Abstract
Purpose
Law enforcement agencies and police officers' efforts were crucial to oversee the public health measures and legal regulations introduced during the Covid-19 pandemic. The study had two objectives: to examine the strategies implemented by law enforcement agencies in Catalonia (Spain) to monitor the pandemic and to explore the adverse working conditions of police officers and their personal difficulties during the state of alarm.
Design/methodology/approach
A total of 96 experienced police officers completed a closed-ended, anonymous online survey. In addition, complementary information was collected about the management of law enforcement agencies through open interviews. A descriptive analysis was carried out and the association between variables was explored.
Findings
In general terms, law enforcement agencies managed the uncertainty of the situation, with a focus on official information and communication channels between officers. However, many difficulties were reported by the police officers, such us inconsistency between rules, lack of preventive material or changes in work schedules. Besides, the officers' main concern, beyond the emotional impact suffered during this period, was the possibility of being infected or infecting others.
Practical implications
The congruence between the job requirements and resources, as well as the increase of communication channels during situations of high risk are important variables to assure good job development and personal satisfaction of police officers.
Originality/value
To the knowledge of the authors, at the time of writing this paper, this is the first study in Spain to explore the management of law enforcement agencies and police officers' personal experiences during the Covid-19.

Abstract
Purpose
In recent years, several studies on self-legitimacy of police officers were conducted; however, few have tested the unstable nature of legitimacy in different time periods. This paper aims to focus on the self-legitimacy of police officers and its impact on pro-organizational behavior in 2013 and 2016.
Design/methodology/approach
The study took place in eight regional police directorates in Slovenia. The number of participants amounted to 529 police officers in 2013 and 478 police officers in 2016 that have completed a paper and pencil survey that was pretested using a convenience sample of police officers studying as part-time undergraduate students.
Findings
Overall findings revealed organizational commitment as the strongest predictor of self-legitimacy of police officers in Slovenia. The invariance of the “core variables” and their influence on the self-legitimacy of police officers in different time periods was confirmed. Their perception of individual legitimacy, organizational commitment, education and years of service influenced pro-organizational behaviors of police officers.
Research limitations/implications
Limitations of the study can be seen in the sincerity of participating police officers and the nature of self-legitimacy, which operates differently in different societies.
Practical implications
The results could be used for the improvement of policing in a young democratic country.
Social implications
Legitimacy, procedural justice and other components of policing in a democratic society need to be tested globally, especially in young democracies. This study is an example of an ongoing, follow-up endeavor of researchers and the national police to reflect upon the development of policing.
Originality/value
The paper has confirmed the invariance of relations with colleagues, supervisors' procedural justice and audience legitimacy on the self-legitimacy in different time periods and societies.

Abstract
Doxing refers to the intentional public release by a third party of personal data without consent, often with the intent to humiliate, intimidate, harass, or punish the individual concerned. Intuitively, it is tempting to condemn doxing as a crude form of cyber violence that weaponizes personal data. When it is used as a strategy of resistance by the powerless to hold the powerful accountable, however, a more nuanced understanding is called for. This chapter focuses on the doxing phenomenon in Hong Kong, where doxing incidents against police officers and their family members have skyrocketed since 2019 (a 75-fold increase over 2018). It contends that doxing for political purposes is closely related to digital vigilantism, signifying a loss of confidence in the ruling authority and a yearning for an alternative form of justice. The chapter therefore argues that public interest should be recognized as a legal defense in doxing cases when those discharging or entrusted with public duty are the targets. Equally, it is important to confine the categories of personal data disclosed to information necessary to reveal the alleged wrongdoer or wrongdoing. Only in this way can a fair balance be struck between privacy, freedom of expression, and public interest.

Abstract
Purpose
Police legitimacy presents a social value of the institution based on citizens' normative, moral and ethical feelings that they should voluntarily comply with and support the authority of the police. The present study focuses on residents' perceptions of police legitimacy in different settings in Slovenia.
Design/methodology/approach
Drawing on data from a survey of 1,022 citizens in Slovenia, this study examined the correlates of police legitimacy and differences in citizen perceptions of police legitimacy in urban, suburban and rural settings.
Findings
Multivariate statistical analyses showed that feelings of obligation to obey, trust in police, procedural justice, police effectiveness, relations with police officers and gender influence perceptions of police legitimacy. Significant differences between residents' perceptions of police legitimacy, obligation to obey, trust in police, procedural justice, police effectiveness and legal cynicism in urban, suburban and rural settings were also observed. In general, residents of rural areas were found to have more positive attitudes towards the police than those in urban and suburban settings.
Practical implications
The article is useful for police leaders and practitioners planning policies and training of police officers for democratic policing.
Social implications
Police legitimacy reflects the legitimacy of governance, as the police are the most visible representatives of the state authority. Therefore, police legitimacy is crucial for policing in urban, suburban and rural settings.
Originality/value
The study presents the first test of police legitimacy in a non-Western cultural environment based on a national sample of citizens, which enables the generalisation of concepts of legitimacy, and its correlates in a different cultural setting. The study also presents the first attempt to test and compare the effect of the settings (i.e. rural, suburban and urban) on variables influencing residents' perceptions of police legitimacy.

Abstract
Purpose
This article aims to (1) increase the knowledge of how coworkers experience voicing the organization on external social media and (2) deepen and nuance the knowledge of the sources of voice control involved in such communication processes. The study helps understand coworker voicing on social media as situated identity expressions through which coworkers negotiate and contest the organizational identity, thereby co-constituting a polyphonic organization.
Design/methodology/approach
The study draws upon a constitutive perspective on communication and a communication-centered perspective on identity and organizational identification to investigate the voicing of organizational members of the Swedish Police Force on social media. The article is based on a qualitative study where interviews with police officers and communication professionals at the Swedish Police Authority constitute the main empirical material. A content analysis of selected social media accounts provided important background information to the interviews and enriched the understanding of coworker voice.
Findings
This analysis shows that coworkers voice the organization differently. Furthermore, the study of how coworkers experience this voicing indicates that these variations in how coworkers voice the organization depend on how strongly they identify or disidentify with organizational identity and image expressions voiced by significant others. Based on the analysis, this study presents four voice positions highlighting coworkers' varying degrees of identification/disidentification when voicing their organization on social media and reflecting upon their experiences of voicing. Furthermore, the analysis also demonstrates four sources of voice control: (1) management, (2) colleagues, (3) significant non-members and (4) the status and position of the coworker's voice. These four sources of voice control influence coworkers' voices on social media.
Practical implications
This study also contributes with practical implications, for example that the traditional idea of monophonic organizations must be revised and also embrace a polyphonic, bottom-up approach to strengthening internal trust and organizational identity. This comes naturally with the price of less control and predictability by management but with the benefits of increased coworker engagement and pride.
Originality/value
This study contributes new knowledge and a nuanced understanding of coworker voice on social media and the sources of control that influence coworkers' voices.

Abstract
Purpose
The purpose of this paper is to use an evaluation of a micro-place-based hot-spot policing implementation to highlight the potential issues raised by data quality standards in the recording and measurement of crime data and police officer movements.
Design/methodology/approach
The study focusses on an area of London (UK) which used a predictive algorithm to designate micro-place patrol zones for each police shift over a two-month period. Police officer movements are measured using GPS data from officer-worn radios. Descriptive statistics regarding the crime data commonly used to evaluate this type of implementation are presented, and simple analyses are presented to examine the effects of officer patrol duration (dosage) on crime in micro-place hot-spots.
Findings
The results suggest that patrols of 10-20 minutes in a given police shift have a significant impact on reducing crime; however, patrols of less than about 10 minutes and more than about 20 minutes are ineffective at deterring crime.
Research limitations/implications
Due to the sparseness of officer GPS data, their paths have to be interpolated which could introduce error to the estimated patrol dosages. Similarly, errors and uncertainty in recorded crime data could have substantial impact on the designation of micro-place interventions and evaluations of their effectiveness.
Originality/value
This study is one of the first to use officer GPS data to estimate patrol dosage and places particular emphasis on the issue of data quality when evaluating micro-place interventions.

Abstract
Purpose
Job stressor exposure is associated with mental health in police officers. Police stress research rarely draws a distinction between urban and rural policing, raising the possibility that stressors specific to the rural context remain unidentified and their implications unknown. This may hinder actions to protect the mental health of those involved in policing rural communities.
Design/methodology/approach
Among rural policing teams in an English county police force this study used an exploratory sequential mixed method design to (1) identify and quantify exposure to rural policing stressors and (2) examine links between job stressor exposure and psychological distress.
Findings
Interviews (N = 34) identified three rural policing job stressor themes: (1) job demands, (2) isolation and (3) critical decisions. Survey data (N = 229) indicated significant differences in exposure by rank to demand and critical decision stressors, with police community support officers (PCSOs) reporting lower exposure than officers of constable and sergeant rank. Overall, 44% of respondents reported symptoms of psychological distress indicative of likely minor psychiatric disorder; higher levels of psychological distress were associated with higher stressor exposure across all three job stressor themes for PCSOs and constables and within the job demand theme for sergeants.
Originality/value
Findings point towards practical actions focussed on resource provision for officers and a research strategy to ameliorate the impact of stressors in English rural policing.

Abstract
Purpose
The authors set out to show how key private security industry actors in Sweden establish body-worn cameras (BWCs) as a tool to protect private security officers from the public the officers police and to improve the work environment of the officers.
Design/methodology/approach
The authors conducted qualitative semi-structured interviews with key personnel involved in the implementation of BWCs. The authors' analysis focused on delineating recurrent moral stories and affirmative environments to show how BWC use was made legitimate as a work environment tool.
Findings
The authors show how BWC use by private security officers patrolling public spaces in Sweden is legitimized by four organizational narratives: (1) the vulnerable security officer and the caring employer, (2) defenders of protective regulation, (3) moral selves and morally dubious others and (4) function creep and moral guardians. The authors explain how such organizational narratives are key to establishing and legitimizing the use of BWCs as a tool to improve the work environment of private security guards, and how certain narrative environments promote such organizational narratives in Sweden to improve the work environment of private security guards.
Originality/value
The authors' findings in this article add to a small but growing literature on BWC use in policing outside of the USA and the UK as well as to the hitherto very limited research from the work environment and managerial perspectives. The authors illustrate the importance of organizational narratives and narrative environments for understanding organizational change involving legitimation of new technologies.

Abstract
Purpose
The purpose of this study isto synthesize recent empirical research investigating memory of stressful critical incidents (both simulated and occurring in the field) among law enforcement officers.
Design/methodology/approach
The study used the approach of systematic state-of-the-art review.
Findings
In total, 20 studies of police and military officers show reduced detail and accuracy of high- versus low-stress incidents, especially for peripheral versus target information. Decrements in memory performance were mediated by the extent of physiological stress responses. Delayed recall accuracy was improved among officers that engaged in immediate post-incident rehearsal, including independent debriefing or reviewing body-worn camera footage.
Research limitations/implications
Most studies were not found through systematic database searches, highlighting a need for broader indexing and/or open access publishing to make research more accessible.
Practical implications
By understanding how stress physiology enhances or interferes with memory encoding, consolidation and recall, evidence-based practices surrounding post-incident evidence gathering are recommended.
Social implications
The current review addresses common public misconceptions of enhanced cognitive performance among police relative to the average citizen.
Originality/value
The current work draws from scientific knowledge about the pervasive influence of stress physiology on memory to inform existing practices surrounding post-incident evidence gathering among police.

Abstract
Purpose
Sustainable employability is an important goal for individuals and organizations alike. However, scarce knowledge is available on possible cross-lagged relations of resilience among police officers and different aspects of their sustainable employability over time. Based on assumptions of COR theory, the purpose of this paper is to test these relations in a two-wave design.
Design/methodology/approach
A total of 532 police officers participated in a time-lagged survey design (time interval of six months) concerning their resilience and relevant aspects, i.e., self-reported vitality, workability and organization-reported individual absenteeism rates. Data were analyzed with structural equation modeling.
Findings
Results indicate cross-lagged effects between resilience and vitality with an acceptable model fit. Thus, the level of resilience at T1 affected the level of vitality at T2 and vice versa. In addition, a nearly significant negative effect of vitality on T1 was found on absenteeism on T2.
Research limitations/implications
More measurements over time are needed to test reciprocal relations and possible gain spirals. Different samples are needed to assess generalizability. Cross-lagged effects may indicate a reciprocal relation between resilience and vitality that can be further facilitated.
Practical implications
For example, resilience can be addressed explicitly in training.
Originality/value
This study is the first to test the cross-lagged relations between resilience and indicators of sustainable employability among police officers. It is important to further study this for the sake of both police officers, as well as society as a whole.
