Abstract

Purpose

The purpose of this paper is to determine the perspectives of increase of effectiveness of university education, related to the use of private educational resources.

Design/methodology/approach

In order to determine the dependence of effectiveness of university education on the use of private educational resources, this work uses the instrumentarium of economic analysis – in particular, the method of correlation analysis – for finding the value of the coefficient of correlation and regression analysis for compiling the model of paired linear regression. Using them, the authors determine the dependence of the quality of human resources in the country on the number of private organizations with their own educational resources and on the volume of private investments in education on the basis of the 2010-2014 data. In order to ensure comprehensiveness of research, it was conducted following the example of various countries – USA, India, France, Germany, and Russia.

Findings

The authors define the notion and determine the specifics of private educational resources, study their structure and sources, and substantiate the increase of effectiveness of university education as a result of the use of private educational resources with the help of economic and mathematical instrumentarium.

Practical implications

Practical significance of the research consists in the fact that proprietary conclusions, related to the use of private educational resources, are recommended for use in modern universities for increase of effectiveness of the system of university education.

Originality/value

The theoretical value of the conducted research is determined by its contribution to the development of the concept of human resources, through substantiation of necessity for use of new methods of their formation by means of use of private educational resources in the system of university education, as well as by its development of the concept of economic effectiveness, through determination of a new factor of effectiveness of university education – the use of private educational resources.

Abstract

Purpose

The purpose of this paper is to analyze training programs for transnational corporations, educational services market, and society.

Design/methodology/approach

The paper consists of three components: determination of the role and meaning of training programs of transnational corporations in the system of formation of private educational resources, conduct of analysis of effectiveness of training programs of transnational corporations, and compilation of recommendations for increase of effectiveness of training programs of transnational corporations. The main method of the research is correlation analysis.

Findings

As a result of the research, the authors have come to the conclusion that training programs of transnational corporations are the foundation for the formation of private educational resources and provide significant advantages for transnational corporations, educational services market, and society on the whole.

Practical implications

The practical value of the work consists in the development of practical recommendations for increase of effectiveness of training programs of transnational corporations which could be used by them in practical activities.

Originality/value

The performed research contributes to the development of the concept of human resources, the concept of post-industrial economy, and the concept of transnational business, which causes its high theoretical significance.

Abstract

Purpose

This paper aims to trace the evolution of two initiatives – the direct subsidy scheme and independent schools initiative – their genesis, rationale, current form and take‐up rate. It also analyses them as education reforms in terms of policymaking dynamics. The very notion of the term “privatization” will be examined.

Design/methodology/approach

The article examines the two school privatization schemes in Hong Kong and Singapore, by putting into perspective a discussion of their policy implications, thereby reflecting on their similarities and differences in their agenda, implementation and implications.

Findings

The findings indicate that the DSS and independent school schemes in both Hong Kong and Singapore are in line with the global trends of privatization. It is suggested that the governments of the two places have adopted different approaches in the implementations of their schemes.

Originality/value

The paper shows how the direct subsidy scheme and independent schools initiative represent attempts over the past two decades by the governments of Hong Kong and Singapore, respectively to promote school privatization.

The article finds that organisations or individuals that do not form a part of a larger network of institutions can use this independence to their advantage.

Originality/value

This article will highlight some of the ways that small teams or even individuals can develop new digital skills to expand the scope of their archives.

Abstract

Purpose

This paper aims to investigate how do Muslims, Christians and Kaharingan adherents conduct interreligious relations among them in their everyday lives in Central Kalimantan; why do these religious communities observe interreligious relations as such; and what makes this model of interreligious relations.

Design/methodology/approach

The corpus for analysis comes from in-depth interviews with 20 persons, which took place between August and October in 2016 in Palangka Raya city and Kotawaringin Timur Regency in Central Kalimantan Province, Indonesia. The informants were selected from groups believed to be lay members and elites of Muslim, Christian and Kaharingan communities using snowball sampling technique facilitated by local research assistants. These informants are mainly mainstream Muslims, Christians and Kaharingan adherents.

Findings

The way to peaceful and co-existence life lived by religious communities in Indonesia is closely related to its rich treasures and precious tradition of cultural heritage: Indonesian communalism, Indonesian community spirit as seen in terms such as “tradisi hidup bersama,” “semangat kebersamaan” and “satu keluarga.” Instead of emphasizing the divisive differences among communities with various religious backgrounds, Muslims, Christians and Kaharingan adherents in Central Kalimantan create “third spaces,” common grounds shared by these religious communities at individual, institutional and societal levels.

Originality/value

Based on empirical findings, this research argues that the practices of peaceful and co-existence life lived by diverse religious communities in Indonesia relate to their particular social-cultural contexts of rich treasures and precious tradition of cultural heritage in the forms of Indonesian communalism and community spirit. Instead of emphasizing the divisive differences among themselves, various religious communities in Central Kalimantan create third spaces, common grounds between them and are shared by them at individual, institutional and societal levels.

Abstract

Purpose

The purpose of this paper is to assess the research efficiency of the Chilean higher education institutions (HEIs). As it has been argued in the literature, universities in Chile are far from being considered research-oriented institutions. Current governmental reforms have put pressures on the efficient use of public resources, especially, public expenditures in higher education. In response, the proposed data-driven approach can be used to inform educational managers and policy makers about research efficiency. Therefore, a better allocation of the scarce educational resources can be achieved.

Design/methodology/approach

Data envelopment analysis is used to assess the research efficiency of a set of Chilean universities. Four models are proposed based on different parameters to cover various drivers of the research productivity.

Findings

The paper provides evidence that only a few universities in Chile are efficient in regards to research. Moreover, interesting results in terms of the differences in efficiency between traditional universities and private universities were found. Universities with a mixed-funding structure (private traditional) are more efficient than both public and purely private universities. Additionally, universities that receive direct funds from the government are on average 3.3 times more efficient than private universities. According to the models, only one private university appeared at the top 10 based on the research efficiency ranking.

Practical implications

Current pressures in the funding structures of the higher education system have led to an increased awareness in the utilization of resources. The results provided in this study are useful for guiding a better allocation of public resources and providing insights about efficient funding structures.

Originality/value

An understanding of the current status of research efficiency and the identification of the best performers allows educational managers to improve their resource allocation processes.

Abstract

Evidence suggests that international comparison has become a ubiquitous component of educational innovation and entrepreneurship in spite of significant variation among educational contexts worldwide. This chapter provides an overview of educational innovation and public sector entrepreneurship from an internationally comparative perspective. The influence that the global shift from natural resource and industry-based economies to knowledge-based economies has had on the development of educational innovation and entrepreneurship is explained. Several examples of educational innovation and education-oriented public sector entrepreneurship highlight the discussion, which concludes with an examination of specific knowledge society issues related to educational entrepreneurship and its reciprocal effect on innovation.

Abstract

Purpose

The purpose of this paper was to evaluate the efficiency of secondary education schools in Chile. Since the early 1980s, several educational reforms have been passed with the main objective of improving the quality, equity and efficiency of the Chilean education system. This has initiated a debate about the efficient use of public educational resources. In response, this study provides insights into identifying the most efficient types of schools based on a set of different inputs and outputs.

Design/methodology/approach

This quantitative research study used data envelopment analysis (DEA), which estimates a single index of efficiency to identify schools performing at superior levels compared to other schools with similar characteristics. Two sets of models are created for evaluating efficiency. The first set of analyses provides a longitudinal efficiency comparison based on student performance on two national standardized tests as outputs, and the second model incorporates socioeconomic characteristics of students attending different schools as inputs in the efficiency estimation.

Findings

Based on the longitudinal models, it was found that private schools are more efficient and more consistent in maintaining their efficiency over time than other types of schools. In addition, when accounting for socioeconomic factors, publicly subsidized schools were more efficient than public schools.

Practical implications

The Chilean parliament is currently discussing new educational reforms that focus on more efficient use of educational resources to improve educational quality and equity. The results provided in this study generate useful evidence for policymakers and other stakeholders regarding school efficiency and the appropriate allocation of public resources to support diverse students served by different types of secondary educational institutions.

Social implications

Education is a key factor affecting social mobility and socioeconomic improvement of societies. Schools are called upon to improve their performance to promote these social goals. Accordingly, more novel forms of research on efficiency are necessary to assess how well schools are transforming their inputs into performance outputs.

Originality/value

This study provides a longitudinal analysis of educational efficiency using DEA with a national data set of Chilean schools to evaluate how consistent the schools are in maintaining their levels of efficiency over time. In addition, one DEA model accounts for a social “vulnerability” index at the student level to better understand how efficiently secondary schools use their resources. The insights gained provide data-driven answers to support more informed educational decision-making and policy processes in Chile.

Abstract

Using the data from PISA (Program for International Student Assessment), we compare the ways in which families and schools influence educational achievement among 15-year-olds between four Asian countries (Hong Kong, Korea, Indonesia, and Thailand) and four Latin American countries (Argentina, Chile, Mexico, and Peru). We find that family socioeconomic status (SES) affects student achievement considerably more in Latin America than in Asia. Compared to the relatively weak impacts of family SES in Asian countries, however, parental communication with children plays an important role in fostering achievement. The most evident difference between the two regions is the extent of school differentiation along family socioeconomic backgrounds. The extent to which students’ individual and family characteristics account for between-school variance in student performance is substantially larger in Latin America than in Asia. Although the overall degree of students’ sense of belonging at their school is significantly associated with increased student achievement in all eight countries, school climate factors are more relevant for student learning in Asian education than in Latin American education.
