Abstract
Purpose
The purpose of this paper is to describe the eAdmissions National Project and provide some insights into a selection of the forms of research which have been conducted to inform the Project effectively.
Design/methodology/approach
Four different kinds of studies are described as examples of different themes being pursued towards developing a better understanding of parents'/carers' needs and providing information and guidelines to help local authorities achieve their objectives in relation to online school admissions.
Findings
The paper finds that the success of the work undertaken by the National Project is reflected in the increasing numbers of local authorities (LAs) that have already, or are in the process of, offering an online school admissions facility, as well as in the take‐up of this service by parents/carers within some of these authorities. Research undertaken by the Project has been key to this success and is now being directed towards the important issue of effecting significant take‐up of the online service by all local authorities that have responsibility for education. The outcomes from this research work have been applied to spread good practice, share information with all LAs and inform marketing campaigns. The effects of this research are beginning to be evidenced in the growing take‐up of online admissions.
Research limitations/implications
While some of the research undertaken is specific to the requirements of the eAdmissions National Project, some of the approaches developed and data gathered may be applicable to projects of a similar nature where online services need to be made available to and taken up by particular sectors of the public.
Originality/value
This paper provides a source of information to interested parties on the aims and early achievements of the eAdmissions National Project. Further and more detailed information can be found at www.eadmissions.org

The purpose of this paper is to introduce the theme of this special issue, “Advances in e‐democracy: engaging citizens and electorates”.
Design/methodology/approach
An overview is provided of developments in e‐government before providing a summary discussion of the papers that are presented in this issue.
Findings
While governments around the world, not least in the UK, have been enthusiastic about the use of information and communication technologies to provide better citizen access to government and public services, there is still much to be learned about how these online services can be effectively implemented and will be taken up.
Originality/value
This paper provides a primer for the remainder of this issue which combines research reports from academics working in the e‐democracy field and from practitioners in government and commercial service suppliers.

Abstract
Purpose
It is critical for those who are engaged in the work of resisting the movement of academically restrictive policy to understand that it is a deliberate act on the part of conservatives to outlaw critical race theory (CRT) specifically, because it is a theoretical mechanism for discrediting the rhetorical foundations of their policy movement. The knee-jerk institutional courses of action to now defund initiatives and curriculum related equity, diversity and inclusion (EDI) represent what has always been a deeply rooted investment in white supremacy on the part of the institutions (Baldwin, 2021; Patel, 2021; Squire, 2021).
Design/methodology/approach
The author explores and defines the CRT tenets of interest convergence (Bell, 1980) and whiteness as property (Harris, 1993) in relation to EI (Fricker, 2007; Dotson, 2011) as frameworks for examining three EGOs in the region where these policies have become most dominant. All three are critical tools of analysis for understanding the stake the White conservative political elite have in EGOs, and the magnitude of EI these policies represent, and stand endorse in their rhetoric. Definitions of EI often rely on the work of Amanda Fricker’s (2013) text on the subject, but this paper is invested in the expansions of this theorization for speaking to the nature of the injustice that EGOs represent as a matter of historical trend, with grave implications for futures marked by continued oppression. Whiteness as property and interest convergence are points for explicating the dialectic and material aspects of issues of race and equity in this country; namely, how knowledge processes inherent to higher education sound even more alarms as EGOs become commonplace for college campuses.
Findings
To support the arguments laid out, the author provides a historical review of the settler-colonial foundations of higher education as an american institution. This is meant to provide contour to the image of postsecondary education that exists today. In accordance with this paper’s allegiance to CRT, many of the texts would be considered revisionist history (Delgado and Stefancic, 2023), which stray from dominant narratives of american comfort and speak more accurately to the experiences of minoritized populations. The author then applies the same analysis to the sociopolitical contexts of EGOs, and to policy language itself. Each section is closed with an explanation of its connection to tenets of CRT and EI so as to provide a thread to follow into the subsequent discussion section.
Research limitations/implications
In the first presentation of the early writings of this work, the author was lucky enough to be in community with Barbara Applebaum at the annual meeting for the American Educational Studies Association and engage in discourse surrounding EI and CRT applications to EGOs. In conversations surrounding the will in the willful ignorance that is exemplified in the movement of EGOs, the author had shared with Dr Applebaum the early thinking on how that will was the same force that brought together converging interests, which have continually forecasted interest divergence. This is commonly referred to as “political backlash.” The author had said something along the lines of: “if we follow the interest convergence, we can get in front of the subsequent political moves to turn the clocks on what was once celebrates progress.” This conversation planted the seed for what is the thesis of this paper. Interest convergence and divergence happen at the will of white populations because of the american truth of whiteness as property. In the context of higher education, this means that because educational pursuit has largely been white property, it has served as an arena for white populations to converge and diverge their interests with those of the minoritized. For example, the policies that drained federal funding for higher education in the 1970s were passed on the tails of a Civil Rights Movement that shook the very foundation of this country and expanded access to postsecondary education for racially minoritized groups (Berret, 2015).
Originality/value
Ensuring that this social construction is a matter of status quo has largely been the work of postsecondary institutions, and EGOs represent the most recent attempt at epistemically imposed inferiority. Explicit attention to the fact of higher education’s complicity and overall investment in the socialization of oppression is necessary to engage in transformative practice that resists anachronism. If higher education researchers and practitioners do not recognize the stake in both the presence and resistance to EGOs, there would likely be acts of resistance that will belie an act of interest convergence – and later divergence – on the part of the state.

Abstract
Building on the concept of “impact literacy” established in a previous paper from Bayley and Phipps, here we extend the principles of impact literacy in light of further insights into sector practice. More specifically, we focus on three additions needed in response to the sector-wide growth of impact: (1) differential levels of impact literacy; (2) institutional impact literacy and environment for impact; and (3) issues of ethics and values in research impact. This paper invites the sector to consider the relevance of all dimensions in establishing, maintaining and strengthening impact within the research landscape. We explore implications for individual professional development, institutional capacity building and ethical collaboration to maximise societal benefit.

Abstract
The ability to conduct unobtrusive observation of user searching is a potential strength of the method of information retrieval system analysis known as transaction log analysis (TLA). Transaction logs supply unequivocal information about what a user typed while searching. All other methods rely on self‐reporting, which, as Nielsen points out, is not always corroborated by the logs. Regardless of where in an institution information retrieval (IR) system evaluation takes place, TLA is a method that enables library staff at all levels to examine a variety of system and user‐related activities that are recorded on the log. Dominick suggested that TLA can enable the examination of three broad categories of activity: 1) system performance and resource utilization, 2) information retrieval performance, and 3) user interaction with the IR system. This article has been divided into several sections corresponding to functional areas in a library to suggest useful applications of TLA.

Abstract
This chapter connects colorblind ideology to organizational processes. Despite advances in our thinking about colorblindness as the current dominant racial ideology, scholars are reluctant to tie this ideology to organizational processes – creating the impression that colorblindness is an individual attribute rather than a structural phenomenon. Because the frames of colorblindness are usually interpreted through interviews – as opposed to organizational practices – focusing on the frames reinforces the sense that ideologies are free-floating prejudices unconnected to social structures. In this theoretical piece, we draw on the organizational literature, to tie Bonilla-Silva’s colorblind frames – abstract liberalism, cultural racism, the minimization of racism, and naturalization – to organizational processes, showing how mundane organizational procedures reinforce structural inequality. We argue that organizational policies and practices rely on normative Whiteness, devaluing the cultural norms of nonwhites, and passing those practices to successive administrations. Ostensibly nonracial procedures such as hiring, promotion, and performance reviews are rife with racialized meanings.

It is commonly claimed that the entrapment defense has never succeeded in a terrorism case. Yet that is not precisely true. In several post-9/11 cases, entrapment claims have contributed to full or partial acquittals, hung juries, and unexpectedly lenient sentences. Prosecutors have also dropped charges, setting convicted defendants free, to prevent successful entrapment defenses upon retrial. This chapter concludes that, despite the fragility and ambiguity of the right not to be entrapped, entrapment claims can achieve partial victories even in terrorism cases, due to the multiple discretion points at which entrapment can inform strategic or normative judgments.

Abstract
The purpose of this article is to present an overview of the history and development of transaction log analysis (TLA) in library and information science research. Organizing a literature review of the first twenty‐five years of TLA poses some challenges and requires some decisions. The primary organizing principle could be a strict chronology of the published research, the research questions addressed, the automated information retrieval (IR) systems that generated the data, the results gained, or even the researchers themselves. The group of active transaction log analyzers remains fairly small in number, and researchers who use transaction logs tend to use this method more than once, so tracing the development and refinement of individuals' uses of the methodology could provide insight into the progress of the method as a whole. For example, if we examine how researchers like W. David Penniman, John Tolle, Christine Borgman, Ray Larson, and Micheline Hancock‐Beaulieu have modified their own understandings and applications of the method over time, we may get an accurate sense of the development of all applications.
