Abstract
Purpose
Empirical literature is the primary source of understanding how policing can effectively reduce criminal activities. Spatial analyses can identify particular effects that can explain and assist in constructing appropriate regional strategies and policies; nevertheless, studies that use spatial regression methods are more limited and can provide a perspective on specific effects in a more disaggregated regional context.
Design/methodology/approach
This research aims to conduct a systematic literature review (SLR) to understand the relationship between crime indicators and police production using spatial regression models. We consider a combination of Kitchenham and Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocols as a methodological strategy in five bibliographic databases for collecting scientific articles.
Findings
The SLR suggests a limited amount of evidence that meets the criteria defined in the research strategy. Several particularities are observed regarding police and criminal production metrics, either in terms of aggregation level, indicator transformations or scope of analysis. A broader time perspective did not necessarily indicate statistical significance compared to models with a single-period sample.
Practical implications
The findings suggest the possibility of expanding efforts by the public sector to provide policing data with the intention of conducting appropriate research using spatial analysis. This step could allow for a more robust integration between the public sector and researchers, strengthening policing strategies, evaluating the effectiveness of public security policies and assisting in the development of strategies for future policy actions.
Originality/value
Limited empirical evidence meets the criteria of spatial regression models with temporal components considering police production and criminality indicators. Constructing an SLR with this scope is an unprecedented contribution to the literature. The discussion can enhance the understanding of approaches for studying the relationship between police efforts and crime prevention.

Abstract
Purpose
This study explores how police culture is experienced by women officers serving in positions where they are significantly underrepresented (i.e. leadership and elite specialty units) and the environmental factors that shape these experiences.
Design/methodology/approach
A qualitative analysis of transcripts from interviews with 71 women serving in male-dominated roles was conducted (N = 39 ranking women; N = 32 women on elite units).
Findings
Participants described five occupational, organizational and assignment-level factors that shaped their workplace experiences. While some contextual forces at play are similar for women working patrol (e.g. traditional police culture, the underrepresentation of women in law enforcement) unique position-level factors were also identified (e.g. the high-risk and consequential nature of the work).
Practical implications
While the cultural environment for women patrol officers has improved in the past few decades, the same cannot be said for women working in positions that are still dominated by men. More attention to this area of policing is needed to ensure gender diversity is achieved throughout organizations and not only in positions deemed suitable for women.
Originality/value
The study extends research on women in policing beyond the focus on patrol. Further, it explores the assignment- and rank-based perspectives of police culture, which are largely absent from the literature.

Abstract
Purpose
This paper applies novel techniques from the field of operations management to examine the allocation of patrol and investigative personnel to identify which is most effective in improving police performance around homicide clearance.
Design/methodology/approach
A panel sample of homicide clearance rates from the 100 largest US cities between 2000 and 2013 were analyzed in two steps: first, a random-effects regression model was performed to locate influential factors; second, optimum analysis was applied to locate the optimal values that yield maximal homicide clearance.
Findings
Both patrol and investigative personnel levels have a significant impact on homicide clearance. Maximal clearance can be achieved by allocating departmental personnel to investigative roles.
Research limitations/implications
Given recent trends around “defunding” police and public sector austerity measures, future research should continue to explore the utility of optimum analysis for efficient allocation of policing personnel.
Originality/value
This study provides proof of concept for the use of optimum analysis in policing research.

Abstract
Purpose
The current study sought to better understand the factors that contribute to whether officers value procedurally just interaction techniques and contribute to the limited research examining how the effects of warrior and guardian mentalities may vary based on individual officer characteristics.
Design/methodology/approach
Survey data collected from patrol officers in two geographically different and ethnically diverse United States police departments allowed for an examination of the generality of warrior and guardian orientations on perceptions of procedural justice across gender, race and/or ethnicity, military service, education, and experience.
Findings
There was a largely invariant effect of the mentalities on officer attitudes toward procedural justice, except for officers of color. In this sample, the guardian effect on prioritizing procedural justice was stronger for officers of color than for White officers.
Originality/value
This study sheds light on our theoretical understanding of the warrior/guardian framework and offers practical implications for police leaders and policymakers in their effort to improve police-community relations.

Abstract
Purpose
Given that previous research examining students’ perceptions of the legitimacy of the campus police (CP) has largely taken place on a single campus and utilized quantitative methods, the purpose of this qualitative study was to understand how community context shapes students’ interactions with and perceptions of the CP in two distinct campus settings.
Design/methodology/approach
This study draws on in-depth interviews with 70 undergraduates, including 36 attending a university in a relatively safe, affluent suburban area and 34 attending a university in a high crime, disadvantaged urban area.
Findings
Although participants at both universities appreciated the presence and visibility of the CP, some Suburban U students felt that rather than being protected from outside threats, they were instead policed for engaging in behaviors that they deemed typical of the college experience. Alternatively, Urban U students expressed the opposite of their CP, providing evidence that brief and positive officer-initiated encounters can enhance perceptions of legitimacy, particularly in settings characterized by higher crime rates.
Research limitations/implications
These findings have implications for how the CP can build trust and legitimacy among students to enhance campus safety and foster future compliance and mutual respect.
Originality/value
This study extends the findings of previous research in two important ways. First, it compares two starkly different campus contexts to understand how community setting and local crime rates influence students’ perceptions of the CP, and second, it utilizes both a comparative and qualitative research design.

Purpose
This article examines how hope for an effective partnership approach to policing is maintained in everyday policing.
Design/methodology/approach
Data collection involved 22 qualitative interviews, and observations with police officers and municipal employees in Stockholm, Sweden. It also includes an analysis of their documents.
Findings
Using the concept of mechanisms of hope (Brunsson, 2006, 2009), this article explores how police officers and other actors in the security landscape maintain hope in partnership policing despite having compelling reasons to be cynical and sceptical. The findings indicate that mechanism of hope is an important element in the way police handle uncertainty and maintain institutional pressures in their everyday policing practices.
Originality/value
By demonstrating how actors responsible for implementing a partnership approach to policing maintain hope in partnership policing, this article advances our understanding of myths in policing, as well as the institutional settings in which policing is conducted (Crank, 2003). Moreover, this article provides insight into the opportunities and challenges embedded in the social configuration of hope.

Abstract
Purpose
Literature and research are emerging in an effort to contribute to strategy development and implementation to address these challenges. Currently, there is no readily identified study that combines examination of both academic and grey (i.e. media, government, and non-government reports) literature in a recent time frame (2019–2023) focused specifically on identification of the factors that influence attrition and retention rates; or detailed studies that have evaluated the implementation of strategies to address these challenges within the law enforcement and policing employment field. The study presented in this article seeks to add to the body of knowledge informed by recent (2019–2023) literature and in parallel offer insight into the critical areas of influence to be considered by police and law enforcement decision-makers.
Design/methodology/approach
The study utilised the PRISMA-P concept for systematic reviews as a general guide for identifying appropriate literature which revealed a total of 37 academic peer-reviewed articles and 21 grey literature documents contributing to identification of five overarching areas influencing attrition and retention.
Findings
The study identified the following factors contributing to attrition and retention: Job satisfaction and organisational factors; Supervision; Work-life balance; Recruitment, Training and Officer expectations; Financial compensation and job alternatives. There are differences in factors between this study and previous studies, i.e. recruitment strategies related to officer expectations was identified as a contributing factor. These additional factors offer a further contribution to future policy and strategy deliberations and implementations to address the workforce levels within police agencies.
Research limitations/implications
Future research endeavours may include examining the outcomes of strategic endeavours addressing the five core influencing factors for retention of law enforcement and police officers.
Practical implications
The identification of these five factors drawn from the literature review offers potential direction/areas of concentration for law enforcement and policing agencies to direct their efforts in addressing retention and attrition of staff.

Design/methodology/approach
This paper conducts a review of literature to trace the evolution of police responses to individuals with serious mental illness (SMI) and vulnerable populations. It categorizes four generations of police approaches—zero-policing, over-policing, crisis intervention and co-response—and introduces a fifth generation, the “untethered” co-response model exemplified by Project SCOPE in Philadelphia.
Findings
The review identifies historical patterns of police response to SMI individuals, emphasizing the challenges and consequences associated with over-policing. It outlines the evolution from crisis intervention teams to co-response models and introduces Project SCOPE as an innovative “untethered” co-response approach.
Research limitations/implications
The research acknowledges the challenges in evaluating the effectiveness of crisis intervention teams and co-response models due to variations in implementation and limited standardized models. It emphasizes the need for more rigorous research, including randomized controlled trials, to substantiate claims about the effectiveness of these models.
Practical implications
The paper suggests that the “untethered” co-response model, exemplified by Project SCOPE, has the potential to positively impact criminal justice and social service outcomes for vulnerable populations. It encourages ongoing policy and evaluative research to inform evidence-based practice and mitigate collateral harms associated with policing responses.

Purpose
One of the main roadblocks to increasing uptake of national police accreditation (i.e. accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA)) is concern among some in law enforcement that promoting national standards for policing would undermine local control. The purpose of this study is to assess whether CALEA-accredited police departments are more (or less) likely than non-CALEA-accredited police departments to utilize information from resident surveys to inform agency operations.
Design/methodology/approach
This study utilizes data from the Law Enforcement Management and Administrative Statistics (LEMAS) survey and cardinality matching, a quasi-experimental approach, to estimate the relationship between CALEA accreditation status and utilization of information from resident surveys among municipal police departments.
Findings
We find that agencies that subscribe to national police accreditation are more likely to use resident surveys to prioritize crime/disorder problems, evaluate officer or agency performance, guide training and development and inform agency policies and procedures compared to matched agencies that do not subscribe to national police accreditation.
Originality/value
While there is research on the effects of national police accreditation on traditional policing outcomes, there is a paucity of research on whether national police accreditation undermines the ability of local residents to affect policing standards. The findings from this study suggest that national police accreditation may enhance the power of local residents to affect policing.

Abstract
Purpose
The aim of this study is to examine predictors and mediators of work-related stress among Hong Kong police officers.
Design/methodology/approach
Quantitative secondary survey data were used, based on surveys collected from 335 police officers in Hong Kong between May and June in 2020.
Findings
It was found that operational stressors were directly and positively related to work-related stress among Hong Kong police officers. The more the operational stressors, the more the work-related stress. It was also found that internal procedural justice had an indirect effect on work-related stress via work engagement among Hong Kong police officers. More internal procedural justice fostered an increased work engagement, causing less work-related stress.
Research limitations/implications
Given that the nature of secondary cross-sectional survey data, causal relationships are difficult to make.
Originality/value
Results from this study contribute to the expansion of the job demands-resources model (the JD-R model). This study used structural equation modelling (SEM) for quantitative secondary survey data analysis, providing a more accurate understanding of this topic. This study provides insights into how to formulate relevant measures to reduce work-related stress in policing occupation.
