Abstract
Purpose
The island areas, in particular, are characterized by a more fragile ecological carrying capacity and higher value of resources and environment, which requires us to take Xi Jinping's green ecological development view as the theoretical basis and adhere to the high-quality development path of gradual development and ecological environment priority. Taking Shengsi and Daishan counties as examples, on the basis of their high-quality development evaluation and identification of the main influencing factors, this study explores the specific path of Xi Jinping's ecological development view in the high-quality development of typical island counties in China.
Design/methodology/approach
This paper applies the interpretative structural model to construct an evaluation index system for the high-quality development of the island. In determining the factor weights of the index layer, the AHP hierarchical analysis method was combined with the Delphi method to increase the objectivity of the assignment process as much as possible. This study used the technique for order of preference by similarity to ideal solution to calculate island high quality development index. To measure the main obstacle factors, the index factor contribution rate, the index factor deviation, and the index factor obstacle degree were applied in this research.
Findings
As China intensifies its maritime strategy, the sustainability of coastal and island regions is critical, particularly given their fragile ecosystems and high resource value. Our study reveals a declining trend in the high-quality development index for Shengsi, peaking at 0.4262 in 2010 and dropping to 0.3261 in 2012. To reverse this, it's essential to align with President Xi Jinping's green ecological development framework and commit to a high-quality development pathway.
Originality/value
The connotation and extension of Xi Jinping's view of ecological development should be continuously studied in depth and enriched, with green development as the core idea to guide the correct direction of the high-quality development of the island. In this paper, it is suggested that researchers are supposed to focus on these problems, such as the changes of sea water quality, the reduction of urban greening, the continuous negative growth of population in island areas, the decline of forestry added value and air quality protection, so as to ensure the sustainable high-quality development of example islands.

Purpose
The proportional distribution of social labor is a general law governing human social and economic activities, also a law discovered by Marxist political economy that governs socialist economic operations and development based on public ownership.
Design/methodology/approach
This law draws on Marx's vision of future society, but how it is adopted is not only subject to the way a country's economy interacts but also to the influence of a country's historical and cultural traditions. Generations of the CPC and state leaders since Mao Zedong have made unremitting explorations for its application.
Findings
As socialism with Chinese characteristics enters a new era, the Party Central Committee with Comrade Xi Jinping at the core adheres to the standpoints, viewpoints and methods of Marxist political economy, draws from the splendid Chinese traditional culture that values integrity, peace and harmony of all, builds on the reality of China's socialist market economy development, has summed up the features of socialist economy development with Chinese characteristics, and has proposed the five-sphere integrated plan, the four-pronged comprehensive strategy.
Originality/value
The new development concept of “innovation, coordination, green development, openness, and sharing” for socialism with Chinese characteristics, all reflecting the Party's deepening understanding of coordinated development, the gradual formation of the general thought and policy methods of the country's economic regulations based on the coordination and balance of economic structure, the continuous explorations to open a new chapter of contemporary Marxist political economy, China's experience and wisdom, and the Party's confidence in the theories it applies, the road it takes, its system and its culture. The coordination and balance of economic structure are a major theoretical innovation of socialist political economy with Chinese characteristics in the new era.

The socialist political economy with Chinese characteristics reflects the characteristics of ushering into a new era, and the research object thereof shifts to productive forces. Emancipating and developing productive forces and achieving common prosperity become the main theme. Wealth supersedes value as the fundamental category of economic analysis.
Design/methodology/approach
The theoretical system of socialist political economy with Chinese characteristics cannot proceed from transcendental theories but is problem-oriented. Leading problems involve development stages and research-level problems.
Findings
The economic operation analysis is subject to the goal of optimal allocation of resources with micro-level analysis focused on efficiency and macro-level analysis focused on economic growth and macroeconomic stability also known as economic security. The economic development analysis explores the laws of development and related development concepts in compliance with laws of productive forces. The new development concepts i.e. the innovative coordinated green open and shared development drive the innovation of development theory in political economy.
Originality/value
Accordingly, the political economy cannot study the system only, but also needs to study the problems of economic operation and economic development. Therefore, the theoretical system of the political economy tends to encompass three major parts, namely economic system, economic operation and economic development (including foreign economy). The basic economic system analysis needs to understand the relationship between public ownership and non-public ownership, between distribution according to work and factor payments, and between socialism and market economy from the perspective of coexistence theory, thus transforming institutional advantage into governance advantage.

Abstract
This chapter discusses how China’s rapid economic development since the 1970s has involved three different periods of administrative reform, stretching out over seven successive five-year plans. The author focusses on leadership style, specifically, the thinking that is expected from leaders in each period of leadership for development, open leadership and innovative leadership. The author discusses that leadership for these reforms comes from the highest levels, the Communist Party of China (CPC), as articulated by successive secretary generals of the CPC, that the purpose of reform is not only to achieve policy goals but also to uphold CPC leadership in China, and that public managers throughout China are assessed by the party as well as the government. The author also provides an excellent case of reform anti-corruption leadership that shows how the CPC deals with complex and entrenched issues through education and strict implementation, leading to punishment of 1.2 million people, including senior officials. The case shows well senior officials setting the general direction, preserving the role of the CPC, achieving results, learning through practice and innovation, trends towards increasing the rule of law, and the use of audits.

Purpose
Bottlenecked by rural underdevelopment, China’s overall development is bound to be inadequate and unbalanced. Through a brief retrospect of the reform directed against the “equalitarianism (egalitarianism)” in China’s rural areas, as well as the Chinese Government’s conceptual transformation and systemic construction and improvement thereof, the purpose of this paper is to clarify the panoramic significance of rural reform; the necessity, priority, and long-term nature of the current rural development; and the important role of public policy in doing so. It also looks ahead to consider the prospects for future rural reform.
Design/methodology/approach
This paper first reviews the rural reforms that were carried out in 1978. Second, it introduces the government’s conceptual change regarding rural reform and the establishment and improvement of the system that underlies it. Finally, the future of rural reform is envisaged.
Findings
The initial rural reforms brought extensive and profound changes to China’s rural areas. The experience of rural reform has been referred to and escalated by other fields of study. Hence, rural reforms have become something of global significance. Moreover, since the government can undertake reforms well beyond the reach of farmers, its views must be modified in a timely manner, and only then may it reasonably construct and improve the system pertaining to the “three rural issues (agriculture, rural areas, and farmers).”
Originality/value
This paper reviews the rural reforms carried out in 1978. It introduces the government’s change of concept with respect to rural reforms and the establishment and improvement of the system based on the “three rural issues,” thus looking forward to the future of rural reforms. The findings of this paper are of significance to the formulation of future agricultural policies.

This study aims to build an indigenous Chinese management model based on Chinese culture.
Design/methodology/approach
This study adopts new institutionalism as its theoretical foundation, examines the core values of Chinese civilization in retrospect and identifies the key features of a Chinese management model. In this study, the authors develop a “glacier model” and test its reliability with the Haier Group.
Findings
This study proposes a new definition for a management model: a knowledge system based on institutional civilization that reflects management theory and practice. It analyzes the institutional environment of Chinese civilization: the recessive bottom-most layers are CBTLG (Confucianism, Taoism, Buddhism, legalism and Guan theory) and MDSX (Mao Zedong thought, Deng Xiaoping theory, scientific thoughts of development and Xi Jinping thought), the dominant principles are “Socialism and Mixed Economy” and the core values of Chinese culture compose the layer between them. This study concludes that the distinguishing features of Chinese management are harmonious management, the order-diversity pattern and Tai Chi management.
Research limitations/implications
This paper only discussed the management model of China. Based on the conclusions of this paper, in the future, researchers comparative studies on Chinese management and other countries’ management models with glacier model. By so doing, people can have a more comprehensive understanding of management models of different cultures.
Practical implications
The management characteristics contained in Chinese culture can provide more abundant knowledge for understanding current organizational management issues. A better understanding of the characteristics of a Chinese management model based on Chinese civilization is conducive to foreign investment or cross-cultural cooperation between Chinese and foreign enterprises.
Originality/value
This study provides a new perspective in studying Chinese management. The theoretical values of the glacier model are as follows: it is rooted in a Chinese management context; it makes up for the insufficiency in the current study of institutionalism; and it guides cross-cultural communication and management. The authors hope that the study attracts the attention of more scholars. Any civilization of any region or country can construct its own management model using the frame of the glacier model.

Purpose
In recent years, China's marine industry has maintained rapid growth in general, and marine-related economic activities have continued to improve. The purpose of this research is to analyze the basic situation of China's marine economy development, identify the problems therein, forecast development trends and propose policy recommendations accordingly.
Design/methodology/approach
This research conducts a comprehensive and detailed analysis of the development of China's marine economy with rich data in diversified aspects. The current situation of China's marine economy development is analyzed from the perspective of scale and structure, and the external and internal development environment of China's marine economy is discussed. With the application of measurement and prediction method such as trend extrapolation, exponential smoothing, grey forecasting and neural network method, the future situation of China's marine economy development is forecasted.
Findings
In a complex environment where uncertainties at home and abroad have increased significantly, China's marine economy development suffers tremendous downward pressure in recent years. As China has achieved major achievements in the prevention and control of the COVID-19 epidemic, the marine economy development will gradually return to normal. It is estimated that the gross marine production value in 2022 will exceed 10 trillion yuan. China's marine economy will continue to maintain a steady growth trend in the future, and its development prospects will remain promising.
Originality/value
This research explores the current situation and trends of China's marine economy development and puts forward policy recommendations to promote the steady and health development of China's marine economy accordingly.

China’s modernization is well underway and is following a unique path with its own characteristics, whereby shared development is undoubtedly one of its core values.
Originality/value
In the new era, the development path under the concept of shared development of socialism with Chinese characteristics must adhere to the all-round development of human beings, promote social equity and justice via development, and embrace inclusive growth, specifically, pro-poor growth.
