Abstract

Purpose

The purpose of this paper is to propose a strategic conflict analysis, based on the graph model for conflict resolution (GMCR), that is applied to information technology outsourcing (ITO) in a real-world software development and implementation process in Brazil.

Design/methodology/approach

Because the idea of this study is to answer “why” the ITO conflicts occur and “how” they can be avoided, the case study methodology was adopted. The software GMCR II was used to analyze the interactions between an IT vendor and an IT client.

Findings

The results suggest that a lack of relational governance is a critical issue that could be handled to improve the interaction between those involved.

Research limitations/implications

The main results are restricted to the case study and cannot be generalized. Moreover, a specific limitation of this paper pertains to the use of the GMCR and the consequent difficulty for IT vendors and IT clients to work with a large number of actions and to set preferences for several states of conflict.

Practical implications

The strategic analysis of outsourcing conflicts provides a holistic view of the current situation that may assist the client and vendor in future decisions and identify guidelines to ensure successful ITO. Therefore, this paper provides an effective guide for clients and vendors to better manage conflicts and establish a contingency vision to avoid such disputes.

Originality/value

The ITO conflict is analyzed using the GMCR, considering both perspectives of the outsourcing process (vendors and clients).

The increasing global competition, worldwide economic and political uncertainities, and continuously changing dynamics in business environment require companies act differently and differentiate via smart strategies in order to have sustainable operations, growth, and profitability. Therefore, firms should be more agile, creative, and adaptive in planning and strategizing their mid- to long-term business objectives.

In that regard, for the last decade globally many firms across all industries seek opportunities to utilize benefits of digitalization. Lately, COVID-19 has also accelerated companies' efforts and investments in digital platforms.

Today, supply chain and procurement functions are expected to have a strategic role for organizations contributing to management decisions. The digital transformation in procurement is promising to enhance and lean the total workflow of operations. Data analytics, artificial intelligence, robotics, and other emerging digital technologies are all highly powerful tools supporting strategic supply and supplier management, providing predictability for demand planning as well as value-based negotiation power to buyers.

On the other hand, there are still challenges and conflicts throughout this transformation process. Level of technological maturity, infrastructure and investment decisions, expertise and competency of procurement professionals, cultural adaptation, and compliance of related stakeholders are some of the key barriers that are addressed with a unique model in this chapter.

Digital era offers a lot of advantages to firms to improve their procurement facilities and practices while it may still take time both for the technologies to fully evolve and also for companies to adapt and embrace digitalization on their benefit.

Abstract

Purpose – An analysis of the security implications of asymmetric warfare and counterinsurgency.

Methodology/approach – This chapter provides a review of the relevant literature based on historical, defense-strategic and also a wider security-political qualitative approach.

Findings – The results show that the military is not always the best and the only instrument to counter asymmetric war. Intelligence and covert action play a certain role, but cause additional problems, also with regard to international law.

Research limitations/implications – Further research should be done with regard to a coordination and cooperation of the various actors and bodies engaged in countering insurgency and asymmetric warfare.

Originality/value of paper – This is a research paper with practical implications.

Abstract

Purpose

Understanding the relational factors in information technology outsourcing (ITO) processes is essential for managers to exercise successful governance over their relationship. Based on this premise, this paper aims to present a study about relational factors using judgments of managers from small and medium-sized supplying and contracting companies involved in ITO relationships, helping to understand the differences between what they believe to be relevant for maintaining the relationships.

Design/methodology/approach

The analytical approach consisted of applying fuzzy sets theory elements, converting the managers' judgments into crisp values through a defuzzification process, and the multicriteria method ELECTRE IV that created the rankings of the relational factors according to the defuzzified judgments. The approach was applied with 16 managers from supplying companies and 34 from contracting companies, in both cases located in a large Brazilian pole of information technology.

Findings

The main findings indicate that suppliers are initially more concerned with contractual aspects, being in the highest positions in the ranking: detailed contract, service level agreement and costs. Only after these elements, suppliers prioritize aspects less linked to the contract. For contractors, customer relationship management is the most important, followed by costs and commitment by managers, which indicates more openness to issues-oriented to relational development.

Originality/value

The approach adopted in this article is differentiated by prioritizing relational factors that are not always directly perceived in ITO relationships. Another important consideration is that most studies focus only on the perspective of supplier selection by contracting companies. In this paper, both suppliers' and contractors' judgments on the importance of ITO relational factors were analyzed, creating rankings that supported understanding the difference between the two perspectives.

Abstract

France has a long tradition of research on labor and employment issues dating back to the emergence of the “Social Question” in the 1830s. Yet, the field identified as industrial relations (IR) emerged slowly in France and has not achieved the institutional status it did in Anglo-Saxon countries. French universities have no IR departments and there are no academic journals with IR on the title. Teaching takes place within different disciplines and research produces an abundant literature, which does not always claim the IR label.

The concept of “industrial relations”, translated as “relations professionnelles”, started to be used in France only after World War II (WWII). The terms commonly used both before WWII and even nowadays alongside IR are “relations du travail” (labor relations) or “relations sociales” (social relations). Even though “industrial relations” might not always be the label used, a distinctive French IR tradition exists nonetheless which this paper identifies and presents.

The paper starts with the forerunners at the origins of the field of IR in France, high ranking civil servants who played a role not only in the development of French but even of international industrial relations, and represented a “problem-solving” approach to IR. The emergence of IR as a field of research with a self-recognized academic community bent on “science building”, however, mostly followed the evolution of IR practice in France in the post-WWII period, which the paper then analyzes, presenting the IR milieu in France through its research structures, theoretical debates and challenging prospects.

Abstract

Purpose

Researchers in the field recognize the importance of the relationship between contractor and contractee in the process of information technology (IT) outsourcing. However, little is known about the impact of the manager's profile in this process. Thus, the objective of this research was to analyze the impact of the perception of competence, autonomy and relationship of public managers on relational governance (RG), as well as, to identify the effect of perceived control in this relationship.

Design/methodology/approach

This study uses a quantitative approach to investigate the impact of the behavioral characteristics of IT managers from the self-determination theory (SDT). The data were collected in Brazilian public institutions active in the areas of education, finance, statistics and technology, and the hypotheses were identified and evaluated using the technique of partial least squares structural equation modeling (PLS-SEM).

Findings

The results identified that managers' self-determination is related to the perception of control, which, consequently, impacts the RG by providing feelings of competence and autonomy capable of building a beneficial relationship with the IT provider.

Practical implications

This study promotes the understanding that upper management needs to support the autonomy of managers to increase their levels of intrinsic motivation when managing supplier deliveries.

Originality/value

The application of SDT to the IT outsourcing context provides new insights into the mediation of perceived control by explaining the relationship between managers' expectations and motivations as an important driver for RG.

Objetivo

Los investigadores en la materia reconocen la importancia de la relación entre contratista y contratado en el proceso de externalización de las tecnologías de la información (TI). Sin embargo, poco se sabe sobre el impacto del perfil del gestor en este proceso. Así, el objetivo de esta investigación fue analizar el impacto de la percepción de competencia, autonomía y relación de los gestores públicos en la gobernanza relacional (GR), así como, identificar el efecto del control percibido en esta relación.

Diseño/metodología/enfoque

Este estudio utiliza un abordaje cuantitativo para investigar el impacto de las características de comportamiento de los gestores de TI a partir de la teoría de la autodeterminación (TAD). Los datos fueron recolectados en instituciones públicas brasileñas que actúan en las áreas de educación, finanzas, estadística y tecnología, y las hipótesis fueron identificadas y evaluadas utilizando la técnica de modelado de ecuaciones estructurales por mínimos cuadrados parciales (PLS-SEM).

Conclusiones

Los resultados identificaron que la autodeterminación de los directivos está relacionada con la percepción de control, en consecuencia, repercute en el GR al proporcionar sentimientos de competencia y autonomía capaces de construir una relación beneficiosa con el proveedor de TI.

Implicaciones prácticas

Este estudio promueve la comprensión de que la alta dirección necesita apoyar la autonomía de los directivos para aumentar sus niveles de motivación intrínseca a la hora de gestionar las entregas de los proveedores.

Originalidad

La aplicación de la teoría de la autodeterminación al contexto de la subcontratación de TI proporciona nuevos conocimientos sobre la mediación del control percibido al explicar la relación entre las expectativas y motivaciones de los directivos como un importante impulsor de la GR.

Purpose

The purpose of this paper is to provide an overview of anti‐money laundering (AML) efforts and high‐risk sectors in Georgia, and explain changes in this field over time.

Design/methodology/approach

This case‐study draws on a political economy‐approach, based on the argument that “political will” provides the best explanation for the quality of AML efforts in transitional economies, as opposed to “technical assistance” or the sophistication of the domestic financial system.

Findings

The study finds that AML efforts have drastically improved in Georgia following the Rose Revolution, even though significant high‐risk sectors remain and a certain tendency towards “selective implementation” of AML regulations can be detected.

Research limitations/implications

Implies that the “political will” of the ruling elite and the promotion thereof should be increasingly incorporated into research on AML, especially as regards explaining the quality of implementation and enforcement of existing laws.

Practical implications

Implies that technical peer evaluations resulting in “naming and shaming” of jurisdictions that do not live up to international AML standards may not in and by themselves be enough to further efficient implementation, but need to be complemented by policies creating incentives for the domestic political elite to encourage de facto implementation of de jure regulations.

Originality/value

Provides the first comprehensive overview of AML efforts in Georgia and points to important explanatory factors underlying changes in this field.

Abstract

Purpose

Research on strategic decision making has over‐emphasized the importance of cognitive conflict because of its potential benefits. Recent research documented that, apart from the benefits, cognitive conflict leads to affective conflict. Taking information processing perspective, the present study seeks to argue that the benefits of cognitive conflict can be stimulated by the cognition‐based trust, while the interplay between cognitive conflict and affective conflict can be influenced by affect‐based trust. The present study therefore aims to demonstrate the divergent roles of the perceived trustworthiness as potential moderators in strategic decision‐making teams.

Design/methodology/approach

Using structured survey instrument, multi‐informant data was collected from CEOs and senior executives of 109 US hospitals. After performing confirmatory factor analysis of the measures used, the data was analyzed using hierarchical regression techniques to analyze divergent roles of cognition‐ and affect‐based trust as moderators in the relationship between conflict and decision outcomes.

Findings

Results showed that cognition‐based trust is the key to fortify the benefits of cognitive conflict while affect‐based trust is the panacea for the ills of cognitive conflict.

Research limitations/implications

The sample consisted of hospitals in healthcare industry only. Self‐report measures may have some inherent social desirability bias.

Practical implications

This study contributes to both practicing managers as well as to strategic management literature. This study suggests that trust between the executives involved in strategic decision‐making process plays an important role in enhancing decision quality. It is therefore suggested that CEOs and administrators engage the executives who have both cognition‐ and affect‐based trust with each other to have successful decision outcomes.

Originality/value

Though the sample in the present study focuses only on healthcare industry, to the extent strategic decision‐making process is similar in other industries, the findings can be generalizable across other industries.
