Abstract

Purpose

This article compares the processes of community verification (CV) and user satisfaction surveys during the implementation of performance-based financing (PBF) in Mali and Burkina Faso.

Design/methodology/approach

The authors adopted a qualitative approach based on a multiple-case study design. Data were collected from August 10 to 25, 2017, in Mali, and from January to May 2016 in Burkina Faso. In Mali, 191 semi-structured interviews were conducted with investigators (people who collect information from health centre users in the communities, using survey tools), users, users' relatives, and health workers in three of the 10 health districts in the Koulikoro region. In Burkina Faso, 241 non-participatory observation sessions were recorded in a research diary, and 92 semi-structured interviews and informal discussions were conducted with investigators, community verifiers, users, PBF support staff at the national level, and administrative staff in one of the 15 health districts involved in PBF. The data were analysed inductively.

Findings

In both Mali and Burkina Faso, the delayed availability of survey forms led to a delay in starting the surveys. In Mali, to get off to a quick start, some investigators went to health centres to conduct the sampling with their supervisors. In both countries, investigators reported difficulties in finding certain users in the community due to incorrect spelling of names, lack of telephone details, incomplete information on the forms, common or similar sounding names within the community, and user mobility. There was little interference from health workers during user selection and surveys in both countries. In both countries, many surveys were conducted in the presence of the user's family (husband, father-in-law, brother, uncle, etc.) and the person accompanying the investigator. Also in both countries, some investigators filled in forms without investigating. They justified this data fabrication by the inadequate time available for the survey and the difficulty or impossibility of finding certain users. In both countries, the results were not communicated to health centre staff or users in either country.

Research limitations/implications

CV and user satisfaction surveys are important components of PBF implementation. However, their implementation and evaluation remain complex. The instruments for CV and user satisfaction surveys for PBF need to be adapted and simplified to the local context. Emphasis should be placed on data analysis and the use of CV results.

Originality/value

There are similarities and differences in the CV process and user satisfaction surveys in Mali and Burkina Faso. In Mali, the data from the user satisfaction survey was not analyzed, while in Burkina Faso, the analysis did not allow for feedback. The local non-governmental organisations (NGOs) that carried out the CV were pre-financed for 50% of the amount in Mali. In Burkina Faso, community-based organisations (CBOs) were not pre-financed. The lack of financing negatively impacted the conduction of the surveys. In Mali, fraudulent completion of survey forms by interviewers was more common in urban than in rural areas. In Burkina Faso, the frauds concerned consultations for children under five years of age. In Burkina Faso, the survey form was not adapted to collect data on the level of satisfaction of the indigent.

This study aims to analyze the effects of e-government on corruption prevalence by using a sample of 29 European countries over the period 2012–2019.

Abstract

Purpose

This study aims to analyze the effects of e-government on corruption prevalence by using a sample of 29 European countries over the period 2012–2019.

Design/methodology/approach

This paper uses the panel corrected standard errors (PCSE) model to mitigate the problems of cross-sectional dependence. The PCSE model is also considered to reexamine the findings when the presence of heteroscedasticity, fixed effects and endogeneity issues are taken into account. The theoretical model incorporates one-year-lagged explanatory variables to deal with endogeneity. The autoregressive distributed lag method using the dynamic fixed effects estimator is chosen to deal with the time and country-fixed effects in the effort to measure the short- and long-run effects of e-government more precisely.

Findings

The results indicate that e-government plays a critical role in improving the population’s perception of corruption. Furthermore, e-government appears to have an effect in the short run. Notably, the estimation results show that there is a nonlinear relationship between e-government, especially user centricity and key enablers and the corruption perception index in the U-shaped curve.

Practical implications

The short-run and nonlinear effects of e-government on corruption prevalence suggest that the fight against corruption requires countries to pursue a consistent and continuous improvement and development of the e-government system.

Originality/value

The authors contribute to the literature by providing a consistent and precise answer to this relationship in the case of European countries. Another contribution of the work is to use diverse indicators to reflect e-government in a typical country, which helps us confirm the reliability and robustness of the findings.

Abstract

Purpose

Mobility as a service (MaaS) is a new model of bundling personal transport options from multiple providers to provide frictionless service. The model integrates information and service to enable users to search, book and pay through a single digital platform. The aim of MaaS is to minimize individual car ownership and revolutionize personal mobility habits in favour of sustainable modes. Thus, it is important to understand consumers' readiness for MaaS. This study explains the factors that influence MaaS adoption.

Design/methodology/approach

A comprehensive review of the related literature has been conducted, leading to the development of a conceptual model for investigating the key factors that influence MaaS adoption. The model draws upon the digital platform, schema congruity and planned behaviour theories. The model is then tested using structural equation modelling and survey data collected from 331 respondents.

Findings

The findings indicate that MaaS information schema congruity, the digital platform's personalizability, customizability, functional integration, network integration and governance of data together with attitude towards MaaS and subjective norm concerning MaaS influence MaaS adoption. Furthermore, MaaS digital platform expectation and MaaS information schema congruity contribute to users' attitude towards MaaS use.

Originality/value

The paper highlights the design and informational attributes of MaaS platforms that influence their adoption and contributes an integrated research model that links digital platform characteristics, behavioural factors and information schema congruity. Future research can use the constructs and measures we developed in this study to build deeper understanding of what contributes to the success of digital platforms.

Abstract

Purpose

The lack of a proper register to store, match and display information on the adapted property has led to a waste of resources and prolonged delays in matching the disabled and elderly people with appropriate properties. This paper presents the development of a Housing Adaptations Register with user-matching functionalities for different mobility categories. The developed system accurately captures and documents adapted home information to facilitate the automated matching of disabled/aged applicants needing an adapted home with suitable property using banding, mobility and suitability index.

Design/methodology/approach

A theoretical review was conducted to identify parameters and develop adaptations register construct. A survey questionnaire approach to rate the 111 parameters in the register as either moderate, desirable or essential before system development and application. The system development relied on DSS modelling to support data-driven decision-making based on the decision table method to represent property information for implementing the decision process. The system is validated through a workshop, four brainstorming sessions and three focus group exercises.

Findings

Development of a choice-based system that enables the housing officers or the Housing Adaptations Register coordinators to know the level of adaptation to properties and match properties quickly with the applicants based on their mobility status. The merits of the automated system include the development of a register to capture in real-time adapted home information to facilitate the automated matching of disabled/aged applicants. A “choice-based” system that can map and suggest a property that can easily be adapted and upgraded from one mobility band to the other.

Practical implications

The development of a housing adaptation register helps social housing landlords to have a real-time register to match, map and upgrade properties for the most vulnerable people in our society. It saves time and money for the housing associations and the local authorities through stable tenancy for adapted homes. Potentially, it will promote the independence of aged and disabled people and can reduce their dependence on social and healthcare services.

Originality/value

This system provides the local authorities with objective and practical tools that may be used to assess, score, prioritise and select qualified people for appropriate accommodation based on their needs and mobility status. It will provide a record of properties adapted with their features and ensure that matching and eligibility decisions are consistent and uniform.

Abstract

Purpose

Urban mobility has substantially evolved in several western countries, shifting from interest in road expansion strategies to cater motorized movement to the emphasis on sustainable mobility. This is, however, not the case in several developing countries that still try to accommodate vehicular flows in inner historic cities. This paper aims at providing an assessment framework that helps in evaluating the effect of streetscape development on the walking and cycling environment in historic contexts.

Design/methodology/approach

This research follows a two-phase methodology. Phase 1 is the investigation of the literature review including the streetscape design, Sustainable Development Goals (SDGs) and indicators for the assessment of walking and cycling environment. This phase results in developing a set of indicators for the assessment. Phase 2 is the case study including, methods, steps and results of the assessment based on the output of Phase 1. This phase concludes with a discussion on the challenges and recommendations for the enhancement.

Findings

The streetscape development in Afrang was insufficient and negatively affected the walking and cycling environment. It was motorized-oriented, instead of enhancing green mobility. The interventions led to more crowds, safety risks and less pleasant experience. Moreover, the car users' experience was enhanced initially; however, the traffic situation did not persist. A sustainable urban mobility approach is necessary to be implemented with consideration to the global level and the relation to SDGs.

Originality/value

There is a gap in tackling the research problem both within the context of Port Said in particular and Egyptian context in general. Local authorities need a clear structured methodology to follow in the development of the streetscape. The assessment indicators gathered can be the basis for evaluating future plans.

Abstract

Goa, a tiny state located along the western coast of India, is rich in cultural heritage and biodiversity. It boasts of a good network of roads and also some rustic experiences. However, the entry of new technology in terms of transport is difficult due to the strong links of people with nature and the desire to retain the natural setting for future generations. Thus, the devices or machines must also be resilient and sustainable in the long run. Good governance and infrastructural support can work wonders in the long run if this is supported.

Conversely, smart mobilities must be powered up through hydro, wind, solar, hydrogen, coal and lithium batteries. While the former four are ideal as they are renewable, the latter, which is coal-generated energy and lithium batteries, can deter nature as they have a large carbon footprint. While hydrogen if created through green systems will be more feasible and can be more sustainable to run electric vehicles (EVs). To top it up, the start-up India mission also has played a significant role in helping smart mobilities businesses to thrive in India. Therefore, the need to adopt smart mobilities dependent on green energy is important for this sector to succeed. This chapter also enlightens the reader through a case study about how BLive, an Indian EV start-up introduced smart mobilities in Goa, their mode of implementation, operations and challenges faced.

Abstract

Purpose

The proliferation of smartwatches in the digital age has radically transformed health and fitness management, offering users a multitude of functionalities that extend beyond mere physical activity tracking. While these modern wearables have empowered users with real-time data and personalized health insights, their environmental implications remain relatively unexplored despite a growing emphasis on sustainability. To bridge this gap, this study extends the UTAUT2 model with smartwatch features (mobility and availability) and perceived security to understand the drivers of smartwatch usage and its consequent impact on environmental sustainability.

Design/methodology/approach

The proposed theoretical model is evaluated based on data collected from 303 smartwatch users using a hybrid structural equation modeling–artificial neural network (SEM-ANN) approach.

Findings

The PLS-SEM results supported smartwatch features’ effect on performance and effort expectancy. The results also supported the role of performance expectancy, social influence, price value, habit and perceived security in smartwatch usage. The use of smartwatches was found to influence environmental sustainability significantly. However, the results did not support the association between effort expectancy, facilitating conditions and hedonic motivation with smartwatch use. The ANN results further complement these outcomes by showing that habit with a normalized importance of 100% is the most significant factor influencing smartwatch use.

Originality/value

Theoretically, this research broadens the UTAUT2 by introducing smartwatch features as external variables and environmental sustainability as a new outcome of technology use. On a practical level, the study offers insights for various stakeholders interested in smartwatch use and their environmental implications.

Abstract

Purpose

This research aims to examine some nudges for creating psychological ownership in order to reduce misbehaviors, consequently encouraging subsequent users to demonstrate stewardship behaviors.

Design/methodology/approach

This research examined the sentiment of tweets (Study 1) to explore user experience and conducted two experiments (Studies 2 and 3) to test the hypotheses.

Findings

The misbehavior of the previous user in relation to the subsequent user's stewardship behavior was moderated by nudges based on self-investment and local identity. Perceived responsibility mediated the relationship between misbehavior and stewardship behavior as a result of nudges.

Originality/value

The findings of this study provide a framework for the transition from misbehavior to stewardship behavior in PMVs.

Abstract

Purpose

Delay in housing adaptation is a major problem, especially in assessing if homes are suitable for the occupants and in determining if the occupants are qualified for the Disabled Facilities Grant (DFG). This paper describes the development of two self-administered intelligent integrated assessment tools from the DFG Adapt-ABLE system: (1) The Home Suitability Assessment Platform, which is a preventive mechanism that allows assessment of the suitability of homes based on occupants’ mobility status and (2) an indicative assessment platform that determines if the applicants are qualified for the DFG to prevent lengthy delays.

Design/methodology/approach

The adopted method aligned with a development study approach: a grounded literature review, a severity measurement approach, two stakeholder engagement workshops, four brainstorming sessions and four focus group exercises. The system development relied on Entity–Relationship Diagram (ERD) technique for data structures and database systems design. It uses DFG context sensitivity with alignment with DFG guidance, interlinkages and interoperability between the assessment tools and other platforms of the integrated Adapt-ABLE system.

Findings

The assessment tools are client-level outcomes related to accessibility, usability and activity based on the assessment process. The home suitability platform shows the percentage of the suitability of a home with assessment results that suggest appropriate action plans based on individual mobility status. The indicative assessment combines the function of referral, allocation, assessment and test of resources into an integrated platform. This enables timely assessment, decision-making and case-escalation by Occupational Therapists based on needs criteria and the eligibility threshold.

Originality/value

These assessment tools are useful for understanding occupants’ perception of their physical housing environment in terms of accessibility, suitability and usability based on basic activities of daily living and their mobility status. The indicative self-assessment tool will substantially cut down the application journey. The developed tools have been recommended for use in the CSJ Disability Commission report and the UK government Guidance on DFGs for local authorities in England.

Abstract

Purpose

User acceptance is a necessary precondition to implementing self-driving buses as a solution to public transport challenges. Focusing on potential users in a real-life setting, this paper aims to analyze the factors that affect their willingness to use public autonomous shuttles (PASs) as well as their word-of-mouth (WOM) intentions.

Design/methodology/approach

Grounded on Unified Theory of Acceptance and Use of Technology (UTAUT2), the study was carried out on a sample of 318 potential users in a real-life setting. The hypothesized relationships were tested using partial least squares structural equation modeling (PLS-SEM).

Findings

The study reveals that performance expectancy, facilitating conditions, hedonic motivation and trust are significant predictors of PAS usage intention, which is, in turn, related to WOM communication. Additionally, the factors that impact the intention to use a PAS are found to exert an indirect effect on WOM, mediated by usage intention.

Practical implications

This study includes practical insights for transport decision-makers on PAS service design, marketing campaigns and WOM monitoring.

Originality/value

While extant research focuses on passengers who have tried autonomous shuttles in experimental settings, this article adopts the perspective of potential users who have no previous experience with these vehicles and identifies the link between usage intention and WOM communication in a real-life traffic environment.
