Abstract

In recent decades, childhood in Japan has undergone significant transformations. Government policies geared at boosting women's labor force participation, a declining fertility rate, rising costs of having children on the one hand, and increased spending on public childcare and support measures for families, on the other hand, contribute to these ongoing changes. Having only one child is becoming the norm while mothers' role in society is shifting. The traditional family structure is moving from the previously predominant male breadwinner model to more dual-earner families. Children now spend significant amounts of time in care and education institutions.

In this chapter, we analyze current configurations of early childhood in institutions and the family from a policy perspective and regarding children's predominant education and care arrangements. Drawing on various survey data sets and evidence from demographic statistics to pedagogical ethnographies, we look at how childcare policies and families reshape the organization of children's lives and outline how institutions and educators create learning experiences aligned with the values of a collectivist society. However, despite being deeply rooted in traditional child-rearing goals, many parents also subscribe to rigorous educational arrangements from early childhood onwards to prepare children for success in a competitive education system. The chapter finishes with an outlook on future directions of how policymakers and the ongoing institutionalization of childhood continue to change children's lives.

Abstract

This chapter discusses the growing importance of research-related information in the face of increased complexities and competitiveness within higher education environments globally. It provides some reflections on the importance of institutional research cultures to effectively address these challenges, focussing on the African context, and the role of effective research support through institutional structures such as a dedicated research office. The increasingly strategic role of research management has led to the need for a more active and visionary role in the positioning of institutions by supporting decision-making and contributing to the development and visibility of institutional research portfolios. The authors provide their insights into the scope of research-related information, the need for research offices to perform this strategic function, how these information sets can be applied in reports, evidence-based decisions, institutional showcasing, and enhanced research support. The chapter includes aspects to consider when establishing a research-related information management function within institutions.

Abstract

The case of Africa is important in understanding the growth of research management as a profession. Africa has rapidly increased its research output in recent years, and its institutions are increasingly in demand as research partners. Yet research management structures have developed from a very low base, and need not be confined by past practice. Through the Southern African Research and Innovation Management Association (SARIMA), it has been represented since the origins of International Networks of Research Management Societies (INORMS). Several external donors have sought to help build research management structures on the continent, and the success (or otherwise) of these initiatives can tell us much about the potential for common research management structures globally.

This chapter does not provide a comprehensive account of progress over the past two decades, or a complete list of relevant initiatives. Rather, it reflects on whether international assistance and collaboration have made a meaningful contribution to the progress that has been made, and its strengths and limitations. It considers how far growth would have happened regardless of funder intervention, or indeed whether international partners have inhibited progress by prioritising their own norms and priorities. It asks uncomfortable questions for funders about the way in which they plan and evaluate their work.

Abstract

Purpose – This research aims to explore Qanun Aceh post-conflict enacted in the legislation of Government of Aceh through a Memorandum of Understanding (MoU) and enhancement policy of Wali Nanggroe associated with educational development.

Approach Methodology – The review of the literature links to the Qanun Aceh exploring the Wali Nanggroe institution through normative theory. A qualitative method was used to find a strategic policy of the Legislation Government of Aceh related to documents used in data analysis.

Findings – The study found the existence of the Wali Nanggroe institution brought several opportunities and challenges of unifying Aceh people post-conflict. The discussion of the Wali Nanggroe Institution has brought new dynamics in the policy and educational development in post-conflict Aceh. The Government of Aceh and the Parliament did not take the policy for educational building in order for the society to have an understanding of the Wali Nanggroe institutional position as stated in the Law of Government Aceh (LoGA).

Research Limitations – The examination of these dynamics and prospect of the Wali Nanggroe institution is linked to the policy on educational development for the Aceh people and implementation of the LoGA post-conflict of the Aceh Government and the Government of Indonesian Republic.

Practical Implications – The solution offered is to improve the educational system to give a political understanding of the Aceh people.

The aim of this chapter is to describe a four-type model of organisational structures and to discuss two cases, Embrapa and the Brazilian Agricultural Research Corporation, as well as additional cases at SAM-Research and the centre for shared medical support services established at the University of Bologna.

These cases should help readers understand the importance of designing distinctive, tailored-made support services while keeping these structures flexible for further adaptation under unforeseen changes.

The chapter concludes by stressing the role of institutions to steadily invest in the design of these tailored support structures and in personalised training for their support staff.

Abstract

As a form of gender-based violence, sexual harassment represents one of the most serious obstacles to gender equality in higher education institutions. A systematic and institutional response is required in order for the problem to be regulated. This chapter provides a short overview of the existing institutional mechanisms adopted – with the support system built within the TARGET project – at the University of Belgrade and its member institutions, as a possible and good practice model of institutional interventions dealing with this issue. With three member faculties already having previously introduced their own rulebooks, the first University of Belgrade Rulebook on the Prevention of and Protection from Sexual Harassment was adopted university-wide in 2021. This document represents an important step forward and a substantial support to all the member institutions in the process of regulating the prevention of and protection from sexual harassment and thus contributes substantially to gender equality at all levels of the institution.

Abstract

The French higher education system has experienced reforms since the 2000s that gradually emphasized the executive power of universities and the centralization of decision-making. This culminated with the excellence initiatives (Idex) that concentrated 7.7 billion euros on only nine institutions to create “world-class” universities and made their leaders responsible for the local allocation of this substantial endowment. The universities’ executives had four years to complete changes in governance in order to see their institution permanently awarded the title and the funding of Idex. The hiring process is one of the elements that this policy impacted the most within these universities, enabling leaders to create new kinds of positions and control the hiring process. However, by looking at the hiring practices within three different Idex, we will show that collegiality did not disappear but rather it evolved: in the three cases, the closest colleagues have been marginalized but decision-making remained collective and in the hands of academics chosen by the university executives. Variations in the intensity of this evolution could be observed according to two dimensions. First, the scientific reputation of the university: the higher it is, the less collegiality is transformed. Second, the level of external pressures: the less collegial universities have relaxed their hiring practices after the evaluation that permanently granted them the label of Idex.

Abstract

Human perceptions, attitudes, and relationships are shaped by worldviews and values. The rich mosaic of worldviews in today's fast-changing global village, where cultures interact and information flows freely, challenge educators and students. Worldviews influence problem modeling and solutions. Worldviews give us psychological confidence that the world is as we see it, safe, secure, and belonging. Each worldview is consistent with the assumptions, ideals, and analytical processes. Values define behavior, attitudes and decision-making. The global higher education system's long history and recent developments in globalization, technological innovations, and internationalization make it even more complex. Globally, higher education is evolving rapidly. Global political, economic, social, technological, and environmental factors promote rapid change. Higher education institutions have struggled to adapt to these developments due to limited resources and capacity. Growing demand has created new business models and institutions. Access, equity, inclusion, and quality are new issues that emerged. To be relevant in a rapidly changing environment, higher education institutions must adapt to the knowledge society and growing need for access. This anthology contains 14 thought-provoking studies on worldviews and values in teaching-learning, curricula, assessment, and outcomes.

Research and innovation are a major national priority in India and are conducted across a diverse group of institutions. While Research Management (RM) activities were previously integrated into researcher and other roles in India, there is now recognition that RM services rendered by professionally trained staff can reduce the administrative burden on researchers, thereby enhancing the ease of doing research. This chapter provides context on the complex higher education and research ecosystem in India, outlines the circumstances leading to the development of RM support at Indian institutions, and highlights the contributions of the India Research Management Initiative in creating a community of practice for RM. The chapter concludes with some projections for the future of RM in India.
