Abstract
Purpose
The operation of water environment treatment Public-Private Partnership projects (WETP-PPP) is crucial to the project effectiveness. However, there are often problems in projects that attach importance to construction and neglect operation management, which seriously affect the project operation effect. To ensure the good operation effect of the WETP-PPP, an evolutionary game model of the regulation strategy during the operation period of WETP-PPP is constructed.
Design/methodology/approach
An evolutionary game model of regulation is established which considers the government, the project company and the public in water environment treatment Public-Private Partnership projects (WETP-PPP). Five scenarios of equilibriums and the game's evolutionary stable strategies are analyzed, and the corresponding stability conditions are then obtained. Finally, through the simulation, the influence of different factors on the choice of the three-party strategy is analyzed.
Findings
First, the key factors that affect the evolution game are the regulation costs and performance rewards of the government, the project company's operation costs and penalties for opportunism and the public supervision costs and rewards. Second, in order to ensure the operation effect, the government needs the performance incentive from the superior government. Third, the public's supervision enthusiasm needs to be mobilized by the government. Last, the penalty strength of speculative operation should be strong enough to play a deterrent role.
Research limitations/implications
The theoretical research in this paper has some limitations. Initially, due to the large number of participants in WETP-PPP, in addition to the government department, the project company and the public studied in this paper, it also involves the consulting industry and financial institutions. In the future, more participants can be added to form four-party interest relationships and conduct four-party evolutionary game research. Second, the operation environment of WETP-PPP is complex and changeable, and various influencing factors are intertwined, the number of parameters involved in this paper is limited, and further detailed research is needed in the future.
Practical implications
Based on the evolutionary game theory, this article discusses the evolution law of the tripartite game behavior of the government department, the project company and the public, which is helpful to clarify the strategy evolution path of the tripartite in the WETP-PPP, and the generation condition and evolution mechanism of the equilibrium strategy of the tripartite game. The key parameters affecting the tripartite strategy selection are analyzed through simulation, which can provide reference for the government department to formulate relevant measures. At the same time, it broadens the application field of evolutionary games and supplements the research on the management mechanism of WETP-PPP during the operation period.
Social implications
Based on the evolutionary game theory, this paper introduces the supervision behavior of the public, which can provide a new perspective for researchers to conduct relevant research. Secondly, for the regulation during the operation of WETP-PPP, this paper can provide reference for the government department to establish a scientific public supervision system, improve the government supervision mechanism and other relevant measures, which can help promote the public supervision willingness, improve the regulation efficiency of the government and guide the project company to reduce speculation, so as to ensure the effect of water environment management.
Originality/value
This paper focuses on the regulation of WETP-PPP during the operation period to research interactions among the government, the project company and the public. Based on the analysis of the evolutionary game, some suggestions are put forward, such as perfecting the government regulation mechanism, optimizing the reward and punishment system for the project company and broadening the channels of public supervision. The research results of this paper can provide support for the government's regulation of WETP-PPP and ensure the project operation effect.

Abstract
Purpose
Little research has focused on abusive supervision in the context of project management, despite its prevalence and detrimental influence on the psychological health of subordinates. Therefore, drawing on affective event theory (AET), this study sought to investigate supervisor-level antecedents of abusive supervision by considering the mediating role of emotional exhaustion and moderating role of psychological resilience.
Design/methodology/approach
Utilizing a time-lagged design, data were collected through questionnaires from project managers and their immediate subordinates in construction projects. PROCESS macros were utilized to analyze a sample of 241 supervisor-subordinate dyads.
Findings
The findings revealed that time pressure and emotional exhaustion significantly predicted project manager abusive supervision. The authors also found that emotional exhaustion mediates the relationship between time pressure and project manager abusive supervision. Furthermore, the results show that highly resilient project managers become less emotionally exhausted when facing time pressure. Lastly, psychological resilience moderated the indirect effect of time pressure on project manager abusive supervision through emotional exhaustion.
Originality/value
According to Fordjour et al., abusive supervision is a critical factor that deteriorates the psychological health of subordinates in the project. Nevertheless, this phenomenon remains uninvestigated. Therefore, this research contributes to the project management literature by investigating key predictors of abusive supervision, thus filling both a theoretical and practical gap.

Purpose
The role of a government investment project (GIP) management supervisor is to improve supervision performance and the Chinese government has issued a series of polices, displaying the determination to solve supervision problems. The purpose of this paper is to assist the government to play its role of supervisor and to realize progress supervision performance for GIP in practice with the Agent Construction System (ACS).
Design/methodology/approach
Taking consideration of the essence of ACS, the paper analyzes the system supported theory, which is a supervision mechanism, with contract management as the core and goals as orientation. The authors design the system frame and its composing modules according to the main function of this information system.
Findings
The research builds an expected supervision information system with four functional modules, which is designed according to logical sequence of supervision, based on a theoretical supervision mechanism.
Originality/value
The system is, to the best of the authors' knowledge, the most advanced and practical information system for GIP supervision published in the literature.

Abstract
Purpose
The information used for supervision by regulatory departments in public-private partnership (PPP) projects is primarily transmitted and processed by the PPP implementation department, which negatively impacts the information quality, leading to information asymmetry and undermining the overall effectiveness of supervision. This study aims to explore how to use blockchain to anchor the information used for supervision in PPP projects to the original information, to strengthen the oversight.
Design/methodology/approach
This paper adopts the principles of design science research (DSR) to design a conceptual framework that systematically organizes information along the information dissemination chain, ensuring the reliable anchoring of original information. Two-stage interviews involving experts from academia and industry are conducted, serving as formative and summative evaluations to guide the design.
Findings
The framework establishes a weak-centralized information organizing mode, including the design of governance community and on-chain and off-chain governance mechanisms. Feedback from experts is collected via interviews and the designed framework is thought to improve information used for supervision. Constructive suggestions are also collected and analyzed for further development.
Originality/value
This paper provides a novel example exploring the inspirations blockchain can bring to project governance, like exercising caution regarding the disorderly expansion of public sector authority in addressing information disadvantages and how to leverage blockchain to achieve this. Technical details conveyed by the framework deepen understanding of how blockchain benefits and the challenges faced in successful implementation for practitioners and policymakers. The targeted evaluation serves as rigorous validation, guiding experts to provide reliable feedback and richer insights by offering them a more cognitively convenient scenario.

Abstract
Purpose
This study intends to add to the existing body of literature and provides a strong advocacy for the use of the computer-mediated corrective feedback by university lecturers in Nigeria and elsewhere. The purpose of this paper is to explore the perceptions and experiences of lecturers toward students' research project supervision using the computer-mediated corrective feedback, factors that facilitate its use, the most preferred computer-mediated corrective feedback types and the extent of its usage in project supervision.
Design/methodology/approach
This research relies on both the Dialectical Theory and the Unified Theory of Acceptance and Use of Technology. This study adopted the interpretivist philosophical paradigm. The case study approach of the qualitative design was used in this investigation. The research participants were selected using the multi-stage sampling procedure. In all, twenty-four (24) lecturers (four from each university, comprising 16 males and 8 females and their ages ranged from 37 years to 61 years) made up the study sample. In-depth interviews were held with these lecturers. The collected data were transcribed and coded and themes were generated based on the responses of research participants using inductive-thematic analysis (ATLAS.ti version 22).
Findings
The results indicated that lecturers' perceptions towards the computer-mediated corrective feedback in students’ research project supervision are positive, as they considered it flexible, speedy and economical. Users' personal and device-related factors affect the deployment of computer-mediated corrective feedback for students' research project supervision. E-mail, WhatsApp and Zoom are the three themes that emerged as computer-mediated corrective feedback types that lecturers adopt while supervising students’ research projects. Therefore, the study recommends that lecturers should take full advantage of computer-mediated corrective feedback in supervising students' research projects in lieu of the Fourth Industrial Revolution. Universities should also provide an enabling environment that facilitates computer-mediated corrective feedback.
Originality/value
Studies (outside Nigeria) have been conducted on CMCF using predominantly the experimental and the quantitative research designs in ascertaining the impact of this mode of feedback on students' writing performances. Other studies examined students' perceptions toward CMCF. However, little or no attention has been given to the use of CMCF in the supervision of students' research project writing, especially in Nigeria. Moreover, calls for more qualitative research into lecturer-student interactions and the assessment of educational issues have emerged in recent times. It is against this backdrop that this study explored university lecturers' perceptions and experiences of CMCF on students' research project supervision in Nigerian universities.

Abstract
Purpose
The purpose of this paper is to study the rent-seeking behavior of stakeholders in construction projects and to provide a reference for further studies on collaboration in China, which could thus improve the collaborative management in construction and reduce the waste of resources.
Design/methodology/approach
In this paper, the authors discuss and analyze the current situation of rent-seeking behavior in infrastructure construction projects, integrated project delivery (IPD), and the application of a building information model (BIM) in China. The authors analyze the collusive behavior between the supervision department and the contractor via the rent-seeking model on the basis of the game theory and present that BIM and IPD have a positive impact on rent-seeking activities of construction projects. The key factors influencing the rent-seeking activities from the perspective of the owner are studied via a questionnaire survey.
Findings
The research status of IPD in China includes the application of IPD, IPD collaborative management and the combination of lean construction (LC), IPD and BIM. The enthusiasm of the adoption of BIM and IPD is higher for design institute, construction units, research institutions and universities. The findings indicate that the owner appears to have a significant influence on stakeholders in construction projects, such as supervising efficiency, rewards and punishment. Therefore, the results also demonstrate that the construction project based on BIM and IPD can effectively avoid the rent-seeking activities of the participants.
Research limitations/implications
The findings are primarily based on questionnaire data originated from Central China; hence there are some limitations that are worth noting.
Practical implications
First, it provides compelling data evidence for the adoption of BIM and IPD in China. Second, it paves a solid foundation for the behavior of stakeholders in construction projects based on BIM and IPD.
Originality/value
In this paper, a game model of contractor, supervisor and owner is established, and a preliminary attempt is made to introduce BIM and IPD into the model for the behavioral research of participants.

Abstract
Purpose
The study investigates the latent shortcomings of projects implemented under the force account approach. The study offers implications to the policymakers, practitioners and society at large for the effective and efficient application of the force account method in construction projects.
Design/methodology/approach
The study adopted an explanatory sequential mixed method of which the quantitative data were collected first and then analysis was performed. Then, the results of quantitative data were used to plan for the collection of qualitative data. The quantitative data were collected from performance audit report while the qualitative data were collected using semi-structured interviews.
Findings
The study identified six (6) general latent shortcomings and twenty-one (21) detailed latent shortcomings. The general latent shortcomings were inadequate planning and designing of the project; inappropriate adhering to the procurement procedures for materials; inadequate contract supervision; lack of qualified personnel to execute and supervise the works; lack of appropriate equipment and tools; and improper recording of cost of materials, labour and overheads in the books of accounts.
Research limitations/implications
The research focused on the force account construction approach as applied in the Tanzania context.
Practical implications
The research stresses that policymakers and practitioners are required to evaluate critically the scope and application of the force account mechanism. The force account procedures should be made based on the nature, scope, magnitude and thresholds of the project. The procuring organisations should ensure that the cost–benefit analysis is undertaken before implementing the force account projects. The findings of this study can be used as inputs to the present laws, regulations and guidelines related to the force account projects.
Social implications
The present study has the potentials to the communities of which force account projects are undertaken. It stresses that the force account method offers employments opportunity to the social communities.
Originality/value
The study has identified the latent shortcomings of the projects implemented under the force account method. This topic has received attention in Tanzania and developing countries. The study can be credited for its implications to policymakers, practitioners and communities including its emphasis on conducting a cost–benefit analysis.

Abstract
Purpose
Few of the established risk identification methods refer to low-severity yet high-frequency safety risks data that may lead to several safety risks being ignored, thus reducing the potential of learning from a considerable number of cases. The purpose of this study is to explore a new valid method based on preaccident safety supervision data to identify these minor construction safety risks during routine construction operations.
Design/methodology/approach
A total of 329 official construction safety supervision reports containing 5,159 safety problem records from Shanghai between 2016 and 2018 served as raw material for in-depth analysis. Given the characteristics of the data collected, text mining integrated with natural language processing was applied to review the supervision reports and group safety risks automatically.
Findings
This study clarifies the way in which the supervision data should be employed to analyze high-frequency–low-severity safety risks. From these data, seven unsafe-act-related and nine unsafe-condition-related risks are identified. Regarding unsafe-act-related risks, inappropriate human behaviors could usually occur in personnel management, contract management, expense management, material management and acceptance work. For unsafe-condition-related risks, hoisting, scaffolding and reinforcement works are the main generators of onsite safety hazards during construction operations.
Practical implications
The study includes implications for project managers and supervisors to facilitate more effective proactive risk management by paying more attention to collecting and employing the supervision data established in each routine inspection.
Originality/value
Whereas previous research focused on analyzing severe accidents, this study seeks to identify the high-frequency–low-severity construction safety risks using the preaccident supervision data. The findings could provide a new thought and research direction for construction safety risk management.

Abstract
Purpose
This study aims to reduce the construction safety accidents of prefabricated building (PB) projects, improve the efficiency and effectiveness of safety supervision by government departments, and provide theoretical reference for improving the safety supervision system of PB construction.
Design/methodology/approach
Considering the information asymmetry between government supervision departments and construction contractors and the interactive relationship between the two parties under bounded rationality, we propose an evolutionary game model for the construction safety dynamic supervision of PBs and analyze the evolutionary strategy of the game. The system dynamics (SD) method is used to simulate and analyze the evolutionary game process under a dynamic supervision strategy and the adjustment of external variables.
Findings
The cost difference between the government's strong and weak supervision, the construction contractor's additional expenditure for strengthening safety management, and other factors affect system stability. The government can dynamically adjust the penalties based on the construction contractor's subjective willingness to ignore safety management and further adjust their rate of change based on the completion of the supervision goals to improve the efficiency and effectiveness of construction safety supervision.
Originality/value
This study makes contributions in two areas. Through a combination of SD and an evolutionary game, it provides new insights into the strategic choice of the main body related to PB construction safety. Additionally, considering the nonlinear characteristics of construction safety supervision, it provides useful universal suggestions for PB construction safety.
