Abstract
COVID-19 has influenced the way we utilise the radio spectrum in terms of increasing data rates, the localisation of usage, and the transfer of traffic from urban to rural areas. Most regulators have shown sympathy towards operator requirements, stipulating a range of mitigation actions including allowing technology neutrality and temporary assignments. Internationally, the ITU-R suspended all physical meetings and launched a new global network resiliency platform named ‘REG4COVID’ to share experiences including those related to spectrum management.
It is argued in this chapter that the pandemic has supported the calls for additional unlicensed spectrum for Wi-Fi in the 6 GHz and accelerated the rollout of 5G. Moreover, despite of increasing use of streaming, it is quite difficult to assume that traditional linear TV will be replaced, at least in the near future for a variety of reasons. The pandemic has also raised the question as to whether an innovative assignment model could be used to assign the spectrum instead of auctions, and whether, in some countries where temporary assignments were made, frequencies are kept unutilised or reserved. Concerning international spectrum management, it is expected that WRC-23 will be held on time though there will be some implications for issues such as the regulatory time-limits for bringing into use satellite networks frequency assignments. Finally, it is argued that the pandemic has also demonstrated the importance of flexibility and agility in national spectrum management, and placed spectrum managers in a new position where they were forced to be proactive instead of their traditional reactive role.

Abstract
This chapter is contextual in nature. It provides an overview of the impact of COVID-19, highlighting both the significant number of deaths caused by the pandemic as well as the economic disruption that occurred. Particular attention is paid to the role of digital technologies during the pandemic, which enabled a wide range of activities (e.g. work, education and shopping) to go online. The disruptive impact of COVID-19 is widespread and far-reaching, with the pandemic acting as a ‘change agent’ expanding and encouraging the greater use of digital technologies. The second half of the chapter presents summaries of the other chapters in the book. In doing so, it illustrates the scope and scale of the impact of COVID-19, the multitude of different challenges it has caused, and how these varied across different regions and contexts, as well as the diversity of reactions to the pandemic. Some of these reactions are technical in nature, while others are commercial and political. The summaries also draw attention to ongoing policy debates, the significance of which has been heightened by the pandemic.

Abstract
Purpose
The concepts associated with leadership and management have often been conflated, considered one and the same phenomenon by some and then considered by others to be quite distinctive. The same ambiguity is even truer at the level of application and practicality. Only a handful of studies have attempted empirically to differentiate between the two concepts. The study sought to develop an instrument to discriminate between the two concepts.
Design/methodology/approach
A prospective study was conducted with two groups of scholars in the areas of leadership and management. They completed the exploratory Leadership/Management Concept Scale (LMCS), the Leadership Practices Inventory (LPI) and provided demographic information. The results from the Initial group were compared with a validation group. Standard statistical techniques were used to analyze the two groups and investigate associations among the study measures.
Findings
The LMCS effectively differentiated actions associated with leadership from actions associated with management actions. There were four distinct choices consistently selected as most consistent with leadership: influencing, coaching, modeling and ensuring resilience. No significant correlations were found between scores on the LMCS and the LPI, providing evidence that the former was capturing actions other than those associated with leadership alone.
Research limitations/implications
It is empirically possible to differentiate between the actions typically associated with the concepts of leadership and management. This distinction can be invaluable in various educational programs designed to develop either or both leadership and management abilities, as well as assist in the identification of those with proclivities to one or other of the two concepts. The LMCS shows promise in reliably differentiating between the two concepts and can be useful for scholars aiming to investigate leadership or management without confounding the two.
Practical implications
There are numerous positions and organizational roles where leadership and management are differentiated, with one being much more needed than the other. The LMCS can differentiate empirically how potential candidates for leadership and/or management positions think about the two, which would allow a would-be employer to screen candidates for given opportunities and, depending on their conceptualization of leadership and management, assign them most appropriately.
Originality/value
This study fills a fundamental gap in both the leadership and management field: first in being able to provide evidence that the two concepts, while similar in some regards, are not the same and can be differentiated from each other and second, in developing an instrument (LMCS) that both practitioners and scholars can use to help their audiences better understand the differences between leadership and management and to develop actions appropriate to situational demands.

Purpose
Regarding the retail internal supply chain (SC), both retailers and research are currently focused on reactive food waste reduction options in stores (e.g. discounting or donations). These options reduce waste after a surplus has emerged but do not prevent an emerging surplus in the first place. This paper aims to reveal how retailers can proactively prevent waste along the SC and why the options identified are impactful but, at the same time, often complex to implement.
Design/methodology/approach
The authors follow an exploratory approach for a nascent topic to obtain insights into measures taken in practice. Interviews with experts from retail build the main data source.
Findings
The authors identify and analyze 21 inbound, warehousing, distribution and store-related options applied in grocery retail. Despite the expected high overall impact on waste, prevention measures in inbound logistics and distribution and warehousing have not been intensively applied to date.
Practical implications
The authors provide a structured approach to mitigate waste within retailers' operations and categorize the types of barriers that need to be addressed.
Originality/value
This research provides a better understanding of prevention options in retail operations, which has not yet been empirically explored. Furthermore, this study conceptualizes prevention and reduction options and reveals implementation patterns.

Abstract
The COVID-19 pandemic has disrupted the ‘real’ world and substantially impacted the virtual world and thus the Internet ecosystem. It has caused a significant exogenous shock that offers a wealth of natural experiments and produced new data about broadband, clouds, and the Internet in times of crisis. In this chapter, we characterise and evaluate the evolving impact of the global COVID-19 crisis on traffic patterns and loads and the impact of those on Internet performance from multiple perspectives. While we place a particular focus on deriving insights into how we can better respond to crises and better plan for the post-COVID-19 ‘new normal’, we analyse the impact on and the responses by different actors of the Internet ecosystem across different jurisdictions. With a focus on the USA and Europe, we examine the responses of both public and private actors, with the latter including content and cloud providers, content delivery networks, and Internet service providers (ISPs). This chapter makes two contributions: first, we derive lessons learned for a future post-COVID-19 world to inform non-networking spheres and policy-making; second, the insights gained assist the networking community in better planning for the future.

Abstract
Purpose
This study aims to investigate the key factors that influence the behavioural intention of doctors to adopt the knowledge sharing driven blockchain technology in government hospitals. The study is based on the Unified Theory of Acceptance and Use of Technology 2, with the addition of trust as an independent variable and knowledge sharing as a mediating variable between trust and behavioural intention.
Design/methodology/approach
The data for the study was collected through a correlation and cross-sectional study using a survey, with a sample of 322 responses being used for the final analysis. The initial analysis of the data was conducted using SPSS v.26, followed by a partial least squares structural equation modelling (PLS-SEM) analysis using SmartPLS v.3.9 to test the validity and reliability of the measures and to examine the hypothesized relationships.
Findings
The results supported the proposed framework. The results of PLS-SEM indicate that all proposed pathways support the model. In particular, the results of the study reveal that performance expectation, effort expectation, social influence, facilitation conditions and trust are drivers of blockchain adoption and have a significant impact on the behavioural intention of clinicians in hospitals. Furthermore, the study found that knowledge sharing mediated the relationship between trust and behavioural intention.
Practical implications
The present study sheds light on the challenges facing blockchain technology, such as privacy and trust concerns and proposes a more sustainable approach based on knowledge management to enhance the effectiveness of blockchain technology and overcome these challenges.
Originality/value
The significance of this paper lies in the limited literature examining the relationships between blockchain technology and knowledge management processes. Furthermore, a hypothetical framework that includes the knowledge sharing process as a mediating variable between trust and behavioural intention to adopt blockchain technology has not been presented or developed in any previous studies, particularly in the context of Iraq. Thus, this work is novel and unique in its approach.

Abstract
Purpose
This paper aims to implement quality of service(QoS) dynamic optimization for the integrated satellite-terrestrial network(STN) of the fifth-generation Inmarsat system(Inmarsat-5).
Design/methodology/approach
The structure and operational logic of Inmarsat-5 STN are introduced to build the graphic evaluation and review technique(GERT) model. Thus, the equivalent network QoS metrics can be derived from the analytical algorithm of GERT. The center–point mixed possibility functions of average delay and delay variation are constructed considering users' experiences. Then, the grey clustering evaluation of link QoS is obtained combined with the two-stage decision model to give suitable rewards for the agent of GERT-Q-learning, which realizes the intelligent optimization mechanism under real-time monitoring data.
Findings
A case study based on five time periods of monitoring data verifies the adaptability of the proposed method. On the one hand, grey clustering based on possibility function enables a more effective measurement of link QoS from the users' perspective. On the other hand, the method comparison intuitively shows that the proposed method performs better.
Originality/value
With the development trend of integrated communication, STN has become an important research object in satellite communications. This paper establishes a modular and extensible optimization framework whose loose coupling structure and flexibility facilitate management and development. The grey-clustering-based GERT-Q-Learning model has the potential to maximize design and application benefits of STN throughout its life cycle.

Abstract
Purpose
This study aims to provides the insights on the advantages and disadvantages of international franchising and licensing from the perspectives of legal and business considerations in the Gulf Cooperation Council (GCC).
Design/methodology/approach
Using a quantitative research approach, the authors conducted a survey with 150 business owners and franchisees in the GCC and analyzed the data using descriptive statistics, structural equation modeling and frequency analysis.
Findings
The findings reveal that while international franchising and licensing offer significant benefits for business expansion and revenue growth, they also pose risks related to legal compliance, cultural differences and intellectual property protection. Indeed, the results of this study provide valuable insights into the advantages and disadvantages of international franchising and licensing in the GCC from both legal and business perspectives.
Originality/value
There is limited research on the legal and business perspectives of international franchising and licensing in the GCC. This study contributes to the literature by providing a comprehensive analysis of the legal and business perspectives of international franchising and licensing in the GCC.
