Abstract
Purpose
Determining alarm levels of river floods is considered an effective non-structural measure to prevent and mitigate the damages of flood and inundation. This study aims to propose a holistic approach, a comprehensive review of the factors affecting flooding and flood risk, based on which the water level (WL) is proposed for the flood alarm levels. The corresponding proposed WL to the necessary flood alarm levels is based on observed data, as well as simulated data from statistical methods and hydrological and hydraulic models.
Design/methodology/approach
In this paper, the proposed criteria to delineate WLs corresponding to flood alarm levels include flood magnitude; flood derivation and flood duration; flood risks and damage; correlation with neighboring stations; flood characteristics and local characteristics; and other criteria (flood prevention strategy and flood experience).
Findings
The paper proposed a synthesis approach to determine flood warning levels in Vietnam. The retrieved levels are the basics to revise the Decision 632/2010 of the Vietnam Government on determining water alarm levels for flood prevention. The study proposes a new flood alarm system including revised flood levels at 115 existing stations and new flood levels at 30 additional stations. The proposed flood warning level can help manage the flooding problem in major river systems that supports flood protection and prevention services in Vietnam.
Originality/value
The paper proposed a novel synthesis approach to flood prevention in Vietnam.

Abstract
The Ba River catchment and delta on the island of Viti Levu, Fiji, supports a wealth of livelihoods and is populated by diverse communities who are living with an increased frequency and intensity of hydro-meteorological hazards (floods, cyclones and droughts). Participatory mapping as part of focus group discussions is a tool that can be used to elucidate communities’ understanding of the differing impacts of multiple hazards, as well as the strategies used to prepare and respond to different hazards. In this chapter, the authors present the results of qualitative research undertaken with members of three communities along the Ba River, from the Nausori highlands to the coastal mangroves, with a particular focus on recent floods (2009, 2012) and Tropical Cyclone Winston (2016). The communities draw on a wide range of livelihood strategies from fishing and agriculture to tourism and outside work. Natural hazard events vary in their impact on these livelihood strategies across the landscape and seascape, so that community members can adjust their activities accordingly. The temporal ‘signatures’ of ongoing impacts are also variable across communities and resources. The results suggest that taking a broad, landscape (and seascape) approach to understanding how communities draw livelihoods is valuable in informing effective and inclusive adaptation strategies for environmental change. Furthermore, documenting how the landscape is used in a mapped output may be a valuable tool for future social impact assessment for resource extraction activities.

Abstract
Floods are among the most significant and frequent hazards to affect communities in the downstream part of the Ba River in Western Viti Levu, Fiji Islands. They often leave in their wake displacements and death putting thousands at risk of sliding into poverty. Using the recent 2009 and 2012 floods, we examine how social capital aids in post-disaster response and recovery among residents in five selected villages in the downstream communities of the Ba River. Data were collected from a questionnaire survey administered to 97 households and semi-structured interviews with a further 20 respondents. It is conventionally believed that moving supplies, aid and expertise into flood-affected areas offers the best path to effective response and recovery. By contrast, our results indicate that residents of downstream communities in Ba District are using four approaches to create and deploy social capital among them to facilitate disaster response. The patterns of social capital used for effective response include practices of search and rescue, information, mutual assistance and commercial cooperation. Such strategies help to build resilience at household and community levels and reduce risks of loss of life and costly damage to property. The findings can be used to generate policies concerning the integration of social capital as a component of flood disaster response and recovery mechanisms.

Abstract
Purpose
Drought and salinity intrusion aggravated by climate change threaten agricultural livelihoods in Viet Nan's Mekong Delta. In response, authorities have built water management infrastructure for irrigation and salinity protection. This study assessed the impact of one such project, the Ba Lai dam in Ben Tre province, on the livelihoods of aquaculture farmers.
Design/methodology/approach
This study uses the Sustainable Livelihoods Framework to assess the impact of the Ba Lai dam on the livelihood capitals of 18 farming households in four communes, located both upstream and downstream of the dam.
Findings
The authors find that, apart from some positive effects, the dam has also brought negative environmental consequences, such as increased water pollution. The authors also find that farmers have responded to the changes by adapting their livelihood practices.
Research limitations/implications
The samples were relatively small, encompassing four communes in Ben Tre province. On the other hand, this case study is instructive to the many ongoing infrastructure projects in the Vietnamese Mekong Delta.
Social implications
The project have caused an increase in water-related social conflict.
Originality/value
The case of the Ba Lai dam provides a cautionary example for infrastructure-based water management plans, both in Viet Nam and more broadly. The study suggests the need to strengthen community participation and prioritize impacts of farmers' capital assets when constructing water management infrastructure for climate change adaptation.

Abstract
This chapter explores the local narration of gendered experience of disasters in two iTaukei (Indigenous Fijian) communities, Votua and Navala, both located in the Ba River catchment, Fiji. The methodology consisted of semi-formal interviews, talanoa, mapping sessions and journal entries from community members in Votua and Navala. Local narratives of post-disaster response and recovery in the aftermath of 2016 Tropical Cyclone Winston showed that women were not perceived as embodying a heightened vulnerability to disasters in comparison to men in either Votua or Navala. Rather perceptions of vulnerability were based on the experiences of those who physically struggled, such as people with disabilities, the elderly and those who had lost their homes. While gender roles and responsibilities underlay perceptions and gender relations, the roles and responsibilities were predominantly perceived as changing over time, either to a more shared sense of responsibilities or a shift from male responsibilities to female. This shift may lay the foundations for future changes in vulnerability and experiences towards disasters.

Abstract
Multi-risk environments pose challenges for rural and coastal communities in the Asia-Pacific region, particularly with regard to disaster risk management and climate change adaptation strategies. While much research has been published on disaster response and recovery for specific climate-related hazards in the region, such as cyclones, floods and droughts, there is a growing need for insight into how communities respond, recover and adapt to the multiple, intersecting risks posed by environmental, societal and economic change. This chapter frames the body of new research presented in this book from the perspective of multi-risk environments, paying particular attention to concepts central to the disaster response and recovery cycle, and rejecting the notion of a distinct boundary between climate and society. Further, this introductory chapter foregrounds the importance of cultural values, power relations, Indigenous knowledge systems, local networks and community-based adaptive capacities when considering resilience, recovery and adaptation to climate-induced disasters at the community and household level. Overviews of the research presented in this book demonstrate a diverse range of responses and adaptive strategies at the local level in case studies from Solomon Islands, Fiji, Cambodia and Samoa, as well as implications for policy, planning and management.

Abstract
This chapter presents an exploration of the ways in which humanitarian non-government organisations (NGOs) and communities affected by the 2014 floods in Solomon Islands interpreted and responded to the disaster, identifying factors that assisted and constrained stakeholders in disaster response and recovery. The research investigates the extent to which communities were consulted and participated in NGO responses, and the factors which informed community–NGO relationships. A qualitative case study approach was used, employing interviews, focus groups and document analysis, guided by a reflexive discourse analysis and narrative inquiry approach, which places the focus of the study on the experiences of participants. Communities played very limited roles in NGO responses, especially non-dominant or marginalised sectors of society, such as youth, women and people with disabilities. Failure to respond appropriately to the differentiated needs of affected populations can exacerbate their risk of experiencing secondary disaster. The authors argue that there is a need to improve the inclusiveness of responses to disaster, engaging women, youth and people with disabilities in decision making in order to respond more appropriately to their needs.

Abstract
Purpose
Currently, the Tang tomb mural cultural relic resources are presented in a multi-source and heterogeneous manner, with a lack of effective organization and sharing between resources. Therefore, this study aims to propose a multidimensional knowledge discovery solution for Tang tomb mural cultural relic resources.
Design/methodology/approach
Taking the Tang tomb murals collected by the Shaanxi History Museum as an example, based on clarifying the relevant concepts of Tang tomb mural resources and considering both dynamic and static dimensions, a top-down approach was adopted to first construct an ontology model of Tang tomb mural type cultural relics resources. Then, the actual case data was imported into the Neo4J graph database according to the defined pattern hierarchy to complete the static organization of knowledge, and presented in a multimodal form in knowledge reasoning and retrieval. In addition, geographic information system (GIS) technology is used to dynamically display the spatiotemporal distribution of Tang tomb mural resources, and the distribution trend is analysed from a digital humanistic perspective.
Findings
The multi-dimensional knowledge discovery of Tang tomb mural cultural relics resources can help establish the correlation and spatiotemporal relationship between resources, providing support for semantic retrieval and navigation, knowledge discovery and visualization and so on.
Originality/value
This study takes the murals in the collection of the Shaanxi History Museum as an example, revealing potential knowledge associations in a static and intelligent way, achieving knowledge discovery and management of Tang tomb murals, and dynamically presents the spatial distribution of Tang tomb murals through GIS technology, meeting the knowledge presentation needs of different users and opening up new ideas for the study of Tang tomb murals.
