Abstract

Purpose

The Public–Private Partnership (PPP) mode has been widely used in the urban water environment treatment project (UWETP). The public is the direct perceiver of urban water environment treatment PPP project (UWETP-PPP), and their satisfaction with it can reflect the project's success to some extent. The purpose of this paper is to provide operational management strategies for special-purpose vehicle (SPV) company through public satisfaction evaluation of UWETP-PPP.

Design/methodology/approach

A questionnaire was designed through the literature review and experts' opinions that consisted of 33 indexes to investigate public satisfaction with UWETP-PPP. Then, the exploratory factor analysis (EFA) was used to confirm the evaluation index system of public satisfaction. Next, the weights of the indexes were calculated by the normalized mean method and fuzzy synthetic evaluation (FSE) was applied to evaluate public satisfaction with UWETP-PPP. Finally, the importance-performance analysis (IPA) was used to suggest improvement strategies of public satisfaction with UWETP-PPP.

Findings

The factors affecting public satisfaction with UWETP-PPP are preliminarily determined, and an evaluation model that provides a specific basis for evaluating public satisfaction with UWETP-PPP in the future is constructed. Furthermore, some strategies and suggestions to improve the performance level of UWETP-PPP are put forward.

Research limitations/implications

First, the factors influencing public satisfaction with UWETP-PPP are numerous and complex. The factors discussed in this study may be further refined to make the research more reliable and effective. Second, the sample from this study can be expanded to multiple projects, so as to make the study more general. Finally, given that the influencing factors in the paper were elicited by using scores obtained through a questionnaire survey, it would bring bias to the result to some extent. The evaluation method can be further improved, such as combining with interval intuitionistic fuzzy evaluation.

Practical implications

In the context of the characteristics of PPP projects in water environment treatment and the huge demand of the country to apply PPP model in the territory of water environment treatment, this study evaluated the public satisfaction with UWETP-PPP in Xuchang City, China. The result provided a beneficial reference for the private organizations to take appropriate actions to improve the public satisfaction level of UWETP-PPP, so as to improve the performance level of SPV. It also provided a system of public satisfaction evaluation with UWETP-PPP, which can be considered as the standard of public satisfaction survey, thus improving the comprehensiveness of the UWETP-PPP performance evaluation system and the government regulatory capacity, thus affecting the sustainable development of UWETP-PPP.

Social implications

In addition, the research results provide a useful reference for the public organizations to issue a UWETP-PPP regulation rule, review a UWETP-PPP design plan, and conduct new similar project decision-making. In summary, the study results not only serve as a good reference for the evaluation of public satisfaction of eco-environmental PPP projects, but also have essential application value for improving the service level, performance improvement and operational management of the SPV.

Originality/value

The research results of this paper have certain wide-spread value, and the research framework and research method can be applied to other infrastructure section, such as transportation, stadium et al.

Abstract

Purpose

In recent years, with the increasingly serious urban water environmental pollution, the government has exerted considerable effort to promote the comprehensive improvement of the water environment and conducted numerous urban water environment treatment public–private partnership (PPP) projects (UWETP-PPP). The sustainability assessment of UWETP-PPP has important theoretical and practical significance for the public and private sectors to systematically evaluate the sustainability of projects and promote the sustainable development of projects. Therefore, the purpose of this paper is to advance a method to evaluate the sustainability of UWETP-PPP.

Design/methodology/approach

The paper adopted fuzzy logic method to evaluate the sustainability of UWETP-PPP. First, this paper constructed the sustainability assessment indicator system of UWETP-PPP. Second, this paper determined the appropriate linguistic scale for assessing the performance ratings and importance weights of UWETP-PPP sustainability indicators and collected experts’ evaluations of the project through questionnaires. Then, the linguistic variables were approximated as fuzzy numbers through the concept of fuzzy theory. Finally, the sustainability of the project was determined and the weak sustainability aspects of the project were identified by calculation.

Findings

The feasibility of this method was verified by a specific case. And, the results of the case study showed that the UWETP-PPP in Xuchang City, China, was sustainable, and the indicators of weak sustainability of the project were identified, namely, internal return ratio (IRR), sustainable cash flow, provision of employment opportunities, energy efficiency, comprehensive use of water resources, use of innovation materials, renewal of project facilities, adoption of advanced engineering technology, use of construction waste and waste recycling and reuse. This paper also proposed corresponding suggestions for further improving the sustainability of the UWETP-PPP in Xuchang City, China.

Originality/value

This paper makes two contributions: first, the fuzzy logic method is applied to provide new ideas for a sustainability assessment of UWETP-PPP, and the assessment results facilitate ways to monitor and estimate the degree of sustainability. Second, the identified indicators of weak sustainability provide useful references for the public and private sectors regarding implementing appropriate measures to improve the sustainability level of UWETP-PPP.

The paper investigates the Brian Mercer Awards for Innovation, which are aimed at individuals or groups working in the general area of the built environment.

Findings

The paper finds that the Brian Mercer Awards for Innovation are intended to fund the development of an already proven concept or prototype through to the creation of a near‐market product for commercial exploitation. In addition to the main awards, The Royal Society has given Brian Mercer Awards for Feasibility to seven projects that it believes could become successful products in the coming years. One of these is a new wastewater treatment system that will not only recycle waste but will also produce reusable water, enough energy to power itself, and will be smaller than traditional plants has won a top Innovation Award.

Abstract

Increases in industrialisation in developing countries bring bout increases in the levels of industrial waste which have to be disposed of. Increasing the efficiency of such waste disposal processes can be achieved by effective quality control systems. The objectives of waste control systems are multiple but can broadly be considered to be environmental and economic. This article shows how goal programming can be successfully applied to the type of quality control problem in which the levels of inputs and process variables are fixed in order to meet a required specification of output which is expressed by multiple characteristics. The authors conclude that the success of the approach depends crucially on the efficiency of the necessary regression analysis.

Chapter 16 is an introduction to systems thinking and analyzing the system dynamics of relationships within an organization or between organizations. Systems thinking builds on the propositions that (1) all variables or conditions have both dependent and independent relationships, (2) lag effects occur in relationships, (3) feedback relationships occur (e.g., A→B→C→A), and (4) seemingly minor relationships (i.e., “hidden demons”) have huge influence in causing a set of relationships (i.e., a system) to implode or explode. The propositions of building and testing a set of relationships apply in many contexts; this chapter examines systems thinking and system dynamics in one context as an introduction to this stream of case study research. Hall (1976) provides details of an advanced application of systems dynamics research – do not be fooled by the date of the study; Hall (1976) is an exceptional up-to-date case research study using system dynamics modeling. This chapter describes the issues and criticisms concerning golf, tourism, and the environment and considers how golf–tourism–environment relationships might achieve economic well-being for a region while avoiding vicious cycles of destruction to local environments and the quality of life of local residents. The examination proposes the use of systems thinking, cause mapping, and system dynamics modeling and simulations of golf, tourism, and environmental relationships to help achieve workable solutions agreeable to all stakeholders. Sustainable relationships that include golf, tourism, and environmental objectives require crafting government policies via stakeholder participation of all parties that such relationships affect – recognizing and enabling this requirement needs to be done explicitly – to reduce conflicts among stakeholders and avoid system failures.

Abstract

Purpose

Education is foundational for creating caring sustainable leaders and organizations. This paper aims to investigate whether historically eminent Lebanese universities are integrating sustainability courses and practices in their curriculum, and to discern whether these universities’ administrators are currently providing, or plan to provide, positive educational experience through addressing sustainability concepts and tools in their respective universities.

Design/methodology/approach

The authors based their qualitative study on a multimodal design for explorative and recommendation purposes. The review of literature and online search facilitated setting standards and benchmarking. Face-to-face interviews and observation corroborated the findings and provided insight. The information was systematically ordered to tackle sustainability as a product and as a process on different campuses. All research was subject to ethical clearance from the studied subjects.

Findings

Compiling the input from all participants revealed that there is an urgent need to reform universities’ products and processes, in addition to a necessary call for support from governmental entities. The seeds of environmental sustainability are present in varying degrees in universities that have been continuously functional in the service of higher education in Lebanon for a period of 50 years or more.

Research limitations/implications

The lack of contextual, comprehensive models, toward which change can be geared, presents a limitation to this work. Another limitation is that this study was restricted to historically prominent universities with the valid assumption that they play a leadership role in higher education. More universities should be investigated to further validate the findings, to complement this project and to allow for generalizability and comparison with initial findings.

Practical implications

More focus is needed to prepare present students and the future community to rely on available resources. The paper outlines the need to change the educational approach in Lebanese universities. It addresses a call to the administrators of all universities to provide the right policies, tools, materials and other resources to help sustainability.

Social implications

Universities are called to play a major role especially in inspiring and teaching sustainability concepts. It is worth noting that education can be seen as a social good. If education is well served, it can create jobs, generate high revenues and raise standards of living. But serving the education “well” may require disruption of the status quo, which, if done creatively, will lead to novel approaches and solutions that outweigh the disruption itself.

Originality/value

This paper has exposed the status quo of universities vis-à-vis sustainability, but it has also challenged “what is”, and opened up possibilities of what “could be”. Educational projects should be adapted with the participation of the private sector to stimulate innovation, and experience the lived dimension of sustainability. Implementing such a change represents the bridge between current and needed ways of thinking required by the new environment.

Purpose

According to relational contract theory, relational governance has potential to improve public-private partnership (PPP) infrastructure project sustainability. The main purpose of this research is to investigate the association between relational governance and the sustainability of PPP infrastructure projects. Further, this study examines the mediating effect of managerial innovation and the moderating role of public involvement.

Design/methodology/approach

Research data were collected from 158 valid questionnaires completed by Chinese PPP professionals. Structural equation modeling (SEM) was then employed to test five hypotheses.

Findings

Results indicate a positive correlation between relational governance and PPP infrastructure project sustainability. This linkage is regulated by public involvement. In addition, managerial innovation plays a mediating role between relational governance and the sustainability of PPP infrastructure projects.

Originality/value

This study verifies the relationship between relational governance and PPP infrastructure project sustainability, as well as intermediary and regulatory factors, providing a new approach to achieving sustainability in PPP infrastructure projects.

Abstract

Purpose

Achieving the win–win goal in public–private partnership (PPP) has gained much research interest in recent times. These studies have addressed the achievement of win–win from various perspectives. An integration of the constructs from these various perspectives improves approach to attaining win–win throughout the entire project delivery. This study, therefore, becomes the first systematic review to analyse PPP studies towards identifying win–win constructs and then integrates findings into a conceptual model.

Design/methodology/approach

This study adopted a four-staged systematic review method. This includes concept development, papers retrieval, selection of relevant papers and qualitative analysis. Thematic analysis was used at the qualitative analysis stage for the identification and categorization of constructs and finally, systems thinking was adopted in integrating the findings into a conceptual mode

Findings

The achievement of win–win between government and private investors is of much desire hence a more conscious approach towards it is ideal. A total of 40 constructs were identified and were later categorised into six components. Some constructs identified include optimal assessment and fair allocation of project risks, reasonable concessions period, flexible contracting, equal and active participation and co-ordination of public and private actors and strategic negotiation.

Originality/value

This paper provides an improved definition of win–win scenario in PPP infrastructure project delivery. Furthermore, the novel approach of integrating win–win constructs into a systemic conceptual model is very relevant to PPP body of knowledge and practice. The study concludes with plausible research directions to further improve the achievement of win–win in PPP.

Abstract

Purpose

This paper aims to evaluate the microbial quality of some traditional cheese samples (sheep, cow and koopeh cheeses) consumed in northwest of Iran, and to detect Shiga-like-toxin-producing Escherichia coli (STEC) and methicillin-resistant Staphylococcus aureus (MRSA) in cheese samples by polymerase chain reaction (PCR) method.

Design/methodology/approach

Almost half of the project was based on counting the population of Staphylococcus aureus, total coliforms, Escherichia coli, and total aerobic mesophilic bacteria, also the other section was related to the isolation and the detection of the STEC and MRSA in cheese samples. The findings were compared with standard maximum and threshold values.

Findings

The results revealed that 36.99, 30.14 and 100% of cheeses exceeded the standard threshold value of E. coli (102), total coliforms (104) and S. aureus (102). However, total coliforms, in any of the cheese samples examined, did not reach the maximum value and only 24.66% of samples exceeded the maximum value of E. coli. Also, no significant difference (p > 0.05) in counts of each bacterial group examined in sheep, cow and koopeh cheeses was observed. The colony PCR method demonstrated the existence of 19 MRSA and 2 STEC isolates.

Originality/value

This research showed a general overview of the bacterial quality of cheeses in northwest of Iran.

Abstract

A systems perspective of waste management allows an integrated approach not only to the five basic functional elements of waste management itself (generation, reduction, collection, recycling, disposal), but to the problems arising at the interfaces with the management of energy, nature conservation, environmental protection, economic factors like unemployment and productivity, etc. This monograph separately describes present practices and the problems to be solved in each of the functional areas of waste management and at the important interfaces. Strategies for more efficient control are then proposed from a systems perspective. Systematic and objective means of solving problems become possible leading to optimal management and a positive contribution to economic development, not least through resource conservation. India is the particular context within which waste generation and management are discussed. In considering waste disposal techniques, special attention is given to sewage and radioactive wastes.
