Abstract
Given the recent explosion of interest in streaming data and online algorithms, clustering of time series subsequences has received much attention. In this work we make a surprising claim. Clustering of time series subsequences is completely meaningless. More concretely, clusters extracted from these time series are forced to obey a certain constraint that is pathologically unlikely to be satisfied by any dataset, and because of this, the clusters extracted by any clustering algorithm are essentially random. While this constraint can be intuitively demonstrated with a simple illustration and is simple to prove, it has never appeared in the literature. We can justify calling our claim surprising, since it invalidates the contribution of dozens of previously published papers. We will justify our claim with a theorem, illustrative examples, and a comprehensive set of experiments on reimplementations of previous work.

Abstract
The vehicle–track interaction and the resulting dynamic response of the vehicle involve a number of complex nonlinear problems. Large vertical loads act through a small contact patch leading to very high contact pressures. Transverse loads acting through this contact induce a relative velocity between wheel and rail expressed in non-dimensional form as a creepage. The wheel and rail profiles determine the contact patch shape and affect the ability of the vehicle to run stably. If the yaw stiffness of the axles is too low, the vehicle will become unstable at a relatively low speed; conversely, if the yaw stiffness is too high, the curving behaviour will be adversely affected. The vehicle suspension, especially the secondary suspension, also affects the ride comfort of passengers. Finally, it is shown how the speed profiles of accelerating and decelerating trains can be calculated from basic assumptions about the train power, adhesion and rolling resistance.

Abstract
Purpose – This chapter argues that more opportunities for diversity-related content should be purposefully included in library and information science (LIS) graduate curricula.
Design/Methodology/Approach – Nine semi-structured interviews were conducted with LIS graduates and current LIS graduate students. The data were analyzed for patterns and themes, and a narrative developed that expounds on the experiences and insights of practicing LIS professionals.
Findings – The data emphasize that more work needs to be done to incorporate, de-tokenize, and normalize meaningful conversations about diversity and social justice and incorporate them across LIS curricula. Reframing and re-centering the curriculum to foster critical, inclusive, and culturally competent professional engagement is greatly needed in LIS programs and in the profession at large.
Originality/Value – This chapter details and analyzes a set of original interviews in which both current and aspiring librarians discuss their experiences with diversity and social justice content in their graduate programs.

Pedro Pita Barros reviews pharmaceutical policies adopted by health care systems in European (OECD) countries. He notes that cost-sharing for pharmaceuticals is higher than cost-sharing for other services. However, although pharmaceutical cost-sharing is pervasive across the European Union, concerns over equity have led most countries to adopt sliding fee schedules and even outright exemptions from copayments for vulnerable populations such as the elderly and low income households. The most common form of price regulation in these countries is reference pricing, either “external” (pegging pharmaceutical payments to lowest prices in a group of countries) or “internal” (pegging pharmaceutical prices to the lowest price within a therapeutic class), as well as outright administrative price controls. In his theoretical results, Barros shows that reference pricing lowers cost to consumers the most, followed by administrative price lists, while the pure coinsurance system yields the higher total cost. To foster innovation, Barros proposes adoption of innovative payment schemes based on supply-side risk sharing whereby payments to drug manufacturers are tied to treatment results and patient outcomes. Such schemes are akin to pay-for performance methods used to reimburse physicians in certain managed care settings in the United States.

Abstract
Floods are among the most significant and frequent hazards to affect communities in the downstream part of the Ba River in Western Viti Levu, Fiji Islands. They often leave in their wake displacements and death putting thousands at risk of sliding into poverty. Using the recent 2009 and 2012 floods, we examine how social capital aids in post-disaster response and recovery among residents in five selected villages in the downstream communities of the Ba River. Data were collected from a questionnaire survey administered to 97 households and semi-structured interviews with a further 20 respondents. It is conventionally believed that moving supplies, aid and expertise into flood-affected areas offers the best path to effective response and recovery. By contrast, our results indicate that residents of downstream communities in Ba District are using four approaches to create and deploy social capital among them to facilitate disaster response. The patterns of social capital used for effective response include practices of search and rescue, information, mutual assistance and commercial cooperation. Such strategies help to build resilience at household and community levels and reduce risks of loss of life and costly damage to property. The findings can be used to generate policies concerning the integration of social capital as a component of flood disaster response and recovery mechanisms.

Abstract
This chapter looks at the presence of lesbian, gay, bisexual, transgender, queer, intersex, asexual, plus (LGBTQIA+) literacy practices in New Mexico schools, primarily Albuquerque Public Schools. When finding rates of homelessness, suicide, and mental illness to be high in New Mexico, the author tackles the question of what teachers can do in their spaces to be inclusive and supportive. The author analyzes what is present and what is missing. Through citing organizations GLSEN, The Trevor Project, and Equality New Mexico, the author suggests minor and major ways to make change in elementary, middle, and high school classrooms. The suggestions include adding LGBTQIA+ history to the curriculum, creating safe spaces for preferred pronouns, and reading LGBTQIA+ literature and legislature.

Abstract
The purpose of this study is to contrast the forecasting performance of two non-linear models, a regime-switching vector autoregressive model (RS-VAR) and a recurrent neural network (RNN), to that of a linear benchmark VAR model. Our specific forecasting experiment is U.K. inflation and we utilize monthly data from 1969 to 2003. The RS-VAR and the RNN perform approximately on par over both monthly and annual forecast horizons. Both non-linear models perform significantly better than the VAR model.
