Abstract

Purpose

Although internet plus government platforms (IPGPs) are being increasingly used by citizens around the world, questions emerge regarding the public adoption, utilization and use of IPGPs. This study aims to explore the determinants of citizens’ differentiated IPGPs usage behaviors.

Design/methodology/approach

An analytical framework has been built upon the rational choice theory and the cultural dimension theory. The present study draws on a survey of 866 citizens from Guangzhou, Wuhan and Chengdu.

Findings

The empirical findings suggest that the perceived functional benefits and personalization features both significantly affect citizens’ informational, service and participatory uses of IPGPs, to varying degrees. Furthermore, long-term orientation plays a moderating role in the relationship between perceived functional benefits and the service use of IPGPs.

Originality/value

The findings demonstrate that the public’s rational choice of a new digitalized service channel depends on to what extent and to what degree the absolute and relative benefits they consider important compare to other possible channels. Users also consider how the new service channel satisfies their personalized demands of digitalized services. Also, users’ long-term orientation can affect their rational choices by adjusting the perceived functional benefits of the channel when that channel is used for service transactions.

Abstract

Purpose

The article applies the citizen science phenomenon – i.e. lay people involvement in research endeavours aimed at pushing forward scientific knowledge – to healthcare. Attention is paid to initiatives intended to tackle the COVID-19 pandemic as an illustrative case to exemplify the contribution of citizen science to system-wide innovation in healthcare.

Design/methodology/approach

A mixed methodology consisting of three sequential steps was developed. Firstly, a realist literature review was carried out to contextualize citizen science to healthcare. Then, an account of successfully completed large-scale, online citizen science projects dealing with healthcare and medicine has been conducted in order to obtain preliminary information about distinguishing features of citizen science in healthcare. Thirdly, a broad search of citizen science initiatives targeted to tackling the COVID-19 pandemic has been performed. A comparative case study approach has been undertaken to examine the attributes of such projects and to unravel their peculiarities.

Findings

Citizen science enacts the development of a lively healthcare ecosystem, which takes its nourishment from the voluntary contribution of lay people. Citizen scientists play different roles in accomplishing citizen science initiatives, ranging from data collectors to data analysts. Alongside enabling big data management, citizen science contributes to lay people's education and empowerment, soliciting their active involvement in service co-production and value co-creation.

Practical implications

Citizen science is still underexplored in healthcare. Even though further evidence is needed to emphasize the value of lay people's involvement in scientific research applied to healthcare, citizen science is expected to revolutionize the way innovation is pursued and achieved in the healthcare ecosystem. Engaging lay people in a co-creating partnership with expert scientist can help us to address unprecedented health-related challenges and to shape the future of healthcare. Tailored health policy and management interventions are required to empower lay people and to stimulate their active engagement in value co-creation.

Originality/value

Citizen science relies on the wisdom of the crowd to address major issues faced by healthcare organizations. The article comes up with a state of the art investigation of citizen science in healthcare, shedding light on its attributes and envisioning avenues for further development.

Abstract

Purpose

In this study, the authors explain citizens’ adoption of social media in citizen–government relations in China, a country that blends an authoritarian governance regime with limited tolerance of and responsiveness to online citizen participation.

Design/methodology/approach

Original survey data were gathered using a vignette survey among 307 respondents living in the People’s Republic of China. Multivariate analysis of the data was used to test four hypotheses and identify antecedents of Chinese citizens’ social media adoption for “thin” participation purposes.

Findings

Citizens’ perceived impact of “thin” participation, citizens’ skills and capabilities and citizens’ trust in institutions are significantly associated with citizens’ social media adoption. Social media anxiety was found not to be associated with Chinese citizens’ social media adoption.

Research limitations/implications

This study demonstrates how vignettes can be used to study adoption of technological and institutional innovations in an authoritarian governance regime and how in this context existing adoption theories can be extended with notions of institutional trust to adequately explain citizens’ adoption of technological and institutional innovations in citizen–government relations.

Social implications

Although some argue that social media activity could potentially mitigate democratic deficits caused by the state, in the case of China, the intertwinement of state and social media platform renders this argument unsustainable.

Originality/value

This study is one of the few systematic survey studies focusing on Chinese citizens’ adoption of social media in citizen–government relations.

Abstract

Purpose

The purpose of this paper is to analyse the introduction of citizen services in the public libraries in Denmark. The paper focuses on how library staff has perceived the introduction and how the library visitors look at it. The paper further elicits information about differences between library visitors using this service and visitors not using it.

Design/methodology/approach

The paper examines the introduction of citizen services in two local libraries. It focuses on staff reactions and perceptions and it also analyses the use and perception of the service in relation to the traditional services. The paper is based on interviews with the involved library staff, citizen service users and administrative staff. The paper is also founded on a survey among library visitors in the two libraries. The survey was conducted as an on‐line and a paper‐based survey.

Findings

The major findings of the paper are that the library staff as a whole welcome the new work tasks because they feel that it is of value for the local community. The findings also indicate that a feared conflict between service tasks and authority tasks did not pose a problem in reality. The library visitors as a whole also welcomed the citizen service in the local libraries and perceived it as a kind of service improvement. Nearly, 25 per cent of the users have used this service in the library and they appreciated it very much. However, the service does not rank high in the visitors' perception of significance of library services. It indicates that the library visitors appreciate new services that are convenient but also that it does not matter that much. The paper also indicates that it is frequent library visitors who use citizen services in library most. There is no indication of the new library users as an effect of the introduction of citizen services in the library.

Research limitations/implications

The limitation is, of course, that the paper is based on a study of only two local branches and it would be scientifically problematic to generalise the results – at least in a statistical sense.

Originality/value

The paper is based on a traditional evaluation study. It is one of the comprehensive assessments of introduction of citizen services in Denmark and some of the findings will be of wider interest for other libraries that intend to take up the cooperative service.

Abstract

The most frequent type of citizen complaint filed against police officers involves how the officer uses interpersonal communication. The most common context of police‐citizen contact is the traffic stop, and verbal judo is the most widely used police training program in interpersonal communication intended to reduce citizen complaints and improve citizen cooperation. However, does verbal judo meet citizen expectations for appropriate traffic stop behavior? In order to determine what communication behaviors citizens view as appropriate during traffic stops, a sample of 245 college students were surveyed about their preferences with regard to the officers' behavior. The responses of the sample support the use of verbal judo techniques during routine traffic stops. The responses also demonstrated support for the theory of procedural justice.

Abstract

Purpose

According to the “New Public Management” paradigm, citizens are viewed as active participants through all the different steps of service planning and provision. Nonetheless, citizens' involvement is still far from being systematically applied within local governments. The purpose of this paper is to give a contribution to this stream of research by investigating whether a part of this resistance could be explained by the differences between public administrators and elected officials' perspectives on the role of the citizens in service quality improvement processes.

Design/methodology/approach

A mail survey was conducted among a sample of Italian town municipalities in May and June of 2010. A total of 102 questionnaires were returned (59 from politicians and 43 from public managers), and these questionnaires were then analysed through t‐tests and regressions.

Findings

Findings support the existence of a statistically significant difference between public administrators' and elected officials' attitudes. Differences exist in three main issues: the relative importance of citizens as sources of inputs to improve public service quality, the objectives of citizens' involvement and the structure of citizens' preferences.

Research limitations/implications

Results could have been influenced by the degree of New Public Management development within the specific research setting (Italian local governments).

Practical implications

Formalising the role, the timing and the contribution of citizens' involvement to the municipal decision‐making process could help to mitigate the mentioned dualism. Creating a favourable cultural background and sharing a citizen‐oriented vision within the whole organisation, from top levels to front‐line employees, is fundamental.

Originality/value

This paper is the first to suggest that these resistances toward involving citizens in quality improvement processes could be due to the differences between administrators' and elected officials' perspectives.

Abstract

Purpose

The public sector use of the internet of Things (IoT) technology is an emerging field with a potential for a variety of institutional applications in the fields of information gathering and policy implementation to establish resilience for modern society. In this context, we aim to investigate the success factors which can positively influence the continuous usage intention of IoT service with the mediation effect of perceived public value.

Design/methodology/approach

A conceptual model based on the strong literature and theoretical background is tailored to provide factors for IoT services success in the public sector. A quantitative survey was conducted through 381 citizens using IoT services to validate the proposed conceptual model using structural equation modeling approach in order to examine the influence of identified constructs on the continuous usage intention.

Findings

The results highlighted that the proposed model successfully accounted for about 59% perceived variance in public value creation and 63% perceived variance in citizens' continuous usage intention. IoT services success is best dignified by the perceptions of citizens who use the services, therefore, this study identifies the positive role of digital society affinity in context of social sustainability and it climaxes that the real value of IoT in public sector comes from establishment of services on top of the service delivery and that's where the public value is going to be created.

Practical implications

The use of IoT technology in public services will fetch much benefit to the citizens as well as to the government. The study findings are significant in identifying good practices for generating public value in digital society affinity.

Originality/value

The integrated conceptual model explores the driving factors of citizens' inclination towards IoT technology in a social context. Through this study, we can analyze the role of perceived public value in enhancing the citizens' engagement with IoT services. The government policymakers and ICT managers take help from this study to designing IoT public services with making the government more responsive to citizens.

Purpose

The purpose of this study is to explore the usefulness of popular reporting (PR) in an Italian city as a dialogic accounting tool for promoting citizens’ engagement with digital platforms. This study aims to contribute to the debate on democratic accounting technologies with a focus on PR and digital platforms, using the theoretical lens of dialogic accounting.

Design/methodology/approach

A longitudinal case study is used to analyse the implementation and evolution of PR in the city of Turin, Italy and explore how the city involved its citizens with digital platforms.

Findings

This study contributes to the debate on public accountability through dialogic accounting tools.

Research limitations/implications

Multiple sources (surveys, interviews and interventionist workshops) are used to analyse Turin, Italy as a longitudinal case study.

Practical implications

This study offers practical reflections for legislators, politicians and public managers who need new knowledge and empirical analysis of the effective implementation of the PR as a tool for dialogue and empowering public accounting to hold continuous dialogue with the citizens.

Originality/value

PR can be considered a useful dialogic accounting tool for politicians, managers and government experts to encourage citizens’ engagement in a pluralistic society.

Abstract

Purpose

This study examines the effect of multidimensional constructs on citizen loyalty to e-government services. More specifically, it examines the effects of service quality, trust and satisfaction on loyalty to these services.

Design/methodology/approach

The data were collected via a questionnaire that was completed by 780 foundation-year students in government universities in Saudi Arabia. The students who participated in the study had used a unified system provided by the Ministry of Education in Saudi Arabia for university admission. The data were analysed using structural equation modelling.

Findings

The key findings revealed that the factors service quality, trust in government, trust in e-government services and citizen satisfaction play a significant role in developing citizen loyalty to e-government services. Trust in government has the strongest direct effect on citizen loyalty to e-government services, and service quality has the strongest total effect on citizen loyalty. In contrast, citizen satisfaction has the least significant influence on citizen loyalty to e-government services.

Originality/value

This study proposes a new model for citizen loyalty to e-government services that combines the service quality model and trust theory. In addition, this study is among the first to categorise trust into three factors – trust in government, trust in e-government and disposition to trust – and integrate them into a model. Furthermore, the study reveals the roles of satisfaction and service quality in developing citizen loyalty. The findings of this study fill a gap in knowledge on citizen trust in, satisfaction with and loyalty to e-government services.
