Insofar as the digital layer cannot be detached from the current democratic challenges of the 21st century including neoliberalism, scales, civic engagement and action research-driven co-production methodologies; this chapter advances trends, aftermaths and emancipatory strategies for the post-pandemic technopolitical democracies. Consequently, it suggests a democratic toolbox encompassing four intertwined trends, aftermaths and emancipations including (1) the context characterised by the algorithmic nations, (2) challenges stemming from data sovereignty, (3) mobilisation seen from the digital rights perspective and (4) grassroots innovation embodied through data co-operatives. This chapter elucidates that in the absence of coordinated and interdependent strategies to claim digital rights and data sovereignty by algorithmic nations, on the one hand, Big Tech data-opolies, and on the other hand, the GDPR led by the European Commission might bound (negatively) and expand (positively), respectively, algorithmic nations' capacity to mitigate the negative side effects of the algorithmic disruption in Western democracies.

The purpose of this paper is to forward specific policy proposals permitting greater sharing of health data across multi-level government agencies with the purpose of improving rapid identification of bioterrorist attack or disease epidemics while protecting patient privacy.

Ukraine is home to Europe’s worst HIV epidemic, overwhelmingly fueled by people who inject drugs who face harsh prison sentences. In Ukraine, HIV and other infectious diseases are concentrated in prisons, yet the magnitude of this problem had not been quantified. The purpose of this paper is to evaluate the systematic health survey of prisoners in the former Soviet Union (FSU).

Qualitative interviews were carried out with research and prison administrative staff to assess the barriers and facilitators to conducting a bio-behavioral survey in Ukrainian prisons.

Crucial barriers at the institutional, staff, and participant level require addressing by: first, ensuring Prison Department involvement at every stage; second, tackling pre-conceived attitudes about drug addiction and treatment among staff; and third, guaranteeing confidentiality for participants.

The burden of many diseases is higher than expected and much higher than in the community. Notwithstanding the challenges, scientifically rigorous bio-behavioral surveys are attainable in criminal justice systems in the FSU with collaboration and careful consideration of this specific context.

The US Federal government is a potential source of support for advancing Library and Information Science (LIS) through funding experimentation, innovation, and demonstration. Most agencies are not as much interested in advancing the research front in LIS as they are in LIS contributions that advance other fields. The full potential of federal funding to impact LIS is far from realized. LIS researchers should be aware of each agency's mission as well as the types of research that each one supports. Many people contribute to research agendas but the most influential are researchers themselves. Becoming more successful in winning grants will require researchers to become better grant writers and to collaborate with people outside LIS.

The major purpose of this research note is to explore some of the potential biosecurity and nosocomial risks associated with international medical tourism.

The note reviews relevant medical tourism and cognate literature.

The note finds that there are substantial risks associated with nosocomial infections and complications as a result of international tourism. Although these are clearly significant at an individual level they also represent significant biosecurity risks to the home country of medical tourists and particularly to medical facilities which they may visit if they have an infection. Medical tourists are therefore identified by the medical community as posing significant risks for the spread of pandemics, as well as further contributing to increased antibiotic resistance. Further systematic research is required to assess risk management strategies including the appropriateness of international and national regulations which currently shows considerable variability.

The development of international medical tourism is demonstrated to have potentially significant negative implications for global public health.

The relevance of the paper lies in its identification of considerable risks associated with international medical tourism which may have considerable economic and personal costs associated with them. Such risks are not usually incorporated into assessments of the economic benefits of medical tourism.
