Abstract
Purpose
The purpose of this paper is to explore the perception of the mental health problems of the homeless population in a high-income country (Luxembourg) by social service providers and to develop proposals for better inclusion of homeless people into the mental health services and homeless people with mental health issues into society.
Design/methodology/approach
The study was of qualitative design and conducted using a semi-structured interview method (in person). The semi-structured interviews (seven participants) were conducted to analyse the challenges, practice approaches and prospects of stakeholders or decision-makers working in housing exclusion and homelessness. A secondary thematic analysis of this content regarding mental health issues was performed.
Findings
Three main themes in the social providers’ perception were identified related to mental health and homelessness: the general view on the mental health problems of homeless people (accent on substance use disorders [SUDs], overshadowing of other mental health conditions by the SUDs); the positive impact of housing and social services on the mental health of the homeless per se (role of social rhythms, social connectedness and multidisciplinary approach are emphasised); and the need for improvement of mental health services in the country (need for the long-term timely continuing mental health support and recognition of the importance of complex intersectional and multidisciplinary solutions).
Research limitations/implications
Mental health themes were not the primary focus while research was planned and conducted. They were revealed as results of secondary qualitative data analysis. Therefore, additional mental health-focused mixed methods research is needed to verify the conclusions. The paper is written on the results of the research project “Social Housing and Homelessness” (SOHOME), implemented at the University of Luxembourg with the financial support of the Fonds National de la Recherche of Luxembourg (FNR12626464). The sponsor had no involvement in the study design, the collection, analysis and interpretation of data or the preparation of the paper.
Practical implications
The study brings together different perspectives from social workers, stakeholders and decision-makers. The results show that there are cross-field connections between homelessness and mental health that require specialised and coordinated services. The first existing approaches seem to be promising in their continuation but need to be promoted by social policy.
Social implications
To promote social cohesion in the Luxembourgish society and also to include one of the most vulnerable people, the study points to the importance of the link between homelessness and compromised mental health. Appropriate support and service provision as well as social and affordable housing play a central role.
Originality/value
To the best of the authors’ knowledge, this study is the first of its kind, revealing several social work stakeholders’ perspective on the mental health of homeless people in Luxembourg.

Abstract
Purpose
The lack of a proper register to store, match and display information on the adapted property has led to a waste of resources and prolonged delays in matching the disabled and elderly people with appropriate properties. This paper presents the development of a Housing Adaptations Register with user-matching functionalities for different mobility categories. The developed system accurately captures and documents adapted home information to facilitate the automated matching of disabled/aged applicants needing an adapted home with suitable property using banding, mobility and suitability index.
Design/methodology/approach
A theoretical review was conducted to identify parameters and develop adaptations register construct. A survey questionnaire approach to rate the 111 parameters in the register as either moderate, desirable or essential before system development and application. The system development relied on DSS modelling to support data-driven decision-making based on the decision table method to represent property information for implementing the decision process. The system is validated through a workshop, four brainstorming sessions and three focus group exercises.
Findings
Development of a choice-based system that enables the housing officers or the Housing Adaptations Register coordinators to know the level of adaptation to properties and match properties quickly with the applicants based on their mobility status. The merits of the automated system include the development of a register to capture in real-time adapted home information to facilitate the automated matching of disabled/aged applicants. A “choice-based” system that can map and suggest a property that can easily be adapted and upgraded from one mobility band to the other.
Practical implications
The development of a housing adaptation register helps social housing landlords to have a real-time register to match, map and upgrade properties for the most vulnerable people in our society. It saves time and money for the housing associations and the local authorities through stable tenancy for adapted homes. Potentially, it will promote the independence of aged and disabled people and can reduce their dependence on social and healthcare services.
Originality/value
This system provides the local authorities with objective and practical tools that may be used to assess, score, prioritise and select qualified people for appropriate accommodation based on their needs and mobility status. It will provide a record of properties adapted with their features and ensure that matching and eligibility decisions are consistent and uniform.

Abstract
Purpose
Contemporary construction techniques provide benefits of speed and cost savings on a large scale, and is viable in urban regions with exorbitant housing demand. In rural areas, where scale and access to technology are unavailable, locally prevalent vernacular architecture and methods are more suitable. Although vernacular construction techniques have historically proven more sustainable and climate-sensitive, the lack of skilled labour and lack of versatility in material selection limits its application on large-scale projects. This study explores the choice of building design and technology, from the context of embodied energy, carbon and other life cycle impacts for housing construction.
Design/methodology/approach
Life cycle assessment (LCA) that evaluates impacts due to the products/processes is used to analyse different construction techniques. Further a detailed estimation of embodied carbon and embodied energy is done for both “vernacular” and “contemporary” choices of construction methodology for a case study project.
Findings
The building constructed using vernacular techniques has lower embodied carbon and energy by over 30% compared to the other clusters designed using contemporary confined masonry techniques. However, with a few external interventions the contemporary methods can be implemented with improved sustainability.
Research limitations/implications
The limitation of the study is that it presents a case study-based exploration into comparing construction techniques to provide a practical understanding of making sustainable design choices and, hence, is limited to two construction methods. However, the same method could be extended to compare other construction techniques. Furthermore, it does not present a whole building LCA since the operating phase impacts are assumed to be fairly constant for such housing type, irrespective of the chosen method. Similarly, the demolition phase or the potential of reuse of the waste generated, water consumption and cultural and social heritage are not investigated in comparing the alternatives. Nevertheless, future studies could perform extensive exploratory and modelling studies on the operation phase and demolition phase to understand these impacts further.
Practical implications
In mass housing projects that belong to the so-called “affordable housing” or low-income housing category, sustainability concerns are not yet at the forefront of the decision-making process. Therefore, this study emphasizes the importance of incorporating sustainability into building design and construction and making sustainability accessible to even low-income communities. Adequate planning, social awareness initiatives and imparting skills and knowledge of sustainability to these communities are of utmost importance. The choice of design and materials should be encouraged by keeping in mind lower upfront costs as well as low maintenance and operational costs.
Social implications
The primary implications of the study are that the vernacular technologies are much superior in terms of sustainability in comparison to conventional construction of RCC framed structures as well as contemporary construction methods such as confined masonry. However, the implementation of such techniques presents significant challenges such as a lack of skilled forces, increased maintenance and lack of flexibility to minor modifications. Hence, although being a sustainable choice its acceptance and execution present practical difficulties. Therefore, this study primarily aims to reinforce the belief in vernacular architecture and techniques to build sustainable and resilient communities while highlighting the challenges of the modern world in implementing them.
Originality/value
Most studies advocate using construction methods based on their ease of implementation, maintenance or cost. However, this study highlights the importance of considering the aspect of sustainability in the context of the choice of methods for housing construction in urban and semi-urban areas. This study also addresses the need not to overlook vernacular construction technologies while selecting technology for housing for low-income communities.

Abstract
Purpose
This study aims to introduce the results of a research carried out to develop a prototype of a highly energy-efficient modular detached house, called CASA+ CASA means HOUSE in spanish, adapted to the climatic features of central-southern Chile. The project enables a sustainable alternative to facilitate the reconstruction of the residential areas after the impact of the 2010 earthquake.
Design/methodology/approach
The methodology is based on an “integrated design process” of a case study that proposes a constructive response that quantitatively and qualitatively improves the initial data of traditional dwellings. The characteristics of the new system have been simulated with specific software to validate the final decisions, considering the cost–benefit ratio.
Findings
Simulation tools were used to assess and improve the system’s energy performance with respect to present options and to analyse its economic and construction viability. We obtained several economically competitive housing prototypes that substantially reduced energy consumption and the CO2 footprint by between 20% and 80%.
Research limitations/implications
The prototype has not been developed, as we are waiting for funding, but all its energy features have been simulated.
Practical implications
Furthermore, this experience also identified similar modifications made to the design of the houses, which revealed general possibilities for improving energy performance.
Social implications
The origin of this research is a public call for international researchers to improve the quality of the new homes to be built in Chile after the strong earthquake of 2010. The result of the research has been put at the direct service of Chilean society and in other international projects for the construction of low-energy social housing.
Originality/value
These are the result of a long research aimed at establishing a new architectural model that, in addition to improving the architectural quality of the product, obtains significant improvements in energy consumption and CO2 emissions. The most particular aspect is the practical vocation and its implementation with real construction with the support of construction companies.

Purpose
The primary aim of this research is to examine the effects of the Renovation, Conversion, and Extension (ROT) tax deduction for renovations on the scope and quality of renovations and its subsequent impact on house prices across various Swedish municipalities.
Design/methodology/approach
This study utilises a two-way fixed effect instrument variable (IV) spatial Manski approach, analysing balanced panel data from 2004 to 2020 at the municipal level (290 municipalities) in Sweden. The methodology is designed to assess the impact of the ROT subsidy on the housing market.
Findings
The study reveals that the ROT subsidy has significantly influenced house prices, with noticeable variations between municipalities. These differences are attributed to the varying amounts of tax reductions for renovations and the extent to which property owners utilise these subsidies.
Research limitations/implications
The research is limited to the context of Sweden and may not be generalisable to other countries with different housing and subsidy policies. The findings are crucial for understanding the specific impacts of government subsidies on the housing market within this context.
Practical implications
For policymakers and stakeholders in the housing market, this study highlights the tangible effects of renovation subsidies on property values. It provides insights into how such financial incentives can shape the housing market dynamics.
Social implications
The research underscores the role of government policies in potentially influencing equitable access to housing. It suggests that subsidies like ROT can have broader social implications, including the distribution of housing benefits among different income groups and regions.
Originality/value
This study contributes original insights into the field of applied real estate economics by quantitatively analysing the impact of a specific government subsidy on the housing market. Abstract
Purpose
We explore the benefits and challenges for organisations using hybrid working practices post-pandemic. We focus upon the non-profit English social housing sector; however, this research is relevant to any organisation adopting hybrid working practices. The implications for productivity and performance management of hybrid practices are currently not well understood.
Design/methodology/approach
Within this Reflective Practice work, we apply a dual-theoretic lens to a new Ways of Working tool and adopt a mixed methods approach. First scoping interviews were conducted with senior managers possessing strategic knowledge of their organisations’ approaches to hybrid working. Secondly, a large-scale survey was administered to evaluate employees’ perceptions of hybrid working, including their concerns for future impacts.
Findings
Our data identify several benefits and challenges associated with hybrid working. Reclaimed commuting time was deemed a positive benefit, alongside greater personal time, work-life balance and (for the majority) less-interrupted workspace. Challenges were identified regarding the transparency of staff reward and recognition, the potential for masked burnout and purposeful team communication.
Research limitations/implications
Due to the unique context of the pandemic and widespread, but sudden adoption of home- and hybrid working, this study can be taken as a snapshot in time as organisations recalibrate the consequences of new ways of working.
Originality/value
Despite hybrid working having been possible for decades, many articles describe typical benefits (e.g. less commuting time) and challenges (e.g. organisational culture) without fully understanding productivity and performance implications. To explore this, we extend Palvalin et al.’s (2015) Tool by establishing a theoretical foundation through the conservation of resources theory and practice theory.

Abstract
Purpose
In this paper, we explore the impact of land management practices on post-disaster housing, to draw lessons from the case of reconstruction in Türkiye.
Design/methodology/approach
We conducted two qualitative case studies of two reconstruction experiences following the 2020 Elazığ and İzmir earthquakes. We analyzed 70 articles, technical reports and press releases and then used a set of policy analysis tools to examine five policy documents in depth. Finally, we wanted to understand how key officers interpreted these policy documents, so we closely analyzed the transcripts of eight semi-structured interviews.
Findings
Türkiye’s legal framework comprises five main policies that concentrate power in the central government and are not tailored to post-disaster reconstruction. This framework facilitates the construction of rubber-stamped apartment buildings, which disregard cultural and social contexts and practices. The current reconstruction policy neglects alternative options like cooperative housing, which could better respond to communal needs and expectations. It also often leads to the loss of land rights among affected residents.
Research limitations/implications
We only analyzed decision-making processes in two case studies and based our study on a limited number of interviews. Therefore, it is difficult to generalize our results and apply them to other contexts. Further quantitative and qualitative work is necessary to conceptualize the links between land management and post-disaster housing reconstruction.
Practical implications
Our findings suggest a need for legislative frameworks specifically designed to address land management during post-disaster reconstruction. The concentration of power in central governments is problematic, thus it remains crucial to empower local authorities by reinforcing technical expertise and facilitating administrative autonomy.
Originality/value
This study offers unique insights into how power relations influence land management practices in post-disaster housing reconstruction. Examining the centralization of power and its impact on cultural and social practices identifies common forms of dispossession and points to key areas for policy improvement.

Abstract
Purpose
This study aims to examine the awareness of the inhabitants regarding energy consumption in relation to comfort in Tlemcen and analyze the paths of influence and the effects of individual objective and subjective characteristic factors. This determines the factors' level of perception of the importance of energy retrofitting.
Design/methodology/approach
As part of an exploratory empirical study, this paper further discusses accompanied survey data from a sample of 208 properties, through a triangulation of in-depth qualitative studies and quantitative studies developed and analyzed by SPSS software (the Statistical Package for the Social Sciences).
Findings
Analysis of the results of the survey shows that the respondents have a level of awareness on comfort linked to energy savings but they lack guidance and recourse to specialists. The conclusion is that resident awareness is crucial and beneficial and that the key socio-demographic characteristics to determine the perception factors are related to age, occupation, household size and time lived in the house.
Originality/value
By exploring some of the key insights from the survey, this research improves residents' perception of the importance of energy retrofitting in the residential sector, highlighting the importance of priorities. This influences public attitudes and contributes to raising awareness in order to provide useful results for developing, in future studies, motivational strategies for these inhabitants. The present research is expected to add value to existing studies academically and methodologically and provide policy guidance to policy makers and other energy efficiency (EE) practitioners in the Maghreb region and beyond.

Abstract
Purpose
Under the rural revitalization, the effect of China's implementation of rural prefabricated housing is not obvious. Cost has become the biggest obstacle to its development. Therefore, it is necessary to study the factors influencing the cost of prefabricated buildings in villages and clarify the focus of cost control.
Design/methodology/approach
This paper focuses on the whole process of prefabricated housing construction in villages in China and uses grounded theory to identify and screen out 27 related factors that affect the construction cost of prefabricated buildings. A system dynamics model is used to dynamically analyze the influencing factors. The engineering examples in rural areas of southern Shaanxi are simulated. Finally, five key factors that influence cost are obtained. Based on this, cost control countermeasures are proposed for rural prefabricated housing in southern Shaanxi.
Findings
The results show that: the key factors affecting the cost of prefabricated buildings in villages include the selection of production methods, the degree of design standardization, the quality of construction personnel, the level of construction technology and the circulation cycle of molds. The cost of prefabricated housing in villages can be controlled through five aspects: mass production of components, design exchange and feasibility analysis, improvement of employee professionalism, strict selection of construction schemes and technologies and improvement of mold turnover rate.
Research limitations/implications
The system dynamics model applied in this paper is based on the idealized state. The system boundary is narrow and has a certain subjectivity. It needs further detailed research to make it closer to the engineering practice. In addition, this paper applies the rural engineering example in southern Shaanxi to carry out a single case study, and the universality of the research results needs to be further tested. There are many village construction projects and building types, so the research results can be further enriched through large sample research.
Practical implications
Rural construction is an important step in the implementation of rural revitalization. Exploring the factors that affect the key costs of prefabricated buildings in villages and towns in view of the particularity of rural areas will help provide a reference for their cost control and help the rural development of prefabricated houses.
Social implications
The research results of this paper can provide a reference for the development of prefabricated buildings in other rural revitalization areas.
Originality/value
Different from the traditional research on urban prefabricated buildings, this paper focuses on rural areas and explores the core factors affecting the cost of prefabricated buildings from the micro level. This study establishes a system dynamics model suitable for the cost control of prefabricated housing at the village level and provides methods for its cost control. Based on the identified key factors affecting costs, cost control measures were proposed for prefabricated housing tailored to the unique characteristics of villages.

Abstract
Purpose
This study aims to identify the transformations of the residential landscape and trends in the popular real estate market associated with tourist activity in a low-income neighborhood in Bogotá.
Design/methodology/approach
The methodology was mainly qualitative, although the author analyzed some quantitative data. The author conducted three guided tourist tours in the area and systematically compared photographs taken in 2022 with satellite images in 2019 before starting the tourist activity. To analyze the real estate market, the author uses data on housing offers for sale and rent. Finally, the author conducted semi-structured interviews with tour guides, residents and other key actors in the sector.
Findings
This study identified some dynamics of change in the real estate market, particularly associated with an increase in housing sales and rental prices, as well as a possible effect on the increase of new informal growth processes. The author found a growing transformation of the urban and residential landscape associated with the painting of facades by the local administration and mural painting processes by community organizations. There are evident housing investment processes, some associated with verticalization and other use changes for tourism activities. It is necessary to reflect on these processes’ effects on the city’s sociospatial dynamics.
Originality/value
This study makes an empirical contribution to the relationship between residential real estate markets in low-income sectors and tourism activity. Although analyses of community-based tourism in popular areas have been conducted, less is known about the effects on the real estate market and the associated sociospatial transformations.
