Abstract

Since the 1950s, and the steadily growing mobility of people and production (economic activity) as a result of the shift to road traffic, especially in North America, suburban areas have grown rapidly as residential areas and places of (post-industrial) economic activity (Hoffmann-Axthelm, 1998). People moved from ‘the country’ and, especially, the established central cities to the more spacious and cheap to develop peripheral locations. In Europe, differences have emerged on the basis of established planning law and thus availability of land for development, and of historic legacies in the relationship between ‘city’ and ‘country’. Thus, for instance, while in Germany cities were distinctly separate from their surrounding areas in legal terms and land ownership, in Italy, cities have been viewed as ‘owning’ or controlling the surrounding areas to the extent that these are subservient to the cities’ developmental needs (Heitkamp, 1998).

Abstract

Purpose

The urban development within the Ottoman Empire saw two major zones distinguished in the city – the residential area (mahala) and the public core (carsija). The same model was applied to Bosnia and Herzegovina during the Ottoman period (15–19th centuries). This paper focuses on the historic core of Sarajevo, known as Bascarsija, developed during the Ottoman period in Bosnia. This article aims to define the qualities of open spaces in Bascarsija, particularly its physical attributes, sensory experience and activities.

Design/methodology/approach

Firstly, it is important to understand the development of historic urban tissue. A transect walk across Bascarsija was used to identify several categories of public space. Following this, draws on theories of the qualities of space, open spaces in Bascarsija were systematically analyzed.

Findings

Types of open space were distinguished according to their purposes and relationships with their surroundings. For each type, it was possible to define physical attributes, as a reflection of the applied form, scale, relationship to nature, hierarchy (dominance) and local texture; activities, which depend on the current function and attractiveness; and sensory experience derived from the subjective experience of users which rely on current functions and physical forms.

Originality/value

The qualities of open space in Bascarsija are distinguished, highlighting the importance of such places. This paper contributes to a comprehensive understanding of the image of the place and values of the historic core of Bascarsija, laying the groundwork for further research and urban interventions.

Abstract

Purpose

This paper aims to explore the relationship between the financialisation dynamics of listed property companies (LPCs) and their participation in the metropolisation dynamics, in ten European countries between 2000 and 2017. The study takes place in a context of globalised real estate markets and modification of traditional urban economics.

Design/methodology/approach

The measure of financialisation corresponds to a beta increase, in the sense of the capital asset pricing model, and is corroborated by an informativeness index. LPC-owned properties are classified along two spatial segmentations. Panel models are used to analyse the relation between financial and urban hierarchies (through building arbitrages).

Findings

Financialisation is generally associated with a decrease in the number of assets owned, especially in the Netherlands and the UK, whereas non-financialised companies tend to increase their number of assets, especially in “flight-to-quality” countries such as Germany and Switzerland. In the first case, non-urban spaces and small and medium urban areas are arbitraged in favour of urban cores and metropoles. In the second, investments are reallocated towards hinterlands and the lower segments of the urban hierarchy. Over the study period, the parallelism between the financial hierarchy and the urban hierarchy was reinforced. Spain illustrates the risks of this evolution, whereas Sweden and Belgium present specificities.

Originality/value

This paper illustrates how LPCs function as transmitting channels in the new spatial and urban organisation.

Abstract

The new town concept originated from the ideal city model of Ebenezer Howard and expanded from Europe to America in the 1900s. It has reemerged as a site for accommodating population from highly dense urban centers of China and India since the early twenty-first century. The massive infusion of public and private investments has enabled the emergence of new towns in China and India as planned centers of world-class residential, commercial, and work spaces. The rational goal of de-densifying the crowded central cities can lead to a more balanced distribution and use of resources across the metropolitan regions with more spacious housing for the growing middle class in China and India. Yet it is a relatively small number of the wealthy and mobile people who have turned out to be beneficiaries of the mostly high-end housing and well-developed transport infrastructure that evokes social and economic polarizations and political contestations. In this chapter, we will examine: (1) how these top-down planned and developed new towns have reshaped the urbanization process of the megacities in India and China, (2) the socio-spatial influence of these settlements on the central city as well as the surrounding rural areas, and (3) the expected and actual spatial users (both old and new residents) of the new towns? We address these questions by organizing two pairs of cases in a systematic framework: Anting New Town and Thames Town in Shanghai, China and Rajarhat New Town and the Kolkata West International City (KWIC) near Kolkata, India.

Abstract

Purpose

The purpose of this paper is to demonstrate significant problems in the US' development pattern of regional automobile‐dependent sprawl and local growth management and to make suggestions about adopting a regional growth management model that might better provide for more sustainable development of the built environment.

Design/methodology/approach

This paper reviews trends in the USA and elsewhere to determine the negative effects of the current system of sprawl and the potential benefits of developing higher‐density urban centers. The paper also looks to models in some US cities and Europe to further analyze potential legal and political issues related to this type of regional sustainable development.

Findings

Unsustainable, automobile‐dependent regional sprawl is a result of local zoning, growth management, and parking programs and has negative effects both now and for the future. The result has been more time, money, and resources wasted in automobile transit instead of new planning models that would lead to a more sustainable and less automobile‐dependent future.

Practical implications

A metropolitan sustainable development governing framework for growth management in the twenty‐first century is essential for a sustainable future. This includes higher‐density urban centers, transit‐oriented development centers, and a change in public attitude away from “not in my back yard” thinking.

Originality/value

This paper provides the potential benefits of creating a metropolitan governing framework to identify and regulate “growth areas” in a region. It further demonstrates how linking these areas to regional transit planning will help achieve the development of higher‐density, mixed use, and intensive urban core job/housing areas where people could live, work, shop, and play without the use of the automobile.

Abstract

Purpose

This study aims to provide descriptive analysis on urbanization pattern in Sukoharjo Regency and also its correlation to land use and cover change (LUCC) issue. This becomes more relevant because the authors find that there are few studies conducted regarding the topic. Consider again the importance role of Sukoharjo Regency as an area that provides supporting food supply, LUCC particularly in agriculture land became even more crucial.

Design/methodology/approach

This study uses literature reviews and descriptive analysis. Data for this study are obtained from previous studies and statistical data from Central Statistical Bureau.

Findings

Sukoharjo Regency proved as an interesting migration destination for some group of population. The population group particularly come from Surakarta city (growth core) as a form of urban sprawl or urban expansion. Migrant population live in Sukoharjo Regency are mostly a population group with a productive age range and generally with high-school or vocational school level. Moreover, their main reason to migrate is the availability of job opportunities. Regarding LUCC, migrant populations that come to Sukoharjo Regency apparently have property with ownership certification. Housing area development, particularly concentrated in the district, was located close to the borderline Surakarta city.

Originality/value

This research contributes to the analysis of land use change trends in peri-urban areas caused by migration. The results of this study can be used for further policy making to overcome the dilemma of land use change, especially those that occur on agricultural land.

Abstract

Managing the diversity of the enlarged European Union (EU) is a central task for European policies. It is argued that this diversity leads to the development of a core-periphery pattern, separating cores of economic strength from peripheral regions being on the margins and lagging behind with mainly rural areas playing the peripheral part. This chapter describes the approach taken by the FP7 EU research project RUFUS – Rural Future Networks. It concentrated on rural regions and tried to work out the implications of the diversity of European rural areas by creating an interdisciplinary typology. The RUFUS typology is based on nine economic, social and ecological indicators and included regions (NUT3 level) from 10 European countries. A factor and cluster analysis was performed leading to a set of types of rural areas displaying their strengths and weaknesses related to their economic, social and ecological characteristics. The analysis was performed with different combinations of countries. The data set based on countries within the EU15 led to a first typology of four types showing a specific distribution of strong(er) and weak(er) types of regions already functioning for a longer time in the context of EU integration. Including more Central and Eastern European (CEE) countries led to a set of five types combined with the change of type distribution within and between the countries. The approach is an easy to understand classification and visualisation tool to show the relative development status of European regions as well as the relationship of the status with their location (core or border region).

Abstract

Today, preserving architectural heritage is imposed as an obligation, regardless of the type of heritage.

Heritage values are irreplaceable and priceless category of the remains of the human activities during the past, at the same time they are a category that seeks for a well prepared preservation program.

Regarding a cultural heritage preservation program developed in Bosnia and Herzegovina, it is obvious that much more must be done to preserve all traces of history as well as to manage and understand the heritage in a broader context.

The aim of this paper is to emphasize the importance of including different types of properties and urban areas, such as small scale towns, into heritage preservation and development programs. Settlement and heritage assets are subject to change in the future, but contemporary changes could be used as a driver for the development of a wide area and as a key resource for future development.

In order to recognize and distinguish the geographical setting of the Bosna River valley as a whole comprised of serial properties, two case studies, namely Tesanj and Vranduk towns settled along the Bosna River are described, focusing on the values as well as development challenges associated with small scale towns in Bosnia and Herzegovina.

Relationship between the natural and built heritage of the selected sites acknowledged by its uniqueness, authenticity and integrity could be accomplished through a HUL (Historic Urban Landscape) approach. In this paper, all necessary steps of an integrated management plan are briefly described for the proposed serial of properties, recognizing serial of properties as the only possible sustainable category for the heritage sites along the Bosna River.

Abstract

In recent years, a great deal of work has emerged on eco-cities in China. Specifically, writers have discussed the role of the entrepreneurial state in the construction of eco-cities and have noted the role of these cities in the production of high-end real estate and new forms of capital accumulation and land acquisition. Whilst this chapter supports these arguments, we argue that the emergence of eco-cities in China is tied up with broader socioeconomic and cultural discourses and discourses of governance. We explore these ideas through a qualitative investigation of an eco-city known as the North Lake (Beihu) Ecological New Town (NLENT) located in the city of Jining, Shandong province. Specifically, this project, which involved the collection of documents, photographs and 20 semi-structured interviews, aims to understand the role that discourses of class, taste and consumption play in the fashioning of Chinese eco-cities. In exploring discourses of ‘green conduct’, this chapter also seeks to understand the role of eco-cities in the governmental fashioning of Chinese subjects and bodies. In this regard, this chapter suggests that whilst new forms of green development have played a part in urban expansion, new green real estate zones such as the NLENT have a powerful role to play in the construction and shaping of Chinese identity and behaviour.
