Abstract
Purpose
Korea’s Institute for Basic Science (IBS), the first research institute dedicated to basic science in Korea, started ten years ago as part of a science policy called the Science Belt. It is noteworthy that Korea, with a short history of basic science, established such a research institute exclusively for basic science within a short period of time and made it one of the representative institutions of basic science in Korea. This paper aims to uncover the impetuses and constraints surrounding the policy of Science Belt, centering on the IBS.
Design/methodology/approach
Kingdon’s stream theory is used to clarify the factors that acted as impetuses or constraints for the Science Belt. For the analysis, in-depth interviews with the active policy participants were conducted in addition to the thorough literature review. The interviews enabled an in-depth understanding of the underlying factors for the Science Belt and the actual procedures of the policy decision.
Findings
This study found that the most powerful impetus in the Science Belt policymaking process was the President and a small group composed of a few scientists who played a leading role in the political stream. The constraint of the Science Belt was that the participation of scientist experts and governmental officials, the so-called invisible participants of Kingdon, was insignificant. In particular, there was no system in place to select policy alternatives for basic science through discussion between scientists and governmental officials.
Research limitations/implications
The temporal scope of this study was limited to policy formation, that is, until the establishment of IBS. Therefore, future studies shall conduct a research on the implementation of the actual policy, IBS’s achievements and IBS’s impact of Korea’s basic science community.
Originality/value
This study applied both a theoretical framework and in-depth interviews along with the literature overview to understand a policymaking process from various angles.

Purpose
Science and technology innovation policy has important strategic significance with respect to the promotion of an innovation orientation in our country, and the classification and measurement of regional science and technology innovation policy urgently require research attention.
Design/methodology/approach
In this paper, we use text mining and principal component analysis to analyze the classification and measurement of technology innovation policy based on data obtained from Zhongguancun Science Park.
Findings
The empirical results indicate that regional science and technology innovation policy can be divided into four types: authoritative, guiding, urgent and periodical. The key measurements are function type, intensity, resource supply, funding level and funding effectiveness.
Originality/value
A comparative analysis is performed to investigate the different types of regional science and technology innovation policy measurement. Additionally, the study’s limitations are discussed, and future research directions are proposed.

Purpose
This commentary argues that social marketing and the application of behavioural sciences to policy constitute two converging paths towards better policies. It highlights points of convergence and divergence between both disciplines and the potential benefits of further embedding social marketing principles and methods within the recent trend of applying behavioural sciences to policy.
Design/methodology/approach
The commentary relies on a review of the behavioural sciences and social marketing literatures and on an analysis of institutional reports reviewing cases of behaviourally informed policies.
Findings
Behavioural sciences are increasingly informing policies to promote societal well-being. Social marketing has seldom been explicitly considered as being part of this phenomenon, although it is de facto. Both disciplines share similar end-goals, inform similar policy applications and are rooted in behavioural analysis. They diverge in their theoretical frameworks, their relative emphasis on behaviour change and the span of interventions they generate. Several benefits of embedding social marketing principles and methods within the current way of applying behavioural sciences to policy are identified.
Practical implications
Scholars applying behavioural sciences to policy are encouraged, when appropriate, to use the insights and methods from social marketing. Social marketing can engage in a dialogue with behavioural sciences to explore how to pilot the convergence of both approaches in practice.
Originality/value
The novelty of this contribution lies in providing the first comparison of the application of behavioural sciences to policy with social marketing, and in using the policy-making cycle framework to map the contributions and complementarities of both disciplines.

Science and technology is the bedrock in developing a knowledge‐based economy. Immense changes will be spawned by the development of science and technology. Today, China's remarkable growth has brought a great interest to the rest of the world in fostering her economic development through scientific research and technology acquisition. Whether China will be the world leader in science and technology remains a puzzle. Hence, the purpose of this paper is to examine the challenges of the science and technology development in strengthening China's economic growth. In this context, the purpose of the study is to provide a conceptual framework for the strategic management of science and technology policy in China.
Design/methodology/approach
This study was conducted based on the past and present observations and literature review.
Findings
Although the concept of “policy for science” plays a pivotal role in the technology progress in China, the concept of “science for policy” should be emphasized. Hence, a unified policy framework where the concepts of “science for policy” and “policy for science” have to be incorporated and synchronized in tackling the challenges faced by current practices.
Originality/value
The commitment in developing an “innovation‐oriented society” in the twenty‐first century, it is essential to lay the foundation for the framework to understand the science and technology policy management in stimulating the Chinese economic growth. The framework could be served as the basis for policy formulation and policy analysis.

Abstract
In this paper, we present and apply a new framework – the Poles of Production for Producers/Poles of Production for Users (PFP/PFU) model – to empirically study how one particular group of academic scientists has responded to neoliberal changes in science policy and funding in Canada. The data we use are from a qualitative case study of 20 basic health scientists affiliated with a research-intensive university in a large Canadian city. We use the PFP/PFU model to explore the symbolic strategies (the vision of scientific quality) and practical strategies (the acquisition of funding and production of knowledge outputs) scientists adopt to maintain or advance their own position of power in the scientific field. We also compare similarities and differences among scientists trained before and after the rise of neoliberal policy. The PFP/PFU model allows us to see how these individual strategies cumulatively contribute to the construction of dominant and alternate modes of knowledge production. We argue that the alignments and misalignments between quality vision and practice that scientists in this study experienced reflect the symbolic struggles that are occurring among scientists, and between the scientific and political field, over two competing logics and reward systems (PFP/PFU).

Abstract
Purpose
The purpose of this paper is to analyse innovation policies in India from 1958 to 2020. A policy tools framework was developed to compare the innovation policies in India. India developed and implemented four innovation policies from 1958 to 2013. The recent policy change was brought in the year 2020 with releasing the draft of the Science, Technology and Innovation Policy (STIP 2020). The authors analysed the recent draft of STIP 2020 with the earlier four innovation policies.
Design/methodology/approach
Innovation policies implemented from 1958 to 2013 in India were studied and analysed in the “text as a data approach” and a comparative policy analysis tool was designed for this purpose. The recent draft of STIP 2020 was evaluated and the provisions of the fifth draft of STIP 2020 were compared with the previous four innovation policies' design and formulation. The CPA tool design consists of five broad themes Awareness and capacity building; Finance and infrastructure; Resource management and governance; Outreach and networking; and Policy implementation and evaluation.
Findings
Draft STIP 2020 has many features similar to earlier policies. However, policy has focused on bringing in more clarity about national challenges, goals and objectives, yet it needs better implementation to achieve stated outcomes more effectively and efficiently. New initiatives include strengthening the innovation system with open science, improving STI education, expanding the financial landscape, establishing national STI observatory acting as a central repository of all data related to the STI ecosystem and accountable research ecosystem, promoting translational and foundational research of global standards, promoting entrepreneurship, self-reliance, mainstream science communication and public engagement and decentralised institutional mechanisms. Thus, the STIP 2020 is ambitious in its approach to promoting STI in India and needs a supportive mechanism to achieve the stated objectives.
Research limitations/implications
Current comparative policy analysis focused only on identifying similarities and differences among innovation policies implemented in India from 1958 to 2020 and its evolutionary changes in policy and its instruments choice. The recent draft STIP 2020 is not approved and has no update regarding its approval and implementation by the government. The revised and yet to implement STIP 2020 may have variances in the policy instruments. The earlier policies are so broad and without specific problem statements. They were released as statements and resolutions which makes it is challenging to understand the impact of each policy. Similar policy tools in STI 2013 and STIP 2020 were only considered to observe the policy instrument choice. The achievements of the innovation policies implemented before STIP 2020 are not included. Evolutionary changes in the problem statements and policy tools prescribed in innovation policies are studied.
Originality/value
Department of Science and Technology, Government of India, released a draft of STIP in 2020. The draft of STIP was evaluated with previous Innovation Policies. To the authors’ understanding, this is the first attempt to evaluate the STIPs of India using the “text as a data” approach. The tool can be validated by using it for CPA of innovation policies of other emerging, developed and least developed economies to understand cross-country variations in policy instrument choice by policymakers.

Purpose
The paper aims to investigate the emergence of science policy in the states of the USA, drawing attention to the fact that every state has a science and technology agency and multiple programs that attempt to raise the level of science and technology in the state and attract resources from elsewhere.
Design/methodology/approach
The paper builds upon the authors' previous study of high‐tech growth and renewal in Boston and Silicon Valley through analysis of documents and interviews with key actors in universities, S&T policy units of the Governor's association to detail the bottom‐up initiatives exemplifying the US innovation policy model.
Findings
The path dependent elements in US science and technology policy are an enhanced role for universities, an ambivalent role for national government and industry and a growing role for state and local government. Federal research funds, largely confined to support of agricultural research before the Second World War, became available for a variety of civilian and military purposes, on an ongoing basis, after the war. An assisted linear model of coordinated innovation mechanisms has been constructed on this base to translate inventions into economic activity through university‐industry‐government interactions.
Originality/value
The paper shows that S&T policy at the state level fills gaps in university‐industry relations, leverages federal R&D spending and enhances local comparative and competitive advantage.

Purpose
Science and technology policy plays an important role in promoting the development of economic and social development in China. At present, the research on science and technology policy is mainly focused on the basic theories and some quantitative research. The analyses for contents of massive science and technology policies are relatively less. This paper makes use of semantic technologies to extract and analyze the relatively important information from massive science and technology policies. The purpose of this paper is to facilitate users to quickly and effectively obtain valuable information from the massive science and technology policies. The key methods and study results are presented in the paper. The study results can provide references for further study and application in China.
Design/methodology/approach
The paper presented the analysis model and method for science and technology policy in China. The terms and sentences are the important information in the science and technology policy. The study adopted the technology of natural language processing to analyze the linguistics characteristics of terms and combined with statistical analyses to extract the terms from Chinese science and technology policy. Then, the authors designed an algorithm, calculated and analyzed the important sentences in Chinese science and technology policies. The experiments were run on the Java test platform.
Findings
This paper put forward the analysis model and method for science and technology policy in China. The study obtained the following conclusions: term extraction of science and technology policy: the paper analyzed characteristic of terms in Chinese science and technology policy and designed a method of extracting a term that was suitable for the science and technology policy. The calculation of important sentences for science and technology policy: the paper designed an algorithm and calculated the importance of the sentences to obtain valuable information from the massive science and technology policies.
Research limitations/implications
In our methods, there are some defects to be improved or solved in the future. For example, the precision of algorithm needs to be improved. The significance of this paper is to propose and use the analysis model to process Chinese science and technology policy; we can provide an auxiliary tool to help policy beneficiaries. Enterprises and individuals can be more effective to extraction and mining information from massive science and technology policy and find the target policy.
Practical implications
To verify the effectiveness of the method, the paper selected the real policies about the new energy vehicles as experimental data; at the same time, the paper added uncorrelated policies. It used the proposed analysis model of science and technology policy to calculate and find out the relatively important sentences. The results of study showed that the proposed method can obtain better performance. It verified the validity of this method. The model and method have been applied to actual retrieval system.
Social implications
The proposed model and method in the paper have been applied to actual retrieval system for users.
Originality/value
The paper proposed the new analysis model and method to analyze science and technology policies in China. The presented model and method are a new attempt. According to the experimental results, this exploration and study are valuable. In addition, the idea and method will give a good start for improving information services of massive science and technology policies in China.

The research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.
Findings
Through the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.
Originality/value
The authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.
