Abstract

Purpose

This paper aims to develop an effective framework which combines Bayesian optimized convolutional neural networks (BOCNN) with Monte Carlo simulation for slope reliability analysis.

Design/methodology/approach

The Bayesian optimization technique is firstly used to find the optimal structure of CNN based on the empirical CNN model established in a trial and error manner. The proposed methodology is illustrated through a two-layered soil slope and a cohesive slope with spatially variable soils at different scales of fluctuation.

Findings

The size of training data suite, T, has a significant influence on the performance of trained CNN. In general, a trained CNN with larger T tends to have higher coefficient of determination (R2) and smaller root mean square error (RMSE). The artificial neural networks (ANN) and response surface method (RSM) can provide comparable results to CNN models for the slope reliability where only two random variables are involved whereas a significant discrepancy between the slope failure probability (Pf) by RSM and that predicted by CNN has been observed for slope with spatially variable soils. The RSM cannot fully capture the complicated relationship between the factor of safety (FS) and spatially variable soils in an effective and efficient manner. The trained CNN at a smaller the scale of fluctuation (λ) exhibits a fairly good performance in predicting the Pf for spatially variable soils at higher λ with a maximum percentage error not more than 10%. The BOCNN has a larger R2 and a smaller RMSE than empirical CNN and it can provide results fairly equivalent to a direct Monte Carlo Simulation and therefore serves a promising tool for slope reliability analysis within spatially variable soils.

Practical implications

A geotechnical engineer could use the proposed method to perform slope reliability analysis.

Originality/value

Slope reliability can be efficiently and accurately analyzed by the proposed framework.

Abstract

Purpose

To examine “universal service” as a policy objective in post‐WTO accession Chinese telecommunications and analyze the challenges of the Chinese telecommunications system in defining and promoting public service ethos in a country that is marked by staggering disparities.

Design/methodology/approach

A range of media, academic, industry, and policy discourses on “universal service” and a broader notion of “public service,” together with recent government efforts in promoting “universal service,” are examined and assessed to develop an analysis of the uneven nature of China's telecommunications development and reveal the dynamics of “universal service” policy formation, as well as the impetuses and impediments in developing any notion of public service telecommunications in China.

Findings

Public service issues in China need to be situated within a continuing process of uneven development which comprises dimensions other than residential telephone access. Although the ultimate policy goal appears to develop a nationally accessible telecommunications infrastructure as the basis of a unified national economy, this overall objective is beset by conflicts and contingent on the dynamics of elite and popular struggles over and beyond telecommunications development. Despite the spectacular expansion in telephone access, pragmatic concessions to dominant power groups, rather than a principled commitment to “universal service,” let alone efforts to define the social functions of telecommunications in more democratic ways, have shaped the development of China's telecommunications.

Originality/value

The development of China's telecommunications infrastructure offers lessons both as to the likelihood of successfully establishing an integrated national economy, and the role of public service in that context. However, the Chinese telecommunications policy field remains extremely fluid.

Abstract

Purpose

The purpose of this paper is to apply analysis of public discourses on Ze Xiao to explore and interpret the power relationships shaping inequality in admission to public junior high schools in urban China.

Design/methodology/approach

This study first introduces the rise of Ze Xiao as an educational phenomenon in China. It then elucidates power relationships in public school admission by analyzing continuities and changes in stakeholders’ interaction in public school admission. It concludes by discussing educational reform for equal public school admission in urban China. Data were collected from written and spoken texts about public school admission, including newspaper articles from the 1980s to the 2000s, policy documents and interviews with relevant stakeholders.

Findings

Findings demonstrate that multi-layered power relationships caused diverse inequalities in admission to public secondary education in urban China. These are represented by political and institutional privileges and an imbalance in education development during the social transition from a profit-driven approach in the 1990s to a balance-centered one after 2000. Arguably, there is a necessity to further promote a systematic reform to terminate the privileges and imbalance for an equal and balanced public secondary education in urban China post-2015.

Originality/value

This study attempts to make a contribution toward reconstructing the meaning of inequality in admission to public junior high schools in urban areas by revealing the power relationships among stakeholders constituted through their interactions in public education during the different stages of socio-economic development in urban China.

Abstract

Purpose

This paper aims to provide a design of intelligent model‐based topology analyzer that can be used to improve plant operation.

Design/methodology/approach

POOM process modeling methodology is proposed to model and partition plant topology so that plant operation can be designed in effective manner as mapped to plant topology partitions. Plant topology is divided into areas based on the operation required and material flow and isolation paths are identified automatically using intelligent algorithm.

Findings

It is possible to define hierarchical plant structure (topology) partitions that can be mapped to plant operation levels, which are described by ANSI/ISA‐S88. In addition, the use of design knowledge can be useful to define conceptual partitions such as Block, which is essential to link design and operation knowledge. Plant operation (jobs) can be flexibly defined in view of plant structure partitions in terms of resources (materials, plant structural areas) required and operation scheduling.

Research limitations/implications

It is important to link to production scheduling to ensure effective use of topology partitions in real time based on available resources. The proposed approach can be improved via the integration with intelligent production scheduling.

Practical implications

Production and manufacturing plants will be able to use the proposed approach to design and validate plant operation and to improve plant maintenance while reducing operation risks by identifying plant structures required for each operation task. The proposed technique can be helpful to engineers and R&D members to consider in their design and investigation for process safety, risk management, and plant operation and management.

Originality/value

The idea of topology analysis is quite new where it is usually implemented using search algorithms without considering domain knowledge and operation structures. This paper proposes a valuable technique to link plant structure with plant operation hierarchies, which is important for design and engineering practices and R&D activities for plant operation.

Purpose

Rare earths are essential materials for many high-tech industries critical to both economic development and national defense. China, the world's dominant supplier of rare earths, has recently been imposing stricter controls over its production and export. The purpose of this paper is to examine the domestic roots of the changes in China's rare earth industry production and exports in its three-decade rise to the current global monopoly.

Design/methodology/approach

This paper adopts the historical institutionalism approach to analyze the trajectory of industry and trade development. The author analyzes data collected from government whitepapers and reputed scholarly and news sources.

Findings

This paper argues that the Chinese rare earth industry has gone through three periods of development, in which the state attempted to control the market and industry through reformulating rules and institutions to achieve state goals. Domestic state institutions, combined with macroeconomic environment and state governance strategy shaped the three-decade experience of rare earth industry and trade development in China.

Originality/value

This paper builds on existing findings about Chinese state regulations to provide a novel analytical framework to analyze the role of the state in industry and trade development in the rare earth industry. The focus on a single strategic industry seldom studied in the current literature also provides ample empirical value to further scholarly understanding about this industry.

Abstract

Reviews the positive role of the state in promoting women’s employment since the founding of Communist China in 1949. Identifies patterns of gender inequality which exist throughout the process of employment such as recruitment and retirement. Against this backcloth, analyses major reasons for the occurrence of this gender discrimination, which range from inadequate social security for childbearing and ineffective legislative monitoring mechanisms to gender bias in the employment legislation itself. Concludes that recent radical economic and social reforms in China have disrupted the context within which a level of equal opportunity has been achieved in the past few decades and demands a new legal framework under which greater equality between men and women in employment can be achieved.

Abstract

Purpose

This work aims to propose guidelines for small industrial businesses to take their first steps toward implementing systems, programs and tools (SPTs) for environmental management in a structured way.

Design/methodology/approach

The authors conducted case studies in large companies certificated ISO 14001. They ran tests for construct validity, external validity and reliability. Cross-analysis of the information collected led to identifying patterns and strategies adopted by these companies to implement environmental management. Based on the literature on environmental management in small businesses and the author's experience, the practices learned from large companies were adapted to the reality of small ones, thus resulting in the proposed guidelines.

Findings

These guidelines enable small companies to develop their environmental management following the logical evolution of SPTs: ISO 14001, green supply chain management (GSCM), cleaner production (CP) and green design (GD). The implementation should happen gradually, through the PDCA cycle, according to three specific levels of environmental evolution.

Research limitations/implications

Since the guidelines focused on small industrial companies, future studies should consider other sectors, such as services, to benefit from the solutions presented. As for the implications, besides improving the small company's performance and enhancing its image, implementing the guidelines creates a green synergy along the supply chain, thus benefiting society beyond the company's borders.

Originality/value

The main theoretical-scientific contribution of this work is to deepen a block of knowledge that articulates environmental management and small businesses, creating a basis for further research and a reference for analyzing and discussing empirical studies in small companies. As an applied-management contribution, the guidelines allow small companies to effectively develop SPTs to move toward environmental sustainability.

The cities, for the most part, appeared up until the middle of the 1990s to be islands within the larger Chinese political economy in which job-secure workers could be certain that their livelihood, health, education, and living abodes would evermore undergird their and their children's sustenance. At least until the late 1980s, urbanites who stuck with the state sector even considered good treatment on the job a kind of birthright, an entitlement that was sure to be enforced. In the cities, true, there had always been the disadvantaged after 1949 – those without offspring or spouses, the disabled, and people unable to support themselves. But this relatively tiny batch of individuals generally survived in the shadows and out of sight, subsisting – but just barely – as members of the “three withouts” on a mere pittance, in the form of meager “social relief” disbursed by civil affairs departments.8

Abstract

Purpose

The purpose of this paper is to identify the input, process and output factors (along with their manifest variables) of small and medium enterprises (SMEs), and to establish cause and effect relationships amongst the factors and sub-factors. Systems thinking, a holistic approach, is used to carry out qualitative analysis of the feedback loops.

Design/methodology/approach

A well-structured questionnaire was developed to gather the relevant data to identify the factors affecting the performance of SMEs in a holistic manner. A total of 150 responses were collected during November 2015–March 2016. Factor analysis and path analysis were used to establish causal relationships between input, process and output factors. The systems thinking approach has been used for qualitative analysis.

Findings

Feedback loops have been identified amongst input-process-output-input factors and amongst sub-factors. They enabled authors to infer that the managers/owners of SMEs are systems thinkers, if not completely, at least partially. Six negative feedback loops and one positive feedback loop prevail. System behaviour arises out of the interaction of positive and negative feedback loops; it appears that in the long-run, the SMEs attain their target levels. The following inferences are drawn: circular relationships are identified amongst input, processes and organisational performance (OP), modern management tools such as just in times, Kanban have long-term benefits and are perceived as ineffective by small enterprises and formal financing and functional transparency enhances OP.

Originality/value

Systems thinking, a holistic approach, has been used to study the effect of input, process and output factors on one another. Such studies are sparse, especially, in the Indian context. Many studies have been conducted to study the effect of input and of processes on performance such as innovation, information technology, human resource, technology, government regulation on performance of SMEs in a silo but, rarely all together. The qualitative analysis adds value to the research. Many of the outcomes of the research have been largely discussed in Indian print media which indicates the pragmatic approach of the research.

Abstract

Purpose

The stability maintenance system has played an essential role in maintaining social stability although it also has brought about social problems worthy of attention. Admittedly compensation-based stability maintenance policy can address the appeals of citizens whose rights are infringed and the dissolving effect in the provision of compensation can save the cost of stability maintenance but such stability maintenance system lacks equilibrium.

Design/methodology/approach

The establishment of a strict assessment system for stability maintenance performance can encourage the stability maintenance authorities to eliminate the “fuse effect” as much as possible and ensure the effective implementation of the stability maintenance system. However, the rigorous stability maintenance performance assessment also provides the possibility for profit-driven petitions.

Findings

Due to the continuous accumulation of social dissatisfaction and the lack of stability maintenance equilibrium in the implementation of the compensation-based stability maintenance policy, public governance will fall into a stability maintenance paradox of “greater instability resulting from stability maintenance”.

Originality/value

The provision of sufficient means for the people to protect their interest by implementing measures such as strengthening the rule of law mechanisms is the key to achieve long-term social stability.
