Abstract

Purpose

The purpose of this paper is to find the problems in the establishment of Chinese digital publishing policies and regulations system.

Design/methodology/approach

The research is through analysis the digital publishing policies and regulations in China referring to digital publishing macro policies, e-book policies, digital music policies, network animated cartoon policies, network game policies, as well as through examining the legal system (law, administrative regulation, departmental rules, judicial interpretation) in China.

Findings

The paper concludes that the framework of this system should contain three layers, and Chinese digital publishing policies and regulations system will continue to be improved and digital publishing market will be standardized operation. The digital publishing industry policies, digital publishing resource policies, digital technology policies, copyright policies and personnel training policies need for further investigation and research.

Research limitations/implications

Because of the coverage of digital publishing industry is so wide, the policies and regulations which the paper analyzed were not so comprehensive.

Practical implications

It can help the Chinese government make more comprehensive and rational policies and regulations for digital publishing industry and ensure the sustainable development of digital publishing industry.

Social implications

The sound of digital publishing policies and regulations system could create a regular and healthful environment for social community participating spiritual creating and sharing.

Originality/value

The paper proposes that the government should first make clear the basic objectives of the digital publishing policies and regulations system in China and then determine the content of the system. It has a positive significance to promote the establishment the system of policies and regulations in China and can ensure the sustainable development of digital publishing industry.

Abstract

Co‐operation and networking in library and information systems provide a wider access to collections, improve public and technical services and enhance operations by sharing resources, reducing duplication and offering more cost‐effective services. These systems are frequently applied in developed countries. These countries are getting maximum benefits from these systems, for example, expanding their services, providing better user satisfaction and solving their problems. These systems are less used in LIS of developing countries. The need for the establishment of such systems is evidenced. The experience of countries with developed systems can be instructive in social, professional, technological and economic terms. Raising awareness for the potential use of these systems, giving broader roles to organisations, developing communication infrastructure and maximising the use of technologies are key components for the establishment of co‐operation and networking in library and information systems of developing countries.

Abstract

This book is a policy proposal aimed at the democratic left. It is concerned with gradual but radical reform of the socio‐economic system. An integrated policy of industrial and economic democracy, which centres around the establishment of a new sector of employee‐controlled enterprises, is presented. The proposal would retain the mix‐ed economy, but transform it into a much better “mixture”, with increased employee‐power in all sectors. While there is much of enduring value in our liberal western way of life, gross inequalities of wealth and power persist in our society.

Abstract

Portugal has been considered a peripheral market by international franchisors owing to the small market size and, in some cases, the geographical and cultural distance. However, as a reflex of the global trends in franchising, the last decade has witnessed the expansion of networks and the entry of many new foreign operators in Portugal. The presence of international franchise systems is dominant, but a small number of local concepts was developed and some have already started international operations. Reports the results of an empirical study that purported to identify and assess the methods of penetration in Portugal used by foreign participants; the proceedings for implementation of franchise systems at national level; participants′ opinions on major problems encountered in establishing the franchise system in Portugal; the opinion of participants about the performance and prospects of evolution; and the characteristics of international operations of national franchise systems and prospects for expansion.

Abstract

This study aims at rereading public governance (PG) and public value management (PVM) in the light of viable systems approach (VSA). Starting from the common points and the dissimilarities between the two theories, an integrated framework for pinpointing the key drivers leading to the emersion of public value co-creation in a public system conception of governance is elaborated. An overview on the emersion of PVM and PG is conducted in order to identify the main features of the new mindset. Then, VSA’s assumptions also are analyzed (with particular focus on their managerial implications) and then subdivided into four macro-areas.

The combination of the two theories allows recognition of four levers (with relative postulates) for fostering public value co-creation: (1) strategic selection of actors; (2) establishment of system and relational boundaries; (3) pursuit of the fit strategy-tactics; (4) system governance diffusion. From a theoretical point of view, the study provides suggestions for the creation of a public system theory of governance. Regarding managerial standpoint, revealing the drivers for public value co-creation can aid managers to better elaborate strategies for stimulating actor’s engagement in order to challenge complexity and user’s demands variability.

Abstract

Purpose

New non-equilibrium systems theory is a very important theoretical and methodological base of survey and understanding of contemporary economic systems and processes. Equilibrium is considered one of the basic conditions of existence and evolution of natural and social systems, according to scientific literature. Generally speaking, it can be presented as true. But the problem is that classical imagination perceives equilibrium as something real and stable – something more stable than basic condition of evolution of systems. Non-equilibrium state was usually understood as something negative, something destructive and something which has to be eliminated. Non-equilibrium state was understood as an anomaly, as an expression of weakening of system security and as a road to extinction. Thermodynamics comes with an idea that equilibrium is a “short” state of the system, equilibrium is very relative and all systems try to meet it, but they will never reach it. Equilibrium is usually connected with classical science and non-equilibrium state is connected with thermodynamics paradigm, with a new methodology of science. Non-equilibrium state is often seen as a basic condition – as an internal source of system evolution and its activities. Non-equilibrium state is a base of new arrangement of systems. Misunderstanding of contemporary non-equilibrium state theory and new expressions or aspects of dynamic processes can bring about negative impacts on the survey and establishment of new global economic system, e.g. new national and local economic systems. Therefore, the non-equilibrium state theory is a methodological base of new perception and survey of contemporary economic systems.

Design/methodology/approach

A study of non-equilibrium thermodynamics.

Findings

Irreversibility and non-equilibrium, occurring in each process and evolutionary phase of economic systems, are connected with accidents and openness. Openness of systems enables (and causes) diversification toward wider system or environment and penetration of external elements and processes to internal structure of the system. A system like this is more sensitive to external and internal changes. Considering this, it is very important to be aware of the fact that entropy has different behavior in “closed” systems – different from behavior in open systems. Open economic systems communicate with external environment, interact with external systems and they exchange the energy. They consume energy of external environment and penetrate it. Elements, nodes and joints in open systems can communicate, connect and integrate with elements, nodes and joints from external systems. The growth of entropy is “smoother” and equilibrium of the system, its sub-systems and elements proceeds despite the non-equilibrium state of elements of the own system. They have to communicate and exchange the energy with external environment. This is because of the non-equilibrium state.

Originality/value

This is an original thermodynamic approach to the importance of non-equilibrium in the development of economic systems.

Abstract

Purpose

The purpose of this paper is to investigate the performance of coke oven gas (COG)-combined cooling, heating and power (CCHP) system and to mainly focus on studying the influence of the environmental conditions, operating conditions and gas conditions on the performance of the system and on quantifying the distribution of useful energy loss and the saving potential of the integrated system changing with different parameters.

Design/methodology/approach

The working process of COG-CCHP was simulated through the establishment of system flow and thermal analysis mathematical model. Using exergy analysis method, the COG-CCHP system’s energy consumption status and the performance changing rules were analyzed.

Findings

The results showed that the combustion chamber has the largest exergy loss among the thermal equipments. Reducing the environmental temperature and pressure can improve the entire system’s reasonable degree of energy. Higher temperature and pressure improved the system’s perfection degree of energy use. Relatively high level of hydrogen and low content of water in COG and an optimal range of CH4 volume fraction between 35 per cent and 46 per cent are required to ensure high exergy efficiency of this integration system.

Originality/value

This paper proposed a CCHP system with the utilization of coke oven gas (COG) and quantified the distribution of useful energy loss and the saving potential of the integrated system under different environmental, operating and gas conditions. The weak links of energy consumption within the system were analyzed, and the characteristics of COG in this way of using were illustrated. This study can provide certain guiding basis for further research and development of the CCHP system performance.

Abstract

Purpose

The main objective of this paper is to investigate the role of knowledge management in aerospace industries and to provide a framework for knowledge management efforts specially designed for aerospace industries towards a knowledge‐based organization.

Design/methodology/approach

This is a conceptual article examining current perspectives of knowledge management regarding aerospace industries requirements. It provides a general framework for knowledge management applied in Iran Aerospace Industries Organization (AIO).

Findings

Providing a conceptual knowledge management framework can be applied to organizations practically. This framework has been applied in a large case study in Iran and is supported by practical implementation in AIO, one of the most important high‐tech industries in Iran.

Practical implications

This paper provides a very helpful guideline for practitioners in implementing knowledge management throughout the organizations and especially in large scale ones.

Originality/value

The paper may be of high value to researchers in the knowledge management field and to practitioners involved with KM adoption in the organizations. This study further opens up new lines of research and highlights implications for knowledge management efforts, including change management programs through KM tools. The paper also provides a synthesis and analysis of the viewpoints and the main factors as reflected in the literature on various dimensions of knowledge management.

Abstract

In the present condition of intense global competition, the survival of a firm becomes the underlying issue. How to regain competitive advantage and promote synergism is the greatest concern for entrepreneurs who have lost many of their market opportunities. Introduces a procedure for practitioners to follow in establishing effective management systems, which aims to make a fundamental change and continual improvement in managerial and operational structures. Claims that an expandable nerve‐type management information network of the company as a whole can be built systematically by following this procedure. This procedure is essentially a combined technique that guides practitioners through the processes of system development planning and decision making, potential problem analysis, correction, integration, and control. Demonstrates, by means of case examples and the results of a survey, that it can be concluded that the use of the combined technique is beneficial for the promotion of system performance.

Abstract

Purpose

This paper is to address the research gaps about Research Support System (RSS) as mentioned by earlier articles, and to provide a possible solution to develop an RSS for supporting academics in conducting their research.

Design/methodology/approach

This study adopts a single-case study with the application of netnography. Data were collected from an ongoing-using Wiki and the data were analysed using the theoretical lens established from earlier articles.

Findings

The result confirmed the possibilities of using Wiki to establish a system for supporting research. The authors have established a 3-stage EDM (Establishment, Development, Management) process model for illustrating the steps.

Research limitations/implications

This single-case study revealed the possibility for using Wiki as RSS for helping academics to conduct their research through providing support in preparing literature review, conducting project management and providing an archive for research methodologies. The paper also provided suggestion for practitioners on the implementation of the RSS.

Originality/value

This paper presents one of the earliest studies for developing a model to explain how to develop an RSS that gives a more concrete definition of RSS and outline a process of using Wiki as an RSS.
