Abstract
Purpose
The COVID-19 pandemic was an eye-opening experience that put to the test our crisis management competencies across many institutions, including those offered by institutions of higher education. This study aims to review the literature on international business (IB) risks and IB education (IBE) to question whether business graduates are equipped to make decisions in today’s volatile, uncertain, complex and ambiguous (VUCA) marketplace.
Design/methodology/approach
While the IB literature has discussed the importance of various sources of risks on global business operations, IBE did not effectively adopt an integrative approach to building the needed risk management competencies related to those risks into our education. The authors argue that this integrative approach to teaching IB is critically needed to prepare future global managers for addressing crises, like that of the pandemic and others. Specifically, this study proposes that this integrated risk management competency can be developed through the building of “synergistic mindsets”.
Findings
This study presents a conceptual framework for the components of the synergistic mindset, with intelligence that directly links to present IB risks. These components are cultural intelligence (CQ), emotional intelligence (EQ), public policy intelligence (PPQ), digital intelligence (DQ) and orchestration intelligence (OQ).
Originality/value
Insights related to IBE effectiveness in addressing today’s VUCA market demands and IB risks are discussed.

Abstract
Purpose
Integrating institutional logic theory with institutional configurational perspective, this study proposes a theoretical framework to explore the configurational effect of multiple institutional logics, including state, market, and social logics, on social entrepreneurship (SE) participation.
Design/methodology/approach
Using data from the Global Entrepreneurship Monitor (GEM) survey combined with other international databases, this study applies a fuzzy-set qualitative comparative analysis (fsQCA) to identify the pathways that how state, market and social logics jointly promote or hinder high SE prevalence among 38 developing countries.
Findings
Results show that high SE prevalence rates are achieved through the interaction of multiple institutional logics rather than by any single factor and identify three institutional configuration pathways leading to high SE participation. Further, the pathways impeding high SE participation are not simply the negation of conditions that lead to high SE prevalence.
Research limitations/implications
This study not only extends the institutional logics perspective to SE, enriching the growing research stream on how institutional complexity shapes entrepreneurial activities globally, but also underscores the significance of asymmetric institutional conditions in determining the presence and absence of high SE prevalence. These results have implications for policymakers to improve entrepreneurial institutional configurations that foster social entrepreneurial activities.
Originality/value
Compared with conventional statistical methods, which have limited effectiveness in exploring the synergies of multiple factors, the fsQCA method offers a more robust analysis of the causal complexity of institutional logics promoting or discouraging SE participation.

Abstract
Purpose
The general concept of public space in Saudi Arabia is relatively recent; it is the result of an attempt to modernize several conservative traditions and norms, as well as the ambitious vision of 2030, which reprioritized Saudi cities' public spaces by implementing a quality-of-life improvement program. This study aims to investigate the relationship between mosque location and surrounding urban context as a significant urban design issue in order to comprehend the potential for transforming such an element into a multifunctional public space destination in a dense urban fabric.
Design/methodology/approach
The study's objectives are divided into two areas: a spatial configuration analysis to examine the urban context and an urban analysis of the mosque site with a study area boundary of a 400-m buffer zone. Quantitative and qualitative methodologies were utilized; in addition, a user feedback survey was conducted in which several key insights were compiled, such as the importance of safety urban element factors, aesthetic elements and green areas in the built environment in making mosques places that are active public spaces.
Findings
The study’s main finding encourages governmental institutions to change their mindset from “open space around the mosque” to “the mosque as an element within public space,” which will have a significant impact on how the authors approach, improve and redevelop existing mosque locations. Several concepts were presented that should be reconsidered and redeveloped in order to align with the most recent sustainable urban design tools; the mosque to be overlooked as a community gathering place rather than just a place for religious rituals.
Research limitations/implications
This study is limited to sacred mosque sites primarily found in Islamic countries; it focuses on Saudi Arabian urban and planning practices in relation to sociocultural norms. The authors believe that increasing the number of study samples or broadening the scope of the study to include other Saudi regions or other Middle Eastern countries could yield new findings and insights.
Originality/value
The study offers a conceptual design model based on survey results and qualitative analysis and recommending strategies that planners, designers and policymakers can use to design successful mosque places and pedestrian-oriented developments.

Abstract
Purpose
By virtue of affecting how people perceive and respond to challenges, mindsets are conceivably consequential for, though relatively under-studied, in careers research. This paper thereby highlights the importance of bridging the mindsets and careers literature.
Design/methodology/approach
I review literature describing the ontology of mindsets, before reviewing what is currently known about mindsets in the careers domain. This is followed by theorizing about mindset dynamics in pressing career challenges, and providing avenues for future research.
Findings
I outline some of the major implications of fixed and growth mindsets as they (potentially) relate to career-relevant cognitions, emotions and behaviors. I also formulate an agenda for future research with regard to what we study, who we study and how we, as scholars, can study mindsets in careers.
Originality/value
This review enables looking back on the state of mindsets and careers research. The theorizing herein about mindset dynamics in careers also invites scholars to look toward exciting research possibilities about how mindsets can shape careers in ways not yet realized.

Abstract
Purpose
This study aims to identify and outline the critical challenges affecting the inclination of executives to use data as the basis for making decisions at a local government level.
Design/methodology/approach
The study conducted in-depth interviews with 21 public officials comprising middle- and top-level executives from 18 agencies and offices at the Bojonegoro Regency, one of Indonesia’s most progressive regencies in pursuing open government and smart cities.
Findings
The findings demonstrate that ensuring a good quality data architecture, nurturing data culture and developing analytics capability are essential in the case of a developing country such as Indonesia. However, insufficient policies and regulations, a nonexistent evaluative framework for data quality, disruptive local tradition and the ingrained autocratic administration represent significant and unique challenges to implementing data-driven decision-making in the local government in Indonesia.
Research limitations/implications
The chosen research approach may result in a need for more generalizability beyond Indonesia, accentuating the necessity for the geographical objects to include other developing countries in future research.
Practical implications
The findings showcase that lack of awareness and acceptance from public officials and the general public of the importance of a data-driven approach; as such, a better understanding of the change in attitudes and mindsets of public officials is invariably one of the critical practical determinants.
Originality/value
The findings signify the importance of creating robust accountability systems and evaluative frameworks that consider the many variables influencing decisions that capture the significance of organizational and local culture.

Abstract
Purpose
One impediment of e-government implementation is the lack of e-(government) competences among public officials, especially because foundational education programs fail to teach them. Therefore, this study suggests massive open online course (MOOC)-based continuous education. This study aims to design and evaluate a MOOC and MOOC platform for acquiring e-competence in the public sector and principles for such platforms to capture their inherent design knowledge.
Design/methodology/approach
This study uses design science research incorporating qualitative and quantitative methods and draws on established patterns of formulating design principles (DPs).
Findings
The core results are a physically instantiated MOOC platform and six DPs: DP of 1) easy access and easy use, 2) professional exchange, 3) protected space, 4) domain focus, 5) cooperation with higher education institutions and 6) promotion from higher government level.
Research limitations/implications
This study contributes to e-government research by extending the design knowledge for the construction of domain-specific MOOC platforms. Moreover, the study contributes to platform economics by discussing existing theses and outlining new opportunities. The research also entails limitations, as the authors have solely considered MOOCs and neglected complimentary offers to sustain learning success.
Practical implications
This study provides practitioners with design principles they can use in their efforts to construct education platforms for the public sector. Moreover, the study presents a working MOOC platform instantiating these DPs, and thus provides an exemplary reference.
Social implications
Not fulfilling expectations regarding digital public services comes with a risk of decreasing trust in public organizations and the overall government. The results of this study contribute to enabling public officials fulfilling stakeholders’ expectations and generating public value.
Originality/value
By linking e-government competence education with MOOC platform design, this research approximates an important research gap. Scholars previously investigated e-competences and focused on alone-standing MOOCs to convey those. The results of this study offer the potential to construct platforms to centralize such fragmented solutions, maximizing their impact among public officials.

Abstract
Purpose
This qualitative investigation is one of a series of sub-investigations under an umbrella project to develop Lampang Creative Livable Tourist City. The aim of this paper is to explore the integration of sustainable tourism into the development of Lampang, a city in northern Thailand. By collaborating with government and private agencies, academics, community leaders and the people of Lampang to reskill and upskill core community groups in the city, the researchers hope to enhance active citizenship, develop relevant skills and foster leadership networks that boost Lampang’s appeal as a sustainable tourism destination.
Design/methodology/approach
Data were gathered from brainstorming meetings, focus group discussions, observations and in-depth interviews. After identifying key characteristics required for creative citizens of Lampang city, the researchers developed and implemented pilot curricula with five target groups. Activities were developed to nurture creative leaders and promote innovative use of traditional culture and lifestyle.
Findings
The findings revealed that targeted local curricula can harness the cultural capital of the local community and equip locals with a modern toolkit to lay the foundations for a creative, livable tourist city.
Originality/value
This study’s originality lies in its grassroots approach to defining creative citizenship. It captures local community perspectives on what constitutes a creative citizen. Moreover, this research demonstrates how custom-designed educational initiatives can effectively nurture a creative and resilient urban ecosystem. This offers a blueprint for culturally informed urban regeneration, highlighting the role of sustainable tourism in enhancing the city’s attractiveness and livability for both residents and visitors.

Abstract
This chapter is devoted to sustainable human resource management that leads to sustainable competitiveness. It features the ways human resources can be managed to carry out sustainable goals and the impact of sustainability on employees' attitudes and behaviours. The aim of this study is to explore the complex objectives of sustainability and human resource management and empirically investigate the dynamic relationship between human resources in science and technology and sustainable competitiveness in the case of 35 European countries. Our contribution emphasizes this interrelationship and its causality. For this research, we applied a vector auto-regression (VAR) model, and the Granger causality method to examine the relationship between human resources in science and technology and sustainable competitiveness. A panel data included 314 observations between 2012 and 2021. The panel VAR for analysing the impulse response function was enriched with the 5% and 95%, using Monte Carlo simulations. The research results revealed bidirectional causality in the European countries between human resources in science and technology and sustainable competitiveness. Human resources in science and technology trigger sustainable competitiveness and vice versa. As an element of originality, our study demonstrates that human resources in science and technology contribute to sustainable performance, and, on the other hand, a more competitive and sustainable environment contributes to the development of human resources in science and technology. Thus, the chapter outlines the role of human resources in science and technology with regard to sustainable human resource management (HRM), and how to navigate these objectives so that they can positively influence sustainable competitiveness.

Purpose
Based on the componential theory of organizational creativity and innovation, this study examined the relationship between managerial coaching (MC) and innovative work behavior (IWB). It focused on the mediating role of psychological empowerment and the moderating role of task interdependence.
Design/methodology/approach
The self-administered questionnaires were used to collect data from 420 employees of the United Arab Emirates’s public sector organizations. A hierarchical linear model (HLM) with different regression techniques was used.
Findings
The results showed that MC directly influences IWB. The path analysis also revealed that MC has an indirect effect on IWB via psychological empowerment. The moderating role of task independence in MC and IWB was also revealed.
Practical implications
The findings shall provide insights that will help practitioners and academics understand frontline employees' innovative behavior in public sector settings and formulate strategies that will increase the involvement of employees in displaying innovation-based activities at the workplace.
Originality/value
This study adds value to the literature by integrating the componential theory of organizational creativity and innovation in public sector settings.

Purpose
The purpose of this research is to further the understanding of how to implement gender-responsive budgeting (GRB) systems. The author explores whether GRB reforms might benefit from integration into a performance-oriented budgetary structure and whether GRB's equity orientation is linked to additional implementation challenges.
Design/methodology/approach
This research follows a qualitative case study of South Korea guided by a predetermined research framework and built from extensive documentation, archival records and expert interviews.
Findings
GRB’s integration into a performance framework can be burdensome, and the equity orientation of GRB results in additional implementation challenges, such as higher vulnerability to the political context and active resistance from public officials.
Originality/value
This research shows that integrating GRB with performance systems may require overcoming significant administrative obstacles. Also, GRB’s equity orientation is linked to a higher vulnerability to the political cycle and active resistance from civil servants.
