Abstract

This paper analyses how disaster risk management paradigms have gradually developed since the 1960s, shaped by practical experience of-and the debate about-the rising number of disasters, growing urbanization, and changing climatic conditions. In this context, climate change is shown as driving an urban pro-poor adaptation agenda, which could allow current shortcomings in urban risk reduction to be overcome. However, as past lessons in disaster risk management are rarely considered, any potential for improvement remains untapped. Possible ways of rectifying this situation are discussed, and a comprehensive framework for the reduction of both disaster and climate risks is presented.

Abstract

The Millennium Declaration and the Hyogo Framework for Action point towards the need for methods to identify urban vulnerability to disaster risk as a pre-cursor for the development of benchmarks with which to track policy progress for urban sustainability and risk reduction. This paper responds to this call by assessing the state of the art in urban vulnerability and risk assessment tools. It presents a review of the conceptual frameworks, methodologies and comparative advantages of ten tools. These are categorised into deductive and inductive approaches, with inductive approaches in turn separated into those that use social-survey and participatory methods. The tools examined vary in the focus of their interests between those concerned with the vulnerability of places (cities or buildings) and people (either as predefined vulnerable social groups or identified through household livelihood sustainability).

The paper calls for a deeper conversation between the emerging community of practitioners working on urban disaster risk management and the existing urban development community. For example, disasters are typically defined as exceptionally large, single events, which adds to analytical clarity, but misses the cumulative impact of multiple small, local events on household sustainability and urban infrastructure, ultimately distorting planning guidance. There is also a need for natural hazard specific vulnerability assessment tools to be interpreted alongside, or to incorporate social, economic and political sources of danger to livelihoods and human health. For forward looking policy relevance, tools are also needed that can assess adaptive or coping capacity. This is essential for the building of a holistic approach to urban risk management. An approach that coherently tackles the multiple hazards and vulnerabilities faced by urban dwellers, and seeks to avoid the shifting of risk burdens between populations and the movement of people from one kind of threat to another.

Abstract

Asian Disaster Preparedness Center (ADPC) was established in 1986. It was restructured in July 2003 to focus on specific technical areas: climate variability and change management, urban disaster risk management, public health in emergencies, building national and provincial disaster management systems, and community based disaster risk management (CBDRM), promoting regional cooperation, identifying disaster risk management (DRM) needs in the region and developing strategic solutions. The consolidation enables ADPC's teams to work more effectively with stakeholders and build cross-team inputs into their work. Multiple hazards under this new thematic approach are a key concept along with new areas of importance to DRM that include chemical, biological and radio-nuclear risks, heritage and disaster mitigation, and the role of domestic capital markets in financing improvements in the built environment to create a safer, more disaster-resilient world.

The terms “risk management”, “risk reduction”, “vulnerability reduction”, “capacity building” and “mitigation” began replacing the reactive term “disaster management”, thus making pro-active DRM in Asia part of the development agenda that must deal with the growing variety and intensity of hazards. It was a shift from short-term, reactive, charity-driven responses to long-term, proactive, development initiatives.

Making the right development choices requires coordinated efforts by committed leaders who have the political will and determination to include risk reduction measures in their policies and plans; a corporate sector that will prioritise risk issues and include them into their business plans; scientists who will provide the knowledge and understanding of current and new areas of risk reduction; committed non-government agencies that advocate for risk reduction; educators who are responsible for shaping the awareness of future generations; a mass media that has the power to influence and change behaviour; and informed citizens who make choices about the risks in their lives.

Abstract

Purpose

The purpose of this paper is to analyze the identification, evaluation and treatment of risks, as well as the appetite and corporate maturity in relation to enterprise risk management in the urban bus market of the city of São Paulo, Brazil.

Design/methodology/approach

A qualitative case study was formulated in two stages: the first one includes an interview with a bus market specialist and the second stage comprehends eight interviews with executives from bus chassis and coachwork manufacturers and bus fleet operators of this market.

Findings

The results show that larger companies tend to manage their risks in a more structured way when compared with smaller ones, although there are some exceptions. The most critical risks evaluated concerns to the political type followed by the economic/financial, strategic, environmental, social, operational, technological, image and ethical types; and the risk appetites are generally consistent with the risks criticality level.

Practical implications

This case study of an important sector in the economy can be emblematic for the adoption of good practices of risk management by managers.

Originality/value

Risk appetites are generally consistent with criticality and the main forms of treatment are to reduce, share and follow, linked to participation in representative associations.

Abstract

Purpose

Urban resilience is becoming increasingly important due to increasing degree of urbanization and a combination of several factors affecting urban vulnerability. Urban resilience is also understood as a capacity of a system to prepare, respond and recover from multi-hazard threats. The purpose of multi-risk approach (MRA) is to take into consideration interdependencies between multiple risks, which can trigger a chain of natural and manmade events with different spatial and temporal scales. The purpose of this study is to understand correlation between multi-risk approach and urban resilience.

Design/methodology/approach

To increase urban resilience, MRA should also include multi-risk governance, which is based on understanding how existing institutional and governance structures, individual judgments and communication of risk assessment results shape decision-making processes.

Findings

This paper is based on extensive fieldwork in the test studies of Naples, Italy and Guadeloupe, France, the historical case study analysis and the stakeholders’ interviews, workshops and focus groups discussions.

Originality/value

Multi-risk is a relatively new field in science, only partially developed in social and geosciences. The originality of this research is in establishment of a link between MRA, including both assessment and governance, and urban resilience. In this paper, the authors take a holistic and systemic look at the MRA, including all stages of knowledge generation and decision-making. Both, knowledge generation and decision-making are reinforced by behavioural biases, different perceptions and institutional factors. Further on, the authors develop recommendations on how an MRA can contribute to urban resilience.

Abstract

Purpose

The purpose of this paper is to analyze two studies pertaining to the National Mall and Memorial Parks in Washington DC, to gain a better understanding of risk management perceptions and processes as applied to urban cores that consistently host tourists and special events.

Design/methodology/approach

The first study is a qualitative analysis of open‐ended commentary that addresses issues pertaining to safety and security to garner an overarching sense of risk management perceptions that National Mall visitors have when considering these parklands. The second study involves participant observation, quantitative documentation and analysis of specific risk management processes utilized during the 2007 National Independence Day Celebration.

Findings

The findings of the first study suggest that personal safety is viewed as paramount and that visitors are not overly worried about the threat of terrorist activity, as illustrated by the strong feelings of displeasure towards access obstructions and barricades. The results of the second study demonstrate how separate areas of event risk management, including security checkpoints, public information provision and law enforcement, merge during times of crisis.

Originality/value

The combined findings of the two studies suggest a level of psychological disconnect in terms of acceptance of safety measures that protect people versus those that protect facilities, even though these measures are often synchronized. The sensibility to risk management aesthetics that emerged is a valuable contribution that merits additional study.

Abstract

Purpose

Cities across the globe, particularly those of the less developed world, face long-term challenges associated with floods which impact negatively on the resilience of city systems and their inhabitants. In the city of Maroua, most urban management stakeholders have been unable to integrate flood resilience research into urban development issues. It is against this background that the purpose of this paper is to evaluate the governance issues constraining the deployment of flood resilience strategies implemented by residents in flood-prone zones and those used by the government via administrative authorities and institutions charged with urban development to flood-related risks in the city of Maroua, Far North Region of Cameroon.

Design/methodology/approach

Field surveys, participant observations, interviews, and on-the-spot appraisals were carried out with residents in flood-prone neighbourhoods and municipal authorities on the state of recurrent floods including mitigating strategies being implemented.

Findings

The results revealed that Maroua has a fragile ecological setting which has increased the vulnerability of the town to flood-related risks. This is further aggravated by the fact that municipal authorities are yet to have a thorough mastery of such recurrent flood incidences due to their limited planning horizons, rendering the urban poor disproportionately susceptible to flood-related stresses. This exposes them to unavoidable flood associated hazards such as water borne diseases (typhoid and cholera) as they are bogged down by physical and financial limitations. Besides, decision-making processes in relation to managing urban systems are not guided by good governance as efforts to enhance and integrate the local population for flood resilience are neither participatory nor inclusive, ushering the urban environment of Maroua into a frivolous path to profligacy.

Originality/value

For resilience to be deeply entrenched, the paper proffers for the mainstreaming of flood resilience strategies into urban development plans through multi-stakeholder involvement across different sectors and departments, as well as the setting up of a practical time table for monitoring the progress of these measures through geospatial technologies such as remote sensing and geographical information systems.

Abstract

Purpose

Persuading “urban communities” and “sustaining” environmental risk reduction measures among them, always remains a challenge. Disasters are generally perceived as one‐time, long return period, high impact events. Even in the disaster struck areas, as the time passes, people tend to overlook the miseries of the past and continue to create risk. This paper seeks to examine how neighborhood environmental issues bring communities together and also sustainably reduce risk in Mumbai.

Design/methodology/approach

This diagnostic study is based on thorough literature survey backed with field visit to capture viewpoints of communities, local officials, civic society, etc. The urbanization pattern of Mumbai is elaborated with specific focus on city governance and recognizing environmental and disaster vulnerabilities. Recent flood in Mumbai is deconstructed to delve of specific role of communities and other stakeholders. Existing participatory mechanism known as ALM is construed to reflect on its role in risk reduction followed by suggestive course of action.

Findings

ALM as “municipal agency‐neighborhood group partnership” has helped people learn caring the areas beyond own housing premises and work together for locality problems. City government boosted this community‐led effort, as it was not only reducing burden on overstressed municipal services and reducing flood risk but also helping to let down epidemics and water‐borne diseases.

Research limitations/implications

This study is based on field study from only one city of India. Inputs from other cities from the developing world may further enrich the research.

Practical implications

It is observed that with due encouragement and support from local government, the voluntary community action towards neighborhood level issues can be well mobilized and sustained for long‐term.

Originality/value

People‐centered approaches transcend across developmental disciplines and significantly contribute towards reduction of environmental and hazard risk.

Abstract

Purpose

Accra, the capital of Ghana is far away from major earthquake zones of the world, but has a history of destructive earthquakes. However, its seismic risk does not attract the requisite attention. The purpose of this paper is to give an overview of Accra's seismic risk, discuss challenges faced and risk‐reduction initiatives, and then to propose specific strategies that are necessary to reduce this risk.

Design/methodology/approach

The approach taken is to: give an overview of Accra's profile and seismicity; discuss disaster management structures in place and the challenges faced; discuss seismic risk‐reduction programs; discuss the risk‐reduction strategies of two cities in other developing countries, with the view of identifying specific strategies that would be helpful to Accra; and conclude with specific risk‐reduction action measures that are important for Accra.

Findings

A number of specific recommendations to reduce Accra's seismic risk are made at the end of the paper. Among these, the need to set up a national organization with the sole mandate of championing seismic risk reduction is identified as a critical step needed. Without this, and others, the paper contends that Accra would not experience any significant reduction of its seismic risk.

Social implications

The paper presents a viewpoint of important action steps that need to be taken to reduce Accra's seismic risk. The points raised in the paper are considered as important first steps necessary for any form of sustainable disaster risk reduction. The paper would thus be of interest to any person or organization interested in helping reduce Accra's seismic risk.

Originality/value

This is the first paper to put Accra's seismic risk in a global context, and then propose action steps that are necessary to help reduce this risk.

Abstract

Purpose

Urban flooding in developing countries of the Global South is growing due to extreme rainfall and sea-level rise induced by climate change, as well as the proliferation of impervious, built-up areas resulting from unplanned urbanisation and development. Continuous loss of traditional knowledge related to local water management practices, and the de-valuing of such knowledge that goes hand-in-hand with globalised aspirations, is inhibiting flood resilience efforts. This paper aims to address the need to include traditional water knowledge (TWK) in urban living and development processes in the Global South.

Design/methodology/approach

This paper commences with a review of existing frameworks that focus on natural resource management, critically assessing two existing frameworks of traditional ecological knowledge (TEK). The assessment of the existing approaches contributes to this paper’s development of a novel framework to promote TWK with regard to resilience and risk reduction, specifically for developing flood adaptive strategies, which is the second stage of this paper. Finally, the paper explains how the framework can contribute to the field of urban design and planning using examples from the literature to demonstrate challenges and opportunities related to the adaptation of such a framework.

Findings

The framework developed in this paper reveals three proposed vertices of TWK, named as place-based landscape knowledge, water use and management and water values. This framework has the potential to produce context-specific knowledge that can contribute to flood-resilient built-environment through urban design and practices.

Research limitations/implications

Originality/value
