Abstract
This chapter focuses on techniques and technologies to aid groups in making decisions, with an emphasis on computer-based support. Many office workers regularly meet colleagues and clients in virtual meetings using videoconferencing platforms, which enable participants to carry out tasks in a manner similar to a face-to-face meeting. The development of computer-based platforms to facilitate group tasks can be traced back to the 1960s, and while they support group communication, they do not directly support group decision making. In this chapter we distinguish four technologies developed to provide support to group decisions, clustered into two main traditions. Technologies in the task-oriented tradition are mainly concerned with enabling participants to complete tasks to solve the group's decision problem via computer-supported communications. Group Decision Support Systems and social software technologies comprise the task-oriented tradition. Alternately, in the model-driven tradition, participants use computers to build and use a model that acts as a referent to communicate, mostly verbally, about the group's decision problem. System modeling and decision-modeling technologies constitute the model-driven tradition. This chapter sketches the history and guiding ideas of both traditions, and describes their associated technologies. The chapter concludes with questioning if increased availability of online tools will lead to increased use of group decision support technologies, and the differential impact of communication support versus decision support.

Purpose
The purpose of this paper is to investigate the government roles in cloud computing assimilation along two dimensions: government regulation and government support.
Design/methodology/approach
A research model was developed to depict the dual roles of government regulation and government support in cloud computing assimilation as well as the mediating effect of top management support (TMS). Using survey data collected from 376 Chinese firms that have already adopted cloud services, the authors tested the research model.
Findings
The impacts of both government regulation and government support on cloud computing assimilation are partially mediated by TMS. Government support exerts stronger impacts on TMS than government regulation.
Research limitations/implications
This study extends the current information systems literature by highlighting the specific mechanisms through which governments influence firms’ assimilation of cloud computing.
Practical implications
Governments in developing countries could actively allocate funds or enact policies to effectively encourage cloud computing assimilation.
Originality/value
This study would complement previous findings about government regulation, and develop a more holistic understanding about the dual roles of governments in information technology innovation assimilation.

Abstract
Purpose
Study on knowledge-based systems for scientific publications is growing very broadly. However, most of these studies do not explicitly discuss the knowledge management (KM) component as knowledge management system (KMS) implementation. This background causes academic institutions to face challenges in developing KMS to support scholarly publication cycle (SPC). Therefore, this study aims to develop a new KMS conceptual model, Identify critical components and provide research gap opportunities for future KM studies on SPC.
Design/methodology/approach
This study used a systematic literature review (SLR) method with the procedure from Kitchenham et al. Then, the SLR results are compiled into a conceptual model design based on a framework on KM foundations and KM solutions. Finally, the model design was validated through interviews with related field experts.
Findings
The KMS for SPC focuses on the discovery, sharing and application of knowledge. The majority of KMS use recommendation systems technology with content-based filtering and collaborative filtering personalization approaches. The characteristics data used in KMS for SPC are structured and unstructured. Metadata and article abstracts are considered sufficiently representative of the entire article content to be used as a search tool and can provide recommendations. The KMS model for SPC has layers of KM infrastructure, processes, systems, strategies, outputs and outcomes.
Research limitations/implications
This study has limitations in discussing tacit knowledge. In contrast, tacit knowledge for SPC is essential for scientific publication performance. The tacit knowledge includes experience in searching, writing, submitting, publishing and disseminating scientific publications. Tacit knowledge plays a vital role in the development of knowledge sharing system (KSS) and KCS. Therefore, KSS and KCS for SPC are still very challenging to be researched in the future. KMS opportunities that might be developed further are lessons learned databases and interactive forums that capture tacit knowledge about SPC. Future work potential could identify other types of KMS in academia and focus more on SPC.
Originality/value
This study proposes a novel comprehensive KMS model to support scientific publication performance. This model has a critical path as a KMS implementation solution for SPC. This model proposes and recommends appropriate components for SPC requirements (KM processes, technology, methods/techniques and data). This study also proposes novel research gaps as KMS research opportunities for SPC in the future.

Purpose
Data quality metadata (DQM) is a set of quality measurements associated with the data. Prior research in data quality has shown that DQM improves decision performance. The same research has also shown that DQM overloads the cognitive capacity of decision-makers. Visualization is a proven technique to reduce cognitive overload in decision-making. This paper aims to describe a prototype decision support system with a visual interface and examine its efficacy in reducing cognitive overload in the context of decision-making with DQM.
Design/methodology/approach
The authors describe the salient features of the prototype and following the design science paradigm, this paper evaluates its usefulness using an experimental setting.
Findings
The authors find that the interface not only reduced perceived mental demand but also improved decision performance despite added task complexity due to the presence of DQM.
Research limitations/implications
A drawback of this study is the sample size. With a sample size of 51, the power of the model to draw conclusions is weakened.
Practical implications
In today’s decision environments, decision-makers deal with extraordinary volumes of data the quality of which is unknown or not determinable with any certainty. The interface and its evaluation offer insights into the design of decision support systems that reduce the complexity of the data and facilitate the integration of DQM into the decision tasks.
Originality/value
To the best of my knowledge, this is the only research to build and evaluate a decision-support prototype for structured decision-making with DQM.

Abstract
Purpose
The knowledge of artefact design in design science research can have an important application in the improvement of decision support systems (DSS) development research. Recent DSS literature has identified a significant need to develop user-centric DSS method for greater relevance with respect to context of use. The purpose of this paper is to develop a collective DSS design artefact as method in a practical industry context.
Design/methodology/approach
Under the influence of goal-directed interaction design principles the study outlines the innovative DSS artefact based on design science methodology to deliver a cutting-edge decision support solution, which provides user-centric provisions through the use of design environment and ontology techniques.
Findings
The DSS artefact as collective information technology applications through the application of design science knowledge can effectively be designed to meet decision makers’ contextual needs in an agricultural industry context.
Research limitations/implications
The study has limitations in that it was developed in a case study context and remains to be fully tested in a real business context. It is also assumed that the domain decisions can be parameterised and represented using a constraint programming language.
Practical implications
The paper concludes that the DSS artefact design and this development successfully overcomes some of the limitations of traditional DSS such as low-user uptake, system obsolescence, low returns on investment and a requirement for continual re-engineering effort.
Social implications
The design artefact has the potential of increasing user uptake in an industry that has had relevancy problems with past DSS implementation and has experienced associated poor uptake.
Originality/value
The design science paradigm provides structural guidance throughout the defined process, helping ensure fidelity both to best industry knowledge and to changing user contexts.

Recent changes in the funding and governance of academic research in many OECD countries have altered established authority relationships governing research priorities and judgements. These shifts in the influence of a variety of groups and organisations over scientific choices and careers can be expected to affect the development of different kinds of intellectual innovations by changing the level of protected space they provide researchers and the flexibility of dominant intellectual standards governing the allocation of resources and evaluation of research outcomes. Variations in these features of public science systems influence scientists’ willingness to pursue unusual and risky projects over many years and help to explain cross-national differences in the rate and mode of development of four innovations in the physical, biological and human sciences.

Abstract
Purpose
The purpose of this paper is to understand what inhibit or facilitate cloud computing (CC) assimilation.
Design/methodology/approach
The authors investigate the effects of two enablers, top management support (TMS) and government support (GS), and two inhibitors, organization inertia (OI) and data security risk (DSR) on CC assimilation. The authors posit that enablers and inhibitors influence CC assimilation separately and interactively. The research model is empirically tested by using the field survey data from 376 Chinese firms.
Findings
Both TMS and GS positively and DSR negatively influence CC assimilation. OI negatively moderates the TMS–assimilation link, and DSR negatively moderates the GS–assimilation link.
Research limitations/implications
The results indicate that enablers and inhibitors influence CC assimilation in both separate and joint manners, suggesting that CC assimilation is a much more complex process and demands new knowledge to be learned.
Practical implications
For these firms with a high level of OI, only TMS is not enough, and top managers should find other effective way to successfully implement structural and behavioral change in the process of CC assimilation. For policy makers, they should actively play their supportive roles in CC assimilation.
Originality/value
A new framework is developed to identify key drivers of CC assimilation along two bipolar dimensions including enabling vs inhibiting and internal vs external.

Abstract
Purpose
The purpose of this paper is to understand from the knowledge management perspective how the mechanism of different voluntary compliance behaviors works and how information technology is used for compliance management in corporate settings where privacy and security issues are getting critical due to the advancement of big data and artificial intelligence.
Design/methodology/approach
In this study, the authors propose a structural model based on the theory of planned behavior and the IT relatedness theory that behavioral belief about compliance and social pressure affect compliance knowledge and compliance intention, and compliance knowledge partially mediates the impact of both independent variables on compliance intention. The authors surveyed with a structured questionnaire 975 employees of a major Korean energy company, S-OIL, which deploys a compliance support system. The respondents are classified into two groups: an Active IT Utilization Group and a Passive IT Utilization Group.
Findings
The results of our empirical examination show that compliance intention belief and social pressure influence compliance intention, and further, that compliance behavior is mediated by compliance knowledge – in both the active IT utilization group and the passive IT utilization group. However, the significance of each path coefficient, R square and the mediation effect in Model 1 (passive IT utilization group) are obviously a poor contrast to Model 2 (active IT utilization group). Also, the path from behavioral belief to compliance knowledge and social pressure to compliance knowledge show a significant moderating effect of IT utilization level.
Originality/value
This paper aims to promote more effective voluntary compliance behavior by increasing the understanding of the impact differences of the preceding factors, and the ways in which those are related to the knowledge management practice in terms of both knowledge itself and its support systems, i.e. compliance support system.

Purpose
The aim of this paper is to examine the effect of organizational environment on engineering project cost management.
Design/methodology/approach
Taking China Railway Engineering Corporation 2nd Bureau (CREC 2nd Bureau for short) as an example, the authors conduct lots of semi‐structured interviews in its group corporation, company limited, two subsidiaries and two project departments, and finally collect textual data which include 30 paragraphs and more than 120,000 words. The authors then encode those interview data step by step for further analysis under the research paradigm of grounded theory.
Findings
Based on these encoded data, the paper builds concept, basic categories, main categories, which could be the factors affecting the engineering project cost management, the evidence chain and the complete story clue among these categories. Then finally constructs a theoretical framework called “3S” for short, which is comprised of the organizational structure supporting system, the control procedure supporting system and the social relation supporting system.
Research limitations/implications
Because of the insufficient importance placed on engineering project cost management by academics and few theoretical papers, this paper provides a new method for exploring the engineering project cost management and a theoretical reference for further research.
Practical implications
In this paper, the authors discuss the action mechanism of organizational environment in the engineering project cost management and provide for Chinese construction enterprises more explicit guidance on their cost management practice.
Originality/value
There is little research on determinants of engineering project cost by Chinese scholars, which is mainly shown as normative research. There is no perfect theoretical framework on the determinants of engineering project cost management, which is not beneficial to the knowledge of engineering project cost management and is not comprehensive and in depth enough for academics and practitioners. This paper conducts a field study in CREC 2nd Bureau based on grounded theory. At last, “3S” theoretical framework is established. This paper is embodied in using reality as the accordance, scientifically carding and spreading the theory and translating the practical experience into theory, so that it is beneficial for the engineering project cost management.
