The recent development of higher education in Africa has been spurred, in part, through a variety of cross-border higher education (CBHE) initiatives. However, this is not a new trend and this chapter traces the development of CBHE activities in Africa from the early 1900s through the current era. While the earliest forms of CBHE were largely fostered through Western nations providing advice and validation to institutions in Africa, the types of CBHE engagements are much more varied, including collaborations among African nations. The chapter also explores the push by some African nations to become educational hubs, the variability of CBHE policies across nations, and the shift of collaboration from the global north to south.

Along with the “reform and open door” policy launched in the late 1970s, China has experienced an annual average GDP growth rate of 9.8% between 1978 and 2002 (Hu, 2003, October 19). China's economy system has also gone through a fundamental transition from a central planning system to a socialist free market economy. To cope with the booming economy and radical social changes, the higher education system of China has been undergoing a process of expansion with marketization (World Bank, 1997).

This chapter discusses the political economy of social stratification in higher education in Japan with a focus on the problem of centralization and decentralization in the allocation of institutions in its higher education system. Specifically, the chapter highlights the role of a nation state government in the process of social stratification formation and the impact of recent equity and institutional higher education policies on the Japanese system of higher education.

The chapter attempts to articulate a possibility for integrating a number of perspectives in studying higher education as a scholarly subject in current social science. We begin with the reasons for such an undertaking and its relevance. We then develop several basic definitions in order to establish a common conceptual basis for discussion. The final section presents new institutionalism as one of the ways to integrate several approaches in understanding higher education.

This chapter is rather theoretical and methodological in its outlook. We develop the basic approach that, in many respects, is still a work in progress. We take in this approach a set of arguments that open up new research agenda rather than settled a perception to be accepted uncritically.

Leadership in higher education has become of increasing importance as the size of the enterprise has grown, and this has naturally led to a growing research interest in the topic. Using systematic review methods, this chapter interrogates and synthesises the research literature on leadership in higher education in terms of its meanings, application and practice, and the issues and critiques raised. It concludes that research into leadership in higher education has been both extensive and global in nature, identifying a variety of understandings, practices and approaches adopted, and the continuing dominance of white men in senior leadership positions. There is clearly scope for more research on this topic, which could both emphasise different issues and give greater recognition to the particular nature of higher education and higher education institutions.

Informed by multiple disciplines, theories, and methods, higher education scholars have developed a robust and diverse literature in many countries. Yet, some important (organizational) sociological perspectives, both more established and more recent, are insufficiently linked. In particular, we identify two theoretical strands – institutional and relational – that, when joined, help to explain contemporary developments in global higher education and yield new organizational insights. We review relevant literature from each perspective, both in their general formulations and with specific reference to contemporary higher education research. Within the broad institutional strand, we highlight strategic action fields, organizational actorhood, and associational memberships. Within the relational strand, we focus on ties and relationships that are especially crucial as science has entered an age of (inter)national research collaboration. Across these theories, we discuss linkages between concepts, objects, and levels of analysis. We explore the methodological approach of social network analysis as it offers great potential to connect these strands and, thus, to advance contemporary higher education research in a collaborative era.

This chapter examines the development of a quality assurance system for undergraduate education as one aspect of the transformation of education policy in China. The central structure of the chapter is the process/stages of policy development and implementation, with particular attention to the changes over time in central control versus institutional autonomy. The Chinese government has moved to a “steering at a distance” approach with ex post accountability, giving institutions of higher education greater autonomy for undergraduate education. Government authority continues to be strong, however, even though the mechanisms of control have changed. This study provides an analysis of quality assurance in Chinese higher education and the changing relationship between government and campuses, using the lens of policy development and implementation.

When discussing disaster education, the usual focus in more on the school or family or community education. Very little focus has been given so far to higher education. However, higher education (college and university) is the key to professional development in the subject. Higher education in disasters is still lacking in most countries and regions. In this context, the lessons of environment or the field of sustainable development can provide useful tips. Of equal importance to higher education is not only the curriculum, but the approach or mode of delivery. To develop an appropriate higher education, a system of educational governance is important (COE, 2005). Given the role education has for overall societal and economic development, it is necessary to ensure the responsiveness of higher education to the changing needs and expectations of society. In this respect, it is important to ensure participation of external actors in the governance of higher education and to allow the flexibility to accommodate the continually change needs and requirements over time. COE (2005) made several recommendations for higher education that can be considered as the base of disaster education in colleges and universities. These include: serving the needs and expectations of the society, having appropriate academic freedom, having a process of setting up long-terms goals and developing appropriate strategies for achieving them, providing reasonable scope of innovation and flexibility in research, promoting good educational governance through regional and international networks, and ensuring quality control of teachers and students.

This interorganizational discussion covers Astley and van de Ven's (1983) Organizational Analysis Matrix and key information to understand a broader, macro discussion including the purpose of organizations in society as well as overview the interorganizational relationships between the for-profit sector (i.e., businesses and corporations) and the specific sector of higher education. A consideration of motives, return on investment expectations, and interorganizational behavior is explored. This chapter highlights the complex nature of higher education and the for-profit realm, including inconsistent third-party support and intermingling from the government. Highlights from Sethi's (1975) seminal article serves as the basis for measurement and future expectations in a three-state schema for classifying corporate behavior.

The term “loose coupling” has been widely employed in higher education research. Building partly on the “garbage can model” of decision-making, it proposed an alternative to rational and linear views on organizing and governing, emphasizing instead ambiguity and complexity. The review of higher education research literature presented in this chapter demonstrates that the concept of loose coupling has frequently been used as a background concept, often taken for-granted either as a point of departure for studies of organizational processes in higher education or as a diagnosis of the complexity of higher education organization that inhibits implementation of reforms. This chapter provides systematization and critical examination of how the term “loose coupling”/“loosely coupled systems” has been employed in journal articles focusing on higher education in the last 40 years. It presents a broad mapping of 209 articles and a more detailed qualitative review of 22 articles, which employed loose coupling as more than a background concept.
