Abstract

Strong evidence has shown that increased agricultural productivity and opened international trade are required to maintain and enhance food security. The multilateral trading system has been unable to keep trade open for one subset of agricultural products – those that use biotechnology in production. This chapter assesses whether preferential trade agreements can represent potential alternative sources of trade rules for dealing with trade in the products of biotechnology. This chapter analyzes and compares three case studies of preferential trade agreements (Canada-EU Comprehensive Economic and Trade Agreement, EU-US Transatlantic Trade and Investment Partnership, and Trans-Pacific Partnership), by focusing on negotiations pertaining to products of biotechnology. The three preferential trade agreements have shown little inventiveness in their attempts to put in place rules of trade for the products of modern agricultural biotechnology and have established forums where only issues can be discussed. They are forums to talk and talk without any means to force closure on negotiations. Given the inability to deal with the issue of biotechnology at the WTO or other multilateral forums, the recent and current negotiations of major preferential agreements represent the second best alternative which still needs to be analyzed and still needs to be understood by policy makers, academics, and the population at large. This chapter represents a first step in that direction.

Abstract

Purpose – To identify how agricultural biotechnology addresses the two challenges facing agriculture: to feed a world growing to 9 billion people by 2050 and to provide a liquid fuel alternative to petroleum.

Design –This chapter relies on econometric modeling, a review of existing literature, and diagrammatic modeling to articulate the impact of agricultural biotechnology on food and energy markets.

Findings –Agricultural biotechnology reduces the tension between food security and biofuel production. It reduces volatility in food and fuel markets and can mitigate risk to biofuel processors.

Originality – The analysis is original although it relies on previous research to some extent. The analysis is compared to and contrasted with related work.

Abstract

The products of transgenic technology have captured the attention of enthusiasts and detractors, but transgenics are just one tool of agricultural biotechnology. Other applications enable scientists to understand biodiversity, to track genes through generations in breeding programs, and to move genes among closely related as well as unrelated organisms. These applications all have the potential to lead to substantial productivity gains.

In this chapter we provide an introduction to basic plant genetic concepts, defining molecular markers, transgenic and cisgenic techniques. We briefly summarize the status of commercialized biotechnology applications to agriculture. We consider the likely future commercialization of products like drought tolerant crops, crops designed to improve human nutrition, pharmaceuticals from transgenic plants, biofuels, and crops for environmental remediation. We identify genomic selection as a potentially powerful new technique and conclude with our reflections on the state of agricultural biotechnology.

Research at universities and other public-sector institutions, largely focused on advancing knowledge, has aroused enormous optimism about the promise of these DNA-based technologies. This in turn has led to large private-sector investments on maize, soybean, canola, and cotton, with wide adoption of the research products in about eight countries. Much has been made of the potential of biotechnology to address food needs in the low-income countries, and China, India, and Brazil have large public DNA-based crop variety development efforts. But other lower income developing countries have little capability to use these tools, even the most straightforward marker applications. Ensuring that these and other applications of biotechnology lead to products that are well adapted to local agriculture requires adaptive research capacity that is lacking in the lowest income, most food-insecure nations. We are less optimistic than many others that private research will fund these needs.

To maintain and enhance innovation performance, many firms nowadays look for resources from external sources such as strategic alliances and regional network embeddedness. While considering the important interdependencies among different alliances, research has established an alliance portfolio perspective. From an alliance portfolio perspective, firms can consciously configure the dimensions of their alliance portfolios such as partner characteristics, relational properties, or structural properties. However, within the context of alliance portfolio configuration, the role of regional networks has been largely overlooked. As most high-tech firms are regionally clustered, this is an important research gap. In addressing this gap, this study explores the link between regional network density, alliance portfolio configuration, and its contribution to firm innovation performance. We examine how regional network density and alliance partner diversity influences firm level innovation output. We also investigate the moderating effect of overall network partner status and partner diversity on the link between regional network density and innovation performance. Our empirical evidence is derived from a longitudinal quantitative study of 1,233 German biotechnology firms. We find that regional network density and alliance partner diversity has an inverted U-shape effect on firm level innovation performance. However, overall network status as well as alliance partner diversity negatively moderates the link between regional network density and innovation output. Thus, our study contributes to a better understanding of the link between regional networks, alliance portfolio configuration, and firm level innovation performance.

Abstract

Since the 1980s agricultural biotech investments by the public sector have increased substantially in both China and India. In the last two decades there has also been a dramatic increase in private section investment in agricultural biotechnology particularly in India. The promise of major benefits of Bt cotton identified in early socioeconomic studies of Bt cotton has proven to be true. Bt cotton has spread to at least 66% and 85% of total cotton areas of China and India, respectively – wherever bollworm is a major problem. Bt cotton continues to control bollworm in both countries, and farmers continue as major beneficiaries rather than biotech or seed companies. The major impacts have been yield increases in India and reduced pesticides consumption in China. In China, evidence also suggests that Bt cotton has suppressed the bollworm population so that non-Bt cotton growers and producers of other crops that are susceptible to bollworm are also benefitting.

The chapter also provides evidence that in the near future Bt rice and Bt eggplant could have major positive impacts by reducing pesticide use and farmers’ exposure to chemical pesticides and increasing yields. Both crops were approved for commercial production by government biosafety regulators, but are not yet available for commercial cultivation.

Abstract

Purpose – The objective of this chapter is to examine and provide new perspectives on the contributions of public and private R&D to biotech crop improvement.

Methodology/approach – The chapter examines a set of topics that have affected the way that research is undertaken on plant germplasm improvement and how it has changed with the genetically modified (GM) trait revolution.

Findings – Although the basic science providing the foundations for GM crops was undertaken in the public sector, GM traits and GM crop varieties have been developed almost exclusively by the private sector. The biotech events leading to GM traits are currently being developed largely by five companies – all having ties to both the chemical and the seed industries. The GM crop revolution started in North American in 1996 and has spread slowly to the largest developing countries that have large agricultural sectors, including Argentina, China, Brazil, and India, but not to Europe or Japan.

Practical implication – To shed new light on the economic reasons for private sector dominance in GM crop varietal development in selected crops but not in others.

Social implication – Shows how GM traits have contributed to technical change and declining real food prices.

Abstract

Agri-biotech multinational enterprises (MNEs) are persisting to push genetically modified plant varieties (GMV) worldwide including emerging countries as a technological solution for sustainable development. However, in emerging countries, the structure and effectiveness of regulation and compliance measures to ensure human and environmental safety are much less developed. There are three types of concerns: the economic risks faced by farmers while using existing low-yielding conventional seed varieties, in the face of inadequate institutional mechanisms and safety nets, the long-term environmental risks, and finally, risks posed by other possible externalities. In an attempt to provide some insight on the aforementioned debate, this chapter focuses on a commercially successful GMV—namely genetically modified cotton, also referred to as Bt cotton. The literature on adoption of Bt cotton is first examined, and its findings are confronted with the reality of the introduction and diffusion of Bt cotton in India to derive inferences on how MNE and emerging countries’ governments can manage coexistence. Our findings indicate that in order to be successful, MNEs have to establish the sociopolitical legitimacy of GMV through investment in outreach with regulatory authorities, government departments dealing with the environmental and bio safety, farmer groups, and nongovernmental organizations (NGOs). MNEs also have to keep in mind that pricing and high technology fee can become an impediment for the legitimization of technology. Finally, MNEs can partner with NGOs to educate and accompany farmers to maximize their livelihood, while preserving the ecological sustainability of their farm lands.

Abstract

Purpose – University–industry relationships raise concerns about the influence of commercial interests on academic science. In this paper, we investigate how academic scientists who collaborate with industry understand their professional identity in relation to their research money and the notion of scientific “independence.”

Design/Methodology/Approach – We conducted in-depth interviews with 84 scientists and 65 administrators from 9 U.S. universities. The scientists do research in the field of agricultural biotechnology and collaborate with industry. The administrators have oversight responsibility for academic research, university–industry collaborations, and technology transfer.

Findings – We find that our respondents are wary of industry funding but believe that it has an appropriate place in academic research. Typically, industry money is treated either as seed money for preliminary research or as flexible funding that supplements the core, essential competitive grants academic scientists obtain from public agencies. We find that academic scientists talk about the mix of public and private funds in their research funding portfolios in ways that aim to construct an “independent” investigator professional identity.

Originality/Value – Our study is a case of how money is inscribed with meanings in institutional settings. It contributes to scholarship in economic sociology of work by revealing how money is used by academic scientists to signal their alignment with institutionally sanctioned professional norms and by administrators to evaluate scientists' work.
