Abstract
Research has already uncovered a great deal of evidence about the individual and organizational qualities that enhance effective teaching and the kinds of qualifications (attributes) that are associated with effective teaching and learning. From a research perspective, increased precision and specificity in the definition and refinement of specific concepts (e.g., pedagogical content knowledge) will increase academic knowledge about the relationship between teacher characteristics, working conditions, and the quality of instruction that takes place. This knowledge may have little effect on policy formation. From a policy perspective, a holistic or organic conception of teacher quality will be critical for effective policy formation and implementation. At some point, academic knowledge about different aspects of effective or “quality” teaching need to be connected to a general concept of a quality teacher in order to be effectively inserted into policy debates and the general media. Systematic use of academic knowledge is often hindered by either the narrow focus of the research, or by its limited application to actual teacher practice. In spite of these limitations in academic research, there are areas where academics, policymakers, and practitioners have achieved consensus or are converging on shared constructs of promise. In other areas, both academic and political debates seem locked into conflict over constructs related to teacher quality. Identifying these three broad categories of consensus, convergence, and conflict provides a broad framework to assess the kinds of research and the kinds of reform that need to be carried out in order to promote and sustain teachers’ development and implementation of their professional skills in the classroom.

Abstract
In the years following the 2009 recession, local governments in the US have struggled to adequately maintain and manage infrastructure projects. As a result, community organizations are using new tactics to increase social and financial support for specific projects in the hopes of capturing local government attention and motivating infrastructure project delivery. This chapter explores how one community organization initiated a consensus movement by using civic crowdfunding to mobilize resources for a specific infrastructure project. Based on a matched pairs case study with two protected bike lane (PBL) projects in Denver, CO, USA (one that used consensus movement tactics and one that did not), this analysis focuses on the emergence of a consensus movement and its implications for project stakeholders. As a consensus movement supporting infrastructure, I argue that the project-based nature is important in defining movement success. Additionally, I argue that the relationship between the social movement organization and the state is more important than a typical consensus movement because infrastructure delivery requires a high level of state coordination and resources. The implications of using a consensus movement to support a specific infrastructure project point to shifting roles between social movement organization and the state.

Abstract
This study focuses on ad hoc policy advisory committees that bring together experts and stakeholders to propose public policies on the basis of consensus. These kinds of committees are often considered to be a typical governance mechanism of the social democratic model of regulation and policy-making known from the Nordic countries. We challenge this view by comparing the Norwegian system of committee governance with those of Germany and the European Union and point out the central role of coordination and consensus in all three systems. Relying on existing and original research, and contrary to the assumption of a distinct Nordic regime, we find significant similarities between the three committee governance systems when it comes to organisational features, the kind of expertise produced and the committees' governance functions. Most remarkable is the prevalence of hybrid, tripartite committees that draw together interest groups, civil servants and researchers in all three systems. We show that these kinds of ad hoc advisory committees tend to generate a kind of coordinated, negotiated expertise where notions of validity and objectivity are connected not only to cognitive quality but also to the breadth of viewpoints that are integrated. Moreover, the Nordic committee system of Norway stands out with only few distinctive qualities, and it is not obvious how the notion of ‘social democracy’ helps illuminating these features. To help shed light on the striking resemblances we find across systems, we develop a notion of consensus-oriented political and epistemological systems, which may be a useful complement to the notion of Nordic social democracy.

Abstract
Purpose
In a state capitalist country such as China, an important influence on company reporting is the government, which can influence company decision-making. The nature and impact of how the Chinese government uses its symbolic power to promote corporate environmental reporting (CER) have been under-studied, and therefore, this paper aims to address this gap in the literature by investigating the various strategies the Chinese government uses to influence CER and how political ideology plays a key role.
Design/methodology/approach
This study uses discourse analysis to examine the annual reports and corporate social responsibility (CSR) reports from seven Chinese companies between 2007 and 2011. And the data analysis presented is informed by Bourdieu's conceptualisation of symbolic power.
Findings
The Chinese government, through exercising the symbolic power, manages to build consensus, so that the Chinese government's political ideology becomes the habitus which is deeply embedded in the companies' perception of practices. In China, the government dominates the field and owns the economic capital. In order to accumulate symbolic capital, companies must adhere to political ideology, which helps them maintain and improve their social position and ultimately reward them with more economic capital. The findings show that the CER provided by Chinese companies is a symbolic product of this process.
Originality/value
The paper provides contributions around the themes of symbolic power wielded by the government that influence not only state-owned enterprises (SOEs) but also firms in the private sector. This paper also provides an important contribution to understanding, in the context of a strong ideologically based political system (such as China), how political ideology influences companies' decision-making in the field of CER.

Abstract
Purpose
The purpose of this paper is to address the ideological narratives which came to comprise a new welfare consensus in the USA and subsequently a welfare state which was more fiscally austere, demeaning, and coercive. It also explores the role of the political and financial restructuring which facilitated the implementation of retrogressive reforms.
Design/methodology/approach
Macro-level historical forces are investigated through various texts such as policy statements, journal articles, press releases, political addresses, congressional transcripts and testimony, archived papers, newspaper articles, and occasional sound bites and popular culture references pertaining to welfare and which have come to construct the common understanding of it.
Findings
The formation of this consensus was due in part to three factors: first, the growth of and increased influence of an elite policy planning network; second, welfare program administration and financing had been decentralized which allowed greater autonomy of state and local governments to implement their own retrogressive reforms; and third, there emerged an overarching discourse and paradigm for structuring policy and explaining the causes of poverty which emphasized individual behavior.
Originality/value
This paper focusses on the materialization of the contemporary welfare consensus during the 1980s and 1990s in terms of its ideological and political history and on its persistence which has affected the ensuing policy culture and which continues to constrain anti-poverty policy discourse as well as what can be accomplished legislatively. The paper is of value for for readers, fields, courses with work that encompasses an examination of political and social theory, ideology, social policy, power/hegemony, poverty, inequality, families, gender, race, and meaning making institutions.

Abstract
Purpose
This paper aims to examine the 10th national election held on 5 January 2014, and the violent incidents took place during, before and after the election in Bangladesh. Violence-free competitive, fair and credible national election is a prioritized issue in the politics and governance discourse in Bangladesh now. In this paper, relevant literature has been reviewed first for conceptual understanding, Then, the paper investigates to explore the causes and outcomes of violence took place centering the 10th parliamentary election in Bangladesh. Finally, it prescribes possible ways forward to overcome this crisis.
Design/methodology/approach
The paper is descriptive and qualitative in nature and based on secondary sources of materials. As it focused on a particular country and issue relating to the electoral violence of a particular national election in Bangladesh, it is a case study too. Most of the information and data have been used from published documents like journal articles, books and newspaper reports. Relevant information collected also from online sources.
Findings
The electoral violence may happen for various causes, yet the significant cause is the motive of the incumbent for picking up power over and again. Similarly, lack of cooperation of political parties, negligence and domination of ruling parties over opposition are also responsible for electoral and political violence before, during and after the election. In addition, violation of human rights, rule of law and, finally, the poor governance of Bangladesh are because of the lack of meaningful democratic government, strong political will and consensus among all political parties.
Research limitations/implications
The main limitation of this research is the lack of financial supports to collect empirical data from concerned stakeholders through field visit.
Practical implications
The paper deals with an urgent issue of Bangladesh which is essential for a free, fair and credible election. To make the EC an independent institute, a law should be enacted for recruitment of Chief Election Commissioner (CEC) and other commissioners of EC as per Article 118(1) of Bangladesh Constitution. To find out neutral and impartial CEC and other members of EC, a search committee is very essential, and for constituting a search committee, a law also should be enacted by the Parliament. Therefore, it would be very helpful for electoral and legal reform to overcome the problem of electoral violence in Bangladesh.
Social implications
The findings of this paper will be accepted by the readers, scholars and policymakers. A radical change will come to the politics and governance of Bangladesh. Thus, the paper would be beneficial for the society and community people as well as citizens of Bangladesh.
Originality/value
The paper would be helpful for policymakers to revamp the existing drawback of electoral policies and practice in Bangladesh. For a meaningful and effective Parliament, it would be necessary. The paper would be essential for the future scholars and researchers of this area to use as reference. Finally, the academicians and readers will find their food in the field of politics, administration and governance.

Abstract
The growth of the nationalist right in Europe and the United States has set off a debate over whether “economic anxiety” or “racial resentment” is at the root of this phenomenon. Examining the case of the French National Front, I suggest that this is a poor way of posing the question of the significance of class in explaining the rise of the nationalist right. Recent advances by the National Front—particularly among working-class voters—have tended to be attributed to the party's strategic pivot toward a “leftist” economic program and an embrace of the republican tradition. This in turn has been critically interpreted in two different ways. Some take the FN’s strategic pivot at face value and see the party's success as the expression of a new political cleavage between cosmopolitanism and communitarianism. Others see the National Front's embrace of republicanism as a cynical ploy hiding its true face. Both interpretations, however, point to a strategy of “republican defense” as a means to counteract the National Front. I argue that this strategy is likely to misfire and that class remains central to explaining—and countering—the rise of the National Front, albeit in a peculiar way. Working-class support for the National Front does indeed appear to be driven primarily by ethno-cultural, not class, interests, but this is itself predicated on a historical decline in the political salience of class due to the neoliberal depoliticization of the economy. I argue that it was this disarticulation of class identity that helped deliver the working-class vote to the National Front and that any strategy for combating the nationalist right must thus find new ways to articulate a class identity capable of neutralizing racist and chauvinist articulations.

Abstract
Purpose
The purpose of this paper is to examine the capital investment process, guided by concepts from cognitive and social psychology. The intention is to gauge the extent to which managerial judgement can be detected by applying a psychological lens to the process. Initial fieldwork is subsequently reported on the extent to which managerial judgement is managed. Discovery of variations suggest an alternative perspective on understanding capital investment decisions (CIDs) that may be potentially worthwhile in understanding the long‐term success and survival of modern commercial enterprises.
Design/methodology/approach
Following a systematic review, employing the psychological concepts of heuristics, framing and concensus to prior case and fieldwork studies, the CID process in three companies engaged in new market/site development projects is reported. The participants initially responded to a survey and subsequently agreed to be interviewed about their processes and involvement.
Findings
The psychological concepts provided a satisfactory gauge of managerial judgement. The fieldwork revealed variety in the management of the CID process and the influence of managerial judgement.
Research limitations/implications
There is an increasing call to examine the CID by case or fieldwork but, to date, the role managerial judgement plays has not been directly addressed. Applying psychological concepts to the CID process offers an opportunity to focus enquiries and improve understanding of corporate practices.
Practical implications
The relative reliance companies place on heuristics, framing and consensus within their specific organizational contexts ultimately may provide insights to the long‐term survival of companies.
Originality/value
The paper provides useful information on the cognitive and social psychology in the capital investment process.

Abstract
Purpose
The increasing uptake of performance auditing (PA), which entails both the facilitation and the control of government policies, has seriously challenged state auditors' claims that they are apolitical. This article aims to understand how supreme audit institutions (SAIs) operate to maintain and nurture the political neutrality and legitimacy of their PA.
Design/methodology/approach
The authors draw on Suchman's typology on legitimacy (1995) to analyze the PA reports of two countries with a long history of both performance auditing and accusations of political interference, namely Canada and Denmark. Documentary analysis and interview methods are employed.
Findings
This study shows how the two SAIs have been pursuing pragmatic, moral and cognitive legitimacy through the professionalization and standardization of both the form and the content of their PA reports. Engaging and maintaining the dialogue with the audited administration, triangulating recognized social science methods, and emphasizing the “public interest” basis of PA reflect some of the tools adopted to navigate the “grey zone” between objective, relevant and politically sensitive audits.
Research limitations/implications
The paper's explorative approach limits the possibility for robust testing of the causal forces impinging on SAIs' choices of legitimation strategies. Nevertheless, variations between the Canadian and Danish SAIs in the strategic use of some legitimacy tools such as the media suggest a difference in the role of Public Accounts Committee in the two countries that can be investigated in future research.
Originality/value
Much research exists questioning the political neutrality of PA, yet there has not been much discussion on how SAIs have been able to develop and preserve the prevalent legitimacy of their PA amid the criticism. More specifically, our research reveals the tendency of both the Canadian and Danish SAIs to strategically underline the “public interest” dimension of their performance audits in an attempt to increase both their legitimacy and political neutrality.

Purpose
Who leads and the purpose of public leadership matter. The aim of this viewpoint essay is to examine the fundamentals of public policy design and implementation as well as contemporary public leadership from a new approach inspired by the 2030 Agenda. This work provides a more humanistic and fruitful approach to public leadership, which is crucial in the current context of social division, turbulent politics and weak and infertile leadership.
Design/methodology/approach
This viewpoint essay is based on academic literature as well as on institutional reports to explore the 2030 Agenda's potential when it comes to outlining a new style of public leadership.
Findings
The 2030 potential has always been analyzed from the different synergies that can be established from the 17 Sustainable Development Goals (SDGs). Nevertheless, this essay proposes to separate from the mainstream discourse by outlining six core properties of the 2030 Agenda as key elements that implicate a new roadmap in the design and evaluation of public policies and contribute in a disruptive way to conceive public leadership.
Originality/value
This essay offers an innovative leadership framework that integrates key elements from the 2030 Agenda perspective with theoretical and practical notions of policy-making and public leadership to overcome the main challenges of the present and future days.
