Abstract
Ports are often seen as engines behind regional economic development, because ports attract a variety of economic activities. This paper focuses on the role of ports in global supply chains and the opportunities to attract new economic activities in logistics. The central argument of the paper is that the role of ports as a location for logistics activities evolves with the evolution of logistics concepts. Evidence from West Europe is discussed. With the evolution of logistics concepts towards central coordination and more decentralized physical distribution, ports will see its multinational function diminish, eventually replaced by logistics activities with a more regional function and stronger integrated with production activities. Ports then have to face the competition from inland locations for value added logistics activities. The case of logistics developments provides a basis for analysing the increasingly important questions “What logistics activities ports can attract?” and “What is the appropriate strategy to result in this?”

Abstract
Purpose
Global trade depends on more complex, prolonged and larger port systems, where port logistics is a backbone for such operations. Ports are responsible for transferring more than 80 percent of the global trade. Port logistics are prone to being risk-oriented. The study proposes a model to study various port logistics barriers and their associated risks for emerging economies in the Industry 4.0 era.
Design/methodology/approach
The study develops a framework by integrating the fuzzy set theory, the evidential reasoning approach and the expected utility theorem for identifying the severity value of port logistics barriers under the Industry 4.0 era for emerging economies and prioritize them based on various perspectives. The study identifies multiple risks associated with the barriers, and intensity-based categorization of the risks is performed for risk profiling.
Findings
The study reveals that poor infrastructure, nonsupportive policy ecosystem, and lack of research and development are the top barriers that need immediate attention. A new approach has been proposed that changes the importance of perspectives, and 192 analytical experiments were done to study the changing behavior of barriers. The study also presents various types of risks associated with the selected barriers.
Research limitations/implications
In future studies, other barriers can be discovered and studied to develop such models. To cover the entire spectrum of possibilities, belief degrees of the barriers could be used to study the barriers instead of changing the weights.
Practical implications
This study presents a quantification model to prioritize the barriers based on environmental, economic and operational perspectives. Further, the model helps create scenarios for decision-makers to improve port logistics performance and achieve sustainability. The study identifies various risks associated with port logistics barriers and allows decision-makers to take proactive actions.
Originality/value
This study contributes significantly to the literature on port logistics by developing a framework for determining the severity of the barriers in the Industry 4.0 era for emerging economies. Further, the study pinpoints various risks associated with port logistics, and risk profiling is carried out.

Abstract
This paper presents a generic framework on port logistics development and its interaction with hinterland regions. Although earlier work on the topic (e.g. by Ferrari et al., 2006; Kuipers and Eenhuizen, 2004) offers valuable insights in the subject, it contains limitations in geographical applicability. Ports indeed face dissimilarities in, for instance, locational characteristics (a.o. distance from the sea and nautical accessibility) and hinterland connections. Only when a model for determining seaport-located logistics activities takes into account these issues of dissimilarity among ports, the framework could be applied to a variety of seaport ranges worldwide. In this paper we aim to provide a first version of such a framework. More particularly, by means of a survey conducted in the Port of Busan the shortcomings of traditional approaches are illustrated. We then propose a more encompassing model, which seems to explain fairly well the attractiveness of Busan in terms of logistics activities. This framework explicitly adds port and hinterland characteristics to the list of factors decisive in the choice of the location of logistics activities. Finally, we would like to remark that our research on this topic is still ongoing and results for surveys planned in New York and Antwerp will be reported in a later stage.

Developing waterway-waterway transfer is an important path for Shanghai's container logistics to innovate service models. Taicang Express Line, a typical case of service model innovation, plays an important role in elevating the standing of Shanghai Port as a container hub port and in developing China (Shanghai) Pilot Free Trade Zone. From the three dominant transfer service models, the waterway-waterway transfer for container logistics of Taicang Express Line has the traits and experience in streamlining logistics processes, innovating logistics clearance models, saving logistics operating costs, offering port logistics cooperation experience for replications and promoting integration of regional port logistics resources. However, it also harbors issues in infrastructure construction, staffing, container resources allocation and transportation, transportation efficiency and policy innovation. In the future, efforts should be invested to strengthening the construction and staffing of port logistics infrastructure, optimizing the container resources allocation and transport of port logistics systems, improving the logistics transportation efficiency of Taicang Express Line, and pushing forward innovation of the synergistic policy mechanism for regional port logistics.

Abstract
Purpose
The paper models the effect of spatial clustering on various dimensions of inter-firm competitive rivalry among port logistics firms using Porter's five forces model.
Design/methodology/approach
A survey-based quantitative approach is adopted to collect data from logistics firms, which are directly or indirectly dependent on the Port of Melbourne in Australia. A structural equation modelling (SEM) technique is used to examine the theorised relationships between various dimensions of inter-firm competitive rivalry and the tendency of spatial clustering of logistics firms in the vicinity of Port of Melbourne.
Findings
The results indicate that the inter-firm competitive rivalry increases significantly when logistics firms are spatially clustered. This effect is further augmented when they cluster around the port. Co-location of firms near the port tends to increase “bargaining power of buyers”, whilst indirectly affecting “competitive rivalry” via “threats of substitutes”. This indicates that co-location enhances the bargaining power of buyers through the greater availability of substitute services that in turn promotes competitive rivalry among firms. However, co-location has an insignificant effect on “barriers to entry” and “bargaining power of suppliers”. Low entry barrier thus favours high competitive rivalry among firms. Hence, this paper validates the Porter's cluster and five forces models that confirm the positive effect of port logistics clusters (PLCs) on bargaining power of buyers and indirect effect on competitive rivalry partially mediated through threats of substitutes.
Practical implications
This study provides empirically grounded evidence for firms to evaluate co-location decision choices and help buyers and sellers to devise business strategies to enhance inter-firm competitive rivalry and bargaining power.
Originality/value
This is the first systematic attempt to empirically validate Porter's five forces model in the context of PLC. Furthermore, the conceptualisation of PLC concept both as spatial and functional constructs (i.e. dependency on port) is novel. This study thus has broadened the meaning of cluster from a geographic entity to a more useful functional construct to reflect inter-firm dependencies.

Abstract
Purpose
In Industry 4.0 era, many existing port logistics systems are inconsistent, old and ineffective and it restricts the effective operations of port logistics. The study aims to understand the issues faced by the players/actors of port logistics in the Industry 4.0 era for emerging economies and to develop a conceptual framework for managing the port logistics issues associated with it and by providing their possible solutions.
Design/methodology/approach
The study is divided into two parts, first part deals with identifying the major port logistics issues in Industry 4.0 era for emerging economies. It is achieved by conducting a semi-structured interview during the field visit to one of the major container handling ports in India. Second, the study adopts Soft System Methodology (SSM) to understand the issues and challenges faced by various actors of port logistics in the Industry 4.0 era and uses CATWOE analysis to identify the root causes.
Findings
Issues related to loading/unloading, transit, storage (warehouse), customs clearance, regulatory authorities, port management unit and inland transport connection providers are considered in the study and using SSM a final implementable model has been developed. This study focuses on analyzing and understanding the complete communication and organization structure of the port logistics system. The study identifies the major issues, various inefficiencies and root causes faced by various actors of port logistics during information sharing, cargo movement, the arrangement of the cargo shipments, etc. Further, the study develops a final implementable model by combining the delivery system, criteria system and Industry 4.0-enabled system.
Research limitations/implications
The study enables concerned authorities like state government, central government and policymakers to have a profound understanding of the issues faced by the actors of the port logistics system. The study brings out valuable insights that help managers and stakeholders to make informed decisions for managing the port logistics issues and develop necessary policies aimed to deliver the cargoes in right place at right time. The current study also has some limitations because of sensitivity associated with concerned areas, due to its confidentiality, lack of availability of complete data and the nonsharing attitude of respondents. Further, the study was conducted only for private container shipping terminals and public container terminals were not included.
Originality/value
This research analyzes the port logistics sector as a whole system through SSM to identify issues and challenges faced by various actors of port logistics for emerging economies in the Industry 4.0 era. The study develops a comprehensive and integrated framework for reducing the unpredictability of costs and time for key processes. Further, the framework creates a transparent platform and helps in bringing standardization to ports.

A port plays a crucial role in total logistics chain by conducting its function as a gateway for inbound (import) and outbound (export) cargo operations. The port has traditionally been regarded as a connecting place where handles ships on one side and cargoes on the other side. These interactive functions to be carried out by the port imply that a port organization should be established, maintained and altered in a way that generates a value-adding activity to the whole logistics chain. This paper aims to suggest an alternative direction for a port organization in context of changing global logistics environment so as to be better prepared for the ever-changing business horizon. Such an attempt will provide global logistics and port management with a strategic insight into innovative and responsive port organizational strategies.

Abstract
Purpose
Presently, Indian sectors are manifesting a higher level of interdependency and making the economy more vulnerable to human-caused and natural disasters. COVID-19 pandemic creates a devastating effect on the world economy. The Indian economy was expected to lose around ₹ 32,000 crores every day during the first 21 days of complete lockdown. This motivates to conduct the research on how the COVID-19 pandemic affects the port logistics sector and how the effects of COVID-19 on port logistics propagate to other sectors owing to its interconnectedness and affect the economy of the country.
Design/methodology/approach
The purpose of the study is analyze how perturbation in one sector can affect the system of interdependent sectors and it is done with interdependency analysis. It uses Wassily Leontief’s inoperability input-output model (IIM) and interval programming (IP) to develop a framework. IP is used to address situations where assumptions are not valid because of uncertainties associated with disruptive events.
Findings
The model helps in describing how the effect of the COVID-19 pandemic in port logistics can propagate owing to the interconnectedness across other sectors. The model uses the latest five-year data available on the Organisation for Economic Co-operation and Development database. It uses metrics like inoperability and economic loss to study the consequences of COVID-19 pandemic on various sectors. This study also presents the ranking of the affected sectors based on their inoperability and economic loss
Research limitations/implications
In the future study, other techniques like dynamic evolution, multiplex network analysis, analytical hierarchy process, pinch analysis, stochastic evolution and pinch graph could be integrated with input-output (I-O) modelling. Integrated stochastic evolution with an I-O model allows capturing the likelihood of the events; it includes probability distributions instead of point estimates for scenario parameters. Methods like dynamic evolution and multiplex network analysis can be introduced in future work to shed lights on interdependency among the sector, which could potentially provide additional insights for transport policy formulations.
Originality/value
This study discusses the theory, methodology and application of the IIM-IP model in the domain of port logistics. The developed IIM-IP model helps decision-makers to manage risk in port logistics. Firstly, it studies how different sectors are interconnected with each other. Secondly, it helps in identifying the most vulnerable sectors based on economic loss and inoperability. Thirdly, it provides the ranking of the sectors based on their economic losses.

Purpose
The purpose of this paper is to examine traditional, current and emerging roles played by ports in the context of logistics and supply chain management practice and strategy. The paper also seeks to elaborate the emerging concept of port‐centric logistics.
Design/methodology/approach
The paper draws its insights and conclusions from a review of the literature, and an analysis of current trends and data concerning the ports and maritime transport sector.
Findings
The paper shows that ports can play a variety of different roles within supply chains and that they are not restricted to their traditional role of simple transhipment point for freight.
Research limitations/implications
While the paper reviews the roles played by ports in logistics and supply chain management generally, a useful next step would be to analyse specific flows and activities at/through ports within selected supply chains, thus allowing validation of a framework of roles for ports in the context of various supply chain strategies.
Practical implications
The paper highlights the potential, which in many cases is still latent, for ports to engage in port‐centric logistics activities.
Originality/value
The paper both highlights (given the fact that the vast majority of freight at some point transits ports) and extends the understanding of the role(s) of ports within supply chains.
