Abstract

Purpose

In recent years, the manifestation of the effects of climate change in coastal zones has prompted governments to mobilize and propose adaptation measures to reduce the vulnerability of their populations. For the governments responsible for the implementation of climate policies, adaptation still represents a novel field of action. The purpose of this paper is to show, via the example of Quebec’s coastal zone, how the transformation of public action relating to adaptation remains difficult.

Design/methodology/approach

For this case study, a qualitative method which combines documentary analysis and semi-directed interviews was selected.

Findings

The study shows how adaptation becomes a new issue in public action for the different authorities dealing with the effects of climate change in Quebec’s coastal zone. However, the results show that, as with other public policies, path dependence and incrementalism can be observed and limit the scope of public action and of the transformational processes in the field of adaptation. The technical–scientific approach to risk management is dominant, and the adaptation is not approached in a transversal way, despite its importance. Finally, concrete adaptation initiatives appear to be mostly relegated to the local scale, in an informal decentralization process.

Originality/value

This study contributes to improve climate action by favouring a reflection on the consideration of the conceptual and theoretical framework in the climate change adaptation literature and offers decision-makers and practitioners keys to the understanding of mechanisms underlying public action in the field of adaptation.

Abstract

Purpose

The purpose of this paper is to shed light on the rising waves of workplace militancy in the public sector and to provide insights into the perceptions that frame justification for industrial action among Ugandan public sector employees.

Design/methodology/approach

In-depth interviews and documentary analysis, analysed qualitatively, as well as a review of theoretical and empirical literature.

Findings

Public school teachers and public university lecturers in Uganda who frequently engage in industrial action mainly rationalise their engagement by the absence, or the ineffectiveness of alternative conflict resolution mechanisms. The findings also show that industrial action, even in resource-constrained settings like Uganda, is stimulated more by the desire to achieve equity rather than by the basic desire to improve working conditions. It is also notable that new, often unstructured, forms of workplace militancy continue to emerge in the public sector, and waves of industrial action are shifting from the industrial to the public sector.

Practical implications

Whereas industrial action is a protected labour right, the findings of this research strongly suggest that public employees do not necessarily enjoy their right to engage, but only reluctantly take industrial action as a “last resort”. The findings will, therefore, help public managers and policymakers to appreciate their responsibility in reducing the compulsion for industrial action among public employees.

Originality/value

This paper provides a general explanation for industrial action from the perspective of the people involved, rather than explaining the causality of specific strike actions. At a time when industrial action is generally declining in the developed industrialised states, this paper sheds light on the rise in collective action in developing countries and especially in the public sector.

Abstract

This paper discusses New Zealand's attempt to deal with insider trading by statutory means. New Zealand's attempt is of particular interest since it has two features which distinguish it from other jurisdictions. The first feature is the decision to reject the criminalisation of insider trading and to instead rely upon civil enforcement of insider trading alone. The second feature is the failure to provide a state agency with powers to take action (whether civil or criminal) against insider trading. The New Zealand legislation, the Securities Amendment Act 1988 (‘the Act’), was put in place after the stockmarket crash of 1987 in response to outcries against perceived abuses in the market. The Act has been in force for seven years, yet no case involving allegations of insider trading has been taken to completion. The basis of the insider trading regime is private enforcement which, in the light of its failure to provide effective remedies and control, needs to be reviewed.

Abstract

Purpose

Companies' voices on social justice issues, such as racial justice, gender equality and LGBTQ rights, have become increasingly prevalent. To contribute to current knowledge around corporate communication on social justice, this study aims to understand the differential effects of three types of corporate social justice statements – symbolic statements, substantive statements on external actions and substantive statements on internal actions.

Design/methodology/approach

A between-subjects experiment was conducted (N = 502), with different types of statements as the independent variable and corporate reputation and perceived corporate relationship-building efforts as outcomes. The three dimensions of perceived authenticity (i.e. perceived benevolence, transparency and commitment) were included as parallel mediators.

Findings

This study found that compared to symbolic statements, substantive statements on external or internal actions generated higher perceived authenticity on at least one of the three dimensions, which in turn, led to a more positive corporate reputation and perceived relationship-building efforts. Substantive statements on external actions and on internal actions also had differential indirect effects on the outcomes through different dimensions of perceived authenticity. Partisanship did not have a moderating effect on the mediating effects of perceived authenticity.

Practical implications

This study highlights the importance of authenticity in corporate social justice communication and reveals practical implications about how businesses should communicate with publics when engaging in social justice issues.

Originality/value

This study is among the earliest efforts to examine the effects of different corporate social justice statements. It contributes to the existing literature by demonstrating the impacts of perceived authenticity on publics' evaluation of companies and opens up an avenue for future research to further examine various authenticity dimensions.

Abstract

Purpose

Public economics has recently introduced the concept of global public goods as a new category of public goods whose provision is central for promoting the well‐being of individuals in today's globalized world. The purpose of this paper is to examine the extent to which introducing this new concept in international development is helpful for understanding human well‐being enhancement.

Design/methodology/approach

The paper considers some implications of the concept of the common good for international development.

Findings

The concept of global public goods could be more effective if the conception of well‐being it assumes is broadened beyond the individual level. “Living well” or the “good life” does not dwell in individual lives only, but also in the lives of the communities which human beings form. A successful provision of global public goods depends on this recognition that the “good life” of the communities that people form is a constitutive component of the “good life” of individual human beings.

Originality/value

The paper suggests that the rediscovery of the concept of the common good, and identification of how to nurture it, constitute one of the major tasks for development theory and policy.

Abstract

Purpose

The purpose of this paper is to present an empirical study and contribute to the discussion of administrative ethics and integrity by investigating three ethical issues, namely trust, good governance and unethical actions in the Finnish public administration.

Design/methodology/approach

The evidence of this research is based on empirical data from a National Citizen Survey implemented in 2008 by the University of Vaasa. The questionnaire was sent to 5,000 Finnish citizens and the response rate was 40.4 percent.

Findings

The strength of the Finnish society concerning trust is that the citizens feel confident in public sector organizations and societal institutions. Even though serious corruption cases have remained few in Finland, there is still work to do in order to keep the situation under control. Ignorant and bad treatment of citizens occurs mostly in individual service encounters, it does not reflect the whole of the ethics of administration.

Research limitations/implications

Further research is needed in order to investigate the societal background factors that can explain the different findings from the research questions. Also further research is required for comparing the results of different countries.

Practical implications

Strengths and weaknesses are identified as a tool for further research and for the work for practitioners.

Originality/value

The core contribution of the paper is a contribution to knowledge concerning citizens' perceptions of trust, good governance and unethical actions in an egalitarian society.

Abstract

Purpose

The study was carried out to better understand the behaviour of tourists from different cultures and backgrounds, and to provide strategic solutions for tourism managers. The purpose of this study was to determine the relationships between the cultural dimensions of Hofstede and customer complaint behaviours.

Design/methodology/approach

Exploratory factor analyses were carried out separately for national culture and complaint behaviour scales and the factor structuring was then tested using a confirmatory factor analysis. Structural equation modelling (SEM) was used to test theoretical correlations and a conceptual model was created to put forward the correlations between national cultural dimensions and complaint behaviours, as well as to examine the impact of variation in one dimension on the other.

Findings

Significant correlations were observed between power distance and both public action and no action behaviours, uncertainty avoidance and public action and private action, as well as individualism/collectivism and public action.

Research limitations/implications

The sample population of the study included foreign tourists visiting Manavgat district in 2015. Manavgat as a destination is preferred by foreign tourists, rather than domestic tourists. In addition, many accommodations in the region only host guests from particular nationalities. For this reason, domestic tourists were not included in the survey. A limitation of the research is the fact that it focused only on hotel management. Extending the scope of the study in future research—the study could be carried out for a wider area and include other sectors—would increase the effectiveness of the study.

Practical implications

The results shed light on the fact that customers perform different complaint behaviours depending on variation in national cultural dimensions. In this context, the findings contribute to the hotel management literature and to the development of management strategies such as staff training, effective complaint solution methods, increasing customer complaints, using indirect resources effectively and decreasing the cost of solutions. The research also aims to create awareness in hotel managers by highlighting the importance of this issue.

Originality/value

In many of the studies where customer complaint behaviour and culture are analysed together, culture is regarded primarily as a geographical region, or as ethnical origin. Using Hofstede’s national cultural dimension scale, and taking into consideration all the national cultural dimensions, adds originality to this research. This study is one of the first to explore the impact of cultural dimensions on customer complaint behaviours in Turkey. This is also one of the first studies on complaint behaviour in the hotel industry.

Abstract

Purpose

In games with strategic complementarities, public information about the state of the world has a larger impact on equilibrium actions than private information of the same precision, because the former is more informative about the likely behavior of others. This may lead to welfare-reducing “overreactions” to public signals as shown by Morris and Shin (2002). Recent experiments on games with strategic complementarities show that subjects attach a lower weight to public signals than theoretically predicted. The purpose of this paper is to reconsider the welfare effects of public signals accounting for the weights observed in experiments.

Design/methodology/approach

Aggregate behavior observed in experiments on games with strategic complementarities can be explained by a cognitive hierarchy model where subjects employ limited levels of reasoning. They respond in a rational way to the non-strategic part of a game and they account for other players responding rationally, but they neglect that other players also account for others’ rationality. This paper analyzes the welfare effects of public information under such limited levels of reasoning.

Findings

In the model by Morris and Shin (2002) public information is always welfare improving if strategies are derived from such low reasoning levels. The optimal degree of publicity is decreasing in the levels of reasoning. For the observed average level of reasoning, full transparency is optimal, if public information is more precise than private information. If the policy maker has instruments that are perfect substitutes to private actions, the government should secretly respond to its information without disclosing or signaling it to the private sector independent of the degree of private agents’ rationality.

Originality/value

This paper takes experimental evidence back to theory and shows that the main result obtained by the theory under rational behavior breaks down if theory accounts for the bounded rationality observed in experiments.

Abstract

Purpose

The purpose of this study is to compare private and public hospitals’ sustainability actions, as well as to contrast their organizational evolution over time (i.e. past, present and expected future) in the Spanish health-care sector. Sustainability initiatives refer to organizations’ economic, social and environmental actions.

Design/methodology/approach

This study applies an inductive approach based on judgmental sampling and in-depth interviews of key informants at private and public hospitals in the Spanish health-care sector. Data were gathered from the executive in charge of corporate social responsibility in public hospitals and the directors of communication at private hospitals.

Findings

Although the private and public hospitals studied are in the same health-care industry and run similar operations, their organizational sustainability initiatives in the past, present and expected future differ. The scope of sustainability initiatives between private and public hospitals is different, compared through time. Who was and who is promoting, as well as who is going to promote sustainability initiatives, also differs between private and public hospitals.

Research limitations/implications

One limitation of this study is that it was undertaken exclusively in Spanish organizations from one industry, but this is also a benefit, as it enables a comparison and contrast of the evolution between private and public hospitals. Future research could focus on the evolution of organizational sustainability initiatives in other industries and countries.

Practical implications

The reported comparison of empirical findings between private and public hospitals, as well as the subsequent discussion contrasting these findings, yields various managerial implications in terms of the scope and promotor of sustainable actions.

Originality/value

This study differs from previous ones by exploring the evolutionary details of the organizational sustainability initiatives through time in both private and public hospitals. This study also makes a contribution by revealing common denominators and differentiators between private and public hospitals that operate in the same health-care industry.
