Abstract
Does participation in tertiary education in Aotearoa New Zealand weaken or strengthen Samoan ethnic identity? Narratives of Pacific women graduates interviewed for a doctoral study of ethnic identity construction provide illustrations of how a process of ethnic identity formation is built up through interactions between groups and individuals within institutions where all members of society participate and come into contact with each other. Ethnic identity construction is influenced by both circumstantial situational factors and what people themselves bring into those circumstances (Cornell & Hartmann, 1998). The cultural backgrounds of this group of tertiary students are socially constructed within their families and churches. It is these backgrounds they bring with them into tertiary education contexts. The strengthening of ethnic identity, as experienced by this group of Samoan women graduate students, was unique, complex and at times contradictory.

Abstract
This chapter explores the making of the colonial state in Samoa in the 1890s. The Samoan case offers new insights into the workings of the colonial state precisely because nowhere else were Euro-American colonial projects as intertwined with and dependent on local support. In an unprecedented experiment in colonial rule, German, British, and American officials shared control over the Samoan islands from 1889 to 1899. This so-called tridominium, I argue, served as a colonial strategy of deferral for Euro-American officials anxious to diffuse escalating conflict over the distant islands. Contrary to plan, ongoing tensions among German, British, and American interests allowed Samoans to maintain considerable political and economic autonomy. The main reason for the ultimate failure of the tridominium for Euro-American policy-makers lay in the uneven and incomplete exercise of colonial power over Samoans. Limitations in geography, people, and finance made the tridominium a weak colonial state. In addition, the lack of resources the respective metropolitan governments devoted to the distant archipelago in the South Pacific increased the relative influence of Samoan leaders and of the growing number of Samoans who joined the administration. Samoa in the 1890s serves as an important reminder that colonial rule was rarely clear-cut and never complete.

Abstract
Purpose
The purpose of this paper is to describe an in‐depth study of indigenous Samoan economic systems, to ascertain what aspects of the systems enable community values and innovation; what are the effects of neo‐colonial globalisation on the functionality of the systems, and what can be deduced about the best ways to ensure sustainable economic development of Samoan villages in face of globalisation.
Design/methodology/approach
Participatory action research has been carried out continuously within two Samoan villages between 1995 and 2006. Grounded theoretical approaches have been critically utilised, based on primary data from within the villages, local Samoan literature and academic literature from multiple disciplines, including human ecology, postcolonial literature; indigenous knowledge (IK); entrepreneurship, and post‐Keynesian and development economics. Ethnographic detail is included in the presentation of grounded theoretical constructs.
Findings
Community values are incorporated into business activities within the Samoan villages researched. Community values operate at two levels: that of an extended family and of the village comprising of extended families. Different sets of resources are available and managed by extended families and villages. The chief of each extended family is an entrepreneur as well as manager to ensure the economic viability and independence of their family, and that their capital base is enhanced. The chiefs of extended families form a village council which determines how village resources are utilised. The systems, based on IK, are functional to fulfil community values of equity and lack of poverty. Samoan indigenous entrepreneurship operates to ensure the independence of all extended families, including their capacity to be innovative. This appears to be possible because of the customary land tenure system that does not allow alienation of natural capital. Such a conclusion contradicts the commonly expressed view that economic development requires the creation of tradable property rights.
Research limitations/implications
Only two Samoan villages were researched in depth. They are both traditional and from the same district. Even though this enables high‐quality data to be obtained about indigenous economic systems in Samoan village, it did into provide data about what may be more generally occurring among Samoan villages. Notwithstanding this, data were gained about what are the deep cultural pressures and challenges as Samoan indigenous economic systems face neo‐colonial globalisation.
Practical implications
In contradiction to what is commonly argued in development economics literature, the research has found that the instituting of tradable property rights is likely to degrade economic development. The reason is because the IK constituting the Samoan indigenous economic systems implicates inalienable property rights for extended families and villages. Even though access to development capital through the opportunity to mortgage property may bring initial increase in economic development, community values to ensure equity and lack of poverty are likely to be compromised. The research concludes that the best option for the sustainable development of Samoan rural villages is to maintain customary land tenure, but to ensure there remains an ongoing emphasis on education, comprising of both IK and all knowledge pertaining to the new global economy and the opportunities it provides.
Originality/value
All aspects of the research are original. All data were collected by the author, and all grounded theoretical development was carried out by the author.

Abstract
Purpose
Temporary labour mobility programmes (TLMPs) are initiated by high-income nations to fill their labour demands by offering temporary work opportunities to migrants from low-income nations. TLMPs also seek to contribute to economic development in workers' home countries. This paper aims to assess the accountability of New Zealand's Recognised Seasonal Employer (RSE) Scheme and Australia's Seasonal Worker Programme (SWP) in reaching their economic development objectives in one sending nation, Samoa.
Design/methodology/approach
A qualitative study with RSE and SWP workers and key informants (collectively stakeholders) in Samoa was undertaken to assess the contributions of these schemes to economic development. An interdisciplinary research approach was taken using the Pacific methodology of talanoa. Talanoa was used to “operationalise engagement” and empower local stakeholder accounts.
Findings
Talanoa supported the elicitation of accounts that contributed nuanced insights into the accountability of TLMPs. Specifically, stakeholder accounts revealed limitations in the ability of the RSE Scheme and SWP to meet their economic development objectives for Samoan communities and workers. Adjustments are necessary to meet Pacific nations' economic development objectives.
Practical implications
This study responds to calls for on-the-ground accounts of stakeholders involved in TLMPs. It provides insights that may contribute to the development of more effective TLMPs, particularly regarding economic development in workers' home countries.
Originality/value
Drawing on dialogic accounting literature, which calls for engagement with the marginalised, a talanoa approach has been engaged to assess TLMPs via on-the-ground participant accounts in a specific context. This paper introduces talanoa to the critical and social accounting literature, to move beyond a typical accounting qualitative interview process and encourage greater engagement and collaboration with Pacific scholars and partners.

Abstract
Purpose
This paper aims to: extend the concept of “The learning organization” to “The learning community”, especially disadvantaged communities; demonstrate how leaders in a migrant community can achieve positive change at the personal, professional, team and community learning levels through participatory action learning and action research (PALAR); and identify the key characteristics of a sustainable learning community.
Design/methodology/approach
The paper combines an innovative and creative methodology of PALAR and a new learning system designed by the Global University for Lifelong Learning (GULL).
Findings
A lack of cultural understanding on the part of government agencies contributes to a migrant community's socio‐economic disadvantage, e.g. high unemployment and crime rates, underachievement in education, exclusion from higher education. The Samoan community is a disadvantaged migrant group in Australia who were helped to help themselves to achieve positive change and quality learning in partnership with university researchers. The use of an enabling framework designed by GULL, mainly for developing countries, also proved to be an effective system for achieving personal and organizational learning in a disadvantaged community in Australia.
Practical implications
The findings represented in the conceptual models enhance understanding of the key principles and processes involved in an organizational learning project for sustainable development of a learning community.
Originality/value
This is one of the first papers to evaluate and track the learning outcomes in a community applying the GULL system that is used successfully in about 40 developing countries, but has not yet been sufficiently researched and documented in a developed country.

Abstract
Despite a surge of writing on sport in the islands of the Pacific, contemporary scholarship has remained tightly focused on those sports (men) most visible on the global stage today. Other games and sports, other players and other times have yet to receive the same attention. This chapter represents an initial effort to redress some of these omissions by exploring the past and present of cricket in the region. While cricket was the first successful ludic import to the Pacific, the game owes its significance there to more than mere longevity. Introduced by British ‘agents of empire’ in the long 19th century, cricket was – in the hands of Islanders – transformed into distinctive local forms such as Trobriand cricket and Samoan kirikiti. Explaining and theorising these changes to the game's method and meaning, I argue, provides a framework for understanding other indigenous and indigenised sporting practices in the region and beyond. A focus on cricket also enables us to interrogate sport's significance in the daily lives of not only elite male athletes but also a more diverse cast of Islanders – most notably women and girls. In these and other ways, the example of cricket demonstrates the value of looking back to historicise sport's significance and beyond the ‘usual sporting suspects’. By looking back and beyond, we can move towards a broader and deeper perspective of sporting cultures in the region.

The purpose of this paper is to discuss the engagement of Pacific peoples in mental health services in Aotearoa New Zealand and Pacific strategies for suicide prevention.
Design/methodology/approach
This qualitative study involved 22 interviews with Samoans who had made a suicide attempt and/or had suicide ideation, were engaged in a mental health service.
Findings
Narratives of mental health services and suicide prevention focused on issues of cultural competency, the importance of family involvement, dichotomous views of western and traditional beliefs around mental illness and the unsuccessful engagement of Pacific youth.
Originality/value
This research argues that cultural considerations for Pacific communities are of paramount importance if mental health service engagement and developments towards Pacific suicide prevention strategies are to be effective.

Abstract
Private household insurance has been relatively uncommon among households in Samoa to date. Meanwhile, numerous other adaptation interventions are also being implemented, including community-based adaptation (CBA) projects which draw on the skills of the community to address the climate change-related hazards that are expected to affect local communities. Through semi-structured interviews with community members from the urban/peri-urban area around Apia (with and without insurance) and an insurance company representative, this research explores private household natural perils insurance uptake in Samoa and the effect that the uptake of this insurance has on household engagement in other climate change adaptation (CCA) strategies such as CBA projects. Findings suggest that individuals whose homes are already insured with natural perils insurance are more likely to express more individualistic values or beliefs than those without natural perils insurance. Insured homeowners commonly framed adaptation as a technical challenge, with insurance being part of the technical and expert-led approach to prepare for, manage and recover from extreme events. In contrast, householders without insurance perceived CCA as less of a technical task and more of a social process. Those individuals with private household natural perils insurance coverage (in keeping with their more individualistic values) reported that they were less engaged in CBA projects compared to participants without insurance (who held more communalistic values). Given the importance of household participation in CBA projects, an increased uptake of insurance may have problematic outcomes for the adaptive capacity of the broader community.

Abstract
This research addresses the grave issue of plastic waste in the Pacific. By using Samoa as a case study, it was considered that distributed recycling combined with 3D printing offers an opportunity to (1) repurpose and add new value to this difficult waste stream and (2) engage diverse local communities in Samoa by combining notions of participatory design with traditional Samoan social concepts. Fieldwork in Samoa established the scope of the issue through interviews with stakeholders in government, waste management businesses, the arts and crafts community and education. Based on the information obtained from the fieldwork, potential product areas and designs were explored through material and 3D printing experiments using low-cost, open-source equipment. The experiments informed the design of speculative scenarios for workable, economically viable, socially empowering and sustainable systems for repurposing and upcycling plastic waste, which then enabled production of practically useful and culturally meaningful 3D printed objects, artefacts and products. Building upon the outcome and with a view towards implementation, Creative Pathways, an educational initiative aimed at propagating 3D printing and contextual design, was established and is being delivered in local schools.
