Abstract

Purpose

This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.

Design/methodology/approach

A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.

Findings

Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.

Originality/value

Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

Abstract

Purpose

The purpose of this paper is to reduce the gap in understanding the complexity of barriers, their modifiers and how these barriers and their modifiers result in malpractices and missed good practices in post-earthquake reconstruction contexts. This paper provides insights to the often asked question: why the lessons learnt from one earthquake event are not actually learnt and many of the mistakes around housing reconstruction are repeated?

Design/methodology/approach

The paper is based on the review of the literature of the top deadliest earthquakes in the developing countries and the two case studies of the 2005 Kashmir and 2015 earthquake in Pakistan.

Findings

Multifarious barriers, their modifiers, malpractices and missed good practices are deeply interwoven, and endemic and include weak financial standing, lack of technical know-how, vulnerable location, social and cultural preference, affordability and availability of materials, over-emphasis on technical restrictions, inefficient policies, lack of clarity in institutional roles, monitoring and training.

Research limitations/implications

The study is desk based.

Practical implications

A better understanding of barriers can help disaster-related organisations to improve the planning and implementation of post-earthquake housing reconstruction.

Social implications

The study contributes to the understanding concerning various social and cultural preferences that negotiate the Build Back Better (BBB) process.

Originality/value

The study offers a distinctive perspective synthesising the literature and the two case studies to sharpen the understanding of the complexity of barriers to BBB.

Abstract

Purpose

Rural building practices, especially in developing communities, are often plagued by inadequate local construction knowledge and a limited understanding of the best building practice guidelines. This has contributed significantly to compounding the effect of significant catastrophic events. The purpose of this paper is to examine the potential impact of disaster knowledge management (DKM) on improving housing resilience and makes particular reference to the 2005 earthquake in rural Pakistan.

Design/methodology/approach

Our research uses a comprehensive literature review that involves a qualitative approach to research aimed at understanding the 2005 earthquakes, their impacts, reconstruction challenges and DKM. Conventional published journals, articles, previous case studies and books were included. But importantly, to take in relevant local information, the review also took in published government reports, disaster mitigation policy documents, national and international NGOs publications, conference proceedings and news articles. More than 80 research papers and conference proceedings over 21 years, from 2001 to 2021, were analyzed in eight major online databases. These include Google Scholar, Science Direct, Research Gate, Scopus, Jstor, Springer, Emerald and Semantic Scholar.

Findings

The investigation identified that DKM has an important role to play in capacity building and technical knowledge transmission relating to seismic guidelines aimed at improving housing resilience. Consequently, a theoretical framework was developed, focused primarily on the post-2005 rural reconstruction mechanism and the identification of key challenges to disseminating seismic guidelines effectively in relation to rural construction practices.

Originality/value

This paper makes an original contribution by developing a DKM framework via the identification of key challenges that need to be addressed, in relation to rural construction practices, generally, but particularly in the Pakistan context.

Abstract

Purpose

The purpose of this paper is to discuss the effects of earthquakes on libraries and educational institutions in the region of Azad Kashmir in Pakistan.

Design/methodology/approach

The paper is based on a review of the literature published in the newspapers, face‐to‐face and telephonic interviews and donor reports from the area. Inputs (people, knowledge, material, capital and finance), processes, outputs and feedback mechanism of libraries in Kashmir are described.

Practical implications

The barriers to implementing the strategies offered in this paper are essentially practical: resource constraints and related social or governmental factors. The paper suggests to strictly follow the building codes prescribed by the international standard bodies. The paper also suggests to strictly monitor the construction of the educational institutions and libraries and to control the corruption involved in contracting out the tenders, etc. This study attempts to highlight the importance of disaster management and training during such kind of disasters and preservation strategies for libraries.

Originality/value

The paper is useful not only to understand what strategies should be adopted during such kind of disasters but also to review the picture of the state of libraries and educational institutions post earthquake in Pakistan. The paper would be very useful to the Government of Azad Jammu and Kashmir and the policy makers in the education department while implementing the building codes, planning disaster management strategies and the library staff in the affected areas.

Natural disasters occur all around the world, in the last two decades these natural disasters have brought sever damages to the world economy. Mostly developing countries bear severe consequences due to these natural disasters. In July 2010, Pakistan faced a massive flood, which affected almost all the countries. The disaster affected all sectors like daily life, transportation, infrastructure, etc., of the country. GOP did not have enough resources to cope with this giant disaster and called for international help. Local and international NGOs participated with GOP in the early phases of recovery. Millions of dollars were given away as the initial impact of this disaster, and GOP and other relief agents have spent other million to provide initial recovery and relief. GOP will need billions of dollars further to continue recovery from the disaster of 2010.

Pakistan lies between latitudes 24° 37′ N and longitudes 62° 75′ E, covering a total land area of 796,096km2. The country shares its borders with Iran to the west, India in the southeast, Afghanistan in the northwest, and China in the north. The Arabian Sea lies to its south (UNISDR, 2005; Khan, 2004d). The country has four provinces: the Punjab, the North West Frontier Province (NWFP), Sindh, Baluchistan, and two federally administrated territories – the Federally Administered Tribal Areas (FATA) and the Northern Areas. The Northern Areas have been recently given the status of Gilgit-Baltistan province. The structure of the provisional government is still in its formation stage. In addition, the territory of Azad Jammu and Kashmir (AJK) is under the administration of the government of Pakistan. Each province or territory is further divided into administrative units known as districts (GOP, 2003; Khan, 2004d).

Abstract

Purpose

This research aims to examine the extent to which eruptions and earthquakes are explained using religious terms of reference within Islamic countries, and those where Muslims constitute a significant minority. Is the notion that disasters represent divine punishment so pervasive that the only reaction for the devout believer is passive acceptance of suffering or, alternatively, is the innovation of policies of disaster reduction acceptable theologically?

Design/methodology/approach

Information is derived from: bibliographic sources; archives; questionnaires; and interviews.

Findings

There is a distinctive theological perception of natural disasters within Islamic thought. Although the inhabitants of Islamic countries may explain earthquake and eruption losses in religious terms, there is little evidence to suggest that this inhibits the introduction of programmes of planned loss reduction. Relief is a generally acceptable response for both aid donors and recipients.

Research limitations/implications

The impact of volcanic eruptions and earthquakes is not as well researched as those occurring in countries with a Christian ethos. Generalizations have had to be made from a more limited set of examples. More detailed research is required both within the countries affected and in the languages used in hazard‐exposed Islamic states (e.g. Arabic, Urdu and Farsi).

Practical implications

Introduction of programmes of hazard reduction is generally possible in Islamic countries, but requires theological justification.

Originality/value

In comparison with the study of earthquake and eruption impacts in countries with a Christian ethos, little has been published on disasters and Islam.

Abstract

Purpose

School buildings have suffered disproportionate damage during past and recent earthquakes. For example, during the 2008 Sichuan earthquake, many school buildings collapsed, resulting in loss of life. School buildings in many other parts of the world are also susceptible to this type of widespread damage because of inadequate design, detailing, or poor construction quality. The purpose of this paper is to show how these fatal flaws can be mitigated prior to future catastrophe by using good engineering practice to retrofit vulnerable schools.

Design/methodology/approach

Conventional and innovative, cost‐effective, and reliable tools are available to prevent damage to schools. It is often necessary to examine a group of buildings or all structures in a locality and develop a comprehensive risk management plan for the vulnerable buildings. As an example, a comprehensive evaluation and retrofit project, under the auspices of the World Bank, is currently under way in Istanbul, Turkey, to address vulnerable school and hospital buildings as discussed in the paper. As part of this effort in Turkey, a guideline that relies on state‐of‐the‐art evaluation and retrofit methods has been developed to assist the local engineers.

Findings

Implementation of the program based on the uniform standards developed in the retrofit guidelines, has significantly reduced the seismic risk to schools in Istanbul.

Practical implications

The proposed evaluation and implementation technique can be utilized by governments worldwide to prevent further damage to key infrastructure and save millions of lives.

Originality/value

Innovative retrofits can be used to provide enhanced performance and provide seismic resiliency for cluster of school buildings.

Abstract

Purpose

Natural disasters, occurring with increasing frequency are mobilizing humanitarian agencies to provide relief response. Current protocols that rely heavily on donated clothing as clothing aid are neither effective nor efficient. The purpose of this paper is to investigate survivors’ clothing needs during the relief phase of a natural disaster in order that current protocol might be improved. The focus is on clothing use from the perspectives of survivors who will wear it, relief workers and aid agencies that will disperse it.

Design/methodology/approach

This qualitative study included needs analysis focus groups with survivors, interviews with relief aid workers and senior humanitarian agency administrators. All respondents were residents of and/or impacted by the 2005 earthquake in Pakistan. Questions focused on relief aid protocol, clothing needs and mandatory requirements for a design solution.

Findings

Data gathered revealed a myriad of design priorities and participants emphasized that garments be culturally and climatically appropriate and universal in design. Based on these criteria, a prototype (named Survival Plus) was created using the Functional, Expressive and Aesthetic design framework as proposed by Lamb and Kallal (1992).

Research limitations/implications

Further research may be undertaken to field test proposed Survival Plus prototype to evaluate the design and subsequent findings be incorporated in its design.

Originality/value

Academic knowledge about this aspect of disaster management and response is scarce. This participatory study of clothing needs of survivors is of particular benefit to emergency preparedness initiatives and humanitarian aid providers in their delivery of clothing aid.

Abstract

Purpose

This paper aims to describe an in-depth study conducted on transition of recovery into subsequent recovery phases after the 2010 super floods in the Sindh province of Pakistan. The objectives of this research were to examine the post-disaster activities after the floods and highlight the critical areas hindering the transition into an effective recovery phase.

Design/methodology/approach

A case study approach based on literature reviews with semi-structured interviews with disaster management stakeholders were applied as the primary source of data.

Findings

The study found that long-term recovery was the most neglected phase of post-disaster recovery (PDR). The factors hindering successful transition following short-term recovery activities are lack of following: community-level involvement, local administration and community capacity, disaster governance, different stakeholders and coordination, information and knowledge management.

Research limitations/implications

This paper examines the long-term disaster recovery after the 2010 super floods in three districts of Sindh. Therefore, researchers are encouraged to investigate the factors in other areas for different types of disasters.

Practical implications

These findings are critical to planning future post-disaster recoveries in the region. It also provides a basis to investigate other types of disasters.

Originality/value

The transition of recovery into long-term phase has never been investigated before. The recovery phase is an opportune time to incorporate strategies for building back better, resilience, mitigation and preparedness. A PDR that does not incorporate these strategies in the long-term leaves affected communities in more vulnerable conditions for future disasters.
