Abstract
Background: How many higher education researchers are there in the world? How many academic articles are published by researchers each year? This paper aims to answer these two questions by tracking the number of higher education teachers and the number of publications over the past four decades.
Methods: We collected data on the number of higher education institutions and researchers from the United Nations, the World Bank, and the US, China, and UK governments (three countries with the largest number of academic publications in recent years). We used Scopus to obtain the number of publications per year. The growth of higher education researchers and academic publications were characterized using 4-parameter logistic models.
Results: The number of higher education teachers-cum-researchers increased from 4 million in 1980 to 13.1 million in 2018 worldwide. Concurrently, the number of academic publications increased from 0.65 million in 1980 to 3.16 million in 2018 based on data from Scopus. At the country level, the number of academic publications from the USA increased from 0.15 million in 1980 to 0.70 million in 2018, while that from China increased by almost 1,000 times from 629 in 1980 to 0.60 million in 2018.
Conclusions: The number of higher education researchers would reach 13.6 million and they would publish 3.21 million academic articles in 2020, imposing enormous pressure to publishers, peer-reviewers, and people who want to understand emerging scientific development. Additionally, not all academic publications are easily assessable because most articles are behind pay-walls. In addition, unethical research practices including falsification, fabrication, plagiarism, slicing publication, publication in a predatory journal or conference, etc. may hinder scientific and human development.

Abstract
Purpose
The aim of this paper is to identify some of the challenges that need to be addressed to accelerate the deployment and adoption of smart health technologies for ubiquitous healthcare access. The paper also explores how internet of things (IoT) and big data technologies can be combined with smart health to provide better healthcare solutions.
Design/methodology/approach
The authors reviewed the literature to identify the challenges which have slowed down the deployment and adoption of smart health.
Findings
The authors discussed how IoT and big data technologies can be integrated with smart health to address some of the challenges to improve health-care availability, access and costs.
Originality/value
The results of this paper will help health-care designers, professionals and researchers design better health-care information systems.

Abstract
Purpose
By drawing on the research paradigm of collective action that occurs in physical space, the present study aims to explore the antecedent predictors of network social mobilization – feeling of injustice – and discuss the emotional mechanism of this prediction: mediating effect of anger and resentment.
Design/methodology/approach
Micro-blog postings about network social mobilization were collected to develop the dictionary of codes of fairness, anger and resentment. Then, according to the dictionary, postings on Sina Weibo were coded and analyzed.
Findings
The feeling of injustice predicted network social mobilization directly. The predictive value was 27% and 33%, respectively during two analyses. The feeling of injustice also predicted social mobilization indirectly via anger and resentment. In other words, anger and resentment account for the active mechanism in which the feeling of injustice predicts network social mobilization. Mediating effect value was 29.63% and 33.33% respectively.
Research limitations/implications
This study is our first exploration to use python language to collect data from human natural language pointing on micro-blog, a large number of comments of netizen about certain topic were crawled, but a small portion of the comments could be coded into analyzable data, which results in a doubt of the reliability of the study. Therefore, we should put the established model under further testing.
Practical implications
In the cyberspace, this study confirms the mechanism of network social mobilization, expands and enriches the research on social mobilization and deepens the understanding of social mobilization.
Social implications
This study provides an empirical evidence to understand the network social mobilization, and it gives us the clue to control the process of network social mobilization.
Originality/value
This study uses the Python language to write Web crawlers to obtain microblog data and analyze the microblog content for word segmentation and matching thesaurus. It has certain innovation.

Abstract
Purpose
This study aims to identify the impact of ethical leadership on ethical voice by determining two paths covering relational identification and psychological safety. The first path focused on relational identification and psychological safety. Alternatively, the second path focused on organizational identification and psychological ownership leading to ethical voice. The specific objective of the study is to develop and test an integrated model of ethical leadership.
Design/methodology/approach
The objectives were achieved through the adoption of quantitative research techniques. Two hundred forty-eight samples were collected from the banking sector using quantitative research techniques, and data was gathered through a self-administrated questionnaire. Exploratory and confirmatory factor analyses were used through AMOS to generate the results and test hypotheses.
Findings
The results suggested a significant impact of ethical leadership on ethical voice, while the other paths’ results, such as relational identification, psychological safety, organizational identification and psychological ownership, suggested partial mediation. The study result adds new insights into ethical leadership and social exchange theory since it tested overlooked paths in the literature, such as relational identification and psychological safety.
Research limitations/implications
The research highlights the significance of ethical voice as a desirable organizational behavior. Ethical voice contributes to a culture of accountability, transparency and ethical decision-making. Organizations should establish channels and platforms for employees to voice ethical concerns and suggestions. This may involve regular feedback sessions, anonymous reporting mechanisms and protection policies for whistleblowers. Leaders should actively encourage and value ethical voices as a valuable contribution to the ethical climate of the organization.
Practical implications
The study found that ethical leaders influence their followers in such a way that they adopt ethical behavior. It is also validated that organizational ethics are shared by employees who interact with ethical leaders. So, departments should train such leaders because ethical leadership positively affects followers’ attitudes and behaviors, and organizations should encourage ethical behavior in supervisors and subordinates. The study also found that relational and organizational identification helps employees develop psychological capabilities, which leads to reporting workplace misconduct. The current study tested these mechanisms collectively and found that ethical leadership significantly contributes to ethical voice.
Social implications
The current study highlighted the role of ethical leaders in promoting ethical behavior, improving employee well-being and engagement, cultivating collaboration and inclusion, and making a contribution to the overall ethical climate within organizations and society as a whole. Organizations can have a positive impact on the social fabric by cultivating a culture of ethics, respect and social responsibility if they make these considerations their top priorities.
Originality/value
The current study is unique since it is intended to develop and test an integrated model of ethical leadership and ethical voice. This research combines an integrated model, focusing on employees’ identities and self-concepts and examining ethical voice as a behavioral outcome.

Abstract
Purpose
This research establishes an evaluation index system and calculation method for the China's maritime power construction index (CMPCI). It has conducted practical tests on the progress of China's maritime power construction since the 12th–13th Five-Year Plans. This paper conducts a phased study on the construction of China's maritime power based on the CMPCI evaluation results; it expands the relevant achievements in the research field of quantitative research in China's maritime power construction. The verification results are consistent with the actual situation.
Design/methodology/approach
Fully reflect the guiding role of national marine policies in the new development stage, guide the transformation of China's marine management model. The CMPCI is a quantitative evaluation of the overall development level of China's maritime power construction over a certain period of time. The CMPCI in this article aims to comprehensively reflect the changes in the construction of China's maritime power, strives to cover various fields it encompasses. This study focuses on objective statistical data analysis, supplemented by multisource data, to objectively and fairly measure the level of CMPCI.
Findings
Originality/value
It fully reflects the highlights of marine science and technology, social democracy and strategic emerging industries. This research dynamically quantifies the trajectory of China's maritime power construction, synthetic reflecting the country's macroeconomic policy guiding function. Guiding the transformation of the marine resources utilization, marine economy development, marine scientific research and marine rights and interests maintenance and effectively serving the decision-making needs of the government.

Abstract
Purpose
Unlike conventional aircraft, birds can glide without a vertical tail. The purpose of this paper is to analyse the influence of dihedral angle spanwise distribution on lateral-directional dynamic stability by the simulation, calculation in the development of the bird-inspired aircraft and the flight testing.
Design/methodology/approach
The gliding magnificent frigatebird (Fregata magnificens) was selected as the study object. The geometric and mass model of the study object were developed. Stability derivatives and moments of inertia were obtained. The lateral-directional stability was assessed under different spanwise distributions of dihedral angle. A bird-inspired aircraft was developed, and a flight test was carried out to verify the analysed results.
Findings
The results show that spanwise distribution changing of dihedral angle has influence on the lateral-directional mode stability. All of the analysed configurations have convergent Dutch roll mode and rolling mode. The key role of dihedral angle changing is to achieve a convergent spiral mode. Flight test results show that the bird-inspired aircraft has a well-convergent Dutch roll mode.
Practical implications
The theory that birds can achieve its lateral-directional stability by changing its dihedral angle spanwise distribution may explain the stability mechanism of gliding birds.
Originality/value
This paper helps to improve the understanding of bird gliding stability mechanism and provides bio-inspired solutions in aircraft designing.

Abstract
Purpose
The smoothness of the high-speed railway (HSR) on the bridge may exceed the allowable standard when an earthquake causes vibrations for HSR bridges, which may threaten the safety of running trains. Indeed, few studies have evaluated the exceeding probability of rail displacement exceeding the allowable standard. The purposes of this article are to provide a method for investigating the exceeding probability of the rail displacement of HSRs under seismic excitation and to calculate the exceeding probability.
Design/methodology/approach
In order to investigate the exceeding probability of the rail displacement under different seismic excitations, the workflow of analyzing the smoothness of the rail based on incremental dynamic analysis (IDA) is proposed, and the intensity measure and limit state for the exceeding probability analysis of HSRs are defined. Then a finite element model (FEM) of an assumed HSR track-bridge system is constructed, which comprises a five-span simply-supported girder bridge supporting a finite length CRTS II ballastless track. Under different seismic excitations, the seismic displacement response of the rail is calculated; the character of the rail displacement is analyzed; and the exceeding probability of the rail vertical displacement exceeding the allowable standard (2mm) is investigated.
Findings
The results show that: (1) The bridge-abutment joint position may form a step-like under seismic excitation, threatening the running safety of high-speed trains under seismic excitations, and the rail displacements at mid-span positions are bigger than that at other positions on the bridge. (2) The exceeding probability of rail displacement is up to about 44% when PGA = 0.01g, which is the level-five risk probability and can be described as 'very likely to happen'. (3) The exceeding probability of the rail at the mid-span positions is bigger than that above other positions of the bridge, and the mid-span positions of the track-bridge system above the bridge may be the most hazardous area for the running safety of trains under seismic excitation when high-speed trains run on bridges.
Originality/value
The work extends the seismic hazardous analysis of HSRs and would lead to a better understanding of the exceeding probability for the rail of HSRs under seismic excitations and better references for the alert of the HSR operation.

Purpose
A city is a spatial carrier of innovation activities. Improving the level of urban innovation can play a significant supporting role in building an innovative country. China began to implement the innovative city pilot policy in 2008 and continued to expand the policy into more areas for exploring the path of innovative urban development with Chinese characteristics and improving urban innovation.
Design/methodology/approach
Based on mechanism analysis, this paper used the panel data of 269 cities from 2003 to 2016 to empirically test the effect of the pilot policy on the level of urban innovation by using different methods, such as the difference-in-differences model.
Findings
The results show that the innovative city pilot policy significantly improves the level of urban innovation. However, according to the findings of the heterogeneity analysis, the effect of the pilot policy on improving the innovation level in direct-controlled municipalities, provincial capitals and sub-provincial cities is weaker than that in ordinary cities, and the effect of the pilot policy on improving the innovation level in cities with a higher quality of science and education resources is weaker than that in cities with lower quality of science and education resources.
Originality/value
Moreover, as the level of urban innovation increases, the effect of the pilot policy on improving the level of urban innovation is an asymmetric inverted V shape, which means the effect is first strengthened and then weakened. The research also finds that the locational heterogeneity of the pilot policy for improving the level of urban innovation is not notable. In addition, the innovative city pilot policy can strengthen the government's strategic guidance, promote the concentration of talent, incentivize corporate investment and optimize the innovation environment, having a positive impact on urban innovation. Moreover, the effect of concentration of talent and the effect of corporate investment incentive are the important reasons for the pilot policy to promote the improvement of the level of urban innovation.

Abstract
Purpose
The island areas, in particular, are characterized by a more fragile ecological carrying capacity and higher value of resources and environment, which requires us to take Xi Jinping's green ecological development view as the theoretical basis and adhere to the high-quality development path of gradual development and ecological environment priority. Taking Shengsi and Daishan counties as examples, on the basis of their high-quality development evaluation and identification of the main influencing factors, this study explores the specific path of Xi Jinping's ecological development view in the high-quality development of typical island counties in China.
Design/methodology/approach
This paper applies the interpretative structural model to construct an evaluation index system for the high-quality development of the island. In determining the factor weights of the index layer, the AHP hierarchical analysis method was combined with the Delphi method to increase the objectivity of the assignment process as much as possible. This study used the technique for order of preference by similarity to ideal solution to calculate island high quality development index. To measure the main obstacle factors, the index factor contribution rate, the index factor deviation, and the index factor obstacle degree were applied in this research.
Findings
As China intensifies its maritime strategy, the sustainability of coastal and island regions is critical, particularly given their fragile ecosystems and high resource value. Our study reveals a declining trend in the high-quality development index for Shengsi, peaking at 0.4262 in 2010 and dropping to 0.3261 in 2012. To reverse this, it's essential to align with President Xi Jinping's green ecological development framework and commit to a high-quality development pathway.
Originality/value
The connotation and extension of Xi Jinping's view of ecological development should be continuously studied in depth and enriched, with green development as the core idea to guide the correct direction of the high-quality development of the island. In this paper, it is suggested that researchers are supposed to focus on these problems, such as the changes of sea water quality, the reduction of urban greening, the continuous negative growth of population in island areas, the decline of forestry added value and air quality protection, so as to ensure the sustainable high-quality development of example islands.

Purpose
This paper aims to make it convenient for those who have only just begun their research into Community Question Answering (CQA) expert recommendation, and for those who are already concerned with this issue, to ease the extension of our understanding with future research.
Design/methodology/approach
In this paper, keywords such as “CQA”, “Social Question Answering”, “expert recommendation”, “question routing” and “expert finding” are used to search major digital libraries. The final sample includes a list of 83 relevant articles authored in academia as well as industry that have been published from January 1, 2008 to March 1, 2019.
Findings
This study proposes a comprehensive framework to categorize extant studies into three broad areas of CQA expert recommendation research: understanding profile modeling, recommendation approaches and recommendation system impacts.
Originality/value
This paper focuses on discussing and sorting out the key research issues from these three research genres. Finally, it was found that conflicting and contradictory research results and research gaps in the existing research, and then put forward the urgent research topics.
