Abstract
Purpose
The notion of organizational learning (OL) has reached the forefront of both school change discourse and academic inquiry. However, this notion has not yet undergone deliberate thinking and research within the special education domain. The purpose of this paper is to address this gap in the literature by empirically investigating OL through a structural concept – organizational learning mechanisms (OLMs) – as embedded into the learning values (culture) of special education.
Design/methodology/approach
A case study of three student's functioning levels (low, intermediate, and high) in a special education school provided the context for studying OLMs and the learning values (culture) influencing their productivity.
Findings
This paper supports the existence of and the capacity for systematic learning through institutionalized structures and procedures in a special education school. This paper also illuminates the effect of learning values (culture) on the effectiveness of OLMs in a special education school.
Research limitations/implications
Generalizing from this case study (a special education school comprising three levels of student functioning) is quite problematic. However, this paper supports the merit of empirically researching OL in special education schools through the structural‐cultural framework.
Originality/value
This paper provides a useful conceptual and empirical framework to evaluate special education schools as learning organizations.

Abstract
Increasing numbers of support staff are employed in schools to provide services for students identified as requiring extra support. The roles of these staff have changed as a result of a variety of factors, foremost the increased inclusion of students with disabilities in mainstream settings. Compounding this increase is a re-evaluation of roles of staff in schools, shortages of qualified special education teachers, an increasing requirement of teachers to complete large quantities of administrative tasks, including paperwork (Lee, 2003), and the use of support staff, particularly teacher assistants (TAs) to relieve some of the work of teachers (Webster et al., 2010). This chapter will examine these factors and explore the resulting changes in roles and considerations for teachers when working with support staff.

Abstract
Purpose
We examine the impact of the COVID-19 pandemic on the functioning of university students with disabilities using assistant support services in Poland. The study aims to (1) reveal the role existing university-based assistant services play in students' lives and (2) examine the impact of the pandemic on assistant services by students with disabilities.
Methods/Approach
We gathered and analyzed 25 interviews with students with disabilities from across Poland, from public and nonpublic higher education institutions.
Findings
The assistant support service at universities introduced in Poland proved to be fragmentary and limited only to the educational process, which resulted in the exclusion of people with complex disabilities and those requiring support in self-care activities. The pandemic has exacerbated previously observed dimensions of segregation and inequalities leading to disproportionate isolation of students with disabilities. It also highlighted the limited understanding of personal assistantship functioning in the academic context and the need for urgent development of universal access to assistance services across Poland. At the same time the forced move to distant, internet-based learning, at least for some students, gave them a sense of self-reliance and independence.
Implications
This research adds to the understanding of the consequences of the COVID-19 pandemic for students with disabilities in the case of Poland. It also calls for a reexamination of what personal assistance should mean in the context of higher education and beyond.

Abstract
Training, particularly in the form of comprehensive professional development, continues to be a need for paraeducators (also known as teacher assistants). Training needs begin with an initial set of knowledge and skills and is built based upon the paraeducator’s role with individual students and the educational settings. Standards or guidance documents are available from a few individual states within the United States, higher education systems, and professional organizations that serve individuals with exceptional needs and agencies. An international professional organization, Council for Exceptional Children [CEC] (2011), identified a common skill set that reinforces standards for defining curricula when providing training to paraeducators. Key to their ongoing professional development is the on-the-job coaching by the education professional (teacher), to support the application of skills into the inclusive setting. Various forms of professional development are available including online trainings in addition to face-to-face.

Abstract
In this chapter, Milena Ivova Ilieva describes the Roma minority in the education system of Bulgaria, where – according to data from non-governmental organizations working directly with the Roma community – the number of Roma people varies between 8-10% of the total population. The situation of the Roma community is characterized by its marginal position in the society at different levels, which stands out more clearly against the process of globalization. Ilieva shows the disadvantages in social situation and presents a general overview of the classification of the Roma Community about educational integration. She analyses the official statistical data and gives reasons for the low education level of Roma in Bulgaria and describes the policy measures for Roma integration after 1989. She concludes that at this stage of their existence, the programs which the Bulgarian State is trying to apply with regard to Roma, are not effective and do not conform to the specifics of the Roma community.

Abstract
Special education teachers and paraeducators who generated and analyzed metaphors to describe their relationships uncovered insights into how they perceive their roles and responsibilities, and identified models for a more effective collaboration. The metaphors generated by 67 special education teachers and paraeducators indicate that they value relationships characterized by compatibility (e.g., “peanut butter and jelly”) and coordination of effort (e.g., “well-oiled machine”) and have diverse views on the relative contributions paraeducators make to the instructional program (e.g., “my right arm” vs. “icing on the cake”). Notably absent is acknowledgment of the teacher’s critical role as team leader, responsible for directing the work of paraeducators; metaphors like “two peas in a pod” far outnumber those like “architect and builder.” The chapter includes a description of a process that teachers and paraeducators can use to generate and analyze metaphors to serve as models for a more effective collaboration; examples are provided.

It is vitally important that students have access to teachers who are effective and broadly representative of our society. Yet in urban areas such as New York City (NYC), many teachers lack experience or appropriate qualifications and there is a profound mismatch between the racial composition of the teacher workforce and the composition of students served. Paraprofessionals, individuals who work under the supervision of a teacher to provide instruction or other direct services to students, represent a significant pool of minority teacher candidates. In NYC, paraprofessionals employed by the Department of Education (DOE) may receive tuition support and release time as they pursue higher education. Analysis of the participation and success of NYC DOE paraprofessionals enrolled in The City University of New York (CUNY) sheds light on the potential for paraprofessionals to become teachers and diversify the teaching workforce.

Abstract
Purpose
The paper aims to assess to what extent the general trends with regard to world inequality can be explained by rising international economic integration, technological change and (labour market) institutions.
Design/methodology/approach
Based on the existing literature, the stylized facts on inequality between and within nations, globalisation and technological change are reviewed, after which the empirical evidence of the impact of international trade and poverty in developing countries is discussed.
Findings
The paper argues that despite substantial theoretical and empirical contributions, so far no straightforward conclusions are warranted. However, historical evidence suggests that, from a policy perspective, the rise in inequality – witnessed in a large number of developing as well as developed countries – ought to be acknowledged and tackled to avoid a possible backlash against globalisation. The inconclusiveness that empirical work on inequality and its determinants offers, might be explained by substantial differences across countries in their institutional framework.
Originality/value
The importance of interactions between institutions, technology and globalisation and their impact on world inequality is still not very well understood. The paper is an appeal for investigating more these interactions.

Abstract
This study focuses on assistant principals, the “forgotten future workforce” of educational leadership. We explored the current landscape of assistant principalship within the context of work performance, including both task and discretionary performance, and the future career aspirations of assistant principals from a cross-national perspective. Specifically, the study aimed to fulfill the following objectives: (a) to identify the factors affecting the task and discretionary performance of assistant principals, (b) to identify the factors affecting three future career aspirations of assistant principals, and (c) to determine whether the influences of these factors differ by national origin. Personal initiative and perceived organizational support (POS) were the independent variables. This study also examined the demographic attributes of the participants and their schools. Two randomly selected samples, which composed of 227 Turkish and 144 American assistant principals were the participants. The data-gathering instrument incorporated the revised versions of the Personal Initiative Scale (Fay & Frese, 2001), the Perceived Organizational Support Scale (Eisenberger, Huntington, Hutchison, & Sowa, 1986), and the School Organizational Citizenship Behavior Scale (DiPaola & Tschannen-Moran, 2001). The findings of the study showed that personal initiative and POS significantly predicted the task performance, discretionary performance, and certain future career aspirations of assistant principals. National origin appeared to be a significantly differentiating factor of the assistant principals' task performances, discretionary performances, and future career aspirations. We drew conclusions and provided suggestions for future research.

Purpose
The purpose of this paper is to introduce readers to the special issue on “middle space” education leaders (those individuals who are second-in-command in schools). The special issue contains papers pertaining to mentoring those preparing for and aspiring to the assistant school leader role, as well as papers on programs that support new assistant principals/vice-principals through mentoring and coaching. The authors provide background on middle space leadership and mentoring from existing research literature, introduce the international papers selected for the issue, and identify unifying themes across the papers.
Design/methodology/approach
The authors provide highlights of relevant research literature on the importance of mentoring for school leaders in general, but also specifically address the need for mentoring for middle space leaders from the scant literature that exists on the topic. After reviewing the relevant literature, the authors provide an overview of the seven papers that were chosen for the issue through a rigorous peer-review process.
Findings
The co-editors of this special issue identify common themes that emerged from the papers chosen for the issue. In general, authors note that middle space leaders have unique mentoring and coaching needs, and there are few formal programs that address their needs. However, there is a growing awareness of the need to support assistant principals through structured mentoring programs, as well as preparing and mentoring those who aspire to the position.
Research limitations/implications
The seven papers chosen for the special issue represent a variety of research methodologies. A limitation is that the majority of the studies are qualitative, with small sample populations. However, even with small sample sizes, commonalities can be seen across the studies and across international contexts.
Practical implications
This review summarizes the issues facing middle space leaders in education and how they can be effectively addressed. The global audience that can benefit from engaging with the papers in this special issue includes educational leadership faculty, educational governing bodies, policymakers, school district central office personnel, senior principals, and assistant principals themselves.
Originality/value
This paper and the seven that follow extend the scant research literature in the realm of middle space leaders in education. They provide unique insights – from different international contexts including the USA, Canada, Hong Kong, and New Zealand – into the need for and potential benefits of mentoring and coaching aspiring and new middle space leaders.
