Abstract
As social movements engage in transnational legal processes, they have articulated innovative rights claims outside the nation-state frame. This chapter analyzes emerging practices of legal mobilization in response to global governance through a case study of the “right to food sovereignty.” The claim of food sovereignty has been mobilized transnationally by small-scale food producers, food-chain workers, and the food insecure to oppose the liberalization of food and agriculture. The author analyzes the formation of this claim in relation to the rise of a “network imaginary” of global governance. By drawing on ethnographic research, the author shows how activists have internalized this imaginary within their claims and practices of legal mobilization. In doing so, the author argues, transnational food sovereignty activists co-constitute global food governance from below. Ultimately, the development of these practices in response to shifting forms of transnational legality reflects the enduring, mutually constitutive relationship between law and social movements on a global scale.

Abstract
Purpose
This paper aims to provide a situated critical discourse analysis of the public debate around India’s 2013 National Food Security Act (NFSA), describing its rhetorical characteristics and the context within which it has taken place.
Design/methodology/approach
Using Wodak’s (2001) Discourse Historical Approach (DHA), the authors examine media coverage of the NFSA, attending to perspectivization, intensification and mitigation and representational and argumentational strategies. The authors also consider this coverage in light of its intratextual, intertextual, situational and wider socio-political and economic contexts. The corpus consists of 29 English-language Indian newspaper and magazine articles, published in print and online between 2011 and 2014.
Findings
This paper explains the rhetorical purchase of the term “food security” in contemporary Indian public policy debates by comparing the leftist, right wing and centrist arguments.
Research limitations/implications
Owing to the detailed qualitative analysis presented here, the corpus is necessarily limited in size. Newspaper articles contributed by one of the authors were omitted from the study.
Originality/value
The DHA claims to be an interdisciplinary framework, but relatively few studies involve true cross-disciplinary research. By contrast, this study relies on close collaboration by scholars active in economics and applied linguistics – thus, demonstrating both the potential for, and the value of, working coherently across academic disciplines. Also, unlike most DHA studies, which interrogate dominant discourses, this paper compares diverse discourses competing for influence.

Purpose
There is no single undertaking regulating food assistance at the international level. International food assistance is regulated by a patchwork of rules emanating from different institutions and normative arrangements. This study aims to explore how international law shapes international food assistance. How is international law regulating food assistance, considering this patchwork of institutions and norms? What dominant narratives enshrined in legal agreements shape the evolution of international food assistance?
Design/methodology/approach
The author uses the concept of “regime complex”, which allows analyzing partially overlapping and nonhierarchical regimes governing a particular issue, shedding light on the narratives and institutional arrangements that lead to the consolidation of international rules. The author identifies two main regimes that govern international food assistance: the food assistance regime and the food trade regime.
Findings
The author shows that using the “regime complex” concept clarifies the evolution of international food assistance, highlighting that international law is a crucial element in shaping international food assistance and showing that the two main institutional regimes governing it interact and shape rules along three main themes: the centrality of donor States’ self-interests, the relationship between international food assistance and trade liberalization and the goal of achieving food security for the beneficiaries.
Originality/value
Using the regime complex concept, the author brings new light on the broader institutional and legal framework influencing the governance of international food assistance, showing that different regimes take part in its shaping.

Purpose
This study aims at navigating the effects of climate change on the right to access to food within the East African Community region, using the case study of Uganda.
Design/methodology/approach
The author used doctrinal review of different policies and strategies that have been developed and implemented by the EAC to address the growing patterns of food insecurity and climate change.
Findings
Findings show that besides climate change, there are other factors that have played a major role in contributing to food insecurity in the region such as the impact of the ongoing Russia–Ukraine war, absence of food storage reserves/banks, scarring effects of the COVID 19 pandemic, inadequate implementation of agricultural policies on climate change, high post-harvest losses and food waste amongst others.

Abstract
Among the food system's outcomes, food and nutrition security remains a key concern also in developed countries. This chapter analyzes food and nutrition security issues, unpacking the four dimensions in which the concept is articulated: availability, access, utilization and stability. Then the concept is explored, beyond the official definitions, through a description of the various frames that shape the public debate on food and nutrition security. These frames are: the classical productivist view emerged in the early post-war period; the neoproductivism, promoting a sustainable intensification aimed at producing more food while reducing negative environmental impacts, the entitlement approach based on Sen's reflections on people's capability to access food; the food sovereignty (Via Campesina, 1996) which regards food insecurity as an outcome of unequal power relations: the livelihood approach focused on the assets that determine the living gained by the individual or household; the right to food (De Schutter, 2014) based on the status of each individual as a rights-holder; the similar but less individualistic food democracy and food citizenship perspective which focusses on the collective dimension of those rights; the community food security, again close to the food citizenship but with stronger emphasis on communities and localization. Finally, the main contributions given by small farms to food and nutrition security are described, as identified on the base of the SALSA project outcomes.

Abstract
Purpose
Industrial biofuels have been promoted as one solution to energy security, climate change and rural development, however many non‐government organisations argue that national biofuel policies could violate many individuals' right to food. Drawing specifically on the palm oil industry in Malaysia, this opinion piece therefore seeks to provoke debate on the relationship between rights and sustainability and whether emergent business and human rights regulatory frameworks grasp the complexity of business's impact on the right to food.
Design/methodology/approach
The commentary draws on an analysis of disclosure made by all palm oil companies listed in the Malaysian stock exchange. The annual, corporate social responsibility reports and web pages for all companies as at June 2011 were reviewed. Each company's disclosures on human rights; sustainability and biofuel were analysed and related this to evidence of government investment. The primary objective in undertaking the content analysis was to explore whether and how the discourse of corporate accountability in the palm oil industry is evolving, specifically in relation to human rights and sustainability.
Findings
The paper finds that there is little evidence that rights, the environment and biofuel are being connected at a policy or conceptual level in the palm oil sector in Malaysia. In the majority of disclosures, sustainability and rights appear to be substantively disconnected. In the main, the increase in demand for palm oil that will result from the growth of national biofuel targets is constructed as positive for business. This paper address the regulatory implications of the findings.
Originality/value
This opinion piece contributes toward filling a significant gap in the literature on the inter‐relationship between rights and sustainability. This study will primarily be of value to regulators and policy setters within the palm oil industry in Malaysia. However, the findings may have value to policy setters within the biofuels sector internationally.

Purpose
This review aims to reexamine the main issues of the food problem under a new concept coined as “Four Ss with one F”. It aims to provide a stimulus for thinking food problems through a simple formula “Four Ss with one F” for getting the “full” story at a glance.
Design/methodology/approach
This descriptive paper is based on an extensive literature review as well as personal observations gained from previous studies.
Findings
The three Ss, security or insecurity, safety, and sovereignty have been major topics in the public agenda for a long time as food‐related problems. When the basic idea “food for all” is considered, these are not inclusive enough. The fourth concept can be described as shareability. These concepts are not competitive but complementary, even overlapping to some extent. Food sovereignty and shareability can be considered opposing concepts to the available free‐market based approaches in the efforts to bring all people food security and food safety. This revision evidenced that despite the many efforts in this field for several decades, present free market oriented approaches have not led to solutions to the problem of food security and providing safe food to all people, i.e. “food for all”. Hunger does not result from a shortage in the food supply as generally argued. The food problem is related to poverty and the inability to purchase food. It is not possible to solve hunger and nutrition problems and maintain a permanent social peace without equality and justice in income distribution throughout the world in such a way that poor people have enough income to access vital basic food needs.
Originality/value
This paper introduces a new concept in food science as shareability along with considering previous concepts of food, security, safety and sovereignty, all together.

In the UK, food poverty has increased in the last 15 years and the food aid supply chain that has emerged to tackle it is now roughly 10 years old. In this time, we have seen the food aid supply chain grow at a rate that has astounded many. Recently that growth has been aided by a grant of £20m from a large supermarket chain. It appears institutionalisation is just around the corner, if not already here. It also appears that there is far greater emphasis on dealing with the symptoms as opposed to solving the root causes of the problem. As an opinion piece, this paper reflects on some of the prevalent issues, and suggests some ways forward.

Abstract
Purpose
This paper aims to suggest that gender inequality plays a significant role in explaining the prevailing magnitudes of food insecurity in the countries of Sub-Saharan Africa. It provides empirical evidence for the underlying hypothesis that removing discrimination against women, particularly, with respect to their reproductive health and rights, depicted in high adolescent fertility rates and maternal deaths, will be an important pre-condition for addressing the hunger and undernourishment challenge in the region. A theoretical linkage has been conceptualised and supported through findings from panel data analysis of a set of 20 countries in the region, over a period of 16 years (from 1999 to 2015). The key result is that the relative impact of health inequality on food insecurity is higher and significant, in comparison to disparities in education and economic participation of women. A unit increase in adolescent fertility rate leads to an increase in undernourishment by 19.4 per cent, depth of food deficit by 1.15 per cent and a decline in average dietary energy adequacy by 0.21 per cent.
Design/methodology/approach
In the paper, time series data set for 20 countries of Sub-Saharan Africa is generated by using world development indicators (World Bank) of gender inequality and food security statistics of Food and Agriculture Organisation (FAO). Data set involves trends in variables over a period of 16 years (1999 to 2015). A panel regression analysis with fixed effects is undertaken for testing the underlying hypothesis. To capture the linkage in a detailed manner, the author has fitted four models for each of the three measures of food security. First model captures the specific impact of gender differences in secondary school enrolment on food security in the region. Second model assesses the impact of gender inequality in labour force participation, and the third model explores the impact of health inequality in terms of adolescent fertility and maternal mortality on food security indicators. In the final model, the relative impact of all the four gender inequality indicators on magnitude of food insecurity in the study region is assessed.
Findings
The findings from panel data analysis provide empirical support to our hypothesis that gender disparities prevailing in Sub-Saharan Africa have an adverse impact on the level of food security in the region. Individually, increase in both, gender parity in secondary education and ratio of female to male labour force participation rate, has a negative influence on prevalence of undernourishment and depth of food deficit in the region. But, when the relative impact of gender inequality in education, economic participation and health are considered together in a single model, adolescent fertility rate, followed by maternal mortality ratio became the two most important indicators negatively influencing the magnitude of food security in SSA. A unit increase in adolescent fertility rate, leads to an increase in undernourishment by 19.4 per cent, depth of food deficit by 1.15 per cent and a decline in average dietary energy adequacy by 0.21 per cent.
Research limitations/implications
Scarcity of continuous time series data for the countries of Sub-Saharan Africa limits the scope of analysis.
Social implications
Government policies and programmes in Sub-Saharan Africa must focus on successful implementation of sexual and reproductive health and rights of women, as underlined in Goal 3 of sustainable development goals (SDGs). This would require deeper levels of interventions aimed at transforming gender roles and relations through involvement of men and boys as partners. Elimination of sexual and gender-based violence against women and girls, and ensuring easy and affordable access to sexual and reproductive health services, particularly in fragile and conflict affected areas, are some of the important measures which may facilitate movement of the countries in the region, towards the target set by SDG 3.
Originality/value
Indisputably, women play a key role in a nation’s food economy, not only as food producers and income earners but also as food distributors and consumers. Nevertheless, they face discrimination in every dimension and phase of life, which hampers their ability to successfully fulfill this responsibility. The paper provides a theoretical linkage and empirical evidence on the underlying hypothesis that targeting various forms of gender disparities in the African sub-continent, particularly those relating to reproductive health and rights of women will pave the way for reducing the magnitude of hunger and food insecurity in the region of Sub-Saharan Africa. Few papers in my knowledge have explored the linkage between gender inequality and food insecurity, but none have empirically emphasised the reproductive health dimension of this association.
