Abstract

Purpose

The purpose of this paper is to improve the understanding of the role of humanitarian cluster leads through applying lessons from the fourth‐party logistics (4PL) literature.

Design/methodology/approach

The primary data for this paper are based on an extensive case study of coordination mechanisms in humanitarian logistics covering specifically the UNJLC (United Nations Joint Logistics Centre) and the Logistics Cluster. In total, 37 semi‐structured interviews were conducted, together with site visits and review of official documentation.

Findings

The paper finds that the 4PL concept provides a partial match for the cluster leads with important lessons from the 4PL literature. In particular, lessons are related to selectivity of central participants for the cluster, and the need to develop relationship management skills.

Research limitations/implications

The paper shows some clear areas where lessons from the 4PL literature are highly relevant to the logistics cluster lead. Some of these implications can also be applied to the other clusters, but further concepts should be developed for the cluster system as a whole.

Social implications

The analysis shows that cluster leads should think of themselves more as facilitators rather than channel captains.

Originality/value

The tasks for the humanitarian cluster leads have been outlined in some detail, but the ways to accomplish them and how they should operate in relation to other actors in the field has been less clear. By using the 4PL concept the paper demonstrates a number of lessons that are relevant to the logistics cluster lead in particular.

Abstract

Purpose

The purpose of this paper is to explore why and how firms with logistics-intensive operations such as fast-moving consumer good (FMCG) distributors benefit from residing in logistics clusters. In particular, this study seeks to fill a gap in the understanding of how logistics clustering may influence FMCG firms’ distribution capabilities.

Design/methodology/approach

Three case studies of FMCG distributors geographically agglomerated within Q Logistics Cluster in Jordan serve to elaborate the existing theory of clustering. Data were collected from 24 interviews as well as observational evidence of the FMCG distributors’ outbound logistics operations. The unit of analysis was the interaction between FMCG distributors and other agents in the logistics cluster.

Findings

FMCG distributors tend to gravitate to clusters where logistics service providers and other FMCG firms co-locate. FMCG distributors interact intensively and benefit greatly from building ties with non-competitor distributors in a cluster. Informal personal relations, collaborative activities and knowledge sharing, learning opportunities and resource availability were found to act as mechanisms for generating distribution capabilities within a logistics cluster.

Practical implications

This study provides practical implications for FMCG logistics and distribution managers who make distribution centre (DC) location decisions. The study provides such managers and their firms with a deeper understanding of the importance of co-locating DCs in logistics clusters, and may help them in designing their supply networks.

Originality/value

This is the first scholarly work to uncover the various ways in which FMCG distributors benefit from logistics clustering and explain why they may differ in performance, building on observations of their capabilities. The study provides insight from an emerging market and encourages future researchers to conduct further studies on logistics clustering in order to bring relevant theory forward.

Abstract

Purpose

The paper models the effect of spatial clustering on various dimensions of inter-firm competitive rivalry among port logistics firms using Porter's five forces model.

Design/methodology/approach

A survey-based quantitative approach is adopted to collect data from logistics firms, which are directly or indirectly dependent on the Port of Melbourne in Australia. A structural equation modelling (SEM) technique is used to examine the theorised relationships between various dimensions of inter-firm competitive rivalry and the tendency of spatial clustering of logistics firms in the vicinity of Port of Melbourne.

Findings

The results indicate that the inter-firm competitive rivalry increases significantly when logistics firms are spatially clustered. This effect is further augmented when they cluster around the port. Co-location of firms near the port tends to increase “bargaining power of buyers”, whilst indirectly affecting “competitive rivalry” via “threats of substitutes”. This indicates that co-location enhances the bargaining power of buyers through the greater availability of substitute services that in turn promotes competitive rivalry among firms. However, co-location has an insignificant effect on “barriers to entry” and “bargaining power of suppliers”. Low entry barrier thus favours high competitive rivalry among firms. Hence, this paper validates the Porter's cluster and five forces models that confirm the positive effect of port logistics clusters (PLCs) on bargaining power of buyers and indirect effect on competitive rivalry partially mediated through threats of substitutes.

Practical implications

This study provides empirically grounded evidence for firms to evaluate co-location decision choices and help buyers and sellers to devise business strategies to enhance inter-firm competitive rivalry and bargaining power.

Originality/value

This is the first systematic attempt to empirically validate Porter's five forces model in the context of PLC. Furthermore, the conceptualisation of PLC concept both as spatial and functional constructs (i.e. dependency on port) is novel. This study thus has broadened the meaning of cluster from a geographic entity to a more useful functional construct to reflect inter-firm dependencies.

Abstract

Purpose

The purpose of this paper is to analyze the benefits of logistics clustering, with the intent to explain their growth and popularity among private agents and policy makers during the last decade.

Design/methodology/approach

Because of limited knowledge about the benefits of logistics clustering a main objective of this paper is theory building. The authors employed a grounded theory approach and conducted 135 open and semi structured interviews with logistics executives, government officials, academics, and chambers of commerce representatives.

Findings

Study results revealed that, the agglomeration of logistics firms provides several key benefits to companies. Specifically, it was found that logistics clustering facilitates collaboration-related benefits, offering of value added services, career mobility for the logistics workforce within the cluster, and promotes job growth at multiple levels within the cluster. The authors offer a rich description of these benefits and the mechanisms that facilitate these outcomes.

Research limitations/implications

This paper uses a qualitative approach. Further research using a quantitative approach to measure the magnitude of the impacts and benefits of logistics clusters would be desirable.

Originality/value

This paper identifies the benefits associated with logistics clustering and thus provides justification for public authorities and private agents to invest in this phenomenon.

Abstract

Purpose

The purpose of this paper is twofold. First to identify economic activities and broader spatial logistics functions that characterise an urban setting, and second to delineate significant spatial logistics employment clusters to represent the underlying regional geography of the logistics landscape.

Design/methodology/approach

Using the four-digit Australian and New Zealand Standard Industrial Classification, industries “explicitly” related to logistics were identified and aggregated with respect to employment. A principal component analysis was conducted to capture the functional interdependence of inter-related industries and measures of spatial autocorrelation were also applied to identify spatial logistics employment clusters.

Findings

The results show that the logistics sector accounts for 3.57 per cent of total employment and that road freight, postal services, and air and space transport are major employers of logistics managers. The research shows significant spatial clustering of logistics employment in the western and southern corridors of Melbourne, associated spatially with manufacturing, service industry and retail hubs in those areas.

Research limitations/implications

This research offers empirically informed insights into the composition of spatial logistics employment clusters to regions that lack a means of production that would otherwise support the economy. Inability to measure the size of the logistics sector due to overlaps with other sectors such as manufacturing is a limitation of the data used.

Practical implications

The research offers policymakers and practitioners an empirically founded basis on which decisions about future infrastructure investment can be evaluated to support cluster development and achieve economies of agglomeration.

Originality/value

The key value of this research is the quantification of spatial logistics employment clusters using spatial autocorrelation measures to empirically identify and spatially contextualize logistics hubs.

Abstract

Purpose

In the field of humanitarianism, cluster thinking has been suggested as a solution to the lack of coordinated disaster response. Clusters for diverse functions, including sheltering, logistics and water and sanitation, can be viewed as an effort to achieve functional coordination. The purpose of this paper is to contribute to a greater understanding of the potential of cluster concepts using supply chain coordination and inter‐cluster coordination. The focus is on the conceptual level rather than on specific means of coordination.

Design/methodology/approach

The cluster concept in humanitarian relief, along with some key empirical issues, is based on a case study. The concept is then compared to the literature on clusters and coordination in order to develop a theoretical framework with propositions on the tradeoffs between different types of coordination.

Findings

The results provide important reflections on one of the major trends in contemporary development of humanitarian logistics. This paper shows that there is a tradeoff between different types of coordination, with horizontal coordination inside cluster drawing attention away from important issues of the supply chain as well as the need to coordinate among the clusters.

Research limitations/implications

There is a need for more in‐depth case studies of experiences with clusters in various operations. Various perspectives should be taken into account, including the field, responding agencies, beneficiaries, donors, military and commercial service providers, both during and between disasters.

Practical implications

The paper presents the tradeoffs between different types of coordination, in which basic aims such as standardisation through functional coordination, must be balanced with cross‐functional and vertical coordination in order to more successfully serve the users' composite needs.

Originality/value

The focus on possible trade‐offs between different types of coordination is an important complement to the literature, which often assumes simultaneous high degrees of horizontal and vertical coordination.

Abstract

Purpose

At the inception of the Journal of Humanitarian Logistics and Supply Chain Management (JHLSCM), logistics coordination was identified as important, both in practice and research, but few studies on the topic had been published. Ten years later, many, if not most, papers in the journal mention the topic. So the picture has changed, but to what extent? This paper discusses how coordination research has followed humanitarian logistics practice and vice versa.

Design/methodology/approach

The point of departure in the present article is the most salient topic from the study’s original papers (Jahre et al., 2009; Jahre and Jensen, 2010). The authors discuss how these topics have developed in research and practice. A recent literature review (Grange et al., 2020) enables us to pick relevant papers from JHLSCM and supplement them with more recent ones. The authors complement this approach with updated data on the cluster system, particularly the logistics cluster, to add insights from the empirical domain.

Findings

In practice, the cluster concept has developed from coordination within clusters in response to the inclusion of inter-cluster coordination in preparedness, and more recently a focus on localized preparedness. However, JHLSCM research does not appear to have kept pace, with a few notable exceptions. The majority of its papers still focus on response. To the extent that preparedness is covered, it is primarily done so at the global level.

Originality/value

The authors use a framework to discuss humanitarian logistics coordination research and identify important gaps. Based on developments in practice, the study’s key contribution is a revised model with suggestions for further research.

Abstract

Purpose

The purpose of this study is to carry out the systematic literature review, bibliometric analysis and content analysis of extant literature of service supply chain (SSC).

Design/methodology/approach

Systematic literature review (SLR) technique was used for identifying the research papers. In the first step after reading titles, abstracts and keywords and, full-length articles wherever required, papers not related to SSC were removed. In second steps papers were read more critically and papers not related to SSC were removed. Finally on 502 papers bibliometric and content analysis was further carried out. Content analysis was based on the clusters formed by bibliographic coupling. Further, content analysis of the recent articles revealed the current research trends and research gaps.

Findings

This paper identified the six existing research diversifications in SSC as (1) logistics SSC, (2) model, framework and conceptual papers, (3) third-party logistics service providers, (4) articles from various perspective, (5) measurement of quality and performance on services and (6) impact of adoption of technology, cooperation and branding on logistics service providers. Further, six future research directions are also provided.

Practical implications

This research provides a clear view of the progression of publication, research diversification, research themes of six identified clusters, sub-themes of clusters and content analysis of each cluster. Content analysis of recent articles reveals the current research trend and future research directions.

Originality/value

This is a first of its kind of study which presents the diversification of research areas within SSC, bibliometric analysis, content analysis and provides actionable future research direction.

Abstract

Purpose

The purpose of this paper is to investigate ways to improve operational efficiency of outbound retail logistics considering retailers and consumers by using clustering approach. The retailers are allocated to serve a cluster of consumers. This study demonstrates economic and environment benefits that are achieved in terms of reduced delivery time, transportation cost and carbon emissions.

Design/methodology/approach

This study is based on modeling the outbound logistics of a retail chain by using Kohonen self-organizing map (KSOM). KSOM is an unsupervised learning and data analysis method for vector quantization, which is based on Euclidean distance method to form clusters.

Findings

Appropriate clustering of retailers and consumers provides efficient locations of retailers that are identified using the KSOM training algorithm. It provides optimum distance with lesser delivery time, transportation cost and carbon emissions.

Research limitations/implications

The implication of research includes modeling of operational procedures in a retail supply chain, which is a crucial task for a business. These operations positively affect the reduction in inventory and distribution costs, improvement in customer service and responsiveness to the ever-changing markets of consumer durables. Overall results are insightful and practical in the sense that implementation would result in consumer convenience, eco-friendly environment, etc.

Originality/value

There is not enough research available on outbound retail logistics considering retailers and consumers using clustering approach.

Abstract

Purpose

The purpose of this paper is to describe and analyze a successful training exercise in detail, through both a practical and a theoretical lens, in order to identify critical aspects of its success and enable others to build upon it; and to capture insights and lessons learned in a framework that will facilitate the design of future trainings for a variety of goals and audiences.

Design/methodology/approach

The authors document and analyze the case study of a successful humanitarian logistics training exercise: the World Food Programme’s Logistics Response Team (WFP’s LRT) training. The LRT is described in detail in order to capture the extensive knowledge and experience that went into developing the full-scale, immersive exercise.

Findings

The authors evaluate the LRT training through a theoretical lens, considering how it teaches the diverse set of skills required and identifying reasons for its success. The authors contrast the LRT with a light version developed for classroom use, and capture insights in a framework that highlights critical aspects of training design.

Research limitations/implications

The requirements and design aspects highlighted in the framework are very high level, but they focus attention on key aspects that should be considered. Future research should develop more targeted metrics for evaluating what people learn from training exercises. More generally, a systematic approach to capturing knowledge and codifying good practices should be developed.

Practical implications

The detailed case study and framework provide a basis for the design and improvement of simulated emergency training exercises, which are common in the humanitarian practice community.

Originality/value

The case study of WFP’s LRT training formally documents valuable knowledge and experience that went into its development. The humanitarian community can use the proposed framework to more systematically evaluate, improve, and extend training exercises.
