Abstract
Purpose
Operation and maintenance (O&M) processes projects such as identification, assessment, planning and execution, embody a variety of standards such as technical (method of statement), environmental, economic (campus development) and social (health and wellbeing). Because these standards have proven to be challenging to integrate, local governments are increasingly experimenting with social innovation (SI) as a bottom-up form of standard integration. This study aims to apply the concept of SI to the O&M processes of facilities management at polytechnics in Malaysia to identify problems with conventional working practices in this area and to recommend potential solutions.
Design/methodology/approach
The paper reviews evidence that conventional working methods generate significant problems related to paper-based forms, improper database management and flawed decision-making processes. Because of the lack knowledge about different ways of how standard integration is achieved, the comparison of three polytechnic institutions which are Rensselaer Polytechnic Institute (RPI) and Southern Polytechnic College of Engineering and Engineering Technology (SPCEET) in USA as well as Seberang Perai Polytechnic, Pulau Pinang (PSP) in Malaysia shares the ambition to realise standard integration of O&M through SI.
Findings
The findings reveal that SI leads to four ways of standard integration: computerised maintenance management system, online customer complaint, electronic form and relational database. Application of the concept of SI reveals the need for more sophisticated management solutions in the O&M processes of facilities management.
Originality/value
These standard integration arrangements unfortunately seem to mainly contribute to greater alignment between standard rather than true standard integration. The concept of SI will guide future improvements and developments in maintenance management systems to fulfil requirements in this area.

Abstract
Purpose
This study aims to determine the effects of lodging infrastructure development (LID) on Cordillera Administrative Region’s (CAR) environmental quality and natural resource management and its implication to globally responsible leadership. Specifically, this study sought to determine the contribution of LID to environmental deterioration and natural resource degradation in the CAR. As a result, a mathematical model is developed, which supports sustainability practices to maintain the environmental quality and natural resource management in CAR, Philippines.
Design/methodology/approach
This study used a descriptive research design using a mixed-methods approach. Self-structured interview and survey were used to gather the data. The population of this study involved three groups. There were 6.28% (34) experts in the field for the qualitative data, 70.24% (380) respondents for the quantitative data and 23.47% (127) from the lodging establishments. 120 respondents from the Department of Tourism – CAR (DOT-CAR) accredited hotels. Nonparametric and nonlinear regression analysis was used to process the data.
Findings
The effects of LID on the environmental quality and natural resource management in CAR as measured through carbon emission from liquefied petroleum gas (LPG), electricity and water consumption in the occupied guest rooms revealed a direct correlation between the LID. Findings conclude that the increase in tourist arrival is a trigger factor in the increase in LID in the CAR. The increase in LID implies a rise in carbon emission in the lodging infrastructure. Any increase in tourist arrivals increases lodging room occupancy; the increased lodging room occupancy contributes to carbon emissions. Thus, tourism trends contribute to the deterioration of the environmental quality and degradation of the natural resources in the CAR. A log-log model shows the percentage change in the average growth of tourist arrival and the percentage increase in carbon emissions. Establishments should observe standard room capacity to maintain the carbon emission of occupied lodging rooms at a minimum. Responsible leadership is a factor in the implementation of policy on standard room capacity.
Practical implications
The result of the study has some implications for the lodging businesses, the local government unit (LGU), the Department of Tourism (DOT) and the Department of Environment and Natural Resources (DENR) in the CAR. The study highlights the contribution of the lodging establishments to CO2 emission, which can degrade the quality of the environment, and the implication of responsible leadership in managing natural resources in the CAR. The direct inverse relationship between energy use and CO2 emission in hotels indicates that increased energy consumption leads to environmental degradation (Ahmad et al., 2018). Therefore, responsible leadership among policymakers in the lodging and government sectors – LGU, DOT and DENR – should abound in the CAR. Benchmarking on the model embarked from this study can help in designing and/or enhancing the policy on room capacity standardization, considering the total area with its maximum capacity to keep the carbon emission at a lower rate. Furthermore, as a responsible leader in the community, one should create programs that regulate the number of tourists visiting the place to decrease the number of overnight stays. Besides, having the political will to implement reduced room occupancy throughout the lodging establishments in CAR can help reduce the carbon emissions from the lodging businesses. After all, one of the aims of the International Environment Protection Organization is to reduce CO2 emissions in the tourism industry. Hence, responsible leadership in environmental quality preservation and sustainable natural resource management must help prevent and avoid greenhouse gas (GHG) emissions.
Originality/value
Most studies about carbon emission in the environment tackle about carbon dioxide emitted by transportation and factories. This study adds to the insights on the existing information about the carbon emission in the environment from the lodging establishments through the use of LPG, electricity and water consumption in the occupied guest rooms. The findings of the study open an avenue for globally responsible leadership in sustaining environmental quality and preservation of natural resources by revisiting and amending the policies on the number of room occupancy, guidelines and standardization, considering the total lodging area with its maximum capacity to keep the carbon emission at a minimum, thus contributing to the lowering of GHG emissions from the lodging industry.

Purpose
Public higher education institutions (HEIs) infrastructure funding is challenging in many developing countries. Encouraging private investment in HEIs infrastructure via a developed expanded corporate social responsibility (ECSR) may improve physical facilities. ECSR is a form of infrastructure tax relief providing physical facilities for HEIs. Academic literature is scarce concerning how ECSR can improve Nigeria’s public HEIs infrastructure and achieve education infrastructure related to Sustainable Development Goal 4 (SDG 4). Therefore, this study aims to proffer measures to improve public HEIs infrastructure and achieve sustainable development connected to Goal 4 focussing on infrastructure via a developed framework.
Design/methodology/approach
This is an expansion of an ongoing study, and data were collated via virtual interviews across the six geo-political zones in Nigeria. The analysed data were presented in a thematic pattern.
Findings
A total of 18 measures (sub-variables) emerged and were re-grouped into six variables. This includes institutionalising ECSR, HEIs infrastructure via ECSR awareness, HEIs infrastructure incentives, national and state action plans on HEIs infrastructure, a legal framework for HEIs infrastructure and key stakeholders’ participation. Also, the study used the generated six main variables to develop the improved public HEIs infrastructure via ECSR in developing countries, using Nigeria as a case study. This can enhance achieving infrastructure associated with SDG 4 (quality education) and targets.
Originality/value
This study intends to develop the philosophy (ECSR) with an implementable framework to encourage the private sector further to expand their CSR in the infrastructure development to the educational sector, especially in developing countries higher institutions, using Nigeria as a case study.

Abstract
Purpose
This paper aims to investigate the theoretical and practical links between digital twin (DT) application in heritage facilities management (HFM) from a life cycle management perspective and to signpost the future development directions of DT in HFM.
Design/methodology/approach
This state-of-the-art review was conducted using a systematic literature review method. Inclusive and exclusive criteria were identified and used to retrieve relevant literature from renowned literature databases. Shortlisted publications were analysed using the VOSviewer software and then critically reviewed to reveal the status quo of research in the subject area.
Findings
The review results show that DT has been mainly adopted to support decision-making on conservation approach and method selection, performance monitoring and prediction, maintenance strategies design and development, and energy evaluation and management. Although many researchers attempted to develop DT models for part of a heritage building at component or system level and test the models using real-life cases, their works were constrained by availability of empirical data. Furthermore, data capture approaches, data acquisition methods and modelling with multi-source data are found to be the existing challenges of DT application in HFM.
Originality/value
In a broader sense, this study contributes to the field of engineering, construction and architectural management by providing an overview of how DT has been applied to support management activities throughout the building life cycle. For the HFM practice, a DT-cum-heritage building information modelling (HBIM) framework was developed to illustrate how DT can be integrated with HBIM to facilitate future DT application in HFM. The overall implication of this study is that it reveals the potential of heritage DT in facilitating HFM in the urban development context.

Abstract
Purpose
The paper aims to identify the critical constraints that impede heritage building (HB) facility managers from discharging their duties effectively and develop an index model to guide HB maintenance management (HBMM) practitioners to the critical constraints.
Design/methodology/approach
A literature review was conducted to identify HBMM constraints. Facilty management practitioners assessed the constraints' significance through an online survey. The factor analysis was used to shortlist and group the constraints, and the constraint clusters were analyzed by the fuzzy synthetic evaluation technique. A significant index cluster to determine HBMM constraints criticality was generated using the linear additive model.
Findings
Embracing a total of 16 HBMM constraints, the three clusters identified are: (1) managerial and inadequacy constraints, (2) pressure and bureaucracy constraints and (3) HB peculiarities constraints. Based on the generated significant index, the HB peculiarities cluster was identified as the most significant.
Research limitations/implications
The study was conducted in a particular jurisdiction, limiting the generalizability of the result. Future research should address this limitation by covering more jurisdictions.
Practical implications
The significant index model (SIM) developed enables HBMM practitioners to objectively assess the criticality of HB constraints and facilitates them to effectively strategize and allocate resources for HBMM.
Originality/value
The SIM, which transforms subjective judgment into the objective assessment of the HBMM constraints' criticality, can assist practitioners, policymakers and other HBMM stakeholders in implementing strategies for the sustainability of HBs.

Abstract
Purpose
The energy efficiency of buildings has been emphasized along with the continual development in the building and construction sector that consumes a significant amount of energy. To this end, the purpose of this research paper is to forecast energy consumption to improve energy resource planning and management.
Design/methodology/approach
This study proposes the application of the convolutional neural network (CNN) for estimating the electricity consumption in the Grey Nuns building in Canada. The performance of the proposed model is compared against that of long short-term memory (LSTM) and multilayer perceptron (MLP) neural networks. The models are trained and tested using monthly electricity consumption records (i.e. from May 2009 to December 2021) available from Concordia’s facility department. Statistical measures (e.g. determination coefficient [R2], root mean squared error [RMSE], mean absolute error [MAE] and mean absolute percentage error [MAPE]) are used to evaluate the outcomes of models.
Findings
The results reveal that the CNN model outperforms the other model predictions for 6 and 12 months ahead. It enhances the performance metrics reported by the LSTM and MLP models concerning the R2, RMSE, MAE and MAPE by more than 4%, 6%, 42% and 46%, respectively. Therefore, the proposed model uses the available data to predict the electricity consumption for 6 and 12 months ahead. In June and December 2022, the overall electricity consumption is estimated to be 195,312 kWh and 254,737 kWh, respectively.
Originality/value
This study discusses the development of an effective time-series model that can forecast future electricity consumption in a Canadian heritage building. Deep learning techniques are being used for the first time to anticipate the electricity consumption of the Grey Nuns building in Canada. Additionally, it evaluates the effectiveness of deep learning and machine learning methods for predicting electricity consumption using established performance indicators. Recognizing electricity consumption in buildings is beneficial for utility providers, facility managers and end users by improving energy and environmental efficiency.

Purpose
Sustainable economic growth in both developed and developing countries requires the restructuring and expansion of road transportation infrastructures (RTIs). However, RTIs are always subject to high costs and delays, especially in developing countries with fewer resources than developed ones. Cost overruns and inaccurate forecasts usually lead to project failures. In this regard, some governments in developing countries have adopted public–private partnerships (PPPs) to deliver RTI projects with very positive outcomes. However, academic research has not yet studied the most recurring barriers and associated solutions to adopting PPPs in RTIs particularly for developing countries. This paper aims to fill up this knowledge gap in the existing literature.
Design/methodology/approach
A Delphi survey method involving 103 experts in RTIs based in Iran was implemented. Results indicated that the most perceived barriers to applying PPPs in RTIs in developing countries are linked to political, legal and economic factors. Ten other experts also participated in semistructured interviews, which were thematically analyzed to provide practical effective solutions for overcoming those identified barriers.
Findings
The findings indicated that all the presented barriers achieved above-average scores and could be considered severe obstacles of applying PPPs in RTIs for developing countries. In terms of barriers and solutions reported, these seem to converge on three profound elements: political stability, legal framework and conjoint management.
Originality/value
To the best of the authors’ knowledge, this is the first-ever research study regarding the barriers to adopting PPPs in delivering RTI projects for developing countries. Practical recommendations for overcoming these perceived barriers and achieving better implementation of PPPs in RTIs for developing countries were advocated. This work has contributed to the extant PPP theory as the management of coproduction in delivering RTI projects.

Purpose
This study focused on exploring the performance factors (PFs) that impact Infrastructure Sanitation Projects (ISSPs) in the construction sector. The aim was twofold: firstly, to identify these crucial PFs and secondly, to develop a robust performance model capable of effectively measuring and assessing the intricate interdependencies and correlations within ISSPs. By achieving these objectives, the study aimed to provide valuable insights into and tools for enhancing the efficiency and effectiveness of sanitation projects in the construction industry.
Design/methodology/approach
To achieve the study's aim, the methodology for identifying the PFs for ISSPs involved several steps: extensive literature review, interviews with Egyptian industry experts, a questionnaire survey targeting industry practitioners and an analysis using the Relative Importance Index (RII), Pareto principle and analytic network process (ANP). The RII ranked factor importance, and Pareto identified the top 20% for ANP, which determined connections and interdependencies among these factors.
Findings
The literature review identified 36 PFs, and an additional 13 were uncovered during interviews. The highest-ranked PF is PF5, while PF19 is the lowest-ranked. Pareto principle selected 11 PFs, representing the top 20% of factors. The ANP model produced an application for measuring ISSP effectiveness, validated through two case studies. Application results were 92.25% and 91.48%, compared to actual results of 95.77% and 97.37%, indicating its effectiveness and accuracy, respectively.
Originality/value
This study addresses a significant knowledge gap by identifying the critical PFs that influence ISSPs within the construction industry. Subsequently, it constructs a novel performance model, resulting in the development of a practical computer application aimed at measuring and evaluating the performance of these projects.

Purpose
The purpose of this paper is to examine the relationship between wine tourism experiences (i.e. winescape, winery service quality, winery brand differentiation and tourist motivation) and tourist behavioral intentions (satisfaction, loyalty and revisit intention) from both demand and supply perspectives in Ningxia, China, by using the SERVQUAL model and the self-determination theory.
Design/methodology/approach
The research comprises two studies with an exploratory sequential mixed-methods approach. Study 1 adopted semi-structured interviews with winery owners and managers to explore the factors related to wine tourism experiences that influence tourists’ tourism experience. The results from the Study 1 leads to Study 2, which used a survey to explore wine tourist experiences and their behavioral intentions
Findings
This study provided important information regarding the factors that influence wine tourists experience in Ningxia wine region from the perspectives of supply and demands sides. Frist, this study confirmed the various factors influence wine tourism experiences in Ningxia based on the results from Study 1 (supply perspectives). Second, by further investigation in the Study 1, this study integrates the SERVQUAL model and the self-determination theory as fundamental theoretical frameworks in Study 2 to analysis the tourist perspectives. Third, as results, the authors finally confirmed the theoretical frameworks of wine tourism in Ningxia based on dual supply-demand perspectives.
Originality/value
The integration of multiple research approaches enriches the research findings and provides a more robust understanding of the wine tourism experiences in Ningxia.

Purpose
This paper aims to investigate and formulate several business models (BM) for various energy communities (EC) members: prosumers, storage facilities, electric vehicle (EV) charging stations, aggregators and local markets.
Design/methodology/approach
One of the flexibility drivers is triggered by avoiding the cost and maximizing value that consists of delivering a service such as increasing generation or reducing consumption when it is valued most. The transition to greener economies led to the emergence of aggregators that aggregate bits of flexibility and handle the interest of their providers, e.g. small entities such as consumers, prosumers and other small service providers. On one hand, the research method consists of formulating six BM and implementing a BM that includes several consumers and an aggregator, namely, scheduling the household electricity consumption (downstream) and using flexibility to obtain revenue or avoid the cost. This is usually performed by reducing or shifting the consumption from peak to off-peak hours when the energy is cheaper. Thus, the role of aggregators in EC is significant as they intermediate small-scale energy threads and large entities' requirements, such as grid operators or retailers. On the other hand, in the proposed BM, the aggregators' strategy (upstream) will be to minimize the cost of electricity procurement using consumers’ flexibility. They set up markets to buy flexibility that is valued as long as their costs are reduced.
Findings
Interesting insights are revealed, such as when the flexibility price doubles, the deficit coverage increases from 62% to 91% and both parties, consumers and retailers obtain financial benefits from the local market.
Research limitations/implications
One of the limitations of using the potential of flexibility is related to the high costs that are necessary to implement direct load control. Another issue is related to the data privacy aspects related to the breakdown of electricity consumption. Furthermore, data availability for scientific research is limited. However, this study expects that new BM for various EC members will emerge in the future largely depending on Information Communications and Technology developments.
Practical implications
An implementation of a local flexibility market (LFM) using 114 apartments with flexible loads is proposed, demonstrating the gains obtained from trading flexibility. For LFM simulation, this study considers exemplifying a BM using 114 apartments located in a multi-apartment building representing a small urban EC situated in the New England region in North America. Open data recorded in 2016 is provided by UMassTraceRepository.
Originality/value
As a novelty, six BM are proposed considering a bottom-up approach and including various EC members.
