Abstract

Purpose

This paper aims to systematically analyze the weaknesses of public procurement in Malaysia as reported in the Auditor General’s Reports from 2011 until 2018. Specifically, the study examines the types of weaknesses, the modes of public procurement involved with the weaknesses, the procurement categories involved with the weaknesses and the key recommendations to mitigate the weaknesses in public procurement.

Design/methodology/approach

A document analysis was adopted in achieving the objective. The Auditor General’s reports and the reports of activities of federal ministries/departments published by the National Audit Department, Malaysia from the year 2011 until 2018 are the main documents used in this study. The data gathered were analyzed using frequency distribution and displayed with descriptive statistics and relevant graphs.

Findings

The findings of the study revealed that the top five reported are non-compliance to scope, specifications and terms of contracts; delayed completion/non-completion of project; poor documentation; low quality of products, service and work; and little or no prior planning. It is also found that direct negotiation mode was reported with the highest issues of public procurement, while the procurement mode with the least public procurement weaknesses is direct purchase. Moreover, it was found that work category is the highest with public procurement issues reported compared to supplies and services. The top recommendations given by the Auditor General were to improve internal control, to enhance monitoring, to establish planning in details, to improve assets management and to take appropriate actions toward contractors and procurement officers when needed.

Originality/value

This is among a few studies that attempted to systematically examine the main issues regarding the public procurement activities in Malaysia. This study highlighted pertinent aspects of the public procurement activities, which need close attention by the relevant authorities to ensure efficient and effective public procurement.

Abstract

Purpose

The increasing uptake of performance auditing (PA), which entails both the facilitation and the control of government policies, has seriously challenged state auditors' claims that they are apolitical. This article aims to understand how supreme audit institutions (SAIs) operate to maintain and nurture the political neutrality and legitimacy of their PA.

Design/methodology/approach

The authors draw on Suchman's typology on legitimacy (1995) to analyze the PA reports of two countries with a long history of both performance auditing and accusations of political interference, namely Canada and Denmark. Documentary analysis and interview methods are employed.

Findings

This study shows how the two SAIs have been pursuing pragmatic, moral and cognitive legitimacy through the professionalization and standardization of both the form and the content of their PA reports. Engaging and maintaining the dialogue with the audited administration, triangulating recognized social science methods, and emphasizing the “public interest” basis of PA reflect some of the tools adopted to navigate the “grey zone” between objective, relevant and politically sensitive audits.

Research limitations/implications

The paper's explorative approach limits the possibility for robust testing of the causal forces impinging on SAIs' choices of legitimation strategies. Nevertheless, variations between the Canadian and Danish SAIs in the strategic use of some legitimacy tools such as the media suggest a difference in the role of Public Accounts Committee in the two countries that can be investigated in future research.

Originality/value

Much research exists questioning the political neutrality of PA, yet there has not been much discussion on how SAIs have been able to develop and preserve the prevalent legitimacy of their PA amid the criticism. More specifically, our research reveals the tendency of both the Canadian and Danish SAIs to strategically underline the “public interest” dimension of their performance audits in an attempt to increase both their legitimacy and political neutrality.

Abstract

Purpose

This article has two main aims. First, to observe the different causes of public (dis)value. Second, to explore, through a case study, an example of public value regeneration through the social reuse of assets seized from criminal organizations.

Design/methodology/approach

This is a theoretical article with a case study, utilizing semi-structured interviews.

Findings

The study analyzes the factors resulting from the regeneration of new public value within an initially compromised context. This is achieved by ‘freeing’ and converting properties seized from the Mafia in public goods available to the community (Plus-Value). The article finds that the different causes of public (dis)value are Mafia infiltration in public goods, corruption, tax evasion, abstaining from voting, (ab)use of power and (ab)use of law.

Practical implications

The study may help both scholars and practitioners to identify strategies to offset (dis)value factors, something that would be easy to imagine as having managerial implications.

Social implications

The value regenerated with respect to properties confiscated from the Mafia and then converted to social activities for the community highlights how it is possible to transform public (dis)value to public value.

Originality/value

The article explores a little examined area of public value, that is the destruction of value or (dis)value.

The aim of this paper is to undertake an exploration of the challenges related to knowledge management (KM) within public sector organisations in Jordan.

Abstract

Purpose

The aim of this paper is to undertake an exploration of the challenges related to knowledge management (KM) within public sector organisations in Jordan.

Design/methodology/approach

There was the adoption of a qualitative method to achieve the objective of the study, with content analysis undertaken on ten assessment reports, so the results of the content analysis could be validated. A total of 20 semi-structured interviews were conducted within the sample organisations. The sample was made up of ten public sector organisations that had participated at least twice within the King Abdullah Excellence Award with acknowledgement within their reports of failure to achieve results that were satisfactory for KM.

Findings

KM challenges identified reflect various aspects of different factors, such as organisational structure, culture, KM processes and the evaluation of KM. In practical terms, the main KM-related challenges for the Jordanian public sector are considered to be a lack of a culture of teamwork to support sharing and exchange of knowledge, lack of required documentation for the building of organisational memory needed for processes of KM, lack of training for KM, lack of clear vision and strategy for KM and lack of proper methodologies for the management of internal knowledge and weaknesses in the integration of information and data.

Originality/value

The study puts forward a conceptual model that can be used in assessing the challenges that managers face when they seek to implement KM in organisations within the public sector. The challenges of KM within the public sector have been studied widely, in general; however there is an importance to gaining better understanding of how to overcome those challenges. Compared with most of the existent studies, this particular research has offered detailed, specific insights into challenges for KM within the public sector, along with provision of a conceptual model that other researchers could use in the future.

Abstract

Purpose

Lack of knowledge and performance information sharing between actors is one manifestation of fragmentation in public performance management. This study aims to understand what managerial means are used for connecting performance dialogues and how these means affect fragmentation in performance management.

Design/methodology/approach

In this cross-sectional research design, the authors reviewed documents, interviewed public managers, observed workshops and held thematic discussions with public managers in one Finnish municipality. To analyze the empirical data, the authors used thematic analysis and both inductive and deductive research approaches.

Findings

The analysis revealed nine managerial means that public managers use for connecting performance dialogues to decrease fragmentation. These were (1) defining the division of labor between different dialogues, (2) assigning resources for performance dialogues, (3) generating convincing narratives for promoting collaboration, (4) providing the same performance information to collaborators, (5) building joint information systems, (6) establishing integrative performance dialogue hubs, (7) naming the gatekeepers, (8) offering training for dialogues and (9) synchronizing performance dialogues. Based on our findings, most of these means can preserve, increase or decrease fragmentation depending on their design.

Originality/value

The results of the study are valuable because the performance management literature has not investigated what managerial means are used to connect performance dialogues and how these means can preserve, increase or decrease fragmentation.

Purpose

The media is an important actor in public procurement, but research on its role is limited. This paper aims to investigate how the media has engaged with public procurement, using UK newspapers as a case example.

Design/methodology/approach

The method consisted of searching Nexis database for news articles on public procurement; automatic extraction of article attributes such as length, section, authorship; and manually coding each article for its theme and industry context. This produced quantitative indicators about the extent and focus of press coverage on public procurement.

Findings

Press coverage of public procurement increased between 1985 and 2018. The focus of coverage has been on governance failure and socio-economic policy. Governance failure, which includes corruption, cronyism and supplier malpractice, is associated with construction, outsourcing and professional services sectors. Socio-economic policy, which includes supporting small suppliers and favouring domestic industry, is associated with manufacturing, defence and agriculture.

Research limitations/implications

The analysis included UK media only. While the trends observed on the extent and focus of public procurement news coverage likely reflect the situation in other countries, international comparative research is still required.

Practical implications

Government officials should be more proactive in countering the “negativity bias” in news coverage of public procurement by showcasing projects where value-for-money has been achieved, services have been successfully delivered and social value has been realised.

Social implications

The media accentuates the negatives of public procurement and omits positive developments. The end-result is a selective and, at times, self-serving media narrative that is likely to engender cynicism towards public procurement.

Originality/value

To the best of the authors’ knowledge, this is the first study on media coverage of public procurement. It highlights that while there are similarities between media and academic treatment of public procurement, particularly in relation to its socio-economic side, the media emphasises governance failings and negative developments to a greater extent.

Abstract

Purpose

According to the traditional view of public administration, a critical component of good policy formulation is the provision of frank and fearless advice to elected decision-makers. This advice can be provided by permanent public officials or by the people selected by the elected governments to fill key and continuing posts. However, there are major questions as to whether new Governor-in-Council (GIC) appointment processes rooted in new public governance (NPG) are yielding the expected results promised, such as less partisanism, as a consideration for appointment.

Design/methodology/approach

The paper uses a mixed methods approach to examine the GIC process as it is used in Canada. In using these methods, the authors employed interviews with senior officials, governmental documents review and expert validation interviews to triangulate its main findings.

Findings

The paper uses the case of the revised appointment process for GIC appointments in Canada and suggests that the new arrangements do not deliver on merit-based criteria that ensures independence is protected between political executive and senior bureaucratic officials. Although new processes may be more open and transparent than past processes, the paper suggests that such processes are more susceptible to partisan influence under the guise of being merit-based.

Research limitations/implications

The research was limited to one country context, Canada. As such, it will be necessary to expand this to other Westminster countries. Testing whether manifestations of new public governance in appointment processes elsewhere will be important to validate whether Canada is unique or not.

Practical implications

The authors are left to wonder if this innovation of merit-based appointments in the new administrative state is obscuring the lines of accountability and whether it forms the basis for good policy advice despite promises to the contrary.

Social implications

Trust in the government is affected by decisions behind closed doors. They appear partisan, even when they may not be. Process matters if only to highlight increased value placed on meritorious appointments.

Originality/value

Previous studies on GIC appointments have generally been to explore representation as a value. That is, studies have questioned whether diversity is maintained, for example. However, few studies have explored appointment processes using institutional approaches to examine whether reforms to such processes have respected key principles, such as merit and accountability.

Abstract

Purpose

This study aims to examine the causes of small and medium-sized enterprises (SMEs) disinclination towards subcontracting in public sector markets. Previous studies have revealed that UK SMEs are reluctant to do business with the public sector through the subcontracting route, but the reasons for this lack of enthusiasm have not been widely researched.

Design/methodology/approach

Drawing on semi-structured interviews with SMEs competing for public contracts in North West England, a qualitative study was performed, from which several themes emerged.

Findings

The findings were synthesised into a framework underpinned by attribution theory, to portray situationally and dispositionally caused factors that were used to interpret SMEs’ behaviour.

Social implications

The findings can guide policy development and government interventions in developed and developing countries, aimed at using public procurement as a policy tool to develop the small business sector.

Originality/value

This paper contributes in a unique way to an emerging discourse on how subcontracting can facilitate the access of SMEs to government procurement spending. It adds to knowledge regarding the explanatory power of attribution theory – from its base in social psychology.

Abstract

Purpose

Blockchain is widely applied in e-voting, shared economy areas and other government functioning. Fragmented findings and distributed literature need consolidation for a holistic view of the research domain. The purpose of this study is to comprehensively reviews the blockchain applications for government organizations and presents the past, present and future trends of blockchain applications for government organizations.

Design/methodology/approach

Systematic review protocol instrumentalized the systematic review of research articles published from 2013 to 2021. Science mapping discerns scientific actors’ trends and performance analysis like most influential authors, documents and sources. Content analysis of selected data set unfolds the past, present and future of blockchain applications for government organizations.

Findings

Blockchain technology offers enormous potential for the transformation of government organizations and public services. The primary areas are cryptocurrency, e-voting, shared economy, smart contracts, financial and health services, tourism, logistics and water sustainability.

Research limitations/implications

This study reviewed only published research in journals and conference proceedings and excluded book reviews, book chapters and editorials from the review set. This study persuades governments and policymakers to invest in blockchain technology for transforming government organizations and public services.

Practical implications

This study highlights the importance of blockchain in government-controlled public departments, enhancing transparency and efficiency in public life.

Social implications

Blockchain technology enhances transparency, traceability and accountability of public records.

Originality/value

This study pioneers in chronologically highlighting the importance of blockchain in government-controlled public departments.

Abstract

Purpose

The purpose of this paper is to shed light on the motivational process that leads to commitment development in the private and public sectors. It has been suggested that employee’s commitment is mainly predicted by job satisfaction and motivational factors such as internal communication, training, structural empowerment, incentive systems, transformational leadership and person–organization fit.

Design/methodology/approach

A comparative approach, between a set of private and public organizations, was undertaken. A survey was conducted on two random samples of workers belonging to both types of organizations.

Findings

The findings report a set of similarities and discrepancies between the private and the public organizations in terms of motivational factors that lead to job satisfaction and employees’ commitment.

Originality/value

This research brings additional value to the comparative literature on organizational analysis. It is one of the scarce comparative research in the North African context that deal with motivational factors at private and public workplaces.
