Abstract

Purpose

The paper presents a literature review on research data management services in African academic and research libraries on the backdrop of the advancing open science and open research data infrastructures. It provides areas of focus for library to support open research data.

Design/methodology/approach

The literature analysis and future role of African libraries in research data management services were based on three areas as follows:open science, research infrastructures and open data infrastructures. Focussed literature searches were conducted across several electronic databases and discovery platforms, and a qualitative content analysis approach was used to explore the themes based on a coded list.

Findings

The review reports of an environment where open science in Africa is still at developmental stages. Research infrastructures face funding and technical challenges. Data management services are in formative stages with progress reported in a few countries where open science and research data management policies have emerged, cyber and data infrastructures are being developed and limited data librarianship courses are being taught.

Originality/value

The role of the academic and research libraries in Africa remains important in higher education and the national systems of research and innovation. Libraries should continue to align with institutional and national trends in response to the provision of data management services and as partners in the development of research infrastructures.

Abstract

Purpose

Foreign direct investment in the infrastructure (FDII) of developing countries has a history of at least four decades. Bullish demand for foreign infrastructure services in developing countries, in combination with unstable political environments, has buoyed attention in political risk management (PRM). Even so, research into PRM of FDII remains fragmented and unmapped. Thus, the purpose of this paper is to identify the current body of knowledge in this area, uncover deficiencies and lay the foundation for further practical PRM research in FDII.

Design/methodology/approach

This paper offers a bibliometric-qualitative review of current literature on political risk in foreign infrastructure in developing countries. A 36-year period is identified, from 1983 to 2018. Publication year, area of focus, author(s), institution and country are classified and analyzed through the medium of social network analysis. The tools used are VOSviewer, CiteSpace and Gephi to analyze citation networks of 345 published papers. Out of 345 papers, 94 highly related studies were selected for further content analysis.

Findings

The study identified the research trends in related areas of PRM in infrastructure (e.g. PRM in international construction and foreign direct investment) by bibliometric analysis, which includes scattered researcher collaboration, wide-ranging and unfocused journal selection, unsystematic and discontinuous research themes. The specific research weakness in PRM in FDII is recognized by qualitative analysis from the perspective of PRM process, which reveals a lack of understanding of the impact of political risk factors, subjective risk estimations, lacking application of mature political risk database in FDII, combined with a shortage of complete and effective strategies for PRM in FDII in developing countries.

Originality/value

This paper is the first of its kind, providing a comprehensive benchmark survey of the research to date in PRM in foreign infrastructure investment in developing countries. It proposes a framework of future research agenda on PRM in FDII, including special issues on this topic, identification and assessment of political risk factors with objective methods, proposition of PRM strategies on FDII with proactive and active approaches, completing strategies of PRM with reactive strategies from the perspectives of whole life cycle of infrastructure projects, political risk factors and stakeholders. It also addressed the need to investigate the suitable literature databases for researching in this area.

Abstract

Purpose

Large scale research infrastructures (LSRIs) are rising in the competitive and globalized research environment, since they offer to external researchers-users, inputs and services for cutting-edge, large scale researches. Such researches would not be possible with usual infrastructures and budgets of single universities and research institutions. However, despite the strategic relevance acknowledged to LSRI by the nascent literature and by national policymakers, there is a lack of understanding of configurations and key performances of a LSRI. This paper aims to bridge this gap by identifying key morphologies of LSRIs and analysing their performances.

Design/methodology/approach

The research is carried out adopting a mixed research methodology, merging a literature review with a survey conducted on a sample of 11 LSRIs; they provided the data set for the parametrization of a morphological matrix.

Findings

The research led to the identification of seven LSRIs morphologies, with different performance linked to their structure.

Originality/value

To the best of the authors’ knowledge, this paper originally proposes the data set needed to develop a morphological analysis of LSRIs.

Abstract

Purpose

The purpose of this paper is to analyse the steps taken to produce new kinds of integrated documentation on the Holocaust in the European Holocaust Research Infrastructure project. The authors present the user investigation methodology as well as the novel data design to support this complex field.

Design/methodology/approach

The paper is based on the scholarly primitives framework. From here, it proceeds with two empirical studies of Holocaust archival research and the implementation steps taken. The paper employs key insights from large technology studies in how to organise such work. In particular, it uses the concepts of social-technical assemblages and intermediation.

Findings

The paper offers a number of findings. First from the empirical studies, it presents how Holocaust researchers and archivist perceive the way they currently do research in archives. It then presents how the intermediation and digital transformation of such research can be enabled without violating its foundations. The second major insight is the technical research into how to use graph databases to integrate heterogeneous research collections and the analysis opportunities behind.

Originality/value

The paper is based on existing work by the authors but takes this work forward into the world of real-life existing historical research on archives. It demonstrates how the theoretical foundations of primitives are fit for purpose. The paper presents a completely new approach on how to (re)organise archives as research infrastructures and offers a flexible way of implementing this. Next to these major insights, a range of new solutions are presented how to arrange the socio-technical assemblages of research infrastructures.

Universities face incredibly difficult, complex decisions concerning the degree to which they participate in the process of commercializing research. The U.S. government has made an explicit policy decision to allow funded entities to obtain patents and thereby has encouraged participation in the commercialization of federally funded research. The Bayh-Dole Act enables universities to participate in the commercialization process, but it does not obligate or constrain them to pursue any particular strategy with respect to federally funded research. Universities remain in the driver's seat and must decide carefully the extent to which they wish to participate in the commercialization process.The conventional view of the role of patents in the university research context is that patent-enabled exclusivity improves the supply-side functioning of markets for university research results as well as those markets further downstream for derivative commercial end-products. Both the reward and commercialization theories of patent law take patent-enabled exclusivity as the relevant means for fixing a supply-side problem – essentially, the undersupply of private investment in the production of patentable subject matter or in the development and commercialization of patentable subject matter that would occur in the absence of patent-enabled exclusivity.While the supply-side view of the role of patents in the university research context is important, a view from the demand side is needed to fully appreciate the role of patents in the university research context and to fully inform university decisions about the extent to which they wish to participate in the commercialization process. Introducing patents into the university research system, along with a host of other initiatives aimed at tightening the relationship between universities and industry, is also (if not primarily) about increasing connectivity between university science and technology research systems and the demands of industry for both university research outputs (research results and human capital) and upstream infrastructural capital necessary to produce such outputs.In this chapter, I explore how university science and technology research systems perform economically as infrastructural capital and explain how these systems generate social value. I explain how the availability of patents, coupled with decreased government funding, may lead to a slow and subtle shift in the allocation of infrastructure resources.

Abstract

Purpose

DRIVER embodies a bold vision – that of worldwide networks of scientific data repositories. This paper seeks to examine the aims of the European Union funded project, to explore the development of a distributed infrastructure that enables enhanced interoperability of data, resulting in a global knowledge infrastructure supporting the scholarly communication of the future.

Design/methodology/approach

The primary objective of DRIVER was to establish a flexible, robust, and scalable infrastructure for all European and world‐wide digital repositories, managing scientific information in an open access model increasingly demanded by researchers, funding organisations and other stakeholders. Adopting a result‐driven approach, activities focused on the expansion of the content base with high quality research outputs, including textual research papers, data sets and other scholarly publications.

Findings

The release of the D‐NET v1.0 open source software proved a successful basis for a distributed service‐oriented architecture, enabling enhanced interoperability of data and service‐providers, and offering wide‐ranging functionality including search; recommendation; collection building, and personal profiling as innovative tools for repository managers. In addition, it was found that in building a robust network of voluntary content providers, known as the DRIVER Confederation, the infrastructure came to support a durable organisational structure, now formally constituted as the Confederation of Open Access Repositories (COAR). The international repository organisation enables further collaboration between research communities in a co‐ordinated network comprising a growing number of institutional repositories, national federations and research institutions and data aggregators.

Practical implications

The development of COAR is the extension of the EU‐based infrastructure to global research communities in China, India, Africa and Latin America, deploying a vigorous awareness and advocacy programme. Evolving from the DRIVER Confederation, COAR aims to provide an ongoing support service for repository managers, in a dynamic set of guidelines aimed at data interoperability, and to provide the strategic support required to implement new forms of scholarly communication. These issues are addressed in terms of technical infrastructure developments but will focus on strategic issues of policy development, improved services and additional functionality offered to the scholarly community.

Originality/value

This paper outlines DRIVER's unique response to the changing global information environment. Concepts of strategic international collaboration are pursued in COAR, based on the scientific and technical collaboration achieved in DRIVER. The paper addresses significant repository development goals that currently challenge repository managers, librarians, scholars and funders and that indicate the future of Open Access publication – in the ultimate goal of a global and interactive representation of human knowledge.

Purpose

The purpose of this paper is to describe the design and implementation of policies, digital infrastructures and hands-on support for eResearch at the University of Göttingen. Core elements of this activity are to provide support for research data management to researchers of all disciplines and to coordinate on-campus activities. These activities are actively aligned with disciplinary, national and international policies and e-infrastructures.

Design/methodology/approach

The process of setting up and implementing an institutional data policy and its necessary communications and workflows are described and analysed. A first assessment of service development and uptake is provided in the area of embedded research data support.

Findings

A coordination unit for eResearch brings together knowledge about methods and tools that are otherwise scattered across disciplinary units. This provides a framework for policy implementation and improves the quality of institutional research environments.

Practical implications

The study provides information about an institutional implementation strategy for infrastructure and services related to research data. The lessons learned allow insights into current challenges and work ahead.

Originality/value

With a cross-cutting, “horizontal” approach, in the Göttingen eResearch Alliance, two research-orientated infrastructure providers, a library and an IT service, combine their services and expertise to develop an eResearch service and support portfolio for the Göttingen Campus.

Abstract

Purpose

Information and communication technology (ICT) has the potential to address and reduce income inequality. However, since 1980, income inequality in the United States has caused concerns for researchers, policymakers and the public. Entrepreneurs and managers can take advantage of information technologies, while those in the middle and the bottom see fewer benefits. Meanwhile, countries such as Iceland are more capable of using ICT infrastructure to reduce income inequality, which contributes to the well-being of its citizens. This research study explores the relationship between infrastructure diffusion and income inequality through Rogers’s diffusion of innovations theory.

Design/methodology/approach

To answer the research questions, the author assessed the data through a series of regression analyses using SPSS. The authors used Power BI software to chart the relationships between ICT infrastructure diffusion and income inequality by country and in the United States by state and region.

Findings

The results show diffusion of innovations theory’s tenets do not necessarily hold, because a significant negative relationship exists between infrastructure diffusion and income inequality, especially in countries with emerging economies. In the United States, this relationship significantly differs by region.

Originality/value

This research contributes to research by expanding economic and sociology work to the IS domain, while providing conflicting evidence for diffusion of innovations theory. The research also provides suggestions for practice, such as more focused ICT infrastructure investments and regulations.

Abstract

Purpose

This paper aims to explore the accelerations and constraints libraries, archives, museums and heritage organisations (“collections-holding organisations”) face in their role as collection data providers for digital infrastructures. To date, digital infrastructures operate within the cultural heritage domain typically as data aggregation platforms, such as Europeana or Art UK.

Design/methodology/approach

Semi-structured interviews with 18 individuals in 8 UK collections-holding organisations and 2 international aggregators.

Findings

Discussions about digital infrastructure development often lay great emphasis on questions and problems that are technical and legal in nature. As important as technical and legal matters are, more latent, yet potent challenges exist too. Though less discussed in the literature, collections-holding organisations' capacity to participate in digital infrastructures is dependent on a complex interplay of funding allocation across the sector, divergent traditions of collection description and disciplinaries’ idiosyncrasies. Accordingly, we call for better social-cultural and trans-sectoral (collections-holding organisations, universities and technological providers) understandings of collection data infrastructure development.

Research limitations/implications

The authors recommend developing more understanding of the social-cultural aspects (e.g. disciplinary conventions) and their impact on collection data dissemination. More studies on the impact and opportunities of unified collections for different audiences and collections-holding organisations themselves are required too.

Practical implications

Sustainable financial investment across the heritage sector is required to address the discrepancies between different organisation types in their capacity to deliver collection data. Smaller organisations play a vital role in diversifying the (digital) historical canon, but they often struggle to digitise collections and bring catalogues online in the first place. In addition, investment in existing infrastructures for collection data dissemination and unification is necessary, instead of creating new platforms, with various levels of uptake and longevity. Ongoing investments in collections curation and high-quality cataloguing are prerequisites for a sustainable heritage sector and collection data infrastructures. Investments in the sustainability of infrastructures are not a replacement for research and vice versa.

Social implications

The authors recommend establishing networks where collections-holding organisations, technology providers and users can communicate their experiences and needs in an ongoing way and influence policy.

Originality/value

To date, the research focus on developing collection data infrastructures has tended to be on the drive to adopt specific technological solutions and copyright licensing practices. This paper offers a critical and holistic analysis of the dispersed experience of collections-holding organisations in their role as data providers for digital infrastructures. The paper contributes to the emerging understanding of the latent factors that make infrastructural endeavours in the heritage sector complex undertakings.

Abstract

Purpose

This systematic literature review aims to investigate the application and integration of Industry 4.0 (I4.0) technologies in transportation infrastructure construction projects focusing on sustainability pillars.

Design/methodology/approach

The study employs a systematic literature review approach, combining qualitative review and quantitative analysis of 142 academic articles published between 2011 and March 2023.

Findings

The findings reveal the dominance of Building Information Modelling (BIM) as a central tool for sustainability assessment, while other technologies such as blockchain and autonomous robotics have received limited attention. The adoption of I4.0 technologies, including Internet of Things (IoT) sensors, Augmented Reality (AR), and Big Data, has been prevalent for data-driven analyses, while Unmanned Aerial Vehicle (UAVs) and 3D printing are mainly being integrated either with BIM or in synergy with Artificial Intelligence (AI). We pinpoint critical challenges including high adoption costs, technical barriers, lack of interoperability, and the absence of standardized sustainability benchmarks.

Originality/value

This research distinguishes itself by not only mapping the current integration of I4.0 technologies but also by advocating for standardization and a synergistic human-technology collaborative approach. It offers tailored strategic pathways for diverse types of transportation infrastructure and different project phases, aiming to significantly enhance operational efficiency and sustainability. The study sets a new agenda for leveraging cutting-edge technologies to meet ambitious future sustainability and efficiency goals, making a compelling case for rethinking how these technologies are applied in the construction sector.
