Abstract

Purpose

This paper aims to explore how corporate Australia engages in reconciliation through recognizing and providing pathways for Indigenous Australians' corporate leadership aspirations.

Design/methodology/approach

The research design is informed by the prior literature on pathways by minority groups to corporate leadership through the theoretical lens of transformational leadership. The investigation is conducted using textual analysis of reconciliation action plans (RAPs), a contemporary and voluntary practice adopted by Australian listed companies to disclose their commitment to national reconciliation. RAPs are publicly available from the official websites of listed companies.

Findings

The analysis of contemporary RAPs highlights organizational initiatives to support Indigenous Australians related to corporate and community leadership. Since the authors’ focus is the former, corporate leadership initiatives are further analyzed. Two initiatives for Indigenous Australians to pursue corporate leadership positions are emerging future leaders' programs and mentoring programs. This is the extent to which the authors observe Australian firms' transformational leadership. While some firms have implemented these initiatives with specific targets, other firms do not have specific initiatives or targets. The paper also conducts longitudinal analysis into the transformational leaders' past RAPs and triangulates to other evidence of reconciliation commitment such as the Uluru Statement from the Heart.

Research limitations/implications

This paper contributes new insights to the research area of board cultural diversity, specifically to the limited literature on Indigenous reconciliation. It provides insights into firms and policymakers to address the ongoing issue of the underrepresentation of Indigenous Australians in corporate leadership. The sample of firms comprises Australian listed firms that have adopted higher-order RAPs, which restricts the generalizability of the findings to other sectors.

Originality/value

This paper explores the under researched phenomenon of Indigenous people's pathways to corporate leadership. The research design is informed by transformational leadership theory through considering institutional actions for reconciliation. This research provides evidence of the extent to which corporate Australia has taken action on the issue of the under-representation of Australian Indigenous people in corporate leadership.

Abstract

Bosnia-Herzegovina has recovered slowly from the war of 1992–1995 partly due to the fact that the Dayton Accord that ended the war created a consociational state segmented by the three majority ethnic and religious groups, the Bosniaks, the Serbs, and the Croats. These “constituent peoples” live in divided spaces, rule the country separately, and have not yet reconciled their differences, impeding the creation of national identity. Women’s nongovernmental organizations (NGOs) and women peacemakers are working toward reconciliation and peace through the construction of an alternative narrative to that of the government’s and creating an increasingly influential civil society. These NGOs, comprised of women “victims” who became “empowered leaders,” are fostering reconciliation and peace through the promotion of the human rights of five groups: (1) deceased victims of the war; (2) surviving victims of the war; (3) minority groups; (4) marginalized groups; and (5) women. By the construction of liminal space through civic art, psychosocial healing, and political action, these groups are creating a new future and building the momentum to push the country forward to a reintegrated society. Leadership of the groups is dispersed throughout the country and comprised of many ethnic groups who collaborate to meet the needs and demands of their followers, who, in effect, have created the leaders and lead inclusively with them. The chapter provides an interesting study of the power of women, who turned victimhood into social action, to build a grassroots civil society that is fostering reconciliation and peace.

Abstract

Purpose

The purpose of this paper is to present a study of the transformation of First Nations’ health governance, describing the development of partnerships between First Nations and provincial and federal governments for co-creating solutions to address First Nations’ health inequities in British Columbia (BC). The paper frames this transformation in the context of a Canada-wide reconciliation initiative stimulated by the Truth and Reconciliation Commission.

Design/methodology/approach

This qualitative case study was a joint initiative between Simon Fraser University and the BC First Nations Health Authority (FNHA), involving interviews with senior leaders within the BC health system, FNHA and First Nations communities. In addition, a policy roundtable was held in February 2015 which gathered 60 participants for further dialogue on the process.

Findings

Key themes included: partnership and relationships, governance and reciprocal accountability, First Nations perspectives on health and wellness, and quality and cultural safety. Findings indicate that significant transformational changes have happened in the relationship between First Nations and the mainstream health system. The creation of the FNHA has led to more representation for First Nations people at all levels of governance and health service planning, which will ultimately lead to more culturally safe health services that incorporate a First Nations perspective of wellness.

Social implications

The transformation of First Nations health governance in BC can serve as an example in other indigenous health settings both within Canada and internationally.

Originality/value

This paper describes a transformative health governance process in First Nations communities that is an historical first in Canada.

Abstract

Purpose

The purpose of this paper is to explore the case for a truth and reconciliation (T&R) process in the context of mental health services.

Design/methodology/approach

The approach is a conceptual review of T&R approaches; a consideration of why they are important; and how they might be applied in the context of mental health services and psychiatry. First, the paper sets out a case for T&R in psychiatry, giving some recent examples of how this might work in practice. Then it outlines potential objections which complicate any simplistic adoption of T&R in this context.

Findings

In the absence of an officially sanctioned T&R process a grassroots reparative initiative in mental health services may be an innovative bottom-up approach to transitional justice. This would bring together service users, survivors and refusers of services, with staff who work/ed in them, to begin the work of healing the hurtful effects of experiences in the system.

Originality/value

This is the first paper in a peer-reviewed journal to explore the case for T&R in mental health services. The authors describe an innovative T&R process as an important transitional step towards accomplishing reparation and justice by acknowledging the breadth and depth of service user and survivor grievances. This may be a precondition for effective alliances between workers and service users/survivors. As a result, new forms of dialogic communication and horizontal democracy might emerge that could sustain future alliances and prefigure the social relations necessary for more humane mental health services.

Abstract

Purpose

The aim of this paper is to study the critical role of trust in electronic commerce extensively in the context of establishing initial trust between trading partners. Ongoing trust between partners can quickly be eroded through security or other trust violations. This paper examines whether customers are willing to transact with an eCommerce vendor in light of security and trust violations.

Design/methodology/approach

The paper draws upon research in professional trust relationships and adapts it to the e-commerce context to create a process view of trust violation and repair. Using a design science framework, this paper employs agent-based modeling as the simulation technique to study the implications of security and trust violations on the willingness of customers to continue transacting with the vendor. The simulations are conducted for a variety of trust violations and reconciliation actions.

Findings

While some of the results are predictable, the key finding for managers is that moderate reconciliation tactics are effective for all cases but the most severe trust violations, where trust is irrevocably broken. This has clear financial implications, particularly in cases where vendors may operate with small margins in competitive markets.

Originality/value

Given the increasing push toward mobile and Internet-based commerce, and the large range of possible trust violations and security incidents in online purchases, coupled with increasing competition among vendors, it becomes imperative for vendors to provide effective tactics to repair customer trust violations when they arise.

Abstract

The social categories “Hutu” and “Tutsi” have long been central to Rwandan politics, though never more so than during the 1994 genocide, when they formed the ultimate divide: kill (Hutu) or be killed (Tutsi). Since then, the Rwandan government has sought to eliminate these categories and replace them with a new, national identity category of “Rwandan.” This chapter draws on theories of state symbolic power and legibility to analyze how top-down projects of remaking Rwandans are being received from below. Specifically, we examine ordinary Rwandans' responses to gacaca, a community justice practice central to the state's National Unity and Reconciliation Program, and find Rwandans resent efforts to “unmake race” in favor of “nation” because the state's account of genocide in gacaca does not allow them to sincerely express their experiences; it activates traumatic pasts for what they feel is superficial national reconciliation; and it detracts from their material needs. These findings highlight the importance of distinguishing between compliance and conviction in research on state efforts to transform civilian subjectivities. They also suggest directions for further research. Namely, future research on state symbolic power should attend to how individual experiences with violence mediate top-down efforts at remaking civilian subjectivities, to how different forms of governance shape civilian resistance to state categorization and classification projects, and to what kinds of interests are likely to motivate people to alter their self-perceptions. We conclude by arguing for more work on state race and nation-making from the perspectives of its targets.

Abstract

Observes that historically, family and work were not separated in pre‐industrial societies in which life was a united whole, but that family and work are gradually becoming separated in industrial societies, as work becomes dependent, production becomes centralized, and the relationship of the individual with work impersonal. In Greece there is still some evidence of close relations between family and work due to the large number of very small family firms and the high proportion of the population working in small family farming lots. However, a large percentage of the population work in full‐time traditional jobs. Flexible working patterns such as part‐time, flexi‐time, annual working hours, parental leaves, job sharing, variable working time, telework, condensed working week, as well as contract, pay and task flexibility are not so extensively used in Greece and it is only since 1990 that they are gaining ground. Flexibility at work is a major tool in enhancing economic performance, fighting unemployment and promoting competitiveness. Apart from that, flexibility is needed because it can prove very useful in harmonizing family life with work obligations, provided it takes into consideration family needs, parental obligations and the right of employees to a better quality of life. Presents the current situation on work flexibility in Greece and examines these aspects of flexibility which can prove useful not only in enhancing economic performance but in providing better conditions for the reconciliation between family and work.

Abstract

Purpose

The suggested utility of decentralized development in Iraq and the Palestinian occupied territories is meant to provide policymakers new alternatives to managing and resolving these conflicts. This paper aims to address this issue.

Design/methodology/approach

The overall paradigm of decentralization is presented and how participatory development relates within it is described. As the conditions in Iraq and Palestine are then discussed, cited qualities and results of decentralized participatory development are shown to directly address the fundamental issues that perpetuate these conflicts.

Findings

The paper finds that decentralization to local communities of development planning and management reinforces national sovereignty when national governments actively support its implementation. The productive partnerships among government, civil organizations and private groups that can result from decentralization – both vertically and horizontally along administrative tiers – strengthen both local community and national autonomy.

Practical implications

The decentralization strategy presented – participatory development – has been shown in cases around the world to also generate vital economic, social, and environmental benefits in a more expeditious and at a lower cost than typical development assistance programs. These outcomes, among others, are what is needed to help resolve conflicts in Iraq and between the Israelis and Palestinians – conflicts rooted in matters of sovereignty, development and reconciliation. In Iraq, decentralization of development will give the national government legitimacy, the Iraqis ownership of their own reconstruction, and the opportunity to incorporate reconciliation as part of the process. In the Palestinian occupied territories, decentralized development will bring immediate relief and build socio‐economic self‐reliance in a way that restructures their economy to be less dependent on Israel and help reduce tensions and violence.

Originality/value

There are important theoretical and applied values of this analysis. By explaining how different ideological perspectives (socialism, neo‐liberalism, alternative development and others) relate to the various organizational arrangements of decentralization, a detailed description of the decentralization paradigm is provided. Then by presenting participatory development as a strategy of decentralization and showing how it can be implemented in Iraq and Palestine, it is shown to be a practical tool with outcomes that correspond fittingly to the fundamental requirements for resolving these destabilizing conflicts. The analysis contributes to both the theoretical and applied knowledge of decentralization.
