Abstract

Purpose

This paper explores how policy-level stakeholders tackle digital inclusion in the context of UK rural communities.

Design/methodology/approach

Semi-structured interviews were conducted with stakeholders that operate nationally in government departments, government funded organisations and third sector organisations that provided a policy-level perspective on digital inclusion initiative provision across England, Scotland and Wales. Activity theory (AT) was utilised as a theoretical framework, where a variety of factors–tools, rules, community, division of labour and contradictions–were found to have an influence on digital inclusion initiative provision.

Findings

Digital inclusion initiative provision in UK rural communities is organised through the multi-stakeholder involvement of national organisations, and collaboration with intermediary organisations to provide digital skills training and support. The process is fraught with difficulties and contradictions, limited knowledge sharing; reduced or poor-quality connectivity; lack of funding; lack of local resources; assumptions that organisations will indeed collaborate and assumptions that intermediary organisations have staff with the necessary skills and confidence to provide digital skills training and support within the rural context.

Research limitations/implications

This study highlights the benefit of using AT as a lens to develop a nuanced understanding of how policy-level stakeholders tackle digital inclusion.

Practical implications

This study can inform policy decisions on digital inclusion initiative provision suitable for rural communities.

Originality/value

The contribution of this paper provides new insights into the understanding of how policy-level stakeholders tackle digital inclusion and the provision of digital inclusion initiatives; it builds on the use of AT to help unpick the complexity of digital inclusion initiative provision as a phenomenon; it reveals contradictions in relation to trust, and the need for knowledge sharing mechanisms to span and align different interpretations of digital inclusion across the policy-level; and reveals an extension of AT demonstrated through the “granularity of the subject” which enables the multi-actor involvement of the stakeholders involved in digital inclusion at policy-level to emerge.

Abstract

Purpose

This study uses a stakeholder perspective to explain the content of mission statements, in particular the inclusion of stakeholder groups. The study uses stakeholder dependency theory and resource dependency theory to explain the content of mission statement. In line with this perspective, stakeholders in this study will be classified as either being resource providers, such as employees and customers, or non‐resource providers, such as the community and the environment. The primary aim of the study is to find evidence for the theoretical relationship between the importance of stakeholders to the company and the inclusion of stakeholder groups in the company's mission statement.

Design/methodology/approach

The use of a large dataset with 490 observations enables a multivariate analysis of mission statement content, focusing on country‐, industry‐, and company‐specific factors.

Findings

The study finds that stakeholder groups the company is more dependent on, are addressed in mission statements more frequently. In addition, the profile of an industry, legal origin and ownership concentration are found to be related with stakeholder inclusion in mission statements.

Research limitations/implications

The database used adopts a broad definition of a mission statement, as a result of which the study may also include documents such as vision statements. Additional factors might exist that could explain the inclusion of stakeholder groups in the mission statement. For example, Hope states that both legal origin and culture are important in explaining corporate disclosure. Therefore, literature on cultural dimensions by Hofstede and Schwartz might also be used as explanatory variables in future research. Finally, additional evidence on the industry classification developed in this study is required to further substantiate these results.

Practical implications

The observed differences in mission statement content with respect to stakeholder management signify the fact that the mission statement is not a standardized document which can simply be ignored by managers. Therefore, managers must be aware of the environment in which the company is situated, in order to approach the stakeholders which are most important to the organization. A failure to recognize and include essential stakeholders in the mission statement may be costly in the long run, particularly when competitors are better able to address these stakeholders.

Originality/value

This study adds to the existing stream of literature on mission statements by introducing the dependence of the company on the stakeholder as an explanatory factor for the inclusion of stakeholders in mission statements. Consequently, the study uses stakeholder dependency theory and resource dependency theory to explain the content of mission statement, rather than signaling theory. Furthermore, this is one of few empirical studies on mission statements that uses a large dataset with 490 observations, enabling a multivariate analysis of mission statement content.

Abstract

Purpose

The aim of this paper is to explore the stakeholder exclusion practices of responsible leaders.

Design/methodology/approach

An interpretive multiple case analyses of seven responsibly led organisations was employed. Twenty-two qualitative interviews were undertaken to investigate and understand perceptions and practice of responsible leaders and their approach to stakeholder inclusion and exclusion.

Findings

The findings revealed new and surprising insights where responsible leaders compromised their espoused values of inclusivity through the application of a personal bias, resulting in the exclusion of certain stakeholders. This exclusivity practice focused on the informal evaluation of potential stakeholders’ values, and where they did not align with those of the responsible leader, these stakeholders were excluded from participation with the organisation. This resulted in the creation and continuity of a culture of shared moral purpose across the organisation.

Research limitations/implications

This study focussed on responsible leader-led organisations, so the next stage of the research will include mainstream organisations (i.e. without explicit responsible leadership) to examine how personal values bias affects stakeholder selection in a wider setting.

Practical implications

The findings suggest that reflexive practice and critically appraising management methods in normative leadership approaches may lead to improvements in diversity management.

Originality/value

This paper presents original empirical data challenging current perceptions of responsible leader inclusivity practices and indicates areas of leadership development that may need to be addressed.

Purpose

This purpose of this paper is to identify principal stakeholders and needs in e‐inclusion, with particular reference to senior citizens, determining to what extent those needs are being met or could be met by other stakeholders. It considers inclusive stakeholder organisational structures that could address unmet needs.

Design/methodology/approach

Although the European Commission (EC), Member States, local authorities, industry, and researchers have called for greater collaboration and partnerships among stakeholders to overcome the so‐called digital divides, little attention has been giv]en to the form of collaboration. Reviewing various policy‐oriented documents, this paper compiles a list of principal stakeholders and their e‐inclusion needs, reviews existing multi‐stakeholder undertakings and partnership structures as candidates for addressing needs not already met.

Findings

Many important e‐inclusion needs are not addressed by any multi‐stakeholder undertaking. Some structured collaboration or partnership should address those needs. A new structure should not merely represent all interested stakeholders, but involve them in decision‐making processes.

Research limitations/implications

This is a conceptual paper, constrained by length from producing a detailed list of needs. Similarly, although the paper identifies 12 different stakeholder categories, some could be further segmented.

Practical implications

Further research and analysis could be undertaken sourcing each identified need, perhaps adding others and further segmenting stakeholder categories.

Originality/value

The paper is of value to stakeholders involved or interested in e‐inclusion efforts. It uses a novel, straight‐forward, approach for identifying stakeholders and needs, who can meet those needs and who is addressing those needs.

Abstract

Purpose

Within the ongoing digitalization of society and dimensions of integration, equality, citizen needs, sustainability and quality of life are of increasing importance as driving forces for cities to become smart. The purpose of this paper is to examine participatory management challenges in becoming a smart old town in the context of cultural heritage.

Design/methodology/approach

An explorative approach was applied on a qualitative single case study including in-depth interviews with 21 stakeholders representing local entrepreneurs, nonprofit organizations, the municipality, politicians, tourism organization and residents of an old town district in a Norwegian city. Additionally, participatory observations and document studies were performed. Findings were continuously validated with the respondents.

Findings

The present study contributes with stakeholder views on challenges arising from the development of a smart old town and suggests possible innovative solutions for participatory management. The transformation of a city with cultural heritage into a smart city require efforts that go beyond smart ICT implementations into issues of social sustainability.

Research limitations/implications

The study brings forward the opportunities that lie in the dynamics of interaction between the spirit of cultural heritage and the body of participatory management. It con-tributes by responding to calls for further research to deepen the insights into stakeholder inclusion in cultural heritage-based city transformation. This explorative study has its limitations as it is based on one qualitative single case.

Practical implications

Participatory management insights and recommendations for smart city transformation are provided.

Social implications

The study addresses socially sustainable outcomes to create democratic conditions that promote inclusion and community building by understanding what people need and expect from the place where they live and work.

Originality/value

This study is positioned as unique in terms of its complex nature of transforming an old town to become a smart old town based on cultural heritage and an open and coordinated inclusion of stakeholders. Smartness in context of city transformation is revealed in many dimensions ranging from technology-driven to more participant-driven.

The research was conducted using a quantitative approach. The population for this study consisted of students from a leading French business school.

Findings

Stakeholder inclusion is related to care ethics among students. CSR perception is related to stakeholder perception. CSR perception is related to care ethics.

Research limitations/implications

Population sampled has cultural and curricula specificities. Further research should extend the findings to other populations.

Practical implications

If business schools want their students to implement CSR when they later become managers, they should build a bridge in the curriculum between business ethics education based on the care theory (“educare”) and CSR teaching.

Originality/value

Empirical exploration of the relationship between teaching CSR and teaching care ethics has not been undertaken. Relationship between care ethics and stakeholder theory has been addressed in the literature but only from a theoretical perspective and not from an empirical perspective.

Abstract

Purpose

The main issue of stakeholdersinclusion nowadays is the establishment of relationships between policy actors and creation of a supportive environment for stakeholder participation to allow a straightforward stakeholder inclusion with a meaningful contribution to policy making. The concept of a collective identity describing how shared values, shared activities and a shared identity lead to social cohesion between a large number of people, could suggest a hint for stakeholder empowerment. We argue that a proper inclusion leads towards empowerment of stakeholders only where efforts to build collective identity are allocated. Otherwise, stakeholder inclusion is only about static participatory governance where knowledge collection predominates over knowledge sharing and co-production. The goal of the present chapter is to trace formal governance networks as a participatory governance mechanism and analyse stakeholder perspectives to be empowered to act in a formal governance network presuming that the network structure creates an environment where a collective identity is being built.

Methodology/approach

The formal governance networks of 2013 led by the Ministry of Health, Ministry of Economy and Ministry of Education and Science were reconstructed on the bases of documents available in the organisations. The structure of the governance networks of 2013 is analysed as a precondition for an organisational collective identity to form.

Findings

The structure of the governance networks leads us to the conclusion that stakeholders are expected to be knowledge providers instead of being knowledge co-producers.

Originality/value

The networks demonstrate that the process of sharing knowledge and values is not recognised as an important element of participatory groups and efforts made to build a collective identity are too scarce.

Purpose

The purpose of this paper is to discuss whether existing organisations that seek to integrate a range of stakeholders (i.e. senior citizens, industry, academics, public authorities, civil society organisations and the media) in the field of information and communication technology (ICT) and ageing are adequately meeting the needs of each of these stakeholder groups, and to determine whether a new, or re‐organised, mechanism is needed to better meet the needs of stakeholders.

Design/methodology/approach

The authors identify, describe, assess and compare the adequacy of various candidate multi‐stakeholder mechanisms in order to improve stakeholder co‐operation.

Findings

The authors' principal finding is that the stakeholder co‐ordination mechanisms discussed in this paper are not adequate to foster e‐inclusion co‐operation, co‐ordination and collaboration among all different types of stakeholders.

Practical implications

This analysis offers direction in how a new organisation, or the expansion of an existing mechanism, could ensure that currently un‐met needs are addressed. The strengths and weaknesses of the stakeholder co‐ordination mechanisms discussed here demonstrate that some organisational types are better for performing certain tasks and for integrating particular types of stakeholder. Thus, a federated, multi‐dimensional organisation offers one possibility for addressing the needs of all different types of stakeholders.

Originality/value

This paper provides an avenue of response to various calls for closer stakeholder collaboration by the European Commission and other stakeholders, in order to improve the quality of life for older persons and to meet European social objectives.

Abstract

Purpose

The purpose of this study is to examine the influence of stakeholder integration and project complexity on information technology (IT) projects in Kenya. The following research question guided our inquiry: what is the influence of project complexity and stakeholder integration on the performance of IT projects in Kenya?

Design/methodology/approach

To advance the current understanding of the effect of stakeholder integration and project complexity on IT projects, multiple regressions were used to predict how project complexity and stakeholder integration influence project performance. Both government-funded and privately funded IT projects from a developing country were examined.

Findings

The study found that any project’s complexity and stakeholder integration levels offer a distinctive contribution to its success. Theoretically, the study contributes to linkages between stakeholder integration and project complexity concerning IT project performance. Through the adoption of actionable research and theoretical elaboration, we have shown that the successful execution of IT projects is driven by the successful integration of stakeholders and monitoring the level of complexity at each phase of the project.

Originality/value

The findings of this study add to the burgeoning literature on the performance of IT projects and come with several managerial implications as well. It brings to the fore the concept of stakeholder integration as an essential element of project success. The findings suggest that the inclusion of stakeholder integration into corporate decisions, strategies and policies can be an asset to the production of sustainable competitive advantages needed during the implementation of IT projects in government entities and organisations. As shown in this study, all the above require a collaborative platform allowing for data sharing among diverse stakeholders to ameliorate distrust or lack of information.
