Abstract

Purpose

Assessment of climate change risks and vulnerability is essential in order to inform and implement appropriate adaptation strategies. Disastrous effects of extreme weather events such as the heat waves across Europe in 2003 highlight the adaptation imperative. Regional spatial planning and urban design can help to reduce the vulnerability of communities to these risks. The purpose of this paper is to report on the development of an assessment tool, which highlights climate change risks and vulnerabilities in urban areas, and the results of pilot and user testing with the Green and Blue Space Adaptation for Urban Areas and Eco Towns (GRaBS) project partners.

Design/methodology/approach

The tool follows the principles of an online public participation GIS, and is built using the Google Maps Interface. The approach is based on a risk framework, focusing on the three elements; hazard, vulnerability and exposure. Thus, the assessment tool assesses vulnerability of population and infrastructure in urban areas to climate change impacts (in particular flooding and heat stress). It also enables spatially relating patterns of vulnerability with risk where data are available.

Findings

A key finding of the project has been the need to break down silos between departments in order to build an evidence base for decision makers for adaptation plans and strategies. The tool is considered to be an excellent means of raising awareness, and the results of the pilot study confirm the assessment tool is seen as innovative, cost effective, intuitive and simple to use and navigate. Furthermore, by helping to visualise vulnerability of urban areas it may be useful in supporting planning of both emergency responses and long‐term land use changes.

Research limitations/implications

The tool is limited by the availability of geospatial data and information, which has implications for the types of outputs the tool can produce.

Practical implications

The tool has been implemented in all of the case study partner areas, which will be affected to a greater or lesser extent by a range of climate change impacts requiring responses, depending on the severity and likelihood of the hazard, vulnerability, and exposure. The methodological approach adopted in the project has to take account of this important issue.

Originality/value

The tool brings together diverse data and information from a large number of European partners, and provides users with an understanding of climate change issues, many of whom may not have been familiar with the topic at the outset. The tool delivers GIS data and analysis functions on the web through the internet, widening the possibilities for participation in climate change adaptation planning.

Abstract

This study examines the strands of thought that define the urban design discourse today. One of the common and primary urban design approaches developed an understanding of the visual, perceptual, and psychological dynamics underlying human behavior in urban areas. It associated urban design with the visual characteristics of built forms and their impact on people's perceptions and ability to create clear mental maps or images of their surroundings. Another approach emphasized historical, typological, social, and morphological aspects of built forms. It linked successful urban spaces with mixed-use, traditional urban models and advanced place-making principles that encourage spatially defined, legible, and culturally grounded built environments. Lately, there has been an increased debate about the potential of developing an all-encompassing, holistic urban design approach that synthesizes prior urban design approaches and is predicated on the premise that urban design is an interdisciplinary activity concerned with creating livable/sustainable built environments. However, dialogues with architects, landscape architects, and planners revealed an entrenched professional divide among urban design practitioners based on their educational backgrounds and subsequent experiences. This study is premised on the need to address the contradictory views about the city in design and planning educational curricula in order to bridge the intellectual divide and build a holistic or interdisciplinary urban design approach.

Abstract

Purpose

This paper aims to explore the effects of collaborative innovation (CI) in urban planning practice by investigating the influence of a platform for collaboration between academia and external partners (practitioners and community groups). Unlike previous research on learning outcomes from the perspective of students (Fokdal et al., 2020), the aim of this article is to investigate the transformative learning (TL) experience from the perspective of the external partners.

Design/methodology/approach

The outcomes of the TL experience were assessed through four elements: disorienting dilemma; critical reflection; engagement in discourse; and reflective and critical taking action.

Findings

The claim that collaboration with multiple actors through TL processes can help promote innovative ways to view and practice planning outside of academia has to a certain extent been confirmed. This paper provides evidence that such transformative processes can have an impact on the individuals involved and shows the importance of individuals acting as change agents – or drivers of innovation. In addition, the importance of a collaborative platform – acting as an intermediary – in facilitating TL processes in planning practices is highlighted in the context of Serbia.

Originality/value

This paper is a continuation of existing research on educational initiatives that attempt to integrate sustainability into the curricula and bring innovation to urban planning practice; showcase outcomes of the TL experience for sustainable development, especially when addressing the innovative ways that planning is practiced outside of academia; and push for change toward a more sustainable future not only within and but also outside of academia.

Abstract

Since the 1990s transition period and especially since 2000 public space in Croatia has repeatedly been violated by private interest. This is visible in coastal regions, rural landscapes, urban green areas, parks, squares, and streets which have been completely or partly privatized. Urban actors (economic, political, civil, and professional) play different roles in these changes, and there is a hierarchy in their relations: economic and political actors are very powerful and have a prominent place in urban and suburban spatial transformations. Civil society actors and professionals, on the other hand, have very little control or influence. Urban actors have different interests and conflicting opinions. The results of our research (qualitative research method of semi-structured interviews with various experts) show that today spatial changes are mostly dictated by economic actors in a close alliance with political actors. It is therefore vital that in future we clearly define public space and public interest and educate society about their importance. Only then can inadequate private intervention in public space be prevented and a balance between private and public interest be restored with all actors making decisions together. This is, after all, a real, participatory democracy that all transition societies (including Croatia) aim to achieve.

Abstract

Purpose

This paper aims to identify relevant innovations in Tokyo’s spatial articulation of infrastructure, building and public space, intertwining large-scale networks with local scale urban fabrics, to inform urban management towards sustainable urban transitions.

Design/methodology/approach

The research used a methodological combination of literature review, relevant case identification and analysis, on-site survey and photography, morphological interpretation through cartographic analysis and urban space and architectural redrawing and discussion under the conceptual framework.

Findings

Under Japan’s cultural construct, public/private thresholds are blurred and layered, defining a public space network which includes not only large-scale urban objects, such as railroad and commercial hubs but also small scale, hybrid and rather aweless forms of urban space, which can be of interest to the challenges of sustainable urban transition.

Research limitations/implications

Adaptations in urban management and design need to consider the multi-scalar embeddedness of urban networks in local fabrics, considering public space structure and socio-cultural specificities. Limitations to growth-oriented rationale require increasingly decentralized networks and more hybrid spatial configurations in buildings, infrastructures and public space.

Originality/value

Tokyo represents an example of how a network-dependent metropolis, accommodates highly adaptive, inconspicuous and decentralized forms of basic service provision with an impact on the perception, use and management of public space. The main argument lies in the potential that these spatial arrangements hold as references for contemporary urban management and design in what pertains to societal challenges, low-carbon transition and network optimization.

Abstract

Purpose

The purpose of this paper is to highlight the regulatory barriers to achieving sustainable buildings in Kosovo. The present paper focuses on regulatory barriers viewed from the perspective of construction industry experts in achieving sustainable buildings.

Design/methodology/approach

The present study uses a qualitative research method and semi-structured interviews as a research instrument. The present study interviews around 20 experts in construction and property management, property development, spatial planning and energy management.

Findings

The study finds that Kosovo building laws and regulations provide for the materials assessment criteria, but the materials assessment criteria are only for mechanic strength. The study further finds that the sustainability concept is not included and incorporated in Kosovo's urban planning laws and regulations. The study also finds that despite specific clauses mentioning energy performance certificates in the Law on Energy Performance of Buildings in Kosovo, energy performance certificates appears to be not enforced and the nature of the barrier is more organizational rather than regulatory. Finally, the study finds that Kosovo laws are silent as far as green labeling of building materials is concerned.

Practical implications

The implication of the present finding is that policymakers in Kosovo not only should include clear sustainable materials assessment criteria in the law, but also enforce those criteria through testing and inspection mechanisms included in the law and implemented in practice through funding and organizational support. Nonetheless, policymakers in Kosovo should contemplate amending the urban planning laws in Kosovo and include both the term of sustainability at the planning level and conformity guidelines for sustainable design that can be done at the administrative directive level. Further, the clauses in the law do not suffice if the clauses are not accompanied by specific systemic and organizational support in the issuance of energy performance certificates. Policymakers in Kosovo should be proactive in designing clauses that specify green labeling standards for materials; however, these labeling standards should not adversely affect the cost of construction and reduce the demand for real estate.

Originality/value

The study is the first qualitative study about the perception of construction professionals in Kosovo, regarding the regulatory barriers of sustainable buildings in Kosovo.

Purpose

This paper aims to examine the planning policy and legal framework governing the creation and operation of urban agriculture in Sydney, Australia’s global city. All levels of urban agriculture are considered – from domestic and small community gardens to large agribusiness – as all make an important contribution to agricultural production in an urban context.

Design/methodology/approach

Using the Australian State of New South Wales and its capital Sydney, as a focus, the study examines the recent trend of the recognition and re-establishment of agriculture as a desired land use in cities. Three examples are selected for closer scrutiny – Horsley Park Urban Agriculture Precinct, located in the Western Sydney Parklands; City of Sydney’s City Farm, located in the inner suburb of St Peters; and the Western Sydney Aerotropolis Agribusiness Precinct, located at a new airport on the fringe of Sydney.

Findings

As more city-dwellers embrace urban food production and as city authorities seek to encourage and facilitate farming activities, it is clear that regulatory structures which allow it to happen should be incorporated into urban planning legislation at (in the Australian context) state government level. If cities want to encourage urban agriculture, planning legislation needs to be part of the broader legal framework for enabling it to germinate and thrive.

Originality/value

This paper explores the emergence of two new types of urban agriculture: first, the multi-functional, small-scale urban farming operation, situated conceptually between a community garden and a full-scale commercial agricultural enterprise, and located spatially in the midst of built-up urban form; and second, the intensive, high tech export-oriented model exemplified by the Aerotropolis Agribusiness Precinct.

Abstract

Purpose

This paper aims to supplement existing research on a joint approach to integrate sustainability into higher planning education (HPE) by facilitating an international transformative learning process. It looks at three different urban master’s programs in Serbia (Belgrade) and Germany (Berlin and Stuttgart).

Design/methodology/approach

In this paper, students' assessments of the pedagogical model, individual learning outcomes and the long-term value of the pedagogical model in respect of key competences for sustainability are presented and discussed. Basic assumptions of the study include that assessment from the students' perspective can provide feedback on the transformational learning experience with the aim of improving the experience and thus learning outcomes; help identify limitations and target specific areas for improvement in the pedagogical model; and improve the evaluation of effectiveness in developing knowledge and skills for sustainability in HPE.

Findings

The paper provides evidence that a learner-centered and action-oriented approach, as well as a global dialogue among peers from different backgrounds and nationalities, is an effective way to educate future generations of urban planners to become “change agents” for societal transformation toward a more sustainable future within their respective contexts.

Originality/value

The paper is a supplement to the existing research on educational initiatives that attempts to integrate sustainability into the curricula, especially of urban-related programs; showcases outcomes of the pedagogical model(s) for sustainable development applied, especially when addressing the competences of students working in developing, transitional and developed countries or different geographic contexts; and shows long-term learning outcomes after the students move into work practice.

Abstract

Purpose

The purpose of this paper was to develop an integrated framework for assessing the flood risk and climate adaptation capacity of an urban area and its critical infrastructures to help address flood risk management issues and identify climate adaptation strategies.

Design/methodology/approach

Using the January 2011 flood in the core suburbs of Brisbane City, Queensland, Australia, various spatial analytical tools (i.e. digital elevation modeling and urban morphological characterization with 3D analysis, spatial analysis with fuzzy logic, proximity analysis, line statistics, quadrat analysis, collect events analysis, spatial autocorrelation techniques with global Moran’s I and local Moran’s I, inverse distance weight method, and hot spot analysis) were implemented to transform and standardize hazard, vulnerability, and exposure indicating variables. The issue on the sufficiency of indicating variables was addressed using the topological cluster analysis of a two-dimension self-organizing neural network (SONN) structured with 100 neurons and trained by 200 epochs. Furthermore, the suitability of flood risk modeling was addressed by aggregating the indicating variables with weighted overlay and modified fuzzy gamma overlay operations using the Bayesian joint conditional probability weights. Variable weights were assigned to address the limitations of normative (equal weights) and deductive (expert judgment) approaches. Applying geographic information system (GIS) and appropriate equations, the flood risk and climate adaptation capacity indices of the study area were calculated and corresponding maps were generated.

Findings

The analyses showed that on the average, 36 (approximately 813 ha) and 14 per cent (approximately 316 ha) of the study area were exposed to very high flood risk and low adaptation capacity, respectively. In total, 93 per cent of the study area revealed negative adaptation capacity metrics (i.e. minimum of −23 to <0), which implies that the socio-economic resources in the area are not enough to increase climate resilience of the urban community (i.e. Brisbane City) and its critical infrastructures.

Research limitations/implications

While the framework in this study was obtained through a robust approach, the following are the research limitations and recommended for further examination: analyzing and incorporating the impacts of economic growth; population growth; technological advancement; climate and environmental disturbances; and climate change; and applying the framework in assessing the risks to natural environments such as in agricultural areas, forest protection and production areas, biodiversity conservation areas, natural heritage sites, watersheds or river basins, parks and recreation areas, coastal regions, etc.

Practical implications

This study provides a tool for high level analyses and identifies adaptation strategies to enable urban communities and critical infrastructure industries to better prepare and mitigate future flood events. The disaster risk reduction measures and climate adaptation strategies to increase urban community and critical infrastructure resilience were identified in this study. These include mitigation on areas of low flood risk or very high climate adaptation capacity; mitigation to preparedness on areas of moderate flood risk and high climate adaptation capacity; mitigation to response on areas of high flood risk and moderate climate adaptation capacity; and mitigation to recovery on areas of very high flood risk and low climate adaptation capacity. The implications of integrating disaster risk reduction and climate adaptation strategies were further examined.

Originality/value

The newly developed spatially explicit analytical technique, identified in this study as the Flood Risk-Adaptation Capacity Index-Adaptation Strategies (FRACIAS) Linkage/Integrated Model, allows the integration of flood risk and climate adaptation assessments which had been treated separately in the past. By applying the FRACIAS linkage/integrated model in the context of flood risk and climate adaptation capacity assessments, the authors established a framework for enhancing measures and adaptation strategies to increase urban community and critical infrastructure resilience to flood risk and climate-related events.
