public procurement, this paper describes how these agreements can be subdivided within certain categories and certain types and how this categorisation and typification is vital with regard to the legal effect of a particular agreement. In this regard, it is argued that EC agreements on public procurement (including the World Trade Organization Agreement on Government Procurement) are, in principle, capable of direct applicability. Thus, disappointed bidders are - from an EU perspective -, in general, able to invoke the provisions of such EC agreements before national courts and authorities, based upon the non-discrimination principles incorporated in such agreements.

Abstract
Purpose
The purpose of this paper is to present research that was conducted with an objective to conceptualize and develop an instrument for the measurement of the perception of IT support service practitioners about the applicability of lean concepts in IT support services.
Design/methodology/approach
Scale items were identified from current literature and the survey instrument was used to collect data from IT support service practitioners. The constructs’ measurement models were tested and the scale was validated by using statistical tools.
Findings
The results of the study indicate that the operational measures developed here satisfy the criteria for unidimensionality, reliability and validity.
Research limitations/implications
While selecting and excluding measurement items for the survey, the researchers have followed established principles of survey research; but it may have been affected by the personal bias of the author. The sample for the survey was drawn from IT support service companies located in India, thus the results are generalizable only to the extent that these businesses represent the population of all businesses. Another limitation is that no prior survey/case studies were carried out to collect IT service practitioner's perception about the applicability of lean practices.
Originality/value
This paper provides a new measurement instrument for measuring the applicability of lean practices in IT support service environment.

Abstract
Establishing the validity and measurement equivalence of core marketing concepts in the emerging market economies of Africa is a key step in assessing the transferability of modern marketing theory and managerial practice to these countries. However, measurement equivalence issues are rarely addressed in studies of marketing practices in Africa. Accordingly, this study examines the equivalence of core marketing concepts based on interviews of 459 marketing managers from Kenya, Nigeria, Japan and the USA. The results show that optimal scaling analysis of the managers’ evaluations provide more valid and meaningful assessment than that of the raw data. The managers’ evaluations of the concepts revealed amazingly similar or prototypical perceptions of marketing’s core concepts and its applicability in their organizations, despite the profound country environmental differences. It appears that the concepts fall into two cross‐national categories of applicability that permeate the industrialized and developing country categorization. Managerial and research implications are discussed.

Abstract
Purpose
This paper aims to focus on the liquefaction of soybean protein to obtain a homogeneous protein solution with a high solid/protein content but low viscosity, which may improve the bond properties and technological applicability of soybean protein adhesive.
Design/methodology/approach
The liquefactions of soybean protein in the presence of various amounts of sodium sulphite, urea and sodium dodecyl sulphate (SDS) are investigated, and their effects on the main properties of liquefied soybean protein and soybean protein adhesives are characterized by Fourier transform infrared spectroscopy (FT-IR), gel permeation chromatography (GPC), viscosity tracing and plywood evaluation. Meanwhile, the applicability of soybean protein adhesive composed of liquefied protein for particleboard is also investigated.
Findings
Soybean protein can be effectively liquefied to form a homogeneous protein solution with a soybean protein content of 25 per cent and viscosity as low as 772 mPa.s; the addition of sodium sulphite, urea and SDS are beneficial for the liquefaction of soybean protein and have important effects on the technological applicability and water resistance of the obtained adhesive. The optimal liquefying technology of soybean protein is obtained in the presence of 1.5 Wt.% of sodium sulphite, 5 Wt.% of urea, 1.5 Wt.% of SDS and 3 Wt.% of sodium hydroxide. The optimal soybean protein adhesive has the desired water resistance in terms of the boiling-dry-boiling aged wet bond strength, which is up to 1.08 MPa higher than the required value (0.98 MPa) for structural use according to the commercial standard JIS K6806-2003. The optimal liquefied protein has the great potential to prepare particleboard.
Research limitations/implications
The protein content of liquefied soybean protein is expected to further increase from 25 to 40 Wt.% or even higher to further reduce the hot-pressing cycle or energy consumption of wood composites bonded by soybean protein adhesives.
Practical implications
The soybean protein adhesive composed of optimal liquefied protein has potential use in the manufacturing of structural-use plywood and has comparable applicability as a commercial urea-formaldehyde resin for the manufacturing of common particleboard.
Social implications
Soybean protein adhesive is an environmentally safe bio-adhesive that does not lead to the release of toxic formaldehyde, and the renewable and abundant soybean protein can be used with higher value added by the application as wood adhesive.
Originality/value
A novel liquefaction approach of soybean protein is proposed, and the soybean protein adhesive based on the liquefied protein is obtained with good technological applicability and desired bond properties that extend the applications of the soybean protein adhesive from interior plywood to particleboard and exterior or structural plywood.

Abstract
Purpose
The purpose of this study is to examine the applicability of Course Experience Questionnaire (CEQ) in a Malaysian university context.
Design/methodology/approach
The CEQ was translated into Malay language using rigorous cross-cultural adaptation procedures. The Malay version CEQ was administered to 190 undergraduate students in one Malaysian public university. Statistical analyses were used to examine the reliability and factor structures of the Malay version CEQ scales using IBM SPSS version 20.0.
Findings
Findings raised serious questions about the reliability and construct validity of the CEQ for a Malaysian university sample. Findings revealed that only two out of five scales of CEQ showed satisfactory level of reliability. Six items failed to load on the intended scales.
Research limitations/implications
The sample size is small with 190 university students and covered respondents from one local university, while the other 17 local universities were not included due to geographical distance.
Practical implications
The findings are particularly important for higher education policymakers to optimise and allocate the resources to improve university quality teaching. More attention should be paid toward how to furnish the university teaching staff to provide a high level of teaching quality that contributes to students’ generic skills for their employment in future. Researchers could extend the applicability of the Malay version CEQ in primary and secondary school context.
Originality/value
The vast majority of CEQ-related research has been undertaken in the Western context, thus raising the question of the applicability of CEQ for a Malaysian university context. The fall in the Times Higher Education and QS World University rankings as well as the limited research in assessment-related higher education has also accelerated the needs to examine the applicability of CEQ23 in Malaysian university context. This study has provided fundamental cross-validation empirical evidence to propose improvement in future studies.
