Abstract

Notes the importance of strategic objectives to facilitate the development of competitive advantage in specific markets or market segments. Further notes the importance of the relationship between the firm’s strategies, organizational actions and performance for the development of quality‐focused performance measurement systems, based on results of a study of six firms identified as “world class” by academic and practitioner experts. Concludes with numerous recommendations regarding division and plant strategic quality objectives, quality‐focused performance measurement systems and quality‐focused performance measurement system linkages.

Abstract

Purpose

This study aims at investigating the existing knowledge in the literature on quality management performance measurement in order to identify performance measures in the field of total quality management and classify measures according to the three levels of supplier, customer and company.

Design/methodology/approach

A systematic literature review is conducted at the intersection of performance measurement and total quality management fields. Four databases including Web of Sciences, Scopus, Emerald and Google Scholar were searched up to 2018. A final sample of 24 articles was selected based on the inclusion/exclusion criteria that constitutes the knowledge base of the study.

Findings

One of the problems that many organizations face is the lack of knowledge and resources on how to evaluate, improve and manage the quality performance. Through analysis and synthesis of the literature, the study revealed the measures for assessing quality performance at three levels of supplier, customer and company.

Research limitations/implications

This study focuses only on four databases, which may have limited the number of the databases included and thus the scope of this investigation to a certain extent.

Originality/value

The present study aimed to identify and classify different performance measures through a systematic literature review framework classifying these measures into three groups. The article brings together fragmented literature from multiple studies to categorize research output regarding performance measurement of supply chain quality. The paper shows the state of the performance measurement in total quality management in supply chain.

Abstract

Purpose

The main objective of this study is to develop a strategy for implementing various quality measurement tools as part of a continuous improvement programme in institutions for the elderly in Portugal.

Design/methodology/approach

The empirical data were drawn from a survey performed in 32 institutions for the elderly, aiming to ascertain the level of knowledge of several performance measures and quality tools and their degree of implementation. Based on data and on total quality management principles, a performance measurement framework was designed and tested in two organisations.

Findings

The results confirmed the existence of a relevant gap between theory and practice and also showed that innovation measures were considered the less relevant and less used. Overall, it was concluded that the degree of quality management systems implementation (a small number of institutions have a quality system certified) affects positively the success of a performance measurement system.

Practical implications

The findings suggested the utility of the framework for quality improvement; however, some institutions took advantage from isolated improvements and individual measures without adopting a performance measurement system, confirming that the adoption of such a system will face obstacles.

Originality/value

The outcome of the study provides specific knowledge to social area organisations. The proposed framework is also a means of compliance with ISO 9001 requirements on performance measurement and continuous improvement and more general management needs.

Abstract

Purpose

Higher education reform in Vietnam has recently required university libraries to improve their quality, to evaluate their performance, and to be accountable for the purpose of quality assessment and accreditation. Systematic performance measurement is an integral part of this process. The aims of this paper are: to provide an overview of the current state of performance development in Vietnamese university libraries; to address issues related to the measurement of library performance; and to propose an approach to evaluation for university libraries in Vietnam.

Design/methodology/approach

The paper reviews the literature on library performance measurement, with particular focus on university libraries in Vietnam. Relevant documents relating to performance measurement were examined, and two case studies of performance measurement in university libraries in Vietnam were carried out.

Findings

It is critical that university libraries in Vietnam develop systematic performance measures and apply different methods and tools for performance measurement. To succeed, cooperation between the administering authority, university administration and library management is essential.

Research limitations/implications

This paper reports on the first phase of a doctoral research project at Monash University. Further research is being undertaken to develop a framework for quality assurance and performance measurement for Vietnamese university libraries. The efficacy if this framework is yet to be tested through its deployment in practice.

Originality/value

While performance measurement is well established in Western countries, it is less so in Vietnam. The current research is seeking to develop a performance measurement framework for university libraries that is attuned to the Vietnamese context. The paper stresses the urgent need for the development of effective performance measures and systematic performance measurement systems amongst this sector.

Abstract

Purpose

The purpose of this article is to analyze and compare between the frameworks of performance measurement in primary health care in the world. The subject of search is to compare if the frameworks of performance measurement in primary health care have an influence on performances of health centers.

Design/methodology/approach

We conducted a systematic review of the literature to (1) identify the conceptual framework for measuring quality management systems, (2) assess the effects of conceptual framework on quality improvement and quality of care outcomes. We opted for the frameworks that are more cited in the literature and we analyzed and compared between these frameworks.

Findings

Eight dimensions were identified for assessing performance in Primary Health Care Facilities “PHCF” in more than 50% frameworks: Effectiveness, Safety, Accessibility, Equity, Efficiency, Acceptability, Patient Centeredness and Timeliness.

Research limitations/implications

The limits of this study can be represented by the following elements: (1) lack of exhaustiveness with regard to the current Frameworks. (2) The evaluation of reliability and validity of the qualitative studies remains difficult to appreciate. (3) Most of the evaluation tools of the primary health care are not validated yet. (4) The difference in performance levels between countries, especially for the developed countries and the multitude of the frames of measure of performance, limits the comparability of the results.

Practical implications

This study provides a conceptual and descriptive literature on the different conceptual frameworks for performance measurement in primary health care, and a practical and useful tool for comparison between the different conceptual frameworks. Several organisations of accreditation or certification introduced, developed, incorporated and checked the indicators of clinical quality in the organizations of health care. Some studies revealed links with the governance, the access, the continuity, the coordination, the efficiency and the strength primary care (Dionne Kringos, 2018). Improvements in the quality of care have been observed in the results of accreditation and certification bodies regarding hospital infection control infrastructure, organization and performance.

Originality/value

Even if the links are not established within the framework of a scientific research, quality approaches are generally recognized as an essential tool to help establishments to improve the quality and the safety of the patients. Until now, it is not still common to make evaluation of the quality of care in the “PHCF” to obtain the relevant information. The necessity of having performance measurement tools, which puts in coherence the piloting of the operational level with the strategy, to integrate the organizational objectives into the measures of operational performances and make estimate its structures towards a real management by the quality.

Abstract

Purpose

The performance measurement system reflects the corporate strategy and overall business objectives of an organization. The alignment of the performance indicators with the company's critical operating factors, and the processes having bottle‐necks alongside the value chain, could result in a very compact, target‐oriented, and quality‐based performance measurement system. This paper aims to investigate this issue.

Design/methodology/approach

The quality‐based performance measurement system is developed by integrating the existing performance indicators of an organization with those of best‐in‐class management practices. The organizational processes included range from business leadership to the operational level. The key performance indicators (KPIs) depict the existing status transparently and comprehensively, whereas later on they can be used to control the processes with the pre‐defined values/measures. The KPIs of a process are documented and standardized once they are implemented. An action plan is then developed to write down the prerequisite for the new KPIs and to prioritize the existing ones for the sake of improvement.

Findings

It is affirmed that most of the employees had found the performance measurement system a very useful tool to tightly control the flow of their processes. It is very important to mention that this system does not mean giving way to another flood of information; instead it is designed to support the company's decision‐making process through target‐oriented indicators that could be compared with the existing best practices.

Originality/value

The concept described is aimed at developing and implementing a quality‐based performance measurement system within an organization. This system is developed through comparing the existing organizational practices with those having been labelled “Best‐in‐class” and it provides an alternative to the Balanced Score Card approach.

Abstract

Purpose

The purpose of this paper is to reveal the problems associated with unsatisfactory delivery of services in the current healthcare system of China as experienced by patients of diverse social‐economic backgrounds, including service quality, accessibility and affordability.

Design/methodology/approach

Summarizing the developmental problems of China's contemporary healthcare system, this article is principally a literature review to investigate interdisciplinary issues, including the role of social medical insurance agency, continuous quality improvement and performance measurement system.

Findings

The problems associated with unsatisfactory results of the output from the current healthcare system include the level of quality of services, accessibility and affordability, experienced by the patients of various social economic backgrounds. Developing an integrated system to provide adequate performance measurement complementary with the existing compliance emphasis is suggested, in order to uphold a continuous improvement initiative.

Research limitations/implications

This article is based on interdisciplinary literature review, examining current problems in China's healthcare system and qualitative analysis of the phenomenon. No data are collected to examine the problems identified. In‐depth, ethnographic studies would enable further understanding about the hurdles in the development of a quality healthcare system.

Practical implications

Provides a practical framework for stakeholders to develop an integrated performance measurement system to rationalize resource allocation process that enhances continuous quality improvement.

Originality/value

This paper suggests the adoption of an approach of management science in dealing with China's healthcare system problems and that some fundamental issues found to be critical in developed countries' experience, when striving for performance improvement are not attained under China's current healthcare system. Explores the fundamental issues pertinent to China's current healthcare system and the possible use of performance measurement system for dealing with existing deficiencies.

Abstract

Purpose

The aim of this paper is to explore the links between contractual governance and performance measurement in a value network for public service business, in the context of public transport, by positing service‐dominant logic (S‐D logic) as an alternative paradigm to the conventional goods‐dominant logic (G‐D logic). The paper addresses the following research questions: how does S‐D logic influence contractual governance and performance measurement? How do these influences of S‐D logic on contractual governance and performance measurement affect the governance of public service businesses in a value network?

Design/methodology/approach

The study adopts a qualitative approach, using case studies to undertake an analysis of the role of contractual governance and performance management in the Swedish public transport system.

Findings

The paper demonstrates that the current model of contractual governance and performance measurement is focused on operand resources, and driven by G‐D logic, rather than focused on operant resources, with S‐D logic. The effect of this dichotomy is an effective negation of the professed desire for a customer‐oriented public service system. The paper also develops and proposes a viable model of how a redefined arrangement, based on S‐D logic, could be achieved. The challenge is to govern a loosely coupled value network based on values rather than rules. Another challenge is how to create more sustainable public service based on value‐in‐use for all stakeholders in the value network. When developing a service business based on S‐D logic, it is important to invest resources in accordance with a balanced set of social, environmental and economic perspectives. The current study also contributes to the ongoing discussion of S‐D logic as an open source.

Originality/value

In service research, little attention has been devoted to the links between contractual governance and performance measurement. The paper proposes and develops a novel model of contractual governance and performance measurement based on S‐D logic.

Abstract

Purpose

The purpose of this paper is to empirically test the causal relationships in the Malcolm Baldrige National Quality Award (MBNQA) Education Performance Excellence Criteria.

Design/methodology/approach

Using a sample of 220 respondents from 15 United Arab Emirates (UAE) universities and colleges, results of regression analysis and confirmatory structural equation modeling show that all of the hypothesized causal relationships in the Baldrige model are statistically significant.

Findings

A comprehensive “measurement model” grounded in the Baldrige Performance Excellence in Education Criteria for the 33 items of measurement is developed, tested, and found to be valid and reliable. Leadership is identified as a driver for all components in the Baldrige System, including measurement, analysis and knowledge management, strategic planning, faculty and staff focus and process management. All Baldrige components (categories) are significantly linked with organizational outcomes as represented by the two categories of organizational performance results and student, stakeholder and market focus. The paper also tests the statistical fit of the only Baldrige model dealing with higher education, which was published in 1998 by Winn and Cameron.

Research limitations/implications

The data obtained are based on a sample of UAE higher education institutions. Studies in other countries should be conducted using the developed model to ensure the reliability of the results obtained.

Practical implications

A greater understanding of the linkages between the elements making‐up the MBNQA Education Performance Excellence Criteria model, facilitating the guiding role that the award models play in the implementation of quality management in higher education.

Originality/value

For the first time, an instrument of the MBNQA Education Performance Excellence Criteria is developed and tested. A new in‐depth and holistic perspective for examining the relationships and linkages in the MBNQA Education Performance Excellence Criteria model is provided.
