Abstract

Purpose

The entire sector of railway transport is in a state of flux in Europe as deregulation and structural changes are affecting the traditional transport mode. Even though the aim has been to increase railway freight competition, markets have changed only slightly, and the market shares of incumbent railway companies are remaining high. Some EU countries have not attracted any new entrants, which is also the current situation in Finland. This paper aims to assess how the Finnish railway freight competition develops and to analyze different views on railway transport policy.

Design/methodology/approach

This research work analyses a Delphi questionnaire directed at 52 Finnish experts in this branch. Responses on the questionnaire were gathered during year 2005 (competition in Finland in railway freight started 2007) within two rounds with appropriate amount of response rate. Respondents were from the public and private sectors, actors working closely with railway transports and logistics. With an expert profiling matrix, three different railway transport policy viewpoint groups are identified, and character descriptions for these are constructed.

Findings

Based on a qualitative expert profiling analysis, it is argued that there exist three different argument types in Finnish railway transport policy. The authors have constructed character descriptions for each group based on material collected by the Delphi technique. They conclude that the policy definitions have followed the views of the moderate group and the realization of the deregulation process has been slow, even though a great amount of competition was expected.

Research limitations/implications

The research work is limited to the Finnish railway freight transport market, where development of competition on rails has been sluggish. To further confirm the used methodology, and the identified railway freight competition policy group types, the research work should be repeated in some other country, and particularly in an environment where competition has shown activity immediately after deregulation.

Originality/value

The research represents methodology to foresee the future development of deregulated industries, and especially in the transportation sector. The paper's approach can be used to divide stakeholders into groups and to make policy analysis. The problem with to‐be‐deregulated industry is often lack of competition, new actors and governmental actions, and therefore the used Delphi technique offers potential to gather empirical material before any activity has actually started in the observed industry.

Purpose

Revenue management (RM) is a significant technique to improve revenue with limited resources. With the macro environment of dramatically increasing transit capacity and rapid railway transport development in China, it is necessary to involve the theory of RM into the operation and decision of railway passenger transport.

Design/methodology/approach

This paper proposes the theory and framework of generalized RM of railway passenger transport (RMRPT), and the thoughts and methods of the main techniques in RMRPT, involving demand forecasting, line planning, inventory control, pricing strategies and information systems, are all studied and elaborated. The involved methods and techniques provide a sequential process to help with the decision-making for each stage of RMRPT. The corresponding techniques are integrated into the information system to support practical businesses in railway passenger transport.

Findings

The combination of the whole techniques devotes to railway benefit improvement and transit resource utilization and has been applied into the practical operation and organization of railway passenger transport.

Originality/value

The development of RMRPT would provide theoretical and technical support for the improvement of service quality as well as railway benefits and efficiency.

Abstract

Purpose

This study aims to analyze the development direction of train speed, density and weight in China.

Design/methodology/approach

The development of China's railway in the past 40 years can be divided into 3 stages. At the stage of potential tapping and capacity expansion, it is important to improve the train weight and density by upgrading the existing lines, and improving transportation capacity rapidly. At the stage of railway speed increase, the first priority is to increase train speed, reduce the travel time of passenger train, and synchronously take into account the increase of train density and weight. At the stage of developing high-speed railway, train speed, density and weight are co-developing on demand.

Findings

The train speed of high-speed railway will be 400 km h−1, the interval time of train tracking will be 3 min, and the traffic density will be more than 190 pairs per day. The running speed of high-speed freight EMU will reach 200 km h−1 and above. The maximum speed of passenger train on mixed passenger and freight railway can reach 200 km h−1. The minimum interval time of train tracking can be compressed to 5 min. The freight train weight of 850 m series arrival-departure track railway can be increased to 4,500–5,000 t and that of 1,050 m series to 5,500–6,400 t. EMU trains should gradually replace ordinary passenger trains to improve the quality of railway passenger service. Small formation trains will operate more in intercity railway, suburban railway and short-distance passenger transportation.

Originality/value

The research can provide new connotations and requirements of railway train speed, density and weight in the new railway stage.

Abstract

Purpose

The purpose of this paper is to present and discuss an accounting innovation in the cost measurement system of rail transport companies.

Design/methodology/approach

The authors identify the distinctive features that cost accounting systems should have in order to capture the particular structure of the production process of rail transport companies and develop an innovative accounting practice that addresses the specific features of railway services, particularly the high fixed costs associated with the infrastructure. This accounting innovation is applied to Trentino Trasporti, a medium-sized, privately owned passenger railway company operating in the Trentino Alto Adige region of Italy.

Findings

Evidence suggests that the new accounting practice facilitates the operational connection between the company's resources and their consumption during the provision of transport services.

Practical implications

This connection enables companies to identify new opportunities for improvement and cost optimisation by finding the real origins of cost consumption in the provision of rail transport services.

Originality/value

The case analysed also shows the necessity of integrating activity-based costing (ABC) with an accounting innovation that can represent the resources consumed by the various elements of the infrastructure that support the provision of services. This innovation has important managerial outcomes for all service companies that operate with an infrastructure network, including transport, service, and utility companies, and useful implications for the accounting profession that deals with cost systems in networked-based companies.

Purpose

Under the dual pressure of resources and environment, many countries have focused on the role of railways in promoting low-carbon development of integrated transportation and of even the whole society. This paper aims to provide a comprehensive study on methods to improve railway energy efficiency in other national railways and achievements made by China’s railways in the past practice, and then to propose ways in which in the future China’s railways could rationally select the path of improving energy efficiency regarding the needs of the nation's ever-shifting development and carry out the re-engineering for mechanism innovation in energy conservation and emission reduction process.

Design/methodology/approach

This paper first studies other national railways that have tried to promote the improvement of railway energy efficiency by the ways of technology, management and structural reconstruction to reduce energy consumption and carbon emissions. Among them, the effect of structural energy conservation and emission reduction has become more prominent. It has become the main energy conservation and emission reduction measure adopted by foreign railway sectors. The practice of energy conservation and emission reduction of railways in various countries has tended to shift from a technical level to a structural one.

Findings

Key aspects in improving energy efficiency include re-optimization of energy structure, re-innovation of energy-saving technologies and optimization of transportation organization. Path selection includes continuing to promote electrified railway construction, increasing the use of new and renewable energy sources, and promoting the reform of railway transportation organizations.

Originality/value

This paper provides further challenges and research directions in the proposed area and has referential value for the methodologies, approaches for practice in a Chinese context. To achieve the expected goals, relevant supporting policies and measures need to be formulated, including actively guiding integrated transportation toward railway-oriented development, promoting innovation in energy-saving and emission reduction mechanisms and strengthening policy incentives, focusing on improving the energy efficiency of railways through market behavior. At the same time, it is necessary to pay attention to new phenomena in the railway industry for track and analysis.

The Polish–Slovak borderland is a mountainous area with extraordinary natural conditions for tourism development. The main aim of this chapter is to analyze theoretical aspects of a relationship between transport and tourism and to assess selected changes in cross-border transport that have influenced tourism in Polish–Slovak tourism regions. We have tried to answer the questions on changes in transport infrastructure (based on the analysis of the cross-border projects) and public transport (based on the analysis of timetables of the cross-border public transport connections) in the borderland during the last 30 years and to answer the question whether these changes are in accordance with the sustainable development goals. The Polish–Slovak border is seen as a barrier to transport. The increasing cross-border movement of people and goods through Polish–Slovak border after 1989 required the opening of new border crossings and the construction of new cross-border transport infrastructure. Investments to the road infrastructure have led to using of individual automobile transport. Public transport is currently of marginal importance in cross-border transport. The three cross-border rail lines are in poor technical condition, and plans for their modernization are uncertain. Bus transport has been limited on two tourist-oriented lines in the central part of the borderland. In terms of the structure of the use of means of transport, therefore, no change in trends should be expected and most of the incoming people will continue to cross the Polish–Slovak border by their own means of communication. What is worrying, in the future, in the absence of modernization of the railway infrastructure and no organizational measures, there will be a further decline in the importance of public transport in relation to individual road transport.

Abstract

We adopt a super slack-based measurement (SBM) data envelopment analysis (DEA) model to estimate the efficiency of five biggest freight rail operators in Russia, which are included in the top 30 freight rail operators in terms of two dimensions – financial and operational efficiency during 2013–2017. The result shows that the private companies characterized by high financial and operational efficiency, while the Rossiiskye Zheleznye Dorogi (RZD) subsidiaries characterized by sufficiently low financial and operational efficiency scores. And the result also presents that operational efficiency score of operators handling universal rolling stock is higher than financial efficiency scores. In contrast, financial efficiency scores of operators handling special rolling stock is higher than operational efficiency scores. rail freight operators in addition to a special rolling stock park should have a universal rolling stock park for higher profitability. State-owned companies and its subsidiary operate inefficiently in the midst of a market economy in Russia. Rail freight operators for a higher level of financial efficiency should be transferred to the private sector.

Purpose

Facing the diverse needs of large-scale customers, based on available railway service resources and service capabilities, this paper aims to research the design method of railway freight service portfolio, select optimal service solutions and provide customers with comprehensive and customized freight services.

Design/methodology/approach

Based on the characteristics of railway freight services throughout the entire process, the service system is decomposed into independent units of service functions, and a railway freight service combination model is constructed with the goal of minimizing response time, service cost and service time. A model solving algorithm based on adaptive genetic algorithm is proposed.

Findings

Using the computational model, an empirical analysis was conducted on the entire process freight service plan for starch sold from Xi'an to Chengdu as an example. The results showed that the proposed optimization model and algorithm can effectively guide the design of freight plans and provide technical support for real-time response to customers' diversified entire process freight service needs.

Originality/value

With the continuous optimization and upgrading of railway freight source structure, customer demands are becoming increasingly diverse and personalized. Studying and designing a reasonable railway freight service plan throughout the entire process is of great significance for timely response to customer needs, improving service efficiency and reducing design costs.

Abstract

Purpose

The rail transport sector in China represents one of the largest consumers of energy today, and the primary purpose of this paper is to examine the causes of changes in energy consumption of Chinese national rail transport (ECCNRT).

Design/methodology/approach

For this study, reasonable indicators as factors that affected conversion volume (CV) and unit energy consumption (UEC) based on statistical data from 1990 to 2010 were selected. CV and UEC models were established by regression analysis and tested using real data of 2011-2014. The CV model indicates it has an exponential relationship with GDP. Besides, there is a quantitative relationship between UEC and the quantity of locomotives. The ECCNRT calculation model was proposed and ECCNRT model data were compared with the real data. Impacts of different factors on ECCNRT were analyzed with economic principles.

Findings

The analysis conducted shows that the calculation model can reflect variation of ECCNRT precisely, and ECCNRT has a quantitative relation with GDP and quantities of locomotives. GDP accounts for changes of ECCNRT 20.02 per cent, while those for quantity of diesel locomotives and electric locomotives are 26.87 and 53.11 per cent, respectively. The number of electric locomotives is the main factor that influences variation of ECCNRT.

Originality/value

Through regression analysis, this study discovered the inner quantitative relationship between the conversion volume (important index of Chinese national rail transport production) and GDP. In addition, this study establishes the ECCNRT model according to the Chinese national rail transport data, which can be used to calculate the amount of ECCNRT and conduct quantitative analysis for different impacts of various factors on ECCNRT’s changes.

This case study intends to add knowledge and understanding of supply chain management particularly with respect to international logistics.

Study level/applicability

The case study can be used in both undergraduate and postgraduate levels. Students pursuing Master of Science in Logistics, Supply Chain Management and those doing bachelor degrees in the same areas can have a better insight and special interest of the case. Professional boards may also use the case to empirically make students understand this area.

Case overview

The railway sub-sector in East Africa – Tanzania in particular – is an important transport mode but has a declining performance. The market share is estimated at only 4 percent of the freight market. Still knowledge about traffic, particularly for freight, is scant. The main dilemma is whether traffic of the central corridor is more intra- or inter-Tanzania. The case studies techniques appropriate for meaningful traffic forecasting and through a simple regression model it resolves the freight conflicts between Kenya rail and the Central Corridor. It provides students with applied traffic forecasting tools.

Expected learning outcomes

The case focuses on techniques of traffic forecasting, development of traffic scenarios and on issues related to intermodal transport especially between road, rail and ocean. At the end of using this Case students should be able to: explain the methods, techniques and models used in traffic forecasting; understand intermodal linkages in international Logistics; use different approaches to make logistics market assessment; and forecast traffic in all modes using different scenarios.
